The Anti-Homosexuality Act having suffered a blow in 2014 when journalist Andrew Mwenda, Fox Odoi and others gunned it down on grounds of quorum of parliament that was presided over by former Speaker Rebecca Alitwala Kadaga. The Act was re-introduced and tabled by Bugiri Municipality legislator Asuman Basaliwa.
All proceedings leading to the passing of the re-introduced bill were presided over by Speaker Anita Among, sent to the president who also signed it into law last year in May.
Western powers were unsettled when the president signed it into law with others especially the United States spelling doom and dire consequences if Uganda didn’t repeal what they called a bad law that comes with hefty fines, life imprisonment and even a death penalty to those convicted on homosexuality related cases.

Indeed no sooner had they spelled doom for Museveni’s government than World Bank suspended any further funding to Uganda. The United also delisted Uganda from it’s AGOA business forum. Museveni’s government is until today struggling to engage the US over the same.
In December last year, Uganda’s prison boss Dr Johnson Byabashaija was sanctioned by the US over human rights violations meted on prisoners under his watch. The sanctions earned the prisons boss who has led the institution since 2005 another term as president Museveni renewed his contract for another two years.
Hell broke lose when the United Kingdom on 30th April sanctioned Speaker Anita Among, two former Museveni’s ministers Gorreti Kitutu and Agnes Nandutu over their engagement in the diversion of Karamoja iron sheets meant for the karachunas. These claimed the sanctioning of Speaker Anita also emanated from her ownership of bank accounts and a house in London which they believe she bought from proceeds of corruption.

As Museveni was still assessing the situation and engaging the relevant authorities on Speaker’s said house in London which she has openly and blatantly disowned severally but saying they’re fighting her because of her spirited fight against Homosexuality. The US also announced sanctions on speaker Anita Among and others on 30th May 2024.
The United States in a statement released by the spokesperson of the Department of State Micheal Muller announced Speaker Anita Among, Minister Amos Lugolobi and former ministers Goreti Kitutu and Agnes Nandutu over the corruption and their involvement in diversion of the Karamoja iron sheets.
The other person sanctioned by the US is former Deputy Chief of Defense Forces Lt Gen Peter Elwelu for his commanding of the raid on the Rwenzururu Kingdom in Kasese and killing 100s and arresting the King Charles Wesley Mumbere and his royal guards.
The sanctions on Speaker Anita Among, Kitutu and Lugolobi also extended to their spouses Eng Moses Magogo, George Micheal Kitutu and Evelyn Nakimera the wife of Junior finance Minister Amos Lugolobi.
Even when she was asked in parliament to say something about her involvement in orchestrating a well coordinated money bonanza in parliament where junior staff received billions of cash on her behalf purportedly for Corporate Social Responsibility (CSR), Anita Among said she can’t give an answer on things championed by bumshafters and would later blame Kadaga claiming she’s behind her woes.
Now Dr Sarah Birete who is the Chairperson of Chairperson of East and Horn of Africa Election Observers Network and Executive Director of Center for Constitutional Governance (CCG) has gone hard on Speaker Anita among for blaming all her woes on her spirited fight and stance against Homosexuality in Uganda.
According to Birete, it’s wrong for Anita Among to blame everything on her fight against homosexuality because Kadaga who first presided over the same in 2013 and even blasted European legislators and the president of the Inter Parliamentary Union (IPU) Gabriella Barroza for trying to smuggle a motion on homosexuality on the agenda of the IPU summit without consent of both Arab and African representatives in March 2018 isn’t sanctioned.
The tough talking Kadaga even told the summit in Geneva, Switzerland that says efforts by the European countries to legalize the practice of homosexuality will lead Uganda and other countries opposed to the vice withdraw from the Inter-Parliamentary, Kadaga was never sanctioned until today
According to Birete who was appearing on Next Radio over the weekend said there’s more than what meets the eye because. she was also reacting to Museveni’s stance on corruption were he even suggested forgiving those who do corruption by mistake something which politicians are saying the president is openly showing he can’t manage the fight against corruption.
“As if the issues being raised in mismanagement of parliament is because homosexuality. 34 countries in Africa have criminalized homosexuality, but the Ugandan speaker is the only speaker in the whole world with sanctions, we have more than 66 countries globally that have laws that criminalize homosexuality, how come their speakers are not sanctioned, how come it’s only the Ugandan Speaker with sanctions, aren’t the other speakers being seen, didn’t they preside over parliament as these laws were enacted?”-questioned Birete
