EXCUSES AGAIN: Another Parliamentary Visit To Lubowa Hospital Hits Snag

Speaking in response to the management of Lubowa Hospital delaying the PAC and Ministry of Health’s tour of the facility, The Public Accounts Committee (PAC) chairperson, Mr. Muwanga Kivumbi, declared that Parliament will not back down from its efforts to hold the contractor for Lubowa Specialized International Hospital responsible.

Mr. Kivumbi also demanded that the results of the special audit on the hospital be made public by the Auditor General. Kivumbi said that they implore the Auditor General to make the special audit report available to the public after Speaker was previously informed by the Auditor General that the audit report was completed in January.

The chief operating officer of Lubowa Hospital, Mr. Charles Byaruhanga, declined the planned facility tour in a letter sent 10 days ago to Dr. Diana Atwine, Permanent Secretary at the Ministry of Health and the planned facility tour for the group of PAC members and representatives from the Health Ministry, headed by Dr. Atwine was pushed to 26th April.

In the letter that Byaruhanga wrote to push the tour to the facility by the Kivumbi-led committee, he claimed they had begun full-scale construction work on February 14 and were therefore overtaken by risk policy. He also claimed that the facility lacked the safety gear and gumboots needed to facilitate the inspection.

Dr. Atwine was informed by the contractor, Finansi/Ishu Construction, that in order to guarantee visitor safety, they require each visitor’s name and size for shoes and personal protective equipment.

The visit has again today been pushed for another day after Kenneth Akiiri writting on behalf of Dr Diana Atwiine the Permanent Secretary Ministry of Health revealed that the developer of Lubowa Specialized Hospital failed to secure protective gear for the MPs and a team of 50 people who were supposed to visit the site.

“Given the substantial size of the delegation, the developer has expressed the need for additional time to procure the necessary personal protective equipment [PPE] to ensure the safety of all the visitors during the visit, consequently an alternative date for the visit will be communicated in the due course”-reads Kenneth Akiiri’s letter to the Clerk of parliament halting a visit to Lubowa Hospital

Muwanga Kivumbi however says this is just another excuse to continue blocking legislators from knowing what exactly is happening inside the hidden and much guarded Lubowa Hospital.

Several planned visits to the site have been met with stiff resistance with police and army ready with guns to block whoever tries to access the proposed Lubowa Specialized Hospital. Early this year, the visit by Joel Ssenyonyi the Leader of Opposition in Parliament faced the same predicament as police and army ready with guns blocked his delegation from having a glimpse of the hospital whose construction would have been done almost two years ago.
