The Church of Uganda Provincial Chancellor senior lawyer Counsel Naboth Muhairwe is in a hot seat after leaders from Luwero Anglican Diocese petitioned Archbishop Kazimba Mugalu, his immediate boss and supervisor, claiming that he is the man trying to frustrate Reverends Samuel Kalibbala and Abel Serwanja Merewooma from becoming the next Bishop for Luwero Anglican diocese.
The two clerics emerged best in the interviews and vetting which the Luwero Diocesan Nominations Committee, headed by Kabaka’s lawyer Apollo Makubuya, conducted between November 2023 and mid of January this very year. The search process was tough and prolonged meaning that everything was done to make sure the Committee does a good job.
However, when the names were sent to Kazimba’s office at Namirembe to be forwarded to the House of Bishops to choose one best, Muhairwe interfered and blocked both names saying they lacked the minimum academic qualifications of being with a Post-Graduate Diploma in Theology yet the Provincial Constitution requires only a Diploma in Theology.
Instead Muhairwe reportedly summoned the DNC members and ordered them to choose from the list of the following saying its what his boss the Archbishop wanted. The list from which the DNC was supposed to choose the next Bishop for Luwero had the following Reverands; Godfrey Kyanda, Festo Kalungi, Ibrahim Muyinda & Kisekka Wilson.
This investigative website has carried out its research and established that for many years Counsel Naboth Muhairwe was part of the core group which Col Kizza Besigye started with in 2001 when he declared a tough political war against President Yoweri Kaguta Museveni.
When Besigye escaped to South Africa for exile in August 2001, Winnie Byanyima, Sam Njuba, Joyce Sebugwawo, Beti Kamya, Vincent Kimera and his other diehard rich supporters in Kampala came together and formed a war cabinet which kept battling Museveni as Besigye chilled in the South African exile.
It was a large team which had people like Christopher Kibazanga, Geoffrey Ekanya, Yusuf Nsibambi, Sheikh Obed Kamulegeya and others. Our research has showed that Naboth Muhairwe was on that war Cabinet and played a big role of being the Deputy Secretary General deputising Geoffrey Ekanya and Mzee Louis Otika who died some time back. Their offices as reform Agenda were based in the Kampala suburb of Kamwokya.
All of them were serious fighters because this was the time when Museveni felt the heat and ordered Mayombo to start arresting Besigye’s men while accusing them of rebellion based in Congo forests. The top leaders of Besigye’s war Cabinet, in which Naboth Muhairwe served, were Winnie Byanyima, Sam Kalega Njuba, Reagan Okumu, Nandala Mafabi, Kabuuza Mukasa, tycoon Garuga Musinguzi, Winnie Kiiza and many others.
This history in the anti-Museveni struggle has made some in the intelligence services of Uganda to understand why Naboth Muhairwe hasn’t found it necessary to advise and pressurize his boss Kazimba Mugalu to quickly resolve the issue of new Luwero Bishop consecration even when the same dragging of the feet, amidst an indifferent State House, is already clearly increasing President Yoweri Museveni’s unpopularity in Luwero.
The man called Naboth Muhairwe is a decorated veteran of the anti-Museveni struggle although this news website couldn’t readily establish the point at which he stopped being part of Besigye and Winnie Byanyima’s inner circle.
