Alur Kingdom Directs NGOs, CBOs to Register Activities With Cultural Leadership.

ZOMBO-The Alur Kingdom has asked all Non-Governmental Organizations (NGOs) and Community-Based Organizations (CBOs) operating within its territory to formally present their programmes, projects and operational plans to the Kingdom leadership.

The directive, issued on May 1, 2026, is intended to strengthen coordination between development actors and the cultural institution, improve service delivery, and promote sustainable community transformation in sectors such as agriculture, environmental protection and socio-economic empowerment.

The call was made by Prince Lawrence Opar Angala, the Kingdom Prime Minister (Jadipu), during a meeting with officials of the Alur Community Empowerment Foundation at his offices in Yamu Trading Centre, Atyak Sub-county, Zombo District.

The move signals a renewed push by the Alur Kingdom to position itself as a coordinating partner for development agencies working in its jurisdiction, ensuring projects align with community priorities, cultural structures and land ownership systems while reducing duplication of efforts.

Prince Opar said organizations intending to implement programmes in the Kingdom should first engage the leadership for guidance and collaboration.

“Any activity, programme or development initiative within the Alur Kingdom should be brought to the attention of the Kingdom leadership,” Opar said.

He noted that the Kingdom, recognized under Article 246 of Uganda’s Constitution, remains an important institution in mobilising communities and supporting development initiatives.

According to Opar, several organisations operating on community land have already contributed to improved farming methods, education access, prevention of gender-based violence and reduction of teenage pregnancies.

He further stated that Ubimu Phillip Rauni III, the reigning monarch, is the custodian of customary land under the Kingdom’s jurisdiction.

The Prime Minister encouraged Alur Community Empowerment  Foundation (ACEF)  to submit a formal concept letter detailing its objectives, areas of operation and planned interventions so that the Kingdom can link it with relevant government programmes and potential development partners.

The Alur Community Empowerment Foundation, incorporated in 2025, currently works in Zombo District, Nebbi District and Pakwach District.

Its programmes focus on climate-smart agriculture, climate justice, indigenous tree planting, clean energy solutions and sustainable land use management. Cosmas Umirambe , the executive director of ACEF said recognition from the Kingdom would help the organisation deepen its impact in local communities.

“Working closely with the Kingdom gives our programmes legitimacy and strengthens community participation,” Umirambe said.

Board Chairperson Robert Oyirwoth thanked the Kingdom leadership for the guidance and pledged continued cooperation.

The Alur Kingdom spans 56 chiefdoms in Uganda and eight in the Democratic Republic of Congo, making it one of the region’s significant cultural institutions with cross-border influence.
