KAMPALA: President Museveni has directed Head Public Service and Secretary to Cabinet Lucy Nakyobe to include KCCA Executive Director Dorothy Kisaka on the list of the permanent secretaries she directly supervises because that’s the level at which she is according to section 17 of KCCA Act.
During a meeting of Thursday at Entebbe state house, Museveni made it clear that the KCCA boss should be supervised by head public service Lucy Nakyobe more than the Ministers of Kampala because these are just political leaders without enough expertise to assess a technical person like Kisaka.
The ED is only supposed to relate well with the Ministers under the arrangement of the coordination meeting which happens once a week. In that meeting she consults and briefs them about what’s happening in Kampala and what is being planned and that will be all.
Museveni said that Nakyobe should be closely working with Kisaka by introducing her and making her the member of all the PS forums because she is naturally one of them. So, during her second term Kisaka is going to be more answerable to Nakyobe and not the Kampala Ministers who tend to be conflicted and full of intrigue yet they don’t even understand technical things which the ED does.
The meeting in state house was attended by public service minister Muruuli Mukasa, Nakyobe, Chairperson of public service commission Winnie Agnes Kabogoza, Minsa Kabanda, Kyofa Togabye, President Museveni and Kisaka herself. Kisaka thanked Museveni for the support and the trust he has always put in her as she worked as a technocrat at prime Minister’s office and now KCCA.
She also thanked him for always being understanding and being determined to improve her working environment at KCCA. Museveni also tasked Kisaka to become tougher on the corrupt managers at KCCA who Kabanda and Kyofa Togabye accused of extorting money from investors and contractors while using their offices at City Hall.
Nakyobe assured the President she will soon be inducting Kisaka in the PSs league now that clear instructions have been given by none other than the President of Uganda himself. The mentorship by the much experienced Nakyobe will be making Kisaka a better manager and technical leader of Kampala City.
Because she is rich and with a name to protect Nakyobe is unlikely to use her supervisory authority over Kisaka to demand for deals and kickbacks from the City’s top lady unlike the political appointees who are always looking for ways to raise money to use in their election campaigns.
This is why many managers at KCCA are happy with this intervention by the President to bring in Nakyobe and reduce the influence of the confused Ministers in the running of Kampala City Affairs. In most cases since KCCA was created Ministers have been confusion mongers instead of giving proper guidance to the City managers.
