Parliamentary’s Appointments Committee chaired by Deputy speaker Thomas Tayebwa has vetted CPA Josephine Okui Ossiya after president Museveni re-appointed her to continue sitting on the Board of directors of Bank of Uganda.
Despite reports that Okui had been nominated for the Bank’s top Job left behind by Late Prof Mutebire in February last year, facts reveal she’s been vetted for a different job not for Bank of Uganda governor. She’s been sitting on the Bank’s Board of Directors since 2018 and was re-appointed by the president, hence the vetting by the parliament’s appointments committee.
So Who Is Josephine Okui Ossiya?
She is the Chief Financial Officer of Bujagali Energy Limited, a position held since November 2014 and a Director on the Bank of Uganda Board of Directors since February 2018. She served as the Chief Financial Officer and Head of Finance at ATC Ghana Ltd From May 2012 to August 2014; Finance Director at Eskom Uganda Limited From July 2008 to May 2012. She’s also a board member at Britam Holding Ltd since May 2019 to present.
She was also a Financial Controller at Standard Chartered Bank Uganda from January 2008 to June 2008; Corporate Treasurer From 2004 to 2006, and thereafter as Financial Controller in 2007 at Shell Uganda Ltd (now Vivo Energy). She also served as the Area Auditor – Eastern Africa at the British American Tobacco from 2001 to 2004; an Internal Auditor at the National Social Security Fund from 1996 to 2000; an Internal Auditor at the National Water and Sewerage Corporation from 1994 to 1996.
She has over 20 years of Senior Finance, Audit, Treasury, Risk management and General management experience and her experience ranges from working for the power and energy sector, Oil & Gas, Pensions, Financial Services, multinational Fast-Moving Consumer Goods (FMCG), Real Estate, Telecommunications industries and Government parastatals.

She has extensive work travel within Africa (working in Uganda, Kenya, DRC, Zambia, Eritrea, Ethiopia, Tanzania, Rwanda, South Africa and Ghana) and significantly networked with top level managers, Government officials who are high level decision makers and industry stakeholders. She holds an MBA of the University of Liverpool and a Bachelor of Commerce of Makerere University. She is a member of the: Institute of Internal Auditors Inc. Uganda (since 2008).
