The district returning officer of Serere district Sylvia Nangendo Cheptegei declared late Okabe’s son Emmanuel Omoding as the winner of the by-election held to get a replace for his father who perished in a fatal accident on 19th December 2022.
Omoding who ran as an independent candidate with several top shots from NRM behind his back got 15638 votes trounced NRM’s Oucor Philip with a margin of 2432 votes who got 13206 votesand ANT’s candidate Alice Alaso who had backing for National Unity Platform and their principal Robert Kyagulanyi Ssentamu alias Bobi Wine was seen conversing for her support alongside Rtd Maj Gen Mugisha Muntu.
Despite having all the security in their mandate with no nonsense RDCs arresting opposition supporters, NRM for the first time since 2021 has lost a by election creating a cold mood with in and at the secretariat.

Museveni’s party won in Kayunga LC5 by elections with Andrew Muwonge, Omoro with Andrew Ojok, Soroti East with Herbert Ariko Edmund, Gogonyo with Derrick Orone, Bukimbiri with Eddie Kwizera, Busongora south with Gideon Thembo Mujungu.
This caught them offside despite Dr Tanga Odoi earlier chest thumping how they have the water to cool off the competition. Oucor Philip was NRM’s candidate in 2021 and lost to the late Sam Okabe but still even in this by-election, the People of Serere instead opted for Emmanuel Omoding to replace his father in the august house.
While speaking to the media shortly after conceding defeat, Dr Tanga Odoi attributed the loss to internal fights and bickering and contradictions while recounting on how the party’s national vice chairperson Capt Mike Mukula didn’t turn up to welcome the president when he came to trump up support for the NRM candidate.
