Last week NUP notified Speaker Anita Among about the party’s decision to withdraw the nomination of former Leader of Opposition and Nyendo-Mukungwe legislator Mathias Mpuuga as the opposition Commissioner Of Parliament owing his involvement in what the party says is corruption.

All troubles Mpuuga is facing stem from 2022 when him and other three NRM commissioners in a meeting chaired by speaker Anita Among shared Shs1.7b amongst themselves and Mpuuga took the lion’s share of Shs500m as a service award which his party says tantamount to corruption and dishonesty and wonders what he offered in return.

Speaker Anita Among wrote back to the NUP general Secretary David Lewis Rubongoya in a letter that made rounds on social media indicating that she had not granted NUP’s request to recall Mpuuga from the commission. Anita Among in her letter says NUP only had powers to nominate but has no powers to withdraw him.

The Speaker further says that when Mpuuga was nominated, he was elected to the commission by members of parliament and hence, he ceased serving the interests of his party NUP and now serves the interests of parliament as whole.

NUP has now lashed at speaker Anita Among saying they expected her response to cover Mpuuga from scrutiny since she chaired the meeting that handed him the Shs500m that has caused him problems and conflict with his party.

According to NUP, they only communicated to parliament their disapproval and vote of no confidence in Mpuuga as their Commissioner not to get approval from parliament. To also reaffirm that facts available indicate that Hon Francis Zaake is their rightful Commissioner of Parliament after court confirmed he was removed illegitimately.

These content that in writing to parliament, they wanted to distance themselves from any wrong doing that the parliamentary commission should transact business with Mpuuga as a person but that he’s representing NUP though even the Leader of Opposition Joel Ssenyonyi who sits on the same commission is supposed to attend the Commission’s meetings.

The process of removing a Commissioner of Parliament as it was done on Zaake in the Rules of Procedure Of Parliament draws at the need for numerical strength to support the motion and consequently voting in it’s favor on the floor of parliament which NUP lacks.

Mathias Mpuuga vehemently declined to step down as Commissioner of parliament saying he has not involved in any wrong doing as claimed by his party and will not even leave NUP but has arrangements of reclaiming the party and put it on the right course in the coming weeks.
