OWEYEGHA-AFUNADUULA: What Are The World Bank Values And Do they Include Homosexuality?

0

By Oweyegha-Afunaduula

What are World Bank values apart from value of money? The history of World Bank funding of projects in Africa, since it turned its attention from funding of the reconstruction and rehabilitation of Europe, shows that it has habitually only valued the money economy. In pursuit of money, it has violated all known values, including: cultural values, ethical values, moral values, ecological values, water values, environmental values, et cetera.

If the World Bank has valued any other values it has only been reactionary as a response to growing and spreading struggles by humanity against its insensitivity to virtually all known human values, especially in the field of energy development.

On the whole, the World Bank, through its philosophy of development based on conquering Nature and the projects it funds, has been the principal violator of all types of human rights, including the right to uphold and defend human values.

Where World Bank pursuit of proliferating the money economy has squeezed all reasoning from the development process, it has used business confidentiality between governments, consultancies, development institutions and itself to violate the hopes of nations and peoples for meaningful and effective development, transformation and progress.

Therefore, on the whole, World Bank loans have been just imposing its development choices meant to proliferate the money economy. Even when a country does not need loans, they have been imposed by the World Bank. This, to a large extent, explains the mushrooming debts of poor countries like Uganda.

Since 1987, Uganda’s debt burden has been spiraling upwards to its current level of well over 80 trillion shillings. Most of it is due to the World Bank and to its sister institution, the International Monetary Fund (IMF).

We cannot experience meaningful social development largely because we have to pay back the loans with big interest. When this combines with the carelessness and corruption of our politicians and bureaucrats in all institutions of government, it is clear that even if we continued to get loans from the World Bank and IMF for the next 100 years, we shall never develop our country not hand over the gains of development to the future generations of Ugandan In fact instead we are poaching drop future generations to quench our own slight development.

If we met the future generations tomorrow we would never be able to explain to them why we borrowed incessantly, yet we have been reasoning that we have been borrowing to make Uganda a better place for ourselves and for them to stay in comfortably after we are no more. They will just say that we were stupid fools to borrow only to make the West and our own leaders, in whatever station of life, wealthier at the expense of our poor, needy and themselves.

For me, I have for decades failed to see the other values of the World Bank, except the value of money. Reference to things like social and environmental values in more recent times is intended to convince humanity to believe that the people in Washington care about humanity. Never. It is money they have cared about all along. It is their culture and value.

Yet as soon as a project that the World Bank has identified as financially rewarding to itself and the many banks and corporations that invest in it presents itself, the officials in Washington will ignore everything else except the money motive. We saw this most glaringly in the Bujagali dam process in Uganda. Even if we kept on crying aloud about the dire consequences of the ethics, morality, ecological, cultural, and environmental aspects that would be ushered in by the project, we were ignored.

The project was funded by the World Bank and implemented by President Tibuhaburwa Museveni’s government at exorbitant cost. Busoga, where the project is found lost its ethical, moral, cultural, ecological, spiritual and environmental values and has yet to gain anything meaningful from the project.

How then does homosexuality come into the equation of World Bank development economics? What value does it add to the quest for development of Uganda?

If the loans package of the World Bank is polluted by homosexuality considerations then we do not need to burden ourselves with loans from the World Bank.

It means that the World Bank has decided to use homosexuality as a tool to satisfy its investors that love sex perversion and to deviate us from our ethical and moral norms for the sterile culture of money as a new culture for us.

It is not far-fetched to assert that the World Bank, and by extension IMF, wants to use homosexuality as a tool to bring our centuries-old genealogies to an abrupt end. Its choice of linking homosexuality to its loans reveals the hidden intention of the real owners of the World Bank and IMF to use the vice to depopulate our country in particular and Africa in general to create a peopleless country and peopleless Continent.

The architects at the World Bank want our country in particular and Africa in general to serve Western civilization as reserves for raw materials. We know today Uganda has far more gold underground than the Democratic Republic of Congo (DRC ) and many other natural resources corporates in the West want to continually access and exploit at minimal cost and without constraints. When they wanted New Zealand, Australia and the America they almost exterminated the Maoris, Aboriginald and Red Indians respectively. What is impossible today to try and achieve? A peopleless Uganda? A peopleless Africa?

Ugandans must begin to love our country. We must begin to think local and think global if it is absolutely necessary.

We need austerity measures to liberate ourselves from the scourge of loans-driven economy. We must stop being spendthrifts. Let us entrench equity and justice in Uganda so that we are united in resistance to the advances and excesses of the West and its corporates whereby it is now openly linking its money to how far we give in to homosexuality.

If the austerity measures are to be useful and involve reducing incomes of earners, it should not be only civil servants at the intermediate and bottom levels that should be affected. Politicians and the military should have the financial waste on them drastically reduced. The administrative costs must be enormously reduced by re-amalgamation of districts, counties, sub-counties, parishes and villages. The national budget should be completely rethought and re-oriented to fuel genuine development, not politics or wars. Then we must spur domestic production. If we don’t do all this then we shall not respond to the World Bank action intelligently and wisely

No. We must survive for posterity. We shall not if we give in to imposition of homosexuality for money. This is what will finish us as a people. HIV/AIDs and COVID 19 have failed to erase us from the face of the Earth. Homosexuality combined with craze for the sterile culture of money can depopulate a whole country, a whole Continent.

If that is the aim we must reject World Bank money and its development economics committed to the proliferation of the culture of money and the perverted culture of homosexuality.

Money is a value, and it is the cardinal value of the World Bank and the corporate world in whose interests it was established, but homosexuality can’t be a value. It can only be a vice; a wrong being popularized as a right even by the World Bank.

For God and My Country.

REV. CANON EVATT MUGARURA: World Bank Operations Are Corruptive And Exploitative

0
Dear Editor
If the World Bank (WB)Agenda was intentional and in our favor as African countries, their loans would see all African Nations come out of poverty.  The notion on homosexuality as a condition for funding African countries disguising it as an aspect of inclusion is but another method to make a permanent dent in our population in order to keep us stunted.
The World Bank agenda is far beyond the support and promotion of homosexuality. Their corrupted policies right from Washington DC and the related funding to implement “their policies” in the name of country policies makes it difficult for us to come out of poverty and is like a prison.
Of course we are currently swimming in poverty! They take advantage of our helpless situation.  In 2004/2005, I attended a conference in Washington DC in which WB conducted a workshop under the title  *Getting Africa out of impoverishment”** Speakers after speakers presented.  None from Africa was on the table of these  presenters. It was their thing that we all listened to.
One of the presenters mentioned that what was making it difficult for World Bank to get Africa out of impoverishment was the African govt bureaucracy and corruption. Imagine this kind of statement when corruption starts in Washington DC where these corrupted policies with a hidden agenda are crafted!
I did not hesitate to challenge this submission by simply asking whether or not the one hand that was busy exploiting Africa had any conversation with the other hand promising to get Africa out of poverty!  Undoubtedly, it was another lie and a form of corruption. And there was no concrete response. I got a humbling standing ovation from the fellow participants especially from Africa and Asia.
Immediately I got out of the hall, one white lady approached me and asked if World Bank would ever fund the organization I worked for. My response was that they were not funding us and that even if they did they would not stop me from talking and telling them the truth. She left me without a word. I guess she expected me to be intimidated by her question on funding because it rules the world order. But I was not!
Another Mzungu young lady came to me and presented me her business card. She was an employee of WB. She said to me.
“Rev. Please keep saying what you said in the workshop” ! At this point I was convinced that those who rub shoulders with the organization are they themselves not satisfied with the magnitude of exploitation and corruption that is World Bank operations. It was encouraging to me.
What would you deduce from such a scenario as an African? To date, 20 years down the road one would have expected to see what they promised happen. To the country nothing has happened! Africa is becoming poorer and I guess they are one of the major contributors!
Good news! I agree with my President, His Excellency Yoweri Kaguta Museveni, that Africa can still develop economically without WB loans!!

Breaking News: Museveni Overturns His Own Orders On Private Media

0
President Yoweri Kaguta Museveni- FILE PHOTO

Early this year in his bid to revamp funding of the country’s broadcaster on March 24 2023,  president Museveni ordered that all government agencies must advertise with Uganda Broadcasting Corporation in order to realize profits that can withstand it’s expenditures.

In his directive tendered in his March 06th letter, president Museveni directed that all government MDAs should run adverts through only New Vision and UBC and any accounting officer who deviates from the directive would face the consequences. This move was seen as discriminative and not in good faith since it would suffocate the private media which commands over 98% of the audience in Uganda.

The Permanent Secretary Ramdhan Ggoobi at the beginning of this financial year in his circular to all government accounting officers directed that in respect to the presidential directive of running adverts only and through UBC and New Vision and failure to do this would fetch heavy punishments.

The directives carried in Ggoobi’s circular didn’t go well with private media owners under their umbrella of National Association Of Broadcasters (NAB) who announced that their media houses would not cover any government function anymore. This was felt and president scheduled to meet the private media owners today 10th July 2023.

In their meeting today, it’s been reported that the president has rescinded his directive on private media and overturned his own orders and now UBC will also be competing for government businesses just like the other media houses without any presidential immunity but government funding will continue.

This is a developing story….

Zombo Health Workers Under Fire Over Gross  Misconduct

By Mike Rwothomio
Leaders in Zombo district have directed scathing criticism at most health workers of  Paidha Health Center III  in  Paidha Town Council , following a damning  report  about their open misconduct to patients at the facility.

Established in 1924, Paidha Health Center III,  that is a few kilometers from Eastern  DR Congo, is the only running destination to over 40,000 people  from the business_ Oriented town and other neighboring Sub-Counties of Nyapea, Paidha, Abanga, Athuma amongst others.

However, Concerns started brewing from a sizeable members of the community, over relentless misconduct of most health workers thus the need for immediate crisis meeting. The meeting was convened by leaders of paidha town council ,   the staff and some district officials on the 7th of August .

How it started

On the 1st  of June this year, An expectant mother is said to have been denied access to the maternity ward by a mid wife on duty  in the evening , when her condition deteriorated. She   reported a case at Paidha town council, This according to the leaders opened a can of worm on series of  injustices happening at the facility.

The leaders claim for long, there  has been public choruses of accusations against specific workers at the facility, who have been subjecting  mothers,  and other patients to all forms of abuses for ages.

Albert Onega, The secretary social services Paidha Town Council ,also the male councilor for PWDs in Paidha said, the woman who was  stopped by a mid wife from accessing the maternity ward reported a case to the council whilst weeping.

“Most of these workers wants to kill our people, how can you bar an expectant mother from accessing A maternity ward, the woman came to us crying and what if something bad happened to her, we need the district to take those not interested to move away from this place” Onega said.

Princess Kristober,  the district female youth councilor directed  scathing  criticism  towards midwives at the facility.
She added that most health workers are paid hefty salaries by the government and yet they are failing to serve people diligently.

” You women at the maternity ward I don’t know whether your trained to be so rude like that, but you should learn to give service , it’s your roles and duty, your being paid the tax players money.” She stressed

Debate about unacceptable behavior of most health workers at Paidha Health Center III has become a talking point amongst local leaders at funerals, churches and market places. Emilio Owonda, The chairperson of the associations of LC1s in Paidha Town Council opened a can of worm on  theft of government drugs at the facility that he said has become a song and a dance including other unethical behaviors.

” Drugs are getting lost here, most of your behaviors are questionable and your saying we politicians don’t know anything, what do you want us to do when our people are suffering, you want us to just look on. You were brought here to serve and no one will stop us “. He said.

Uganda loses 15 women each day from pregnancy and child birth related causes. Uganda’s maternal mortality rate is evidently  high, at 343 per 100,000 live births. This according to experts is attributed to myriad of factors which Amongst others include behavioral misconducts of some  staff.

Francis Bolingo who  sits in the social services committee, and the district councilor of Athuma sub county said what communities have detailed  about gross misconduct of some staff at Paidha Health Center III is  absolutely true. He said its  high time those specific workers are sent away from the facility instead of risking people’s lives. He added that the district social services committee is in full knowledge of the errant staff at the facility.

Bolingo also expressed furry at the unhygienic behavior of health workers at the maternity  ward claiming that during their recent inspection, the section was oozing shocking and unwelcoming stench, yet it was  under the supervision of senior  staff on duty.

“The RDC , Secretary social services, district councilors and the mayor, if these people are not performing just like they are doing here, we can retire them in public interest such that they don’t complicate  lives of our people.”He Said.

The most accused department are the Maternity ward and admission. The appointed chairperson health unit management committee  Wilson Oaikani, has been accused  by leaders of  sleeping on his  job. Its high time those not interested in serving the community left Paidha health center III said  Sadiki Onencan,  the District councilor of Paidha town council.

He also lashed at the health workers  who were at the meeting boasting about their experience and education level .

“The women are coming for antenatal here but these people are insulting, beating them that their petty coat is dirty, they are smelling and these are tax payers , what we are saying as Paidha, no one will intimidate  us and our mothers , whoever know that he or she cannot work in Paidha should pack and leave Paidha in peace” He Said.

Paidha health center III  welcomes over 100 in the out patient department daily,  and leaders say this is the only department that is doing the work diligently amidst challenges. The  LC3 chairperson of paidha town council innocent Godfrey onega revealed that,  relatives of politicians are shunning the facility due to soaring  relationship between politicians and health staff over service delivery demand.

He maintained that as leaders, they will not bow  to pressure from the health workers who are employed by the government to serve the community.

” No one will intimidate us, but we also want to say the lives of our families to seek health services here is under question because once somebody can’t understand that he or she is at the wrong and instead appointing accusing fingers instead of being apologetic, then you should really question the integrity of such a person” Onega Said .

On several occasions, community have been voicing serious concerns  about absence of health workers at the facility even during day time. It’s said after 1:00 Pm, Most health workers depart the facility leaving patients with the crisis of confidence. It become hellish  in the night hours where even workers on duty are a no show on daily basis.

The leaders also expressed concerns  over what they said  failed administration of the facility by those mandated by law to keep the institution afloat. The in-charge of the facility Mark Oyungrwoth, Is the District  coordinator of National Drug Authority. Leaders have bitterly complained of this saying, he is getting overwhelmed due to this shared responsibilities.

The  relentless unethical behaviors of most health workers at  Paidha Health Center III is making many people to look for alternatives. Others are going to various  affordable various clinics and drug shops in the town,  whilst the impoverished ones  resort to herbalists  and traditional birth attendants.

Paidha Health Center III  in Paidha Town Council  is amongst the heavily burdened  six  government owned health center IIIs along the international borders with DR Congo in Zombo.

What the health workers say.

Following battery of these accusations against health workers at Paidha Health Center III,Most started playing defensive. Draru Jane, The focal person for maternity ward blamed the District Health Officer for recruiting worst midwives as being claimed.

She also blamed politicians For peddling lies before recommending that they start recruiting their own people.

” It’s very unfortunate that the District Health Officer gathered all the worst midwives in Uganda through interviews and came and poured them in Paidha , I don’t know what he was all about” The frustrated Draru scoffed at the District Health Officer and Politicians.

A health worker also attributed some of the challenges to the staffing gap at the facility.

Wilson Oaikani, The chairperson Paidha Health Unit management committee who was accused of sleeping on his job instead throw blame at Politicians for ” peddling baseless accusations at the staff”. He threatened to resigned citing harsh working environment .

What the law says

In 2020, the Constitutional Court ruled that  the Government of Uganda should  provide basic maternal health care services and emergency obstetric care in public health facilities. It also recommended  the prioritization  and provision of  sufficient funds in the national budget for maternal health care and also directed the  Health Minister, that all the health care workers who provide maternal health care services in Uganda be fully trained and all health centers be properly equipped.

4-10 expectant mothers in  Zombo delivers from home due to several factors.

Out of the District Population of  294,230, Women of productive age  are 59, 434 and the expected annual pregnancy rate is 14,712 with delivery expectation of 14,123 according to a 2022  report from the District Health Department.

According to the District Health Officer of Zombo Mark Bramali, recently three mothers were made to deliver on the floor of maternity ward, and this  resulted into a mother suffocating  her  child to death .This was as a result of misconduct.

He also  acknowledged some of the  concerns raised before  calling  for a “mindset change” amongst the staff some of which  are tarnishing names of other competent staff at the facility.

The Deputy Resident District Commissioner of Zombo Grace Atim said the meeting was convened following a public outcry about gap in service delivery at Paidha Health Center III and she noted that the most accused department is the maternity ward. She believed with the engagement done , changes will be made to reduce the number of people who seek services from clinics and traditional birth attendants.

Paidha health center III that has been earmarked for upgrade to health center IV ,  serves thousands of Population from Paidha town,  Other  neighboring Sub counties and some parts Eastern DR Congo.

KAMAGA DANIEL: UN Human Rights Office Closure In Uganda Is Regrettable

0

The recent decision by Uganda not renewing the UN Human Rights Commission leading to closer of its office in Uganda has sent shockwaves throughout the international community. This move marks a significant setback for human rights advocacy in Uganda, as the UN’s presence has been instrumental in monitoring and exposing human rights violations in the country.

The closure of the UN Human Rights Commission’s office in Uganda is a grave blow to the cause of justice and fairness in the region. It is a clear indication that the Ugandan government is not serious about upholding human rights, and that it is unwilling to work with international organizations to improve the situation.

Given this state of affairs, it is difficult to see how the Uganda Human Rights Commission can effectively carry out its mandate without the oversight and support of the UN. The closure of the UN office is a clear indication that the Ugandan government is not committed to addressing human rights abuses, and that it is unwilling to cooperate with international partners.

In light of this situation, it would be wise for the Ugandan government to seriously reconsider its approach to human rights. If it cannot work constructively with international organizations like the UN, then perhaps it is time to reassess its priorities and focus on other areas of development.

In conclusion, the closure of the UN Human Rights Commission’s office in Uganda is a regrettable development that will have serious consequences for human rights advocacy in the country. It is a stark reminder that there is still much work to be done to ensure that all people are treated with dignity and respect, and that their basic human rights are protected.

This clearly shows that Museveni didn’t go to the bush in Luwero to kill innocent civilians for peace. He was simply looking for his own selfish gains just as he has always been mentioning in he’s different speeches. Like he once said that he’s not a servant to Ugandans yet the Ugandan Constitution states that any public officer is a public servant.

He also said that he hunted he’s animal meaning Ugandans are his animals then he can do anything with the animals. He further stated that he has an avenger and working for his children and grandchildren. Meaning whoever stands on blocks his way to all should be smashed for him to proceed.
I also think that this is now time for Ugandans to also wake up and fight for their country from the hands of the junta.

It’s a pity.

God should have mercy

OWEYEGHA-AFUNADUULA: The New Conquest of Buganda: Re-orient Academic Minds for Relevant Research

0

By Oweyegha-Afunaduula

Is it true that 42% of MPs from Buganda are either of Rwanda origin or have Rwandese blood in them? If true, then Buganda has been reconquered, this time round politically, genetically and spiritually.

Many priests and clergymen in Buganda are of Rwanda origin or have Rwandese Blood in them.  This is a good area of research for serious academics.

The British conquered Buganda only politically and spiritually, not genetically. This is not just an assertion but the truth the whole truth and nothing but the truth.

Things like these are what our academics should be researching to establish the truth.

Instead you hear academics at our more than 50 universities researching topics, which are irrelevant to our reality.

What will happen when Uganda is fully reconquered by people  that we welcomed here as refugees?

We need academic researchers to research the sociopolitical and socioeconomics of our country, with former refugees in charge of the country so that they give us correct predictions of what our new reality will be like if refugees or former refugees are fully in charge of Uganda.

We have already witnessed many inequalities between the indigenous Ugandans and immigrants when it comes to access to resources, opportunities, employment, political leadership, etc cetera. This is a reversal of our expectations with regard to independence, self-determination and sovereignty. Critical decisions concerning important issues such as human rights, development, budgetary allocation, wars, peace, education, health, agriculture, mineral resources, pluralism, scholarships, elections, justice, education etc cetera are made by people of exogenous origin or those attached to them genetically.

It is unlikely that in a situation like that issues such as taxation, marketing of crops, land, laws, or representation to Parliament will be tackled with the interests of the indigenous people as cardinal.

I am writing this article as a person who has been around for a long time putting my inquisitive mind in action on issues that matter and with the future of Uganda and Ugandans in mind.

What is slowly and surely unfolding is that we are losing hold of our country. We are being prepared to accept that we are secondary citizens who must be thought for and are only good to be a source of cheap labour and slaves to an exogenous category of people. This category is determined to marginalize us from leadership and governance for as long as is humanly possible. This is why hereditary politics and dynastic rule makes sense to them.

It will be extremely surprising if Norbert Mao’s revered constitutional reforms do not aim at achieving these ends in Uganda.

As in the past, if you are to conquer Uganda you have to reconquer Buganda, but in a vastly different way from how the British did it. The British made 9000 acres of Buganda land Crown Land. Most of this has been grabbed by people of exogenous origin. Even the land of Kabaka and ordinary people in Buganda has been grabbed by them. The grabbers first made sure that a Constitution that disempowers the Kabaka is in place so that he has no real power to fight back. Then his people were penetrated genetically, and now the political space belongs to the power and land grabbers.

What is clear now is that the time for sleeping and thinking that those who said they liberated Buganda, Uganda, and brought democracy and freedom meant what they said. There is no democracy and freedom when you are disempowered, dispossessed, displaced and converted to an internal refugee and more or less a slave of the foreigners.

Minister Mutuuzo Affirms Commitment to African Values and Family Identity amid Global Peace Festival Preparations

0
Jinman, Mutuuzo and Caprara after the meeting in Kampala on Tuesday

The Minister of State for Gender and Culture Affairs, Hon. Mutuuzo Peace Regis has reaffirmed the importance of upholding African values and family identity in the face of mounting pressure from foreign entities to embrace practices that deviate from deeply ingrained cultural norms.

During a meeting with delegates and stakeholders of the upcoming Global Peace Festival at her office in Kampala, Minister Mutuuzo condemned attempts to introduce foreign values, particularly homosexuality, into the African context.

Drawing attention to the landmark Anti-Homosexuality Act, Hon. Mutuuzo highlighted that majority of 557 Members of Parliament had solidly endorsed the legislation, with only two dissenting votes.

“This resounding decision underscores our stance. Our values must be preserved within the framework of a traditional mother and father, not through artificial constructs,” she emphasized.

Referring to the landmark Anti-Homosexuality Law, Hon. Mutuuzo noted that an overwhelming majority of 557 Members of Parliament had endorsed the legislation, with only two dissenting votes.

“This was a clear statement. Our values should be inculcated through a mother and father by birth and not manufactured gender,” she asserted.

The Minister further called for respect and understanding of Uganda’s values and ideology. “They should halt the pressure and respect our values, family identity, and ideology,” she said.

In a collaborative spirit, the Minister welcomed the proposal to host the Global Peace Festival in Kampala, slated for May next year. She assured the festival organizers of the Ministry of Gender, Labour, and Social Development’s unwavering commitment to spearheading event preparations. The festival aims to promote global harmony and cooperation through evangelism. Minister Mutuuzo also encouraged religious institutions to elevate women to leadership roles, furthering gender equality within their congregations.

The Minister also implored religious institutions to address the conflict-ridden practice of leaving spouses in precarious positions following polygamous men’s decisions to engage in church weddings.  The Minister stressed the crucial role that the Church’s intervention could play in mitigating the far-reaching implications of such practices on women, children, and society as a whole.

On conflict-afflicted African nations, Minister Mutuuzo called upon the Global Peace Foundation to advocate for peaceful coexistence in these regions, underlining the disproportionate suffering endured by women and children during conflicts.

Lucky testers of WhatsApp’s Beta program received the feature in May, accessible by tapping the “Share” icon during a video call.

And like the other video-conferencing platforms, users can choose between sharing a specific app or their entire screen.

At the same time, WhatsApp has started supporting landscape mode for video calls to enhance the screen-sharing experience during video calls.

BIG STORY: Tough Times Ahead As World Bank Suspends Funding To Uganda Over Anti-Homosexuality Bill

0

Early this year, parliament of Uganda through Bugiri Municipality legislator tabled the Anti-Homosexuality Bill 2023 after the same having suffered a set back 9 years ago in 2014 when the Justice Steven- Kavuma led constitutional court desk shot it down on grounds of not enough quorum at the time of passing it on 21st December 2013.

This time round, parliament made sure no loopholes are left for the Andrew Mwendaz who have since petitioned the same constitutional court to nullify the newly signed Anti-Homosexuality Act 2023, despite silence from the court on when the proceedings will commence, the new law has already started biting the Ugandan economy.

The bill which is popular at home received applause from citizens and the enemies of the west but was condemned widely by the western powers especially Europe and the United States. President Joe Biden Would later issue a tough statement indicating that Uganda would suffer the consequences of such a tough law which comes with a death penalty, big fines and life imprisonment for those convicted on Homosexuality related cases.

Many other western funded organizations threatened to pull out funding from Uganda over the same. The most critical in this is PEPFAR  which supports over one million Ugandans living with HIV/AIDS with medicine and other projects.

While addressing the legislators at Kyankwanzi, president Museveni revealed how he had received a call from some lady at the world bank who boldly told him that some sections of the bill are unfair and need to be rectified.

The bad news now is that World Bank which is one of the top creditors of Museveni’s government has suspended funding to Uganda due to the Anti Homosexuality Bill which they say contradicts it’s values. In a brief statement posted on their socials and websites, the World Bank says no new public financing will be presented to the board for financing.

As of 2023, Uganda only supports it’s budget by 53% and the 47% is either from donors, loans, grants among others mostly from western powers and China.

Below is the full statement:

“Uganda’s Anti-Homosexuality Act fundamentally contradicts the World Bank Group’s values. We believe our vision to eradicate poverty on a livable planet can only succeed if it includes everyone irrespective of race, gender, or sexuality. This law undermines those efforts. Inclusion and non-discrimination sit at the heart of our work around the world.

Immediately after the law was enacted, the World Bank deployed a team to Uganda to review our portfolio in the context of the new legislation. That review determined additional measures are necessary to ensure projects are implemented in alignment with our environmental and social standards. Our goal is to protect sexual and gender minorities from discrimination and exclusion in the projects we finance. These measures are currently under discussion with the authorities.

No new financing to Uganda will be presented to our Board of Executive Directors until the efficacy of the additional measures has been tested.

Third-party monitoring and grievance redress mechanisms will significantly increase, allow us to take collective action as necessary.

The World Bank Group has a longstanding and production relationship with Uganda; and we remain committed to helping Ugandans-without exception-escape poverty, access vital services, and improve their lives.”
