Dr Engineer Badiru Kigundu is a name familiar with those who have in the political game for some time stemming from the early 2000s. He was chairperson of the electoral commission for two consecutive terms of seven (7) years from 2002 until 2016 when he bowed out.
After his time at Electoral Commission came to an end in 2016, Museveni handed the now 79 Civil Engineer another task to head the presidential steering committee to supervise the construction of the Isimba and Karuma hydro mega dams.

Isimba constructed by Chinese was delivered in 2019 while Karuma is in it’s final completion phase. Museveni added him another task recently to chair the presidential committee to supervise the construction of the controversial Lubowa Hospital.
Kigundu late last week unveiled his second book titled ‘Stepping Into The Unknown’ which talks about his journey to fame including being the Chairperson of the Electoral Commission when he presided over several by-elections and three general elections of 2006, 2011 and 2016 when he stepped out.
Voices of concern and accusations against Kigundu especially from the opposition contend that the Civil Engineer used to doctor results in favor of president Yoweri Kaguta Museveni and majorly for NRM politicians for the entire time was at the helm of the electoral commission. He bowed out at the same time Besigye after four unsuccessful attempts to unseat Museveni through the ballot saying it was just a ritual but couldn’t send Museveni home.
The 79 year old Civil Engineer has however denied doctoring any results in favor of any candidate insisting that he was honest and fair enough during the 14 years he was Chairperson of the commission and no one should blame him for their unsuccessful bids to go through.
“I would tell politicians don’t blame your failure on me, when you’ve failed to Mobilize, to convince voters, your message is not containing value, don’t blame it on me because me i don’t go out there and campaign. I never campaigned for any body for the 14 years i was there”-Kigundu says
Kigundu was replaced by Justice Simon Mugenyi Byabakama who recently was re-appointed for another 7 years at the commission together with his deputy Dr Aisha Lubega.
