Getting your Trinity Audio player ready...

On March 22nd 2022, president Museveni released a list of over 300 people whom he had appointed as Residential District Commissioners (RDCs), Residential City Commissioners (RCCs) and their deputies for districts, Kampala City and the new cities spread across the country.

He also appointed commissioners at the RDC secretariat and the list featured two time former member of parliament for Kagoma constituency Fredrick Mbagadhi Nkaayi appointed to be in charge of Central Uganda, former UNATU Secretary General James Tweheyo for Karamoja region, former Mukono RDC Fred Bamwine in charge of Kampala region, Major Martha Asiimwe for Western, Obeddi Gertrude Collins for Eastern Grace Akiror for Northern.

The list had a lot of new faces for both RDC and their deputies and it was rumored that some parted with a certain amount of cash towards the ministry for presidency to appear on the list some thing that those accused blatantly denied. The appointments brought smiles on majority who had waited for this gig but it left those who were dropped heartbroken.

Consequently a total of 64 RDCs and Deputies were dropped and this never go well with them since they had to adapt to a new life which is blankly civilian. Walking away without any compensation seemed too tough for the fired RDCs since their jobs are not pensionable like the civil servants.

These recollected themselves and requested to meet president Museveni who is the appointing authority. They met him at state house Entebbe on 8th July 2022 and the president thanked them for serving their nation and tasked them to support the current and newly appointed RDCs to ease service delivery to the people.

The dropped RDCs came out of state house smiling ear to ear when the big man promised that they will be given something to keep their pockets active and he requested for the list of those affected.

In our second part of this story, we shall tell you on how much they got, how many got this money which is in billions, those who missed and why they missed.
