During his entire tenure as Inspector General of police, Ochola has served alongside UPDF soldiers at the rank of Maj Gen, starting with Maj Gen Sabiiti Muzeyi who was appointed on 4th March 2018 and on 16th December 2020 following the tragic November 2020 riots that left many mimed, killed and injured.
Maj Gen Sabiti Muzeyi was replaced by Maj Gen Paul Lokech on 16th December 2020 whose term never prolonged for long as he succumbed to a blood clot less than a year after appointment. He died on 21st August 2021. The Lion of Mogadishu was buried in Pader district.
After the death of Lokech, Maj Gen Geofrey Katsigazi Tumusiime was appointed Deputy IGP on 25th January 2022 and sources say IGP Ochola handed over office to his deputy a week earlier on orders of the minister of Internal Affairs Maj Gen Kahinda Otafiire who said people would talk and claim he’s still occupying office illegally when his term elapsed.
Sources say the minister of Internal Affairs Kahinda Otafiire told Ochola to handover office to his deputy Katsigazi as he waits on president Museveni who is quiet and all signs show he might not re-appoint the 65 year old police boss who joined the forces in the 1980s and has since elevated through the ranks.
Sources claim, Ochola rushed to handover office to his deputy last Monday at a closed door function at the police headquarters in Naguru. The event was closed to journalists who were already at the premises for the weekly police security press conference.
It’s also said that Ochola prepared his handover report a month ago when he told his colleagues that he would not take another term as IGP even if he’s re-appointed. “I have served in this office for 6 years and i don’t think you can add any value apart from causing problems to myself”-a source close to Ochola revealed. Another sourced said Ochola was even tired of being given orders by his juniors especially army officers.
When Ochola was the Deputy to Gen Kayihura, he had no powers to make decisions even when he was appointed IGP, he also lacked powers to make decisions, “Another top security Chief says. He added that when Late Lokech was his Deputy, he had no power, and even currently, he has no powers.
