Kira Municipality Mayor Julius Mutebi is scared of losing money and reelection votes come 2026. And because he is nervous and panicking, Mutebi fears that the big people who were duped by his involvement and trusted the kiwaani Wakiso land dealer Sam Sebina, might come to lock him up.
Because they saw Mutebi relating with him closely, several big people in government began buying land in Bulindo from Sebina who they thought was credible because he was always in company of the Mayor.
In the end, Sebina came up with titles showing that he was the owner of much of the land on Block 182 covering up to 200 acres. The land is in Bulindo Wakiso district.
The NRM Chief Treasurer Nekesa Barbara Oundo was among those big people who trusted Sebina and bought from him. In her case Nekesa bought like 1 hectare of land and parted with roughly 1bn.
She proceeded to put up a huge mansion which has a swimming pool and a well paved compound. She put up a fence and even tarmacked the road leading to her Palace.
The building was put up within just 6 months and this has disturbed many NRM CEC members, her supervisors, who are now demanding to know where their national treasurer keeps getting all that money from.
Minister Mayanja put together a team to investigate after it emerged that the Sebinas had fake titles because the truthful owner of Block 182 in Bulindo is Mzee Japhes Mukiibi Wagumbulizi.
He has been battling with the Sebina group and Mayanja’s report, authored by experts led by Vianney Lutaaya who is the commissioner mapping and surveys at the ministry of lands, shows that the Sebinas used fake titles to sell land to Nekesa and others.
Mayanja has already directed Commissioner Land Registration Baker Mugaino to cancel more than 500 land titles including the one where Nekesa had built her Palace.
This has put Mayor Mutebi under pressure and in a difficult situation especially after the area RDC Naboth Kagoro was ordered to work with state house anti-corruption unit to give Wagumbulizi protection and to also hunt down all the fraudsters and lock them up.
Apart from Nekesa, KAA lawyer Bruce Musinguzi is another big person whose land title is going to be cancelled. The other one is a big boss from the ministry of health.
Mayor Mutebi is now sure he has nothing to tell all these big people he misled by indicating to them that Sam Sebina was a legit land dealer in Bulindo.
He has now resorted to politics of collecting money from the affected persons ostensibly to facilitate media reporters to keep running funny stories in order to scare and blackmail the ministry of land bosses for doing their work.
Mutebi thinks that such bad media stories might catch the eye of the President so that he directs the Uganda Land Commission to use the land fund to pay off Mzee Wagumbulizi so that all these big people, including Nekesa, are allowed to stay on the land which Sebina fraudulently sold to them.
