BUKWO: A rate at which civilians are being killed by the UPDF soldiers deployed to guard china state construction company limited which is working on Kapchorwa, Suam road was alarming. The recent incident took place on Sunday evening where a UPDF soldier shot dead a motorcycle rider on suspicion of stealing fuel meant for the construction of the road.
The incident that took place at Amanang highway to Suam has left locals asking why the Sabinys in Bukwo are being killed at the expense of road construction.
Jackson Chepto the LC3 chairperson Amanang sub county decried the killing of the rider saying if at all he had attempted to steal fuel, security should have arrested him instead of killing him.
“We went to the scene but we never saw any container that this man was carrying that could make assumptions that he was stealing fuel.

Major Isaac Oware the UPDF 3rd division spokesperson confirmed the incident and identified the deceased by the names Kwemoi Fred , 34 yrs, a resident of Taboswet village, Amananga Parish, Amananga sub county in Bukwo district.
He said the UPDF soldier Cpl Sibiwa Lawrence attached to 51 Infantry Battalion in Bukwo district who shot the civilian has since been arrested.
” the deceased Kwemoi Fred was intercepted and shot on suspicion as a scuffle ensued between him and soldiers who were tasked to guard road equipment for China State Construction Company”-he revealed.
According Major Oware the deceased got injured and later pronounced dead along the way during evacuation to a hospital in Bukwo district.
Joseph Chemusto another concerned resident says since the Chinese started constructing the road they are more than 15 people who have been shot others sustain injuries while others die something he said government should learn to love its it’s people.
