His bitter words came recently when Museveni appointed new ministers Balaam Barugahara, Phiona Nyamutoro, Gen Wilson Mbadi, Dr Kenneth Omona, Florence Namboozo Wamala and Lilian Aber in his cabinet, Kisa Kyamukama bitterly told off Museveni that he felt not appreciated.
His appointment has elicited mixed reactions even in parliament where parliamentarians are questioning how Museveni, the presidency zeroed to appointing such a man of questionable morals as a presidential representative.
