In November last year in a parliamentary sitting presided over by speaker Anita Among, she warned members on leaking parliament secrets and committee reports to the public before they are tabled and discussed.
Anita Among without mentioning names cautioned MPS but most likely Joel Ssenyonyi who was accused of leaking the committee report regarding the Uganda airlines scandal his COSASE did to media houses before it’s tabled before parliament for discussion.
“Rule 216 (1) prohibits the publishing of a report or any evidence in committees before the report is tabled in the House. I hereby caution members and staff from such leakages. I maybe prompted to issue sanctions against such breaches of the ethics required of members”- Anita Among warned.

Now as time goes by and people asking what happened to the investigations into Uganda Airlines operations where there were a lot of gaps including but not limited to the qualification of some staff members, committee Chairperson who is also Nakawa West legislator Joel Ssenyonyi has come out to say the report was handed over to speaker Anita Among long time ago but is still studying it before it’s tabled for discussion.
“For sometime now, several pple have been asking me what happened to the Uganda Airlines report. Well, in September 2022,we submitted the report to the Speaker and the Clerk. All this while, Speaker Anita Among has been saying she’s studying the report & that she will give feedback!”- tweeted Ssenyonyi.
However in a turn of events to sting Ssenyonyi, Museveni’s blue-eyed boy and Kasambya county legislator David Kabanda hinted on the COSASE chairperson to be knowing the cause of the rift between NUP boss Kyagulanyi and the Leader of Opposition Mathias Mpuuga.
Kabanda also accuses Ssenyonyi of trying to intimidate Uganda Airlines CEO Jennifer Bamuturaki such that she can wet his beak and he pours cold water on the report, recommendations and all the loopholes found to be existing in the management of the country’s flag carrier.
“Mr LoP in waiting, You requested the leaders of Parliament to allow u more time, so that u use it to intimidate Bamuturaki into giving u something which she refused. The business committee is responsible for whatever appears on the order paper, its not the Speaker or her Deputy”- tweeted Kabanda in reply to Ssenyonyi.

President Museveni also once accused Ssenyonyi of trying to put up a fight on Uganda airlines such that he be given something and he clearly stated that Bamuturaki’s only crime was refusal to wet the COSASE boss’ beak.
