Towards the days preceding to the NRM CEC and Caucus which decided on who should be the next speaker of parliament, disgruntled members of parliament from northern Ugandan regions of Acholi, West Nile and Lango in a four-page document addressed to the president made some demands to Museveni’s government.
In their pleas, they requested president Museveni that his government ring fences the position of speakership for northern Uganda since the speaker had only seved 9 months in the position and for continuity of his legacy government should pick the next speaker from northern Uganda.

This caused mixed reactions and attracted sharp criticism from leaders like the now Deputy Speaker Thomas Tayebwa who boldly told them to keep silent since the Chief Justice comes from their region and their demands were unrealistic and should go to hell.
The MPs from the northern regions of Acholi, west Nile and Lango even threatened not to be part of the elections if their request was not welcomed positively by the Museveni government. However, they later met the president and seems their was resolved since they attended the election of a new speaker yesterday at Kololo.
However, while reacting to the matter of ring fencing the position of speakership for only the North, president Museveni who says the proposers who had a point in their view were instead wrong and the country wouldn’t walk into such a mistake while watching. He further urged the people of northern Uganda Acholi in particular to look at themselves as Ugandans not as Acholis.
I had intended not to speak about Oulanyah until the right time, but in terms of ringfencing his position, the proposers had a point in their view but we can not walk into such a mistake while watching. President Museveni also heaped praise on the fallen Speaker who while alive succeeded in uniting the people in Northern Uganda; Lango, Acholi, West Nile and all other people. According to Museveni Oulanyah who only just crossed from UPC to NRM in 2006 did the uniting even more deeply than the typical NRM had done it.
Jacob Oulanyah while alive succeeded in uniting the people in Northern Uganda; Lango, Acholi, West Nile and all other people. He did it even more deeply than we (NRM) had done it. We should respect his legacy by not creating new mistakes. pic.twitter.com/1fWj7OU48e
