Long serving Lwemiyaga County member of parliament Theodore Ssekikubo and former junior health Minister Sarah Achieng Opendi have for the last 10 days championed a collection of signatures to support a motion to censure four commissioners of parliament.
By the close of last week they had got almost 135 signatures, their plan if not strangled and gets the badly needed number of signatures of 177 will cause a motion for removal of three commissioners of parliament Solomon Silwany, Mathias Mpuuga, Prossy Mbabazi, Esther Afoyochan.

The censure motion movers Sarah Opendi and Theodore Ssekikubo are citing misconduct and abuse of office which has casted a cloud of dishonesty on the institution of parliament.
Conversations privy to the matter that while serving as the leader of opposition and few weeks after the burial of former Speaker Jacob Oulanyah, in March 2022 in a meeting chaired by Speaker Anita Among, the then Leader of Opposition and three commissioners resolved to appreciate themselves with service awards.
Mpuuga took the lion’s share with Shs500m, and the other three backbench Commissioners Solomon Silwany (Bukooli Central), Esther Afoyochan (Zombo district Women MP) and Prossy Mbabazi (Rubanda Woman MP) all got Shs400milling from the parliamentary commission.
The four received the controversial payment on a person to holder basis even before clocking a year in office at the time, which has left the essence of the “award” questionable.
While none of the three backbench commissioners from NRM have ever spoken out on the scandal, Mpuuga has put out a brave face as he wrestled his party who even recalled him in writing and replaced him still in writing with Mityana Municipality legislator Francis Zaake.
Now the Government Chief Denis Hamson Obua has vehemently told NRM members of parliament from engaging or supporting the censure motion aimed at removing the four commissioners of parliament from office. Obua says the party will guide on the next course of action.
The orders of the Government Chief Whip come at a time when several NRM Mps have supported the motion and even signed on the on it including Minister Persis Namuganza who said the president has not ordered any one not to sign the censure motion.
