Serere Former MP Exposes Shoddy Work On Shs1bn Irrigation System

SERERE: The former member of parliament for Serere county Mr.Charles Peter Koluo has accused the technical team in the ministry of water and environment over shoddy work on  the Shs1bn irrigation system.

Mr.Koluo told the members of parliament on Agricultural committee that the Shs1bn facility was done poorly adding that the pipe that supposed to get water from the lake has now started  bringing Madsoli with the low pressure.

According to Mr.Koluo his bold complain has made the engineers from the ministry of water and environment attacking him and threatening him something he said he’s was not bothered.

“What you see from this dam is just a picture  but there’s no enough water coming out of that dam, because the ministry of water engineers have since refused to take the main pipe inside the lake where it would get enough water but they refused,”-he told the Mps.

He added that he has on several occasions raised this but instead the technical team from ministry of water and environment take it as political,.

Moses Omoding another farmer said although the system  is helping people but not all people are enjoying it adding that during rainy season, the system tries to work but when its dry season it dries up.

“There’s something not correct during the construction of the system but people from the ministry of water don’t want to be challenged, they want the community to keep quite even if the something is wrong,”he said.

Apparently several government entities have been named to be corrupt with the local government ranked to be the most corrupt entity with 471%, followed by Uganda police with 61%.

This publication has learnt of a a mega reshuffle of staffs in most government entities where some officials are likely to be forced out over poor supervision of the projects.

This publication noted that the most affected officials is likely to be from top and regional levels, drivers, Monitoring and evaluation officials, internal auditors among others.
