Shock As Soroti City Blows Shs2.5bn On Low Cost Sealing Of 800 Meter Road

SOROTI: As the Soroti city residents are still shocked on how the city officers are illegally sublease and double  selling of people’s plots in Soroti, the anti corruption monitors have discovered again another saga where the city spent Shs2.5billion just todo  low cost sealing of the 800 metre road instead of one and half kilometer.
According to the paper work, the road called Ajena road in Soroti city covers one and half kilometers but the city only worked on a section of the  road at Shs 2.5billion.
This publication saw the paper work which indicated that the money was spent on one and half kilometer road yet the actual  sense the work was only done at 800 meters.
James Omagor one of the anti corruption monitors told this publication that where areas the road was supposed to have covered drainage system and the pedestrian walk way which is not there.
“Soroti city is rotten, and we appeal the office of the president to come for our rescue if they love Soroti city,”he said.
Glades Aketch another resident said many people in Soroti have not tested the value of Soroti being a city at all adding that the officers employed in the city are  only after their stomachs.
Corruption in Soroti city, someone can sit down and watch it moving around the streets looking for breakfast, “She said. According to Ms Aketch anyone who tries to raise alarm about this road is being silence with the fat envelop including some media reporters.
But Mr.Robert Kairu the city engineer  said they have only spent Shs900m on the road adding that the work was still in progress.
“The truths is that we have only spent Shs900m todo that work which is beyond even low cost sealing and work is not yet complete-“he said.

Civil Servants Threaten To Industrial Action Over Planned Salary Cuts

Two weeks ago, the world bank suspended funding to Uganda over what they say is a tough law enacted to curb Homosexuality in Uganda. In a simple but hard hitting statement, World bank caused heartbreaks to Museveni’s government over the Anti-Homosexuality Act 2023 signed into law by Museveni in May this year.

The World Bank is one of the big funders of Museveni’s government and a move to suspend funding means that Uganda which can only fund it’s budget by 53% and the rest is foreign aid, loans and grants would either cut it’s expenditure or opt for other creditors other than World Bank.

“Uganda’s Anti-Homosexuality Act fundamentally contradicts the World Bank Group’s values. We believe our vision to eradicate poverty on a livable planet can only succeed if it includes everyone irrespective of race, gender, or sexuality This law undermines those efforts. Inclusion and non-discrimination it at the heart of our work around the world…..No new financing to Uganda will be presented to our Board of Executive Directors until the efficacy of the additional measures has been tested”- World Bank said in a statement.

In his response to world Bank, Museveni hit hard at the World Bank and openly told them that Uganda will develop with or without World bank loans and his government would opt for other sources of funding other than World Bank. It’s in this very statement that the president revealed that his technical guys were previously entering into Loans for Uganda behind his back even when some loans were very unnecessary and he took over approval of loans for Uganda.

“Last night an official from the World Bank rang me to alert me about the statement from the Bank regarding the suspension of any new requests from Uganda for loans. I want to inform everyone, starting with Ugandans, that Uganda will develop with or without loans”-said Museveni in a statement.

President Museveni further revealed that he had labored to explain to the western donors that the law he signed dubbed the Anti- Homosexuality Act 2023 does not in any way target th homosexuals (people who engage in same sex intercourse) but instead targets those who coerce and recruit others especially the young people into the vice. The Anti-Homosexuality Act 2023 comes with a death penalty, life imprisonment and heavy fines for individuals found guilty of aggravated h0mosexuality, promotion of same sex gay lesbian relationships and intercourse.

Now as a way to live with in its means, Museveni government through the Junior Minister for Finance of General Duties Henry Musasizi revealed that government was in touch with the World Bank for possible negotiations and a second chance to continue funding Uganda and if the worst goes to the worst, a tough decision will be made to cut salaries of civil servants such that government can run it’s activities.

Plans by government to cut salaries of civil servants hasn’t gone well with those working with Local government who through their umbrella Uganda Local Government Worker’s Union have warned government of dire consequences but not limited to laying down their tools and not work since salary cuts are not only unfair but continues to deprive them even when they are given peanuts.

In their four paged letter to the Permanent Secretary Ministry of Public Service, these contend that they’re very many avenues through which government can use to solve the impasse with world bank such that funding continues coming. Among the options they refer to Museveni’s speech at Kyankwanzi where he informed MPs that government may opt to take back the Act t parliament for amendments in some sections and provisions perceived to be promoting discrimination.

“The union supports this option of amending the Act as reasonable and can be utilized by government to resolve the deadlock instead of cutting poor civil servants/ Local Government Workers Salaries who are already poorly remunerated”- says the Union in their letter.

These also contend that Dialogue is also an option government can take with World Bank.

“Uganda Local Government Workers’ Union Leadership and the entire membership we are strongly opposed to the idea of cutting our members’ salaries on account of filling gaps created by World Bank cancellation of funding Uganda’s economic projects and instead we request HE the President of the Republic of Uganda HE Yoweri Kaguta Museveni Tibuhaburwa to prevail over government to negotiate with World Bank on how best to resolve this issue through dialogue and also to cause parliament of the Republic of Uganda to amend those sections of the Act
promoting Discrimination’-reads part of their letter.

The Union also threaten to lay down tools should government go ahead and ignore their advice.

“Finally, should this appeal be neglected or ignored the union should not be blamed for industrial disharmony that may follow as a result of the cutting their salaries since this letter serves as NOTICE given under sections 7 (2) (a) (b) (3), 8 (1) (2) (a) (b)(3) (a) (b) and section 14 (a) (b) of Public Service (Negotiating Consultative and Disputes Settlement Machinery) Act 2008”-these threatened

After running over Kampala on 26th January 1986, president Museveni was days later sworn in Uganda’s new president after a fierce battle with the Dr Apollo Milton Obote for 5 years and briefly against Tito Okello Lutwa in 1985.

General elections were held in Uganda on 10 and 11 December 1980. They followed the overthrow of Idi Amin the previous year and were the first since the pre-independence elections in 1962. The result was a victory for the Uganda People’s Congress (UPC) of President Milton Obote, which won 75 of the 126 seats.

Having been dissatisfied with the electoral results, presidential candidate Yoweri Kaguta Museveni together with his 27 men launched a guerilla war against a democratically elected government of Obote, over 500,000 Ugandans were killed during this 5 year bush war.

Below i president Museveni’s inaugural speech while being sworn in at the steps of parliament on 29th January 1986 at the steps of parliament. We bring it verbatim.

NO ONE should think that what is happening today is a mere change of guard: it is a fundamental change in the politics of our country. In Africa, we have seen so many changes that change, as such, is nothing short of mere turmoil. We have had one group getting rid of another one, only for it to turn out to be worse than the group it displaced. Please do not count us in that group of people: the National Resistance Movement is a clear-headed movement with clear objectives and a good membership.

Of course, we may have some bad elements amongst us – this is because we are part and parcel to Ugandan society as it is, and we may, therefore, not be able completely to guard against infiltration by wrong elements.

It is, however, our deliberate policy to ensure that we uplift the quality of politics in our country. We are quite different from the previous people in power who encouraged evil instead of trying to fight it.

You may not be familiar with our programme, since you did not have access to it while we were in the bush so I shall outline a few of its salient points;

The first point in our programme is the restoration of democracy. The people of Africa-the people of Uganda-are entitled to democratic government. It is not a favour from any government: it is the right of the people of Africa to have democratic government. The sovereign power in the land must be the population, not the government. The government should not be the master, but the servant of the people.

In our liberated zones, the first thing we started with was the election of village Resistance Committees. My mother, for instance, cannot go to parliament; but she can, surely, become a member of a committee so that she, too, can make her views heard. We have, therefore, set up village, muluka, gombolola and district committees.

Later we shall set up a national parliament directly elected by the people. This way we shall have both committee and parliamentary democracy. We don’t want to elect people who will change sides once they are in parliament. If you want to change sides, you must go back and seek the mandate of the people who elected you.

Democracy

Some of these points are for the future, but right now I want to emphasise that the first point in our political programme is democracy for the people of Uganda. It is a birthright to which all the people of Uganda are entitled.

The committees we have set up in these zones have a lot of power. You cannot, for instance, join the army or the police without being cleared by the village committee.

You must get a recommendation from the people in your village to say that you are not a rogue. Hence, the soldiers who are joining us from other armies will have to be referred back to their villages for recommendation. The same applies to the police.

Suppose, for instance, that we want to recruit some 500 soldiers from the District of Rakai and say 10,000 youths in the area apply to join. If 5,000 of those are cleared by their area committees as people of good character, the selecting military team will choose the most physically fit from among those, and we shall end up with an army that is both of good character and in good physical condition. This is an example of some of the work to be done by the village committees.

Another important aspect of the committees is that they should serve as a citizens’ intelligence system. If I go to address a rally in Semuto, Rape-ka or Nakaseke, I shall first meet the muluka and gombolola committees in the area. They will tell me whether the muluka chiefs are thieves, or the hospital personnel are selling drugs, or whether there are soldiers in the area who are misbehaving. They are thus able to act as watchdogs for the population and guard against the misuse of power.

The second point in our programme is the security of person and property. Every person in Uganda must be absolutely secure to live wherever he or she wishes. Any individual or any group of persons who threatens the security of our people must be smashed without mercy.

Security

The people of Uganda should only die from natural causes that are beyond our control, but not at the hands of fellow citizens who continue to walk the length and breadth of our land freely. When we were in Nairobi during the peace talks, it was a very painful experience sitting in a room with criminals across the table. 1 was advised that being a leader, you have to be diplomatic.

This prompted me to ask: “But does diplomacy apply to criminals as well?” to which the answer was, “Yes”. I saw then that the whole process was a farce. We tried peacefully to push the case that the Amin elements, and people like Bazilio Okello, who had killed people in broad daylight, must be excluded from government.

Our voice, however, was a lonely one because there were so many pressures from the International community which is interested only in trade. They do not care how many skeletons we have in Uganda: all they care about is for the road to be opened so that their goods can have free passage. We, therefore, made our position very clear: we were not going to take part in any government which included and Involved criminals. Unfortunately these people believed they had tricked us. Tito Okello, for instance, came back saying that my signing the agreement showed that they had removed the teeth from the salambwa (poisonous snake).

Our position, however, has always been very clear. If you play tricks with us, we shall play tricks with you; if you are honest with us, we shall be honest with you; if you are violent against us, we shall be violent against you. We are people who pay others in their own currency and we never use cowardly tactics. When I was in the bush, I had a lot of pressure from people who said that we should assassinate people like Obote, Muwanga and Bazilio.

Against assassination

I disagreed because I argued that when you assassinate people like that, you turn them into martyrs and heroes. What you need is to develop enough strength to enable you to sweep that kind of garbage to where it belongs: on the dungheap of history. Why should anybody bother to kill small people like Bazilio? You may kill Bazilio Okello but you will be left with many other Bazilios.

Therefore, the security of the people of Uganda is their right and not a favour bestowed by any regime. No regime has a right to kill any citizen of this country, or to beat any citizen at a road block. We make it clear to our soldiers that if they abuse any citizen, the punishment they will receive will teach them a lesson. As for killing people – if you kill a citizen, you yourself will be killed.

During our struggle, we executed five soldiers of the National Resistance Army for killing people in Bulemezi, Ngoma and Fort Portal. One of these soldiers had killed a doctor in order to steal his money.

What, on the other hand, has been happening in Kampala? Recently, people were massacred in Luwero and a high-powered delegation was sent there: you know these so-called high-powered delegations led by Excellencies and honourables, etc. Personally, I do not like being called ‘Excellency’.

People in Bulemezi call me Yoweri or Mzee wa Kazi. Now, these Excellencies, and honourable ministers and high-ranking military personnel, and what-have-you went to Luwero. Can you imagine what they did? We were told that they had transferred the person who had killed the people in Luwero to another station! Can you imagine? Someone kills 100, 50 or even two people and you say you have transferred him to another area? It was suggested that the solution to some of our problems would be for Kampala to be completely demilitarized.

Disciplining soldiers

So I asked: “Where are you going to take these criminal soldiers? Even if you take them to a national park they will kill the animals there!” The solution, therefore, is to put criminal soldiers where they belong: in prison.

The third point in our programme is the question of the unity of our country. Past regimes have used sectarianism to divide people along religious and tribal lines. But why should religion be considered a political matter? Religious matters are between you and your god. Politics is about the provision of roads, water, drugs, in hospitals and schools for children.

Case for unity

Take the road from here, Parliament Buildings, to Republic House. This road is so bad that if a pregnant woman travels on it, I am sure she will have a miscarriage! Now, does that road harm only Catholics and spare Protestants? Is it a bad road only for Moslems and not for Christians, or for Acholis and not for Baganda? That road is bad and it is bad for everyone.

All the users of that road should have one common aspiration: to have it repaired. How do you become divided on the basis of religion or tribe if your interests, problems and aspirations are similar? Don’t you see that people who divide you are only using you for their own interests not connected with that road? They are simply opportunists who have no programme and all they do is work on cheap platforms of division because they have nothing constructive to offer the people.

Our Movement is strong because it has solved the problem of division: we do not tolerate religious and tribal divisions in our Movement, or divisions along party lines such as UPC, DP, UPM and the like. Everyone is welcome on an equal basis. That is why you find that when our army goes to Buganda, the people there call it amagye gaffe, abaana baffe. When it goes to the West, it Is amahe gaitu, abaana baitu: which means that wherever the NRA goes, it is called ‘our army, our children’. Recently, Buloba was captured by our army, and the commander in charge of the group was an officer called Okecho. He comes from Pakwach in West Nile.

Therefore, the so-called division between the north and south is only in people’s heads. Those who are still hoping to use it are going to be disappointed. They ought to dig a large grave for such aspirations and bury them. Ma-sindi was captured by our soldiers led by Peter Kerim: he, too, is from West Nile. Dr. Ronald Batta here, who is from Madi, has been our Director of Medical Services for all these years in the bush.

‘Angry’ Obote

Obote tried to propagate the idea that there was a division between the Bantus and the Nilotics and that if the Bantus took over, the Nilotics would be wiped out. We have, however exposed him. Whenever, we captured soldiers from Ac noli, Lango and elsewhere, we would treat them well and then release them.

Obote would be surprised and he would ask: “Were you really captured? Did you see Museveni? Were you really not beaten?” Once we captured the police commander of Masindi, a man called Gala.

I talked to him and another man called Epigo, also from Masindi. When we released them and Epigo got back to Obote, Obote did not like what Epigo had to say: that the National Resistance Army was not a tribal army as the Obote government had been trying to make out. So Obote locked Epigo up in Luzira Maximum Security Prison because he did not want to hear the truth about our Movement and Army.

There is, in philosophy, something called obscurantism, a phenomenon where ideas are deliberately obscured so that what is false appears to be true and vice versa. We in the NRM are not interested in the politics of obscurantism: we want to get to the heart of the matter and find out what the problem is. Being a leader is like being a medical doctor. A medical doctor must diagnose his patient’s disease before he can prescribe treatment.

Similarly, a political leader must diagnose correctly the ills of society. A doctor who does not diagnose his patient’s disease adequately is nothing but a quack.

In politics we have also got quacks – and Uganda has had a lot of political quacks over the past two decades or so. I also want to talk about co-operation with other countries, especially in our region. One of our weaknesses in Africa is a small market because we don’t have enough people to consume what we produce.

Regional cooperation

Originally we had an East African market but it was messed up by the Excellencies and Honorable ministers. It will be a cardinal point in our programme to ensure that we encourage co-operation in economic matters, especially in transport and communication within the East African region.

This will enable us to develop this area. We want our people to be able to afford shoes. The Honorable Excellency who is going to the United Nations in executive jets, but has a population at home of 90 per cent walking barefoot, is nothing but a pathetic spectacle.

Yet this Excellency may be busy trying to compete with Reagan and Gorbachev to show them that he, too, is an Excellency. These are some of the points in our political programme. As time goes on, we shall expand more on them.

Last appeal

To conclude, I am appealing to those people who are trying to resist us to come and join us because they will be integrated. They should not waste their time trying to fight us because they cannot defeat us.

If they could not defeat us when there were just 27 of us with 27 guns, how can they defeat this army which you saw here? They cannot defeat us, first of all, because we have a correct line in politics which attracts everyone. Secondly, we have a correct line of organisation. Thirdly, our tactics are correct.

We have never made a mistake either in strategy or tactical calculation. I am, therefore, appealing to these people not to spill more blood, especially of the young men who are being misled by older people who should know better.

Soroti Residents Demand For Complete Overhaul Of City Officials Over Corruption

SOROTI: Concerned  residents of Soroti city have appealed to the office of the president to intervene by transferring and probably arresting some of the employees of Soroti city council for alleged and possible corruption.
Resident say the worst departments in the city are physical planning units, city clerks office and the city land board whom they claim they  have been  conniving with rich people to double sale people’s land and plot in the city without following the rightful procedures.
These cite about 8 incidents where the office of the city clerk, physical planer and land board should be answerable after illegally selling off the golf club land, issuing land title to the ministry of justice, IGG,DPP, Uganda Human rights and  for the land that the community had earmarked for the health centre but the community leased it to a one Samuel Eneku to operate there his professional washing bay.
Another incident the community has raised is the illegal sale of the current place being used as bus park.
Mr.Joseph  Odeke one of the anti corruption monitors in Soroti warned that some officials are likely to be lynched by the community should the ministry of land and president’s office fail to intervene and disconnect the racket of thieves in Soroti city.
“These people are mafias, how I wish the president could have come and hold Barraza meetings with Soroti residents, he would get to know how corrupt his officers are”-Odeke appealed.
Sarah Pedun another resident says the same officials have been messing up the management of the main Soroti market where by they allocate the lockups to themselves and those loaded with money.
“We thank our city woman member of parliament Ms Joan Alobo who brought the minister of local government Mr.Rapheal Magyezi and discovered the rot in Soroti main market, how I wish the minister of land also does the same”-said Pedum
This publication has obtained  about three letters issued by Mr. Daniel Christopher Kawesi to the chief government valuer. The first letter of Mr.Kawesi was dated on 15th of August this year, where he requested Mr. Tonny Kato Magembe the government chief valuer to ascertain the proper value of the land  before they sublease it for recreational activities.
“In order to sublease with the developers, its necessary that the council establishes  the right value of the land so as to levy the appropriate ground rent and premium respectively,” he said in his letter.
He added that ” The purpose of this letter is to request your office to undertake a valuation of land on plot 10-12 along Kennedy square to guide further decision to that effect”.
This website also learnt that the many letters that city town clerk wrote to the chief government valuer was after Soroti city council on August 9th resolved that the contested Soroti golf club land be leased to Mr.David Calvin Echodu, a private developer, however the trustees of the land  who have the land title and sub leased running for 99years rejected the move.

This publication obtained another letter dated 5th where the government chief valuer Mr Magembe declined to grant a request by the town council authorities calling for the valuation of another piece of land comprised on Hamidas and Jumbhai roads where cricket and tennis court are based.
Ultimate news also has the third letter dated on 17th of April  where Mr.Daniel Christopher Kawesi had written again requesting the government chief valuer to value the land and properties on Hamidas and Jumbhai roads to enable change of ownership from the lease hold to freehold, however Mr.Magembe the chief governmnet valuer upon realizing the irregularity in the process declined the move too.
With all this mess the community has called upon the ministry of local government to see where to put the Soroti city town clerk before they embarrass him.
In related developments, the Mayor of Soroti City East Division Mr.Paul Omer has also written the letter to the executive director of national physical planning board requesting the board to stay of change of the user close on open space.
In his 17th August letter, Mr.Omer said ” I draw to your attention to the above, having known that the officials of Soroti City,  the town clerk Mr Christopher Daniel Kawesi, Mayor Mr.Joshua Edogu and Mr. Samuel Otati Peace moved to Kampala on 16th of August 2023, after being referred back on the first appearance either to put the documents in order which is stealthily being done without following any due process but only to interest on conspiracy to have the process not exposed. These means that no consultation are being done.
Its therefore my prayer, having learnt also when the National physical planning board again put theory conditions on the change of the user close on the cricket ground along school road yet no condition was fulfilled to date,” the letter reads partly.

Several attempts to get a comment from Mr.Daniel Christopher Kawesi were futile as he kept on putting his phone user busy.

Parliament Set To Pass Another Tough Law Today

KAMPALA – Parliament of Uganda is scheduled to pass the Narcotic Drugs and Psychotropic Substances (Control) Bill, 2023 this afternoon.

The Deputy Speaker Thomas Tayebwa is expected to preside over today’s sitting.

The government introduced the new Bill following annulment by the Constitutional Court of a similarly worded Act in the case of Wakiso Miraa Growers and Dealers Association versus Attorney General for lack of quorum when it was enacted.

The government reintroduced the Bill on May 23rd 2023, two weeks after the Constitutional Court nullified the Narcotic Drugs and Psychotropic Substances Act, 2015 on grounds that at the time of its passing Parliament lacked the required quorum.

What is in the Bill?

The Bill seeks to criminalize the use, farming, supply, and trading of narcotic drugs and psychotropic substances.

The proposed law is anchored on the policy that adopts measures to criminalize drug-related offenses under domestic law in conformity with Article 3 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances and other related international conventions.

The Government also wants to address the defects in the National Drug Policy and Authority Act, Cap 206 which has been deemed “very weak and does not adequately address cases of illicit drugs”.

The object of a Bill that was referred to the Committee on Defense and Internal Affairs is to put in place a law that will deal with the problems related to drug trafficking and abuse; provide deterrent measures against local drug abuse; establish mechanisms for rehabilitating drugs addicts; and save Uganda from being a transit route and consumer of drugs.

Penalties

If convicted of possessing narcotic drugs or psychotropic substances, a penalty fine of 500 currency points (Shs10 million) or three times the market value of the said drugs, whichever is higher, or imprisonment not less than 2 years but not exceeding 10 years, have been set in the new Bill.

Smoking, inhaling, sniffing, chewing, or any form of use of a narcotic drug or psychotropic substance attracts a penalty of not less than Shs480,000 and not exceeding Shs2.4 million or a custodial sentence of not less than 1 year but not exceeding 5 years while possession has an Shs3 million fine or imprisonment not less than 3 years but not exceeding 5 years upon conviction.

The same penalty has been retained for a person who owns or occupies or manages premises or permits premises to be used for abuse or manufacturing; has a pipe or utensils used for illicit use; and, who recruits or proposes the use of these drugs.

Due to reports of increased drug abuse among minors, Government wants to curb the vice by putting in place a deterrent penalty of not less than Shs2.4 million or imprisonment not exceeding 5 years for a person convicted of supplying toxic chemical inhalants to young persons while the cultivation of certain prohibited plants would attract a fine of Shs2.4 million or 5 years imprisonment, and for a second or repeat offender, imprisonment for life.

Seven West Nile Primary Schools Progress To The National Performing Arts Festival 2023

The Westnile Adungu Region primary schools performing arts festival that was born in 2016 with numerically appalling participants from Arua Municipality and Madi-Okollo areas has to date grown exponentially, engulfing the 15 districts of Westnile Region with about 10 different ethnicities.

Zombo district was home to 11 schools from across the five political units of Adjumani, Koboko, Terego ,Arua City and Nebbi that participated in the two days vigorous Performing Arts .The Festival that featured presentations of Folk songs ,poems and Dramas on the four Themes ; Birth Registration, Mass action against malaria,Oral health ,Water , sanitation and hygiene, flagged off seven(7)best schools to represent Westnile Region in the National performing arts festival 2023 in Hoima City.

The industrious and zealous schools that above – board emerged victorious with numerous trophy accolades and certificates of merits affirming excellence in presentations of any of the 12 items tabled for adjudication were Oasis primary school -Arua city, St.Thereza primary, Adjumani, Awindiri primary -Arua city, Arua Public primary-Arua city , Padwot Primary – Nebbi ,Liria Primary – Terego and Teremunga- Koboko respectively.

Ms. Lagua Florence ,The Chairperson of Westnile Adungu Region primary schools Performing Arts festival ,articulated the need to engage learners in music festival, “it’s very necessary for children to participate in music festival, there are a lot of things they do and it trains them to be leaders ,makes them confident and influences socialization” Lagua told ultimate news.

The four teamed body of adjudicators honorably bowed to the above average level of performance exhibited by all the elven schools that participated in the festival and waved success at the 7 schools advancing to National performing arts festival.

Ms. Adong Sarah Santa ,The chief adjudicator of the festival commended the talents and skills of the participants,”
performance was so good especially in western set pieces ,drama ,folk songs and dances then instrument al composition ,I encourage them to go and perform well in the National music festival in Hoima city” Adong said .

Mr. Jalar Silvio Fred , Zombo district inspector of Schools who represented the District Education Officer rallied schools to aid development of talents and skills co- currently with cognitive domain- impartation of knowledge to secure a conducive learning environment for the technologically shaped learners.

Superficially to the advantages of the Regional performing Arts festival, resource mobilization , lobbying strategies , Regional and district stakeholders, advocacy structure are non existential, momentarily derailing the golden goose chase of ethnic unification in diversity through socialization in cultural festivals.

Mr.Obiyayi Ombere Raymond, Arua city Education Officer remarked that the Region should facilitate the 7 seven school s,” after the Regional competition, the winning teams that are supposed to represent the region in the National festival still becomes responsibility of the districts yet this should have been responsibility of the region ,our biggest challenge has been lack of structures at the Regional level, last year when we formed DEO association, we built the structure, that we would like to fit into Westnile Development Agency ,WENDA” ,Ombere remarked in a media brief.

The West Nile Adungu Region primary schools performing arts festival that is awakening and revitalizing deadening cultural values of the over 10 ethnic groups in Westnile Region and the Refugee communities has from 2016 through to 2023 registered increase in level of performances of participating schools from the over 6 districts and affiliation fees of now about 900,000shs from the insignificant 100,000shs per participating school.

Illegal Sale Of People’s Plots Could Trigger Fights In Soroti City

SOROTI: Conflicts are brewing between the Soroti city technical officers and the locals following the massive illegal sale of people’s plots by city officials without the knowledge of the owners.
Exclusive investigations by this publication have earthed details and learnt that the city officials especially in the land board and physical planning in Soroti city could be living in their borrowed days following a move by the residents to attack them after they discovered  that officials are the ones behind the sale and re-leasing of their land to other loaded business people without their knowledge.
The current contention issues is of a plot where  Soroti  municipal council before it become a city leased it to Mr.Samuel Eneku along old Mbale road to establish professional washing bay. This land is a community land that was earmarked for the construction of a health centre but the community okayed Mr.Eneku to use it however, under unclear reasons, a section of the officials at the city land board purportedly have issued the same land to three government institutions who are all claiming the same land.
Interestingly, they are no minutes from the city land board neither from East Division council which should have been consulted before the three government institutions were issued the same plots. Among the institutions including IGG, DPP, Uganda Human rights commission, Ministry of Justice and the Aids information center without consulting the community.
There have been several attempts by the judiciary to carry out survey on this land but the community has been chasing them saying they know Mr.Samuel Eneku as the bonafide occupant of the place and they were ready to shade blood should the city continue sending institutions into the land occupied by Mr.Eneku.
Speaking to this publication Mr. Samuel Eneku produced  bulk of documents showing on how he was granted permission by the municipal council when Mr Moses Otimong was a town clerk  to temporarily develop the place after the community allowed.
According to Mr.Eneku he occupied the place in 2019 and there were no mark stones or even a land title but to his dismay, the team from the ministry of justice  came with purported land title for the place.
“I have been in this place since 2019 and I sent my documents to the city council now to process the ownership of the place but unfortunately the physical planer decided to sit on my documents and I didn’t know that he had his own agender-“he said.
Mr.Emmanuel Ogaram the LC1 chairperson of Cell 2 Akisim ward where Mr.Eneku occupied the place said corruption and double sale of people’s plots by those holding offices in Soroti city was posing a security threat. Ogaram says ever since he occupied the lc1 office for the last 15 years, the place occupied Mr Eneku has never had a title but he was also surprised that the ministry of justice has been given land title dated March 2023 which he said was a joke.
“This plot is for the community, whatever the city town clerk and his team are trying to do it’s a waste of time-“he said.
Ogaram further says no officials have ever visited  his office neither calling members of the parish development to witness the survey of the place.
“I want to caution ministry of justice, IGG, DPP, Uganda Human rights and Aids information centre that whoever gives you a land title for that place are thieves and never accept it-“he said.
Moses Engangu another resident says there is a collection of thieves that have occupied the offices of land in the city and appealed the president to intervene in this.
“We were happy when Soroti become a city but we didn’t expect people to come and steal from us like this, we are not good at protesting but we shall accept to die because of our plots-“he said.
This publication also learnt that they are more than  18 places that the city has sold to various business people without involving the area land committee.

Breaking News: Minister Amongi Appoints New NSSF Boss But Not Byarugaba

Accusations and counter accusations took centre stage early this year at the National Social Security Fund (NSSF) after the then fund boss Richard Byarugaba clocked 60 years and ran out of contract to manage the NSSF fund.

He was accused of mismanagement and corruption by the Minister of Gender who is now the appointing authority. He also as well accused the minister of requesting for UGX6bn which she claimed it was meant to do mobilization to increase on the fund’s membership.

These accusations would later be picked up by the Inspectorate of Government (IGG) and parliament who interfaced with the fund’s top management, the board members, and the minister Betty Amongi to give clarifications. The committee led by Mwiine Mpaka would later pin the minister in their report that she had ill motives while requesting for the UGX6bn and even urged her to resign from her position.

The IGG also ordered Byarugaba and Stevens Mwanje to refund nearly Shs3.6bn to the fund which they irregulary paid to the fund’s workers who voluntarily resigned from their positions after early retirement.

“Mr. Richard Byarugaba and Mr. Stevens Mwanje should refund…in equal installments for the loss occasioned to the fund when they authorized irregular payments to staff who exited under the voluntary early retirement program with in a period of six months”-the report reads in part.

The minister Amongi vowed never to re-appoint Byarugaba to continue being the NSSF Managing Director and instead Mr. Patrick Ayota who had been Byarugaba’s Deputy was appoint in acting capacity to steer the fund ahead.

Few days after Byarugaba dragged minister Amongi to court for refusing to re-appoint him, the minister has now appointed Mr. Patrick Ayota as the new NSSF Managing Director for a period of 5 years effective today 18th August 2023.

Congolese Impound Over 10 Ugandan Motorcycles In Goli Boarder Market

A sizable number of business men and women who are transported on motorcycles from the districts of Madi-Okollo, Pakwach , Nebbi and Zombo to Nyalip border market were on 16th August left hopelessly and helplessly stranded as Congolese bodaboda riders operating within Nyalip border market( Goli) situated in Democratic Republic of Congo , impounded 11 motorcycles including foiled attempt on Uganda police motorcycle that crossed to ascertain the complaints filed by business men and women at the Uganda Goli Border police station .

The over 80 charged , chaotic Congolese bodaboda riders claimed to be seeking retribution for their colleague’s motorcycle that was impounded by Uganda Revenue Authority during routine surveillance operations in Nebbi district and the motorcycle among others were swiftly transferred to URA office in Arua.

The notion of the Congolese impounding Uganda motorcycles in recompense is completely metamorphosing into strategic action plans to counter impoundment of numberless motorcycles by Uganda Revenue Authority that is not now queer to the communities around Goli and the security apparatus manning the borders.
All the Ugandan bodaboda riders and business persons who trade at the Nyalip border market in Goli , parted ways with the actions of the Congolese that caused gross anxiety about next course of action on or by the Ugandans.

The fiercely looking, helpless, victimized ,Mr.Oroma Christopher , Ugandan bodaboda rider cum Chairperson Ragem Bodaboda Association in Pakwach district wondered at the interest of the Congolese bodaboda riders,”bodabodas of Uganda and Congo are one people but today because of the actions of government ,we are furious about the Congolese, sombermood on seeing them, their motorcycle was not impounded by us ,but they are impounding our motorcycles” said Oroma.

Nyalip border market attracts hundreds of traders from as far as Pawor ,Ragem ,Pukwero, Alwi and the local communities within Nebbi and Zombo Districts because of its strategic location, easily compelled customers from Democratic Republic of Congo and generally fascinating wheeling and dealing at the border entries.

Ms.Giramia Consolate, a business woman from Alwi Pakwach district, echoed her disappointment with the Congolese bodaboda riders,” we hired our bodabodas from home to bring us to the market , after buying items we got the motorcycles were impounded and now hopeless about hiring another bodaboda” Additionally, Giramia castigated the Ugandan authorities’ delayed response to their pleas lodged at Goli border Police station in the early morning hours of the day and applauded the authorities of DRCongo for swift interventions.

The political Head of Jupangira subcounty ,Mr. Ogenmungu Sunday applauded the calmness of the Ugandan bodaboda riders and business persons who exhibited discipline of the highest epitome, embracing the law of rule and assured them of diplomatic engagement between the two countries .

ASP Kankave Paul, Officer in charge GOLI border Police station , acknowledged the retrieval of the impounded Congolese motorcycle from URA office in Arua,”we have already managed to get the motorcycle which caused bodaboda in Congo to riot ,it was impounded in Nebbi and taken to Arua but it has been brought from Arua ,and going to be received at the RDC’s office and I have dispersed a team from GOLI border station to go and pick it ” Paul told the ultimate news.

Goli border custom is a major entry point to Democratic Republic of Congo via Nebbi district, handling greater percentage of transit goods and trucks providing viable opportunity for the local population to engage in inter and intra border businesses amidst challenges of insecurity posed by the Allied Democratic Forces and security personnels manning the borders points of Uganda and those of DR Congo unleashing their military authorities to oppress the innocent locals operating along the border routes by imposing non existential ordinances that suit their own interests.
