Since signing the Anti-Homosexuality bill into act early this week, a lot of organizations, individuals and world leaders have lashed at president Museveni to signing what they call a bad law.
Among those who have condemned Uganda for having enacted such a law is Dr Kiiza Besigye’s wife and Director of the Joint United Nations Program on HIV/AIDs (UNAIDS) Winnie Byanyima who casts doubt that the new law will water down Uganda’s efforts to end HIV/AIDS by 2030.
In his strong worded statement on Tuesday this week, US president Joe Biden urged Uganda and president Museveni in particular to revisit this law, repeal it or else Uganda faces the consequences.

Among the consequences he lined up was reviewing Uganda’s cooperation with the US, cutting AID which is approximately $1billion that goes to key Museveni government sectors of Education, Security, Governance, Agriculture, Health and tough sanctions to those involved.
Unless Uganda has an alternative funding like running to Russia, China or prioritize domestic borrowing, American fund groups like the United States Agency for International Development (USAID) the US President’s Emergency Plan for AIDS Relief (PEPFAR) who fund the health Sector with over $600m might pull out and the life of Ugandans living with HIV will be at stake since it’s these funds that have been enabling them to have a lifeline with ARVs.
However, in his reply to the US, the UK and the European Union, president Museveni has outlined alternatives for funding if the whites cut off their most crucial aid to Uganda because of the anti-homosexuality act 2023 which they say is against the universal human rights.
According to Museveni who was speaking to the NRM legislators during their retreat at Kyankwanzi, he says Uganda will now resort to reviewing it’s expenditure and live with in it’s means.
Now this will call for shunning those extravagant expenditures of Shs350m for the president’s clothes, like the Shs1billion for State house’s water and electricity bills, reducing salaries and allowances for members of parliament, maybe even reducing on the salaries for science teachers, being ruthless to the corrupt government officials among other suggestions.
“We shall move, if they cut aid we shall sit down and and discipline our expenditure, re-arrange our budget, if they disappear with our trade we shall trade with others. That’s what i was telling you on the other day when i met you at Kololo, i said you people should be ready for war and you can not fight war when you’re a pleasure seeker if you like soft life, the war is not for soft life”- said president Museveni.
