In other news, NRM party treasurer Amb Barbara Nekesa Oundo must be wondering how God designed 2024 to bring her problems, from the police cops who stole her money in billions to now land issues that might cost her also billions.
Facts on our table indicate that at the instigation of the State Minister of Lands Dr Sam Mayanja, the Commissioner land Registration Baker Mugaino has embarked on a process to have 500 titles relating to Land in Kira Municipality’s upscale village canceled because investigations have revealed they were all fake titles which were issued out through fraudulent means.
The land in question sits on Block 182 and measures around 200 acres. It has several plots including a part where NRM Chief Treasurer Amb Barbara Nekesa Oundo built a palatial bungalow which must have costed her billions of shillings. The house on the contested land is well enclosed in a fence and is complete with a swimming pool and a well paved compound.
Since money isn’t a problem to her, Nekesa who owns property in Kyengera, Nsangi and apartments in Munyonyo completed the construction of the Bulindo palatial home in less than 6 months. she even tarmacked the road leading to her Bulindo palace.
Genesis Of The Problem
Nekesa’s problem is that Sam Charles Sebina, the old man she bought her more than 1 acre from, is among those whose titles have been canceled by the lands ministry. This means she will definitely sweat plasma to retain this land and continue leaving at large in her palace.
Before ordering the cancelation of the titles, Mayanja first instituted a committee which investigated. The committee report which was signed by Vianney Lutaaya the Commissioner for mapping and surveys in Entebbe.
These verified everything and found that people like Sebina (who sold land to Nekesa) possessed air because their land titles were made to sit on Mzee Japhes Mukiibi Wagumbulizi’s land.
Nekesa being among the stinkingly rich Kampala tycoons blindly bought land from Sebina’s group unaware that the man was having a fake land title. Wagumbulizi now says that since he has been cleared to be the lawful owner of the land, he is going to reclaim back all his land implying that Nekesa and others now have no option but to lose out everything.
The only option would have been buying again from Mzee Wagumbulizi the rightful owner but he instead says isn’t prepared to sell his land to anyone.
Mayanja has also ordered Gen Isoke who heads the state house anti-corruption unit to work with Wagumbulizi, the RDC Naboth Kagoro and LC1 officials of Bulindo to make sure all fraudsters who forged and benefited from fake titles are identified and arrested.
The land minister has also directed the RDC Kagoro to give Mzee Wagumbulizi all the security he needs to get back him his land without being frustrated by the powerful people like Nekesa.
Mayanja also wants those who acquired and build on Wagumbulizi’s land after being duped by Sebina to be summoned to record statements with Gen Henry Isoke’s State House Anti Corruption Unit. Undoubtedly, Amb Nakasa will have to be grilled to explain how she got to be in possession of the Bulindo without going through it’s lawful owner Mzee Wagumbulizi.
Since coming from South Africa where she was an Ambassodor to her new appointment as the Chief Treasurer of the NRM party, Nekesa controls billions which Electoral Commission gives to the part at Kyadondo under the IPOD arrangement.
Nekesa is very rich and could even move on after losing the Bulindo multi-billion massion though sources at the NRM secretariat are unhappy that she owns many mansions in several upscale Kampala. These reportedly want CEC to become interested in her dealings and the source of her wealth.
