In the last 10 years or so, struggling Kampala blogger Dean Lubowa Saava has worked in a number of media houses only to end up being expelled for reasons relating to extortion and professional misconduct.
He has always fallen out with bosses who try to stand up to his extortionist tendencies. This was the case at CBS where his journalism started; Ntv, Nbs, and Bbs Terefayina.
He also worked as a reporter with Gwanga newspaper where he was chased after stabbing colleagues in the back. Then he recently re-emerged with a totally new extortionist scheme trading as TMC media/TV 10 gano mazima.
The modestly educated Saava has publicly confessed to being a hitman who has to be paid first before going into any conflict story and more so those related to land wrangles. He openly tells his followers on both Youtube and Tiktok that he has to be paid for his each and every story because he has bills to pay to run his struggling media platform the so-called Tv10.
In the Teddy Cheeye or even the defunct Red Pepper style, Saava uses his Tv10 youtube platform and tiktok to defame public and private citizens of Uganda. When they get aggrieved and file defamation suits against him, as they seek protection from courts of law, as the constitution requires them to, Server turns the heat on their lawyers while calling them abafere.
Some Kampala lawyers have already petitioned youtube red flagging the hate speech and personal attacks Server has been putting out there on them, for doing their work as lawgers.
They want youtube, which is very sensitive on fake news and hate speech to take some administrative steps. Some of them want his youtube channel to be investigated for hate speech and later on sanctioned.
While defaming public officials and subjecting them to all color of hate speech, Saava has often bragged to be a very important journalist licensed by Uganda communication commission UCC. He keeps saying UCC knows his company, licensed it and they are very happy with his style of spreading hate speech and disinformation while defaming other people.
UCC has since clarified and put their concerns in writing. UCC executive director Thembo Nyombi has already written the 8/1/2025 memo of three pages disowning Saava. The confidential memo is to help guide the courts of law and investigators in police to do their work by protecting victims of hate speech well knowing that UCC has never licensed Server.
The UCC bosses make it clear that Saava and his online media platforms are operating illegally because they don’t appear anywhere on the list of licensed online media news operators.
Thembo Nyombi says what happened is that Saava applied to them but his application was rejected and was never approved because the disinformation and hate speech he puts out there doesn’t meet minimum broadcasting standards.
In a last warning letter written to him, Thembo asks Saava to stop lying to the public that he is a licensed journalist who was cleared to do online broadcasting and news publications by UCC.
Nyombi makes it clear that because his operations have never been licensed, Dean Lubowa Saava can’t operate as a legal news operator in Uganda. This is why his www.tv10ganomazima.news has been switched off and blocked, and can now not be accessed by his readers, because Saava is only using it to do cyber bullying and putting out defamatory stories.
UCC has also accused Server of operating illegally and of ignoring to respond to many complaints and summons they send to him to appear before the commission. He has been given 7 days to write to UCC explaining his illegal operations or else get himself arrested and picked up for harvesting like a grasshopper.
Thembo Nyombi has written another tough letter making it clear that they are going to arrest Saava and subject him to criminal prosecution under the laws of Uganda over his criminal media and news gathering operations. They have given him 7 days to hand in himself with a written defense to show cause why the commission shouldn’t act hard on him.
The commission has listed all his crimes and a long list of citizens who verbal terrorist Saava has terrorized and victimized with hate speech. UCC, which is already working with others to get youtube to act too, says it has a duty to protect such victims of hate speech and the general public not to consume half-baked news and content which doesn’t meet minimum broadcasting standards as by law established.
In another public notice, UCC stated that “Please be advised that TMC Media t/a trading as Tv10 gano mazima is not authorized to provide online data communication services in Uganda.”
It adds “the operations of TMC Media t/a Tv10 gano mazima are thereby illegal and in total disregard of the law and regulatory requirements.”
The commission says that its going to sanction Server and his Tv10 using regulatory measures in accordance with the UCC Act and Computer Misuse Act 2011 as amended in 2022.
Saava has 7 days counting from January 8th 2025. Thembo Nyombi says they have pleaded enough and now is the time for Saava to face the music.
