A group of elected leaders, led by LC5 Chairman Erasto Kibirango, have demanded for the removal of Mr. Edris Sserubiri from the office of head Procurement and Disposal Unit of Luwero District.
Kibirango, who belongs to NUP, has been rallying his council and executive committee members to demand that Sserubiri is held to account for some of his curious procurement decisions in Luwero district.
The elected leaders are angry that two companies have been favored mainly to get most of the works tenders concerning construction of roads, schools and hospitals. The two companies are Danrite which is owned by Luwero tycoon called Moses Kiiza and another one called Simu Property Services.
The councilors are concerned that the procurement processes under Sserubiri have not been very transparent nor competitive, which puts other bidders and tenderers at a disadvantage in favor of Danrite and Simu Property Services. They want the head PDU to explain why all the good deals continue to be won by one company-Danrite.
The biggest deal Danrite got last year was for the construction of Nalongo Seed school in Butuntumula sub county and also the renovation of district headquarters. The Seed School alone earned them 1.5bn after taxes. During that same period, the same company was contracted to renovate the offices of the Luwero District Service Commission.
In their meetings, the elected leaders have been wondering why the DSC building had to be renovated yet it had already become dilapidated and condemned for demolition. They are suggesting that officials in the district’s PDU must have opted to have the same renovated because they were motivated by desire to pay out money and have the same shared out with the contractor and some of the service providers.
Now Erasto Kibirango, who is emboldened by the fact that he was mandated by the voters to lead in the asking of hard questions, wants the IGG, PPDA and SHACU to inquire into the circumstances under which most of the infrastructural works jobs for this new year 2025 have once again been ring-fenced for just two companies namely Simu Property Services & Danrite as if there are no other eligible and capable companies within Luwero district.
The elected leaders in Luwero unanimously want all these multi-billion procurement deals inquired into, culprits identified and severely punished-and if need be made to lose their jobs and be prosecuted.
