WE ARE VERY SORRY: URA engages West Nile After Fatal Shootings Last Week

The Uganda Revenue Authority URA has dispatched teams of its officials to the West Nile region following the shooting dead one and critically injuring two others by revenue enforcement officers in Madi-Okollo district.

The team are talking to the people of West Nile and Acholi sub-region, in what the officials who were on Thursday in Zombo district says it’s an engagement and sensitizing the population on tax payment/revenue collection.

The engagement has so far been held in the district Madi Okollo, Arua, Zombo, Pakwach Arua city and others. The Manager Security URA Col. Gideon Kattinda who represented the Commissioner General URA regretted and condemned the unfortunate incident at Madi-Okollo district.

Col. Kattida condoled with the bereaved family adding that URA has met burial expenses of Shs10million and that there will be arrangement to compensate deceased family while URA will pay for the medical bills of the two injured.

He says the community turned rowdy on 3rd January 2024 throwing stones at the enforcement team in Okollo town council forcing the officers to discharge bullets.  Moses Achidri succumbed from the bullet wounds after he was rushed to Nebbi general Hospital.

“The enforcement team at Madi Okollo wanted to impound a numberless motorcycle and the community resisted and started throwing stones at them forcing them to discharge bullets and unfortunately three people were injured and one later died.” Col. Kattida explained

This was uncalled for and it was avoidable, we believe there was reckless conduct and some uncalled for shooting, some operational mistake which was made, we believed it was unfortunate, and on behalf of URA the commissioner general sent us to come and engage with the bereaved family and community.

Extend our apology and we started the sensitization tour to engage the members of the community and pledge our commitment to prohibit and say never again such conduct that leads to death. Col. Kattida explained to journalists in Zombo district

Zombo district stakeholders including LC V Chairman, James Uyullu Uruna, Deputy CAO, Edward Eco, councilors, Business community Chairperson, Bodaboda riders and Media attended the engagement at Paidha cultural Centre.

Last year at least two separate cases of confrontation prompting shooting building roof and shooting in air by URA team were registered in Corner Agwen trading Center Athuma Sub-county and Zombo town council, Zombo district

During the meeting a number of locals pointed out some of the shooting by the URA enforcement team within Greater Nebbi and West Nile urged the government to ensure a friendly environment when collecting lawful revenue from the citizens.

Benard Olar, the lawyer for Zombo Bodaboda riders Association, confirmed that he witnessed acassions of the brutality and inhuman degradation by the enforcement officers in Paidha town council in 2015 and 2017 were by a child suffered the consequence when chaos erupted in Paidha market when URA was carry operation.

Olar hailed the URA, saying they will refrain from using guns and bullets on the citizens while carrying out enforcement to impound numberless motorcycles and other products.

“It’s very good, I am very happy if you have refrained from shooting at the citizens because it’s inhuman degradation then there will be no course of Bodaboda or community to stone at you. Olar observed.

Valentine Owille, told URA to be professional enough when collecting revenue to avoid shooting and killing innocent citizens. He added that people end up losing their properties as a result of rudimentary tax collection.

The Ministry’s decision to utilize the Uganda Law Reform Commission to gather proposals raises questions about the effectiveness of this approach and whether it can truly replace a dedicated constitutional review commission.

Meanwhile, concerns were raised about the repercussions of delaying the constitutional review, with critics questioning the impact on governance and citizen rights.

The move has sparked a debate within Parliament about the government’s commitment to constitutional reforms and its prioritization of financial allocations.

He recounted an incident whereby, he says he witnessed an enforcement team fired bullets in air in one of the markets in Nebbi district and women suffocated in stampede and their palm oil were powered on ground.

The Zombo district Speaker Hassan Ringtho acknowledged that although tax collection is hectic still URA should do it in a peaceful manner. Hassan Ringtho told the meeting that he witnesses one moment when a URA official stormed a burial place in Paidha sub-county to impound the numberless motorcycle sparking tension with the mourners

“I begged the URA official and kneeling down on my knees not to carry enforcement of the numberless motorcycle at the burial place that day.” Ringtho observed

Bolingo Francis the councilor district Athuma Sub-county has, advised the URA to involve the district for harmony prevail in collecting revenue.

Sickle Cell Disease, a Silent Killer In Ugandan Communities

Doctoral programsIn Uganda, about 15000-20000 babies are born annually with sickle cell anaemia. Unfortunately 80% of these newborns don’t get a chance of celebrating their 5th birthday of life.

Most local communities in Uganda still have a belief that this phenomenon is due to withcraft, others think that it’s a spiritual curse and punishment to adultery whereas many believe that sickle cell children have a life expectancy of less than 20years hence rendering sicklers less care.

The fact remains that Sickle Cell Disease (SCD) is a genetic haemoglobin disorder in which red blood cells which carry oxygen around the body change shape from a smooth doughnut shape (normal) to a half-moon shape (sickle & abnormal).

This change is caused by the substitution of valine for glutamic acid at the 6th position of the beta chains in a hemoglobin molecule.

This genetic mutation produces abnormal haemoglobin (Hbs) which cause sickled red blood cells to easily crystallize in conditions of low oxygen tension hence leading to a host of various health problems and crises including and not limited to, acute and chronic severe pain, infections, anemia, organ damage, stroke.

Symptoms of the disease mostly appear to occur from the age of 3-6months. A carrier couple (HbAHbs, HbAHbs) possess a 25%, 50%, 25% chance of bearing a sickler, carriers and normal children respectively.

The summit will draw media attention from across the world as Uganda is set to host over 5000 delegates from over 120 countries and close to 100 presidents will grace the 5 day event. Immediately after NAM there’s another G77+China summit will take place from 21st to 23rd January 2024.

It’s been a while since Uganda hosted such international summits that draw world attention and these two major summits will at least be an opportunity for Museveni also to shine at the world stage as he will be the host president of both events capturing international media for almost two weeks.

The newly built Convention Centre Munyonyo is an outcome of an effective Public Private Partnership (PPP) between government of Ugandan and Business Magnate Dr. Sudhir Ruparelia. It will host both event from which the administration of KCCA has greatly benefited through infrastructural facelifts which been made to enhance the beautification of the country’s capital which was few months ago filled with potholes.

The courtesy minister works with the visiting entourage to determine which parts of Uganda the visiting principal goes out to see and visit for tourism and recreation purposes. As the preparatory activities for the two January 2024 summits began, many ministers have been seen moving left, right and centre to lobby the only 30 slots for the courtesy minister and those who have been found good enough have already been assigned the lucrative life- changing deployment.

President Museveni carefully selected and personally deployed them in close consultation with the intelligence services and the leadership at the Ministry of Foreign Affairs.

Those now selected and now being envied by their cabined colleagues who were not picked for the same include Gen Edward Katumba Wamala, Dr. Jane Ruth Aceng, Dr. Sam Mayanja, Vincent Sempijja, Tom Butime, Chris Baryomunsi, Ruth Nankabirwa, Judith Nabakooba, Kasule Lumumba, Jim Muhwezi and Muruuli Mukasa.

The others are Minsa Kabanda, Hamson Obua, Peter Ogwang, Sarah Mateke, Bright Rwamirama, Dr JC Muyingo, Beatrice Anywar, David Bahati, Kabuye Kyofatogabye, Henry Musasizi, Jacob Oboth Oboth, Hellen Asamo and a few others.

The Non Alligned Movement (NAM) summit is set to take place in Uganda’s capital Kampala next week from the 15th to 20th January 2024 at the Munyonyo Convention Centre a newly constructed convention Centre which has been under construction for the last one year.

NAM SUMMIT: What It Means To Be a Courtesy Minister

Uganda is set to to host 1000s of delegates from across the world who are coming to attend two important summits all set to take place in Kampala at the Munyonyo Convention Centre.

The Non-Alligned Movement starts this Monday 15th to 20 and will draw delegates from over 120 countries who will convene to discuss, way forward on several key issues of international importance and Uganda will hold chairmaship of the NAM until 2027 as the next host will be announced from the Kampala summit.

Uganda will also host another important summit dubbed the G77+China summit which will also happen in the same venue but on separate dates from 21st- 23rd January 2024.

Now for every visiting president, he or she will be assigned a courtesy minister, a practice which is established world over. Courtesy minister means that minister who the president as the principal host assigns to look after, guide and take care of that visiting president.

HISTORY: What You Didn’t Know About The Non Aligned Movement

The Non-Aligned Movement has its origins from what has been referred to as the first large-scale Asian–African or Afro–Asian Conference, held on 18th– 24th April, 1955. It is popularly known as the Bandung Conference (taking on the name of the City where it was held – Bandung, Indonesia). The Conference was attended by delegations from twenty-nine (29) governments, mostly from Asia – owing to the fact that most of present-day African states were still under colonial control.

The Bandung Conference was convened to discuss peace and the role developing countries in the face of the raging cold war, as well as economic development and the decolonization of countries under colonial occupation. In other words, Bandung was convened out of a desire by the convening countries not to be involved in the East-West ideological confrontation of the Cold War, but rather to focus on national independence struggles and their economic development.

In 1961, drawing on the principles agreed at the Bandung Conference, the Non-Aligned Movement was formally established at the First (I) Summit held on 1st – 6th September, 1961 in Belgrade, Yugoslavia. The twenty-five (25) countries that attended the First Summit were: Afghanistan, Algeria, Burma (Myanmar), Cambodia, Ceylon (Sri Lanka), Congo-Leopoldville (DRC), Cuba, Cyprus, Egypt, Ethiopia, Ghana, Guinea, India, Indonesia, Iraq, Lebanon, Mali, Morocco, Nepal, Saudi Arabia, Somalia, Sudan, Tunisia, Yemen and Yugoslavia.

Today, the work of NAM has been guided by the Bandung Principles – which caters mostly for the Movement’s political agenda. Over the years, however, economic cooperation and social and humanitarian issues have become central to the work of NAM.

Since has its founding, in line with the principles of the United Nations Charter, NAM has been instrumental in championing international peace and security. Its Members have been a strong voice in the calls for: nuclear disarmament and the establishment of nuclear free zones; condemning and fighting terrorism in all its forms and manifestations; and supporting United Nations’ efforts towards peacekeeping and peacebuilding. NAM also played a important role in leading international efforts  towards addressing the effects of the Covid-19 pandemic for a steady global recovery.

Unlike other regional and international organizations, such as the United Nations or the African Union, NAM neither has a formal founding Charter, Act or Treaty, nor a permanent secretariat. Coordinating and managing the affairs of the Movement, therefore, is the responsibility of the country holding the Chairmanship.

PANIC: UPDF Soldiers Among Those In UN Chopper Captured By Al-Shabaab

Al-shabaab the Somalia-based terrorist and militant group captured a United Nations helicopter carrying two Somali men and several foreigners when it made an emergency landing in an area controlled by the Islamist group on Wednesday.

Preliminary reports indicated that the aircraft encountered a defect shortly after taking off from Beledeweyne City in Central Somalia, Major Hassan Ali told Reuters before it landed near Hindhere village which borders Galguduud region.

Aweis announced the death of Hyman on Friday. “Ayman was accountable for planning multiple lethal terrorist attacks in Somalia and nearby countries”- Aweis said in a statement on social media at the time.

Ayman is responsible for a terrorist attack on US and Kenyan personnel at Kenya’s Manda Bay Airfield on January 5, 2020 US officials say.

Uganda which has been contributing to the peace keeping mission in Somalia since 2007 has had many soldiers killed in ambushes and attacks on bases of UPDF the recent one being On 26th May, 2023 when Al-Shabaab militants attacked an ATMIS military camp in Bulo Marer, Somalia manned by UPDF and killed over 50 and the number of those captured remains unknown.
