Zombo District Returning Officer Emmanuel Ogwang officially proclaimed James Oruna Oyullu, the incumbent Local Council V Chairperson, as unopposed for the 2026-2031 term following the closure of the nomination period for local government elections on Friday, September 5, 2025.
Ogwang’s announcement ignited fervor among Oyullu’s staunch supporters, who view him as the ideal candidate to lead Zombo’s executive branch.
“For the District Chairperson, the duly nominated candidate is Oyulu Oruna James, I hereby declared him unopposed. Zombo District Local Government, your leader for 2026-2031 is Oyulu Oruna James,” Ogwang stated, cementing Oyullu’s uncontested mandate.
Oyullu, formally endorsed as a candidate on Wednesday, September 3, 2025, secured his position without opposition, solidifying his political dominance.
In a post-declaration address, Oyullu expressed gratitude for his unopposed victory and unveiled his policy agenda, emphasizing infrastructure modernization, education reform, healthcare expansion, and robust implementation of government-led poverty alleviation initiatives to catalyze socio-economic progress.
“On Wednesday, I was nominated as the candidate for the LCV Chairperson position with the Electoral Commission, Uganda. Today, I proudly inform the constituents of Zombo, West Nile, Greater Nebbi, and Uganda that I have been declared unopposed as Zombo District Chairperson for 2026-2031. This is a great achievement,” Oyullu declared in an interview.
Oyullu’s unopposed election follows his decisive triumph in the National Resistance Movement (NRM) primaries on July 24, 2025, where he clinched the party flag with 24,826 votes against John Orwiny’s 10,422, reflecting overwhelming grassroots support.
“The people of Zombo have entrusted me with their mandate because of my commitment to transformative service delivery,” Oyullu asserted, underscoring his focus on uplifting community livelihoods.
District Councilor Francis Bolingo of Athuma Sub-County lauded Oyullu’s track record, stating, “He deserves this victory. As a councilor under his leadership for the past five years, I’ve witnessed his tangible achievements in road construction and school infrastructure. This is a significant milestone.”
