Uganda communications commission UCC has been challenged by Ugandans on social media to show that it measures up to it’s mandate by doing something to defend itself against stinking rich youtuber Dean Lubowa Saava who confirmed not being a licensed online news media operator and challenged the Bugolobi based government entity to dare touch him.
In his latest youtube post, rich man Saava admitted to operating without a license and revealed to his followers that the truth is that he has receipts which show he paid some money but the commission, has never issued him a license, which is mandatory in Uganda these days.
Nowadays, operating any online news platform without that UCC license is an offence over which Dickens Mubiru and Hajji Ssengooba were locked up at Luzira and jailed for close to 6 months.
Eventually, their platform grapevine was shut down after the regulator UCC directed all telecom companies to block access to it. Super rich Saava, who already has more than 100 court cases for defamation, is headed for the same fate or even worse.
Instead of owning up and cleaning up his s**t, Saava has declared a war on UCC saying he is only answerable to the president. He deceptively portrayed himself to his followers as someone very close to state house which is not true. He deceptively said that he has former speaker Kadaga as the person who in 2019, connected him to the president the last time he was in trouble with the regulator. Even today he is counting on Kadaga who isn’t prepared to help out because she is not powerful like those days.
He says the president declared him free and he remains his protector, something the press secretary Faruk Kirunda will be issuing a press release to show to the public that its untrue. The press unit says that the president’s name shouldn’t be used to prevent UCC from doing its work or any other agency of government.
The president has always been clear on this by announcing that no one is above the law. This is why even big people, generals and ministers plus for VPs in his government have had to face the law without him interfering.
He respects institutions of government like UCC to do their work and there is no way he can order UCC to allow Saava to destroy people’s names and promote hate speech as if Uganda is a stateless jungle.
This hate speech, which UCC is accusing Saava of promoting, is the reason why CBS was closed for 13 months. Museveni was angry and UCC was directed to switch it off in 2009.
When Mirundi was still his press secretary, some of the people he was defaming went to Museveni and the president laughed at them wondering why and how being his worker would make Mirundi to be above the law.
He told them to sue Mirundi the way they wanted because in Uganda nobody was above the law even if they worked in his office. That’s how media houses and TVs which used to host Mirundi got sued for defamation and started chasing him away.
That is how Kariisa chased him from his NBS TV. Ssenyonga chased him from his Top radio/TV and Sserwadda from his Dream Tv and Impact fm radio. So, there would be no logic in the same president, who cleared big people to sue his press secretary if he was defaming them, can be asking UCC to detect hate speech anywhere and do nothing about it.
In his youtube rant, Saava deceptively claims to be very powerful, influential and connected to the extent that he can cause the president to fire Nyombi Thembo from the UCC ED job.
He claims that even Godfrey Mutabazi was fired a few months after the president felt he was using his office as UCC ED to make him Saava uncomfortable as a blogger! Nothing could be further from the truth.
Saava says that Nyombi should be fired because UCC has become a den of thieves. That by standing up to Youtube bullies and fake news peddlers like himself who engage in extortion, spread hate speech and disinformation, the UCC has become a den of thieves! Really? They are simply doing their work.
The most sensible thing Saava would do if he feels mistreated by UCC is to go to court which he says he did in 2019. The irony is that the same Saava has been very disrespectful of court and lawyers who get hired to sue him on behalf of victims of his disinformation and hate speech. NUP’s George Musisi suffered this most yet by representing Ssenyonyi, he was just doing his work.
In the youtube rant Saava fearlessly attacks UCC and SIU/CID bosses. He says they are always used by the criminals he exposes in his youtube rants. Saava says that in 2019, he reported stories of 96 killer squad members led by Bazir Kiyingi. He says they killed hundreds of people and boda riders which created many orphans and widows.
Saava uses his latest youtube rant to claim that the killer squad members paid 150m which was shared by SIU and UCC officials like Owamanya. He said this money forced them to protect killer squad members by summoning and directing him to stop his stories exposing them.
He singled out a big man of UCC by the names of Med Kaggwa and said he shared on the 150m to silence him for the killer squad members to be comfortable.
Insiders say that Med Kaggwa can’t let this disinformation to go just like that and he will be filing a defamation suit against Saava in the high court. Its clear defamation cases are going to kill and sink Saava like the late tabloid of Namanve.
Server, who will end up declared bankrupt in case he loses all the court cases, also made personal attacks against the UCC boss Nyombi Thembo by calling him a fake man who can’t tell the difference between regulating online media and gagging online media work.
Admitting that he doesn’t have the UCC license yet, Saava said that he has receipts to show he applied for the license without which UCC says he can’t lawfully do any online media work!
He called Nyombi Thembo the UCC top boss ‘a faded man’ because in 2016 he accepted to be demoted from being a minister of ICT to become the head of the commission which he says is like a department. “I will put him and all other people of UCC to order, if they are joking with me.” Saava said. Adding that he will fight him until Nyombi loses his job.
He said Nyombi is now too comfortable in his air conditioned office and car and doesn’t even know what he is signing. He said UCC should leave him to defame those he chooses to attack because that’s what the president wants every citizen of Uganda to do.
By attacking the regulator and declaring war on individual officials at UCC, Saava, who is supposed to be looking for money to pay lawyers for the many court cases he is facing, is only creating more problems for himself.
He is angry at Nyombi because UCC wrote a letter on Jan 8th showing that he doesn’t have a license allowing him to operate online media platforms and making it clear that telecom companies had been directed to block access to his disinformation and hate speech.
UCC also gave him 7 days to come clean or else they criminally prosecute him. Instead of getting a lawyer to represent him in the ongoing UCC investigations, Saava just went on youtube to abuse UCC bosses like Kaggwa and Nyombi the CEO.
In the past, UCC has used its powers to cause the detention of online journalists operating without it’s license eg Dick Mubiru and Sengooba. Saava must get a good lawyer and prepare for the worst.
Apart from UCC, the stinking rich Saava is already facing many court cases, like 100 of them for defamation, and he will need big money to hire a big team of lawyers to help him on all that work inside court.
