News making headlines indicate that the constitutional court sitting in Kampala has today quashed a resolution by parliament that dropped Mityana Municipality legislator Francis Zaake from the juicy decision making parliamentary commission.
Following a report by a report on the Rules, Privileges and Disciplinary committee chaired by Bugweri county MP Abdul Katuntu which found Zaake guilty of using insulting speaker Among in total of the House rules of procedure and code of Conduct, a big number of legislators voted to remove Zaake from the parliamentary commission where he was sitting with the Leader of Opposition, the Speaker of parliament, the prime minister to make big decisions for the institution.
A total of 155 MPs voted against Zaake by secret ballot while only 4 MPs voted in his favor and two of the votes were invalid. The motion for the removal of Zaake was initially moved by Bardege-Layibi Division MP Ojara Mapenduzi but the matter was referred to the Katuntu committee for further investigation.
Zaake appeared in the committee investigating him only once but while he neither denied nor admitted the statements attributed to him from social media, he went ahead to accuse Among of mocking his plight when he was tortured by security agencies during a plenary sitting sighting bias and witch-hunt but there after shunned the committee questioning it’s ability to fairly judge him.

On the night of 10th March 2022, during the debate of the committee report that went on into the dead of the night, Rukiga county MP Roland Ndyomugyenyi proposed an amendment to Katuntu’s recommendations to include a proposal that Zaake should leave the office of the Commissioner of parliament.
He would later run to court with his lawyer Erias Lukwago sighting that he was unfairly dropped from the juicy position and the constitutional court has today sighting that the speaker offended the rules of Natural justice and lacked enough quorum to remove Zaake from the parliamentary commission.
This becomes the second parliamentary resolution to hit a dead end, parliament early this year voted in big numbers to remove minister Namuganza from her position and deputy speaker forwarded Thomas Tayebwa forwarded the decisions to president Museveni to take action against the minister but she continues to sit on minister’s desk and even attends cabinet without fear or favor but with flavor.
The question remains how are parliament’s decisions strong to stand: The Mabaati suspects who even tested jail in Luzira ministers Agnes Nanduutu, Goretti Kitutu, Amos Lugoloobi whom the Jesca Ababiku’s committee recommended them to resign but continue sitting the ministerial bench and attend cabinet.
