Dr Eng Badiru Kigundu is a household name in Uganda when it comes elections. He was at the helm of Uganda’s Electoral Commission for a whole two term stint of 14 years from 2002 until 2016. He was replaced by Justice Simon Mugenyi Byabakama who just landed a new term recently.
Severally during his unsuccessful bids to unseat president Museveni, Dr Kiiza Besigye complained that Eng Kigundu used to doctor and engineer results to deny him a landslide win against Museveni all in 2006, 2011 and 2016 when he finally gave up to contesting saying elections had turned into a periodical RITUAL to rubberstamp Museveni’s grip to power.

Upon expiry of his contract, president Museveni handed Kigundu other tasks with his area of expertise Engineering not elections. He appointed him to head the presidential select committee responsible for the supervision and completion of the Mega Karuma and Isimba Hydro power projects.
His committee delivered Isimba in 2019 and the remaining project was the Karuma Dam which is now in it’s final stages of completion and will soon be commissioned.
At the revelation of the Deputy Speaker Thomas Tayebwa, it’s now clear that Museveni has also appointed Kigundu to head the committee which will supervise the construction of the controversial Lubowa Hospital which remains at the foundation level since 2019 despite government pumping in billions of money and access to the construction site is limited.

Efforts to check on the progress of the construction had hit a dead end and all attempts in 2019 by the Minister of health and the health committee of parliament and the recent one by the Leader of Opposition in parliament Joel Ssenyonyi were all met with resistance and guns on standby.

To me this is unfair and this will lead to un ending unemployment problems in the country,,,the man was man EC, the karuma dam overseer, then chairman board NWSC and now mbu lubowa whatever. It’s becoming obvious that this country is for a few personnel
