News we are gathering indicate that former presidency minister and Luuka district women representative Esther Mbyo Mbulakubuza is in trouble after being implicated in the corruption scandals at Uganda Printing and Publishing Corporation (UPPC) that left top bosses fired by Minister Milly Babalanda.

It should be noted that towards the end of last month (August), Babalanda swept clean UPPC after top bosses were involved in corruption that costed Tax payer huge sums of cash. She interdicted the board and management members who were involved in a series of embezzlements.

She exempted the junior officers but the top bosses who included Managing Director Prof Tom Davis Wasswa, Chairman Board of Directors Kitamuweesi Musubire, Moreen Nyakato Ag. Corporation Secretary and Andrew Ssenabulya the Senior Internal Auditor.

However, the investigations haven’t spared her predecessor Esther Mbayo Mbulakubuza who was the immediate supervisor of UPPC which falls under the Presidency Ministry. Sources privy to this matter indicate that Mbayo was mid this month on 15th September summoned to appear at the CID headquarters in Kibuli for interrogation.

In a letter that this site has come across to hon Mbayo through the Speaker of Parliament, Twinomujuni Julius for the Director Criminal Investigations indicated that the CID directorate is investigating allegations of abuse of office, embezzlement and causing financial loss of UPPC where Mbayo was a supervisor from 2019 to 2021.

Summon Letter To Mbayo from Police

Esther Mbayo has since revealed that a member of parliament can’t just be summoned through a phone call but through the speaker and not hasn’t appeared for questioning as indicated in the police summons. However, her delay not to appear had been in a 15th September letter defended by speaker Jacob Oulanyah that she was out of the country and was coming back to the country on 20th September.

In her July 9th Inauguration speech, Minister Mbayo vowed not to leave any stone unturned in her fight against corruption and embezzlement and rang warning bells to all RDCs and other departments under ministry that the worst lies ahead of any one with a corrupt tendency.

“Colleagues, when I received news of my appointment as Minister, 20% of the calls I received in the first 12 hours were linked to concerns regarding the management of the Uganda Printing and Publishing Corporation. A lot of stories were being told and people were wondering how I would manage to supervise this company”. She noted
