There has been media reports about how Internal affairs Minister evicted government’s Njeru Stock Farm from a land he says is his. The Gen Kahinda Otafiire also jailed a breast feeding government employee Dr Caroline Webule the manager of the farm who is employed by the Ministry of Agriculture.
Otafiire stormed the Njeru stock farm in Bukaya in Buikwe district on Sunday and upon arrival at the premises, he quizzed the manager about what she was doing on his land which houses the only remaining stock farm in Eastern region that serves as a livestock breeding.
When the minister stormed the farm and started grilling the manager Dr Webule about what she was doing on his land, the manager told the minister to instead engage with her seniors in the ministry of Agriculture, Animal Industry and Fisheries but her pleas fell on deaf ears and he instead ordered his guards to arrest the breast feeding manager.
The guards heeded to their boss’ orders and drove the poor manager to the Njeru police division where she was incarcerated over for trespassing on the minister’s land of Njeru stock farm.

The act of the minister was meant to engage his colleagues from the minister of Agriculture who employed the manager he arrested has elicited widespread condemnation across all divides on social media with some people urging the government to pay Minister Kahinda Otafiire such that the stock farm land is retained.
When contacted by media in Uganda about the matter, the minister asked whether issues of land are regulated by the media or court. He also confirmed arresting the manager because she’s the person he served the eviction notice and he didn’t know whether she was the manager or not but ordered for her arrest because she was arrogant.
“Are matters of land regulated by the media or court? I don’t know whether she’s the manager or not. This is the person i served with an eviction notice. I gave her seven days to quit the farm in November last year. She is still here and claiming she is the manager. Therefore she is in charge of the trespassing. You can’t say you are manager, managing what on my land’-Otafiire said.
It’s however reported that the Agriculture ministers Rwamirama and Frank Tumwebaze at some point engage the furious minister on a suggestion to sell the said land to government but he insists he doesn’t sell the land and wants government which he serves off his land.
“Listen i don’t want to sell that land to government. I don’t want anybody to say i grabbed government land in order to sell it to them. I clearly told them that i am not selling that land to government at all. It’s my land, i have got titles and they should get off my land, simple.”-furious Otafiire said.
The 1,099 acre farm located at Bukaya West village, in Njeru Municipality Buikwe district is one of the government farms established by the previous governments and is managed by the ministry of agriculture which hosts a demonstration farm, a breeding centre and a research centre among other facilities.
However, over 504 acres of the farm has been fraudulently taken over by private individuals.
In 2019, Otafiire who claimed ownership of 50 acres of the land , explained that he asked court to throw government out of the land because he had secured rights from the original owners after the government failed to pay for it’s lease.
But a 2014 investigation by the Inspector General of Government (IGG) indicated that the then Njeru Town Council got a lease on the land in 1967 and in 1969, sub lease 306 acres t the Ministry of Agriculture for Njeru stock farm. This raise questions of how Otafiire a bush war hero acquired the land and now throwing out government which himself serves and helped to bring in power.
In a related development, there’s a verbal on X formerly Twitter between Muhoozi crusader and Kasambya country legislator who tried to make some alarms over the minister’s actions of taking government land and arresting an innocent government employee instead of engaging his colleagues at the ministry of Agriculture.

Known for taking no prisoner just like his father, Kahinda Otafiire’s son who is in the army known as Che Otafiire blasted Kabanda and advised him to stay in his lane or seek legal redress if he’s not happy with the way his father [Kahinda Otafiire] handled the matter and so Kabanda should not open his mandibles on his father.
Otafiire is not above the law. Seek redress from the chambers of the Attorney General and @MAAIF_Uganda before you open your mandibles about issues you don’t understand.
