JEMBA ELISA: Is it the New Cold War or the 3rd World War Starting TO Unfold From Africa? Part 1.

For starters, in 1917, some Russians calling themselves Bolsheviks, drunk with Carl Marx’s Communist philosophy of Socialism led by Lenin overthrew the ruling Tsah Nicolas II and undertook a revolution that gave birth to the Union of Soviet Socialist Republic (USSR). That overthrow was done by workers calling themselves Bolsheviks. Communism is a Marxist ideology that everything in a communist country belongs to the state. Private ownership of property is forbidden in such a country as opposed to Capitalism where everyone is free to own property and leads a lissezfair kind of economics. All private property in Russia and USSR generally was nationalised. 

That Communist revolution threatened the existence of capitalism on which the rest of the countries in the world  run their economics. 

The Bolsheviks had the agenda of exporting the communist revolution all over the world by instigating and aiding the workers and peasants to upraise but they could not pursue it then because the world was engulfed with the 1st World War in which they switched from the side of the Allied powers to the Central powers led by German. 

Two decades later their bid to extend the communist revolution was interrupted by the occurrence of the 2nd World War in which Adolf Hitler’s German invaded their country in 1941.

So after the 2nd World War, the Soviet Union then led by Joseph Stalin embarked on sovietisation of Eastern Europe and spreading communist internationally through sponsoring civil wars, anti- colonial struggles,, military coups all of which was part of the Soviet Union’s policy of Communist International (Comintern). 

This Soviet policy was responded to by resistance from the leading capitalist powers led by the USA including Britain and France. They countered USSR’s effort by equally sponsoring governments and populations that were resisting the spread of communism to their countries. That divided the world into blocs, namely the East led by USSR and West blocs led by USA. Proxy wars were fought between the two sides in Asia and Africa. 

In some countries in Africa the two blocs sponsored  opposite liberation groups like in Angola where USA supported UNITA led by Jonas Savimbi and the USSR supported MPLA, all fighting against  Portuguese colonial rule in Angola. In countries like South Africa where the liberation struggle was led by communists, the West supported the status quo. 

This was the cold war. In some areas the two super powers almost directly fought like in Korean War 1952, in the Vietnam war etc.

 That very expensive Cold War which also involved a very serious Arms race between the two superpowers and their respective allies ended when USSR got economically exhausted and disintegrated, a process that saw the independence of former USSR states like Russia and Ukraine.

Now that Cold War has has resumed. The World is being divided into two antagonistic blocs. One led by the USA and it’s NATO allies, and the other led by Putin ruled Russia. This has stemmed from Putin’s invasion of Ukraine in what he luxuriously calls the special military operation. The USA & it’s allies have opposed Russia’s invasion of Ukraine to the extent of arming Ukraine to defend herself. Ukraine by aid of the arms and other forms of support from US and it’s allies in NATO has so far successfully defended herself. It has so far not fallen to Putin’s Russia.

Upto now US and it’s allies’ relations with Africa has been characterised with pressuring African governments to uphold and respect their people’s human rights to the charging of dictatorial governments, as most African rulers obtained their power through violation of people’s human rights and they keep that power by those means. They have been hesitantly submitting to US’s demands of respecting human rights. However, when Putin invaded Ukraine, and the US and it’s allies chose not to directly interven like they did when Saddam Hussein invaded Kuwait coupled with their choice of not directly supporting the Syrian upraising in which Putin’s Russia is directly defending Syria’s ruler, Bashar Al-Assad from getting overthrown, the African dictators have interpreted it as a sign the deteriorated ability of the US and it’s allies and many have as such chosen to support Russia which they think wont interfere in their abuses of human rights and misrule as in their view the new international power. 

Now a Putin’s Russia sponsored military coup has taken place in Niger. A regional groping in West Africa known as ECOWAS has condemned the coup and is organizing to reverse it militarily. 

The pro- Russia military juntas leading the neighbouring Burkina Faso and Mali have vowed to defend the Niger junta and arming every separatist group in Nigeria to fight to secede. Russia’s foreign ministry has warned ECOWAS not to dare militarily reverse the coup. 

French special forces attacked and rescued seven of its agents that the Junta in Niger had detained. The Niger junta according to their statement refer to the rescued french agents as terrorists. 

As heavy Nigerian troop movements is reported towards its borders with Niger, Putin’s mercenaries in Mali and Central African Republic are being reinforced by flying in more Wagner Privete Military Company’s troops. Russia says the over 1000 Wagner troops flied into Central African Republic are meant to secure a national referendum in which the citizens there are to determine whether the pro-Russia sitting president there stands for a third term.

Do ordinary Africans ignorance and guilibility have a bearing on their rulers’ moves  that are driving us to a bloodbath?

BAZEL ODEKE: What Next After World Bank’s Decision On Uganda?

Following World Bank’s decision to halt loans to Uganda, a lot of unanswered questions and speculations have since then rocked the public domain with many starting to curse life a head due to underlying measures that loom to be activated.
 It’s quite overt that, we have been tasked to assess and evaluate ourselves, what and how we have become for the last incredible years of engagement, isn’t that pretty good somehow? Teach a man how to fish and feed him for life. Are we ready to feed ourselves?
Must we weep while assessing and evaluating ourselves? It’s quite obvious, the reason as to why we are weeping is because we chose to satisfy the ego than the national interest, here we are, national interests glancing and facing us vividly and the bitter truth pops in, we should had done this and that for the time we had this and that, quite regretful, right?
But then, must we weep long for standing on what we believe and contend as a country? Must we allow our culture to degenerate? Must we lead what they desire? The bold and solid answer is NO, we are Africans, we have the heritage to preserve, we have the culture to be proud of and therefore, we must decide on what’s good for us and vice versa.
With western clouds gathering, resenting and piercing, it’s a high time we come to face reality, they love us when we conform to what they believe and disagree with us when we declare what we believe. It ceases and violates in anyway the principle of symbiotic relationship, if truly, they counted and considered us as us and not them in us.
It will be very destitute, if we fail to decolonize ourselves from the bondage of superstition and superiority and begin to treat our problems as our own and address them as the fathers and mothers of the next generation. Our grandparents extensively laid everything for us to mimic on, here we are.
The unfortunate and heedless reality is, we largely spent(pocket-wise) than we did invested. Even at a point when we could do the later, our pockets became accommodative at the expense of national interest. Perhaps, we wouldn’t feel the heat in anyway, we could walk out of the kitchen deliberately without causing commotion. But then, that’s the structural problem we manufactured. Hopefully, we won’t continue to lead in the slogan of “learnt nothing and forgot nothing”. We must accept and set  our own fire off.
What do we have do then? To rethink Uganda. How? By starting to address our own problems. What are the problems? You know them, I guess!
Firstly, corruption. Over the past years, our policies and programs have been very relevant to a student of social policy analysis(theory) than have they been in addressing the local realities and the intentions for which they were formulated. We enter through the front door with empty pockets and use the behind door to exit with illicit opulence. Besides, we spend hours debating what’s already preconditioned to benefit a few. It’s so fortunate/unfortunate that, we now have to decide whether to keep siphoning the little or change the lifestyle.
Secondly, the nature of administrative structure has to be amended. Let’s look at the number of Government Agencies, number of Members of Parliament, Ministries, which ideally could be amalgamated to fit in the current demand. We may choose to continue trekking on already established system(because it’s good), but the pertinent question is, what will be the welfare of the already impoverished nationals?
Ostensibly, the life style we have adopted and personalized over the years – luxuriance, need to be handled perhaps trimmed, if really we are patriotic enough. We must resent spending on cheap popularity seeking-behaviour, in the name of the next election, appending signatures which suck and destroy the interests of the country and tribal backroom, which is evident everywhere!
Besides, clear policy formulation, prioritization, implantation, evaluation,  and alignment have to be done with utmost respect and good faith, depicting local realities. If truly, we could treat corruption and mismanagement of government programs as a criminal sin, shall we have a clear focus of our vision and what we need as a country.
We have the capacity and capability to animate on our own, but the issue is to prepare ourselves and align it to reality of what we believe as a country, let’s be genuine in all government entities and patriotic enough. We need them, that’s for a fact, just as they need us for reasons anyone can tell, but if they don’t like what we are then it’s obvious they don’t need us. We have now to sort ourselves.

Investor Gives Hope To Amudat Students To Join Tertialy Institutions

AMUDAT: Christine Chenangat had lost all her hopes to become a better person when she completed her senior four, she had a dream of becoming a midwife so that she can serve her people who mainly cross to Kenya to seek medical attention in Kenya hospitals due to lack of enough midwives in Amudat.
When she completed her senior four, Chenangat who comes from a poor background, remained helpless, She had no one to help to pay her tuition since she had passed very well in her o level, but at one point she was surprised when co director of Evergrande Resource company  limited announced that the company would support bright students of Amudat to attain their education.
Quickly, Chenangat could not just let that message to go out of her ears, she pushed until she become one of the many students being sponsored by the Company which is carrying out exploration on Gold in Chepkararat in Lokales sub county in Amudat district.
Chenangat is currently in Mt Elson school of nursing and midwifery with the Evergrande resource company limited paying her tuition.
“I thank God for the opportunity that has come to me and am not taking this for granted, the jolly Chenangat told this publication’s.
Another excited beneficiaries is Charity Chepudon who is also in Ngora school of nursing and midwifery pursuing certificate in midwifery with the support from Evergrande resource company limited.
There other students being sponsored in Pokot Senior secondary school and Pokot girls senior secondary school, others are in Lira.
Mr.Rogers Okello the co director of Evergrande resource company limited  told this publication’s that as the company’s corporate social responsibilities, education is one key element the company values. He said the company will be educating up to 4 students to the university and those who want to do courses of their choice.
“Developing Karamoja can only be achieved  through education that’s why we take education as the best to give the people of Amudat,”he said.
This publication learnt that Amudat district is one of the district with the highest number of illiteracy and by sponsoring students in the area would help to shape the future of the district.

PR SOLOMON MALE: Stop The Pretence, Uganda Still Needs Funding From World Bank And Other Western Lenders

Dear Uganda leadershíp;

Don’t deceive Ugandans; we need the world bank and western funding but have to be wise and knowledgeable.

Those who say we don’t need world bank and all western world funding don’t understand the Bible and pretend to be over righteous just playing to the gallery of ignorant and greatly manipulated Ugandans.

The Bible is clear in Ecclesiastes 2.26: ‘For to the one who pleases him, God has given wisdom and knowledge and joy; but to the sinner, he has given the business of gathering and collecting only to give to one who pleases God. This also is a vanity and striving after wind.’

We need western financial support for our hospitals, infrastructural developments: roads, bridges, power, etc; education, tourism, justice and all other sectors.

Being wise and knowledgeable, we need western fools to plunder from for our own national betterment.

We have to admit that it was totally foolish, hypocritical, populist and opportunistic to enact the anti homo act when we have better and non contentious laws on the penal code to robustly deal with homosexuality if systems: police, DPP and courts are cleaned up.

We have used to those laws , sections 129; 145, 146, 148, to achieve numerous victories.

Many are convicts in jail, smug closed under existing laws.

The anti homo act is in constitutional court yet cases are being handled; meaning; never did we need it.

We need to be wise. Let us drop all populism, hypocrisy and opportunism; drop all arrogance and drop the anti homo act to continue getting support from the wicked if we are really wise and knowledgeable.

Otherwise, harsh economic times ahead if we continue the rhetoric that we don’t need donor money are going to worsen the economy and compel more desperate and jobless youths down the drain of homosexuality.

To all clerics; the Bible is clear that without a vision people perish, proverbs 29.18.

If you can’t see this, they blind you are.

Accept it was a blunder and don’t harden peoples hearts.

Those who we don’t need it are not going to cut down on their privileges but will ensure they squeeze more the weak, poor, desperate, oppressed and voiceless to still enjoy their privileges.

The Bible doesn’t condemn us as a country receiving money from pro homosexual sources; it only mandates us to be wise and knowledgeable to do so which our political and religious leadership has failed to realise.

Ministry Of Water And Environment Stocks  Over 8,000 Fish In Bukwo Dams

BUKWO: Farmers in Chebombai village in Amanang sub county in Bukwo district on Tuesday jubilated following the stocking of fish in their dams. The ministry of water and environment delivered the fish to two dams on Tuesday with the move to improve the household income of farmers in the area.
Mr.Patrick Okotel the regional engineer for eastern Uganda in the ministry of water and environment said this the second time the ministry was stocking fish in the dams but unfortunately some criminals went and stole the fish from the ponds.
“Last year we stocked fish in these dams but to our surprise people stole all the fish I hope this time around they will not do the same mistake”-he revealed
According to Mr.Okotel, the ministry is trying to boost fish farming in Bukwo given the fact that most people in Bukwo only practice crop farming.  He urged the leadership of Bukwo to own the project and cautioned them against politicizing the projects.
Moses Chepkuri  one of the resident’s hailed the ministry of water for stocking fish in the dam saying it was long over due.
“We want to thank the ministry for coming to our rescue because we also wants to enjoy fish like other farmers do in other parts of the country”-said Chepkuri

Minister Lokeris Urges Investors To Invest In Karamoja

AMUDAT: State minister for  minerals Hon.Peter Lokeris Aimat has called upon investors to get interested in investing in Karamoja.
Lokeris who was in company of his counter part the state minister for Energy Hon. Okaasai Opolot made these remarks on early this week while inspecting an exploration exercise by Evergrand Resource  company limited in Chepkararat in Amudat district.
Lokeris was so impressed by the work of Evergrande which is owned by young Ugandan entrepreneurs saying most Ugandans should get interested in the mining sector.
According to Mr.Lokeris, Karamoja is very rich with minerals which needs investors to explore it.
“Am so happy that this Evergrande company had employed many of our local children how I wish many companies could also join to invest in Karamoja so that the Karimojong children can get jobs,”he said.
Mr.Okaasai Opolot the State minister for Energy said the government of Uganda will rendered maximum support to serious investors. This publication has learnt that, Evergrande company is the only serious company that has spent more time carrying Gold exploration in Karamoja. The rest of the investors act as briefcase.

PAUL KIRIMI WANDA: Why Developing Economies Are Moving Slowly To Prosper And Flourish

Most countries are practicing capitalist type of economy where individuals own goods and services. A private led economy where individuals are largely in charge. This type of economy is good and bad at the same time. It is good for economies that are developed, for a society that knows what to do because they are not only educated but also civilized!

A developing economy like ours in Uganda needs tight control, regulation and direction. Our people have a long way to get civilized. Surprisingly, even our elites are yet to learn a lot of things because they come from societies that are still backward. For instance, an economist, with a Ph. D, whose family is rural, with a peasant background etc may take longer to know nittys and gritties in enhancing growth and development at household, societal or national level!

Some Ugandans are getting a bit of some money today. I hope the trend will continue even when World Bank stops giving us their money. However, some of these Ugandans who are getting a bit of some money are misusing the money, their resources!

We ought to be patriotic, nationalistic and sensitive to not only our needs and demands but also to demands of our societies where we live and work. We should be selfless as opposed to being selfish. We should be proactive and productive for ourselves but also for the community and country at large!

Buying a car worthy hundreds of millions, yet one that costs less is equally good is wastage of resources! Some people may counteract that certain vehicles are bought for security reasons, comfort etc. Granted, it is God who keeps His own.

The rungs of society have no form of security but quite often live a long enjoyable life! Instead of buying a car of hundreds of millions you can buy a car of less than sh. 100 million  Ug.X  but slightly more than sh. 80 million Ug. X Such a car can be good, really, I imagine!  Then, you can use the rest of the money to come up with a dispensary or a school in your society that can create employment opportunities but also help the society to get quick medical care and education respectively etc  or any other thing that can help a community to uplift their welfare, standard of living etc

The wealthy, i.e. according to Uganda’s standards should help the others in their society to better their lives in many other ways. For instance, one of the bottlenecks hindering socio – economic growth and development in our country is reproductive health system! Most of our people marry and produce naturally, in ways that are never planned at all!

As a matter of fact, most people in Uganda are produced as a result of pleasure, not intentional planned family. It is usually after having good time in bars, discotheques etc and other places of entertainment that casual lovers end up in bed, which in most cases results into producing a child, who may end up suffering on this planet Earth that is full of injustice… Mr. Rich, Madam Rich, help our people to live better life too. Build a school, a hospital, vocational institute or sensitize the youth in living better life by enabling them to engage in money generating projects etc etc!

Poor Road Network hinders Operations In Budaka Town Council

Residents in Budaka town council are weeping due to poor roads that are becoming impassable. Roads in the town have been washed away by rain and deep potholes have curtailed the road.

According to Takabasa Ronald one of the Boda boda cyclist told us that these potholes have become spotlight for accident Takabasa pointed out the road which connects to parliament bar where the District boss sleep and one that connect to the main market are in in crappy state.Local leaders have paid death ear despite of several reports to the local leaders.”Taxes are collected from us but i don’t know why town council roads are not maintained Tikabasa added”.

A vendor only identified as Faridah also grumbled ,she said that revenue is collected from vendors, but leaders have not utilized the funds to rehabilitate the roads, the roads re full of potholes, full of stagnant water, this has hindered the transportation of goods to the market.

“its unfortunate that the roads in the town were last constructed in 2014 and no rehabilitation has taken place.”Faridah has taken a blame to leader who dont mind yet they see these roads. The mayor Mr Mukose Rogers said that a budget to rehabilitate the roads is yet to be out this financial year, and these roads are in plan.

The LC5 Budaka Mr. Pajje Emmanuel says that lack of funds has delayed the maintenance but soon will be worked on. He added that the district Development plan 2023-2040 has been owned to guide urban development and planning. The district physical Development plan was brought by the ministry of lands, housing and urban development.(MOLHUD)

According to the District Resident commission Mr Magunda George said that Budaka town its true some roads are poor but this has been caused by rain which have trashed the roads. Water drainages should be put in place to prevent this water from shattering the roads .Magunda added that Budaka lack piped water this should be addressed.

Budaka town council is situated close to the villages Tademeri, Nansanga, Kabuna, Chali, Kazinga Butove and Macholi respectively. Tirinyi-Mbale high class marrum road forms part of the town council benefits from the services of Tirinyi- Mbale highway, which is one of the best major tarmac roads in the country.

25.5 percent the roads in Budaka are in poor condition, However, it should be noted that currently the following organisations are funding the road sector. Central government releases, Local revenue, and NGO/Donor FADEP and CAIIP.

World Bank Funded Water Projects Remain Incomplete In Kibuku

Kibuku: Although the country is feeling the pinch after world bank announced suspension of all funding in Uganda, this announcement has left every Ugandan shocked but the North Eastern Uganda feels more hurt than  ever before. The this publication moved around the country and found out that eastern region had more than 60 projects mainly under water for production projects which some have remained incomplete.
The most hurting project is the irrigation system of Kibuku in the areas of Tirinyi where by the system has not been installed 3years down the road ever since it was constructed. This dam also claimed the life of a child who drowned in it due to lack of fencing.
Ultimate News has learnt that this system was being constructed jointly by ministry  of water and environment and ministry of Agriculture. According to the document seen by this publication, ministry of Agriculture was supposed to install irrigation systems while ministry of water and environment was supposed to do the fencing.
But Wabwire Nsolo a resident there says the quality of work in the project was poor. Wabwire further says the ministry of water and environment only constructed a fence of poor gauge after the school child drowned inside it. Ever Kwesiga the former resident district commissioner Kibuku while speaking to us says that there should be a commission of inquiry into ministry of water and Agriculture on the projects in Kibuku.
Waiswa Wamuno another resident says they are planning to petition the office of the president requesting for the arrests of the  engineers responsible for the work in water projects in Kibuku. In the related development many world bank funded projects have died natural death in Karamoja under resilience program.

Over Shs4.7billion fully funded projects by world bank and implemented by ministry of Agriculture have remained incomplete  10 years down the road. The sites including, Namalu animal holding ground, Lemusui sub county cattle market both in Nakapiripirit district, a dam in Morungole in Kaabong district Shs7bn have not been done.
In Kotido a dam of Shs3bn has failed to be completed while a dam around Kosike in Amudat district of Shs10bn it’s being worked at a tortoise speed. Jino Meri the district chairperson of Kaabong says world bank funded projects especially in Karamoja have also created impact from the individuals pockets.

Over 135  Huts Torched In Zombo Over murder Of a Prominent Businessman

Following the reported murder of The chairperson Zombo Tea Growers Cooperative union Jimmy Okello yesterday evening,  His family and relatives retaliated by setting alight 139  huts from the three villages of people they suspected to have orchestrated his murder.

According to the LC3 Chairperson Of Aka Sub-county Brian Oromcan, ” The 139 huts were set alight  from the three villages of  Agulu, Akol and Gwok Nyeri in Abanga Parish Aka Subcounty”.

Okello Jimmy was waylaid and killed using rudimentary tools in the evening of August 10th according to his wife Jane Giramia.

” He was Hit and cut with pangas, he was badly killed by those people, we had a child in the university and others are in secondary school,  I don’t know why some one would do that to my husband”, Giramia told this Publication.

The District councilor of Zeu Sub-County Roy Masendi said ” The  huts were burnt  yesterday evening and today morning until police from Paidha and  and UPDF  from Got Laju responded”.

He added that ” many people are homeless and some shops were also razed down by the irate community. One person is admitted at Zeu Health center III as I talk now but the situation is calm now”.
The Zombo District CID Moureen Kitimbo  briefly  confirmed the deployment of their team on the ground. In march this year, more than 70 huts were also set alight in Paidha Sub-County in retaliation,  following the mysterious murder of two persons with hearing impairment.
The community have reported escalating clashes between the two rival community this Saturday morning with no security presence.
