Today Sunday 14th January 2023, delegates from across the world will start thronging Kampala for the 19th Non Aligned Movement (NAM) Summit set to take place at the newly built Speke Resort Convention Centre Munyonyo.
The summit will draw media attention from across the world as Uganda is set to host over 5000 delegates from over 120 countries and close to 100 presidents will grace the 5 day event. Immediately after NAM there’s another G77+China summit will take place from 21st to 23rd January 2024.
It’s been a while since Uganda hosted such international summits that draw world attention and these two major summits will at least be an opportunity for Museveni also to shine at the world stage as he will be the host president of both events capturing international media for almost two weeks.

The newly built Convention Centre Munyonyo is an outcome of an effective Public Private Partnership (PPP) between government of Ugandan and Business Magnate Dr. Sudhir Ruparelia. It will host both event from which the administration of KCCA has greatly benefited through infrastructural facelifts which been made to enhance the beautification of the country’s capital which was few months ago filled with potholes.
So every visiting president is entitled to being assigned a courtesy minister and this is a well established practice world over. Courtesy minister simply means that minister who the president as the principal host assigns to look after and take care of that visiting president. That courtesy minister is the one who act as a go between or link between the host president and the guest.
Further, he or she is supposed to be available to that visiting president 24/7 for as long as the guest remains in Uganda. they have to live in the same hotel and travel to the same places in the same vehicle with in the country.
The courtesy minister works with the visiting entourage to determine which parts of Uganda the visiting principal goes out to see and visit for tourism and recreation purposes. Whether that visiting president decides to do while in Uganda, has to be done in consultation with the assigned courtesy minister who also benefits from the resultant networking opportunities
They’re high chances that handlers of the that visiting president and key members of his entourage become lifetime contacts for that courtey minister if he she impresses the visiting president who might even reciprocate by making available several life changing opportunities for that courtsey minister assigned to him depending on how the two connect.
This now means that being assigned a courtesy minister is such a great opportunity that any one in cabinet would fight to have before even thinking of the allowances that come with the assignment.
Where’s the opportunities to be deployed that way are naturally limited, almost each of the more than 80 Museveni Ministers have wanted or desired to be made courtesy minister by the president who technically is the chief diplomat and foreign affairs minister of the country. Gen JJ Odongo is merely exercising delegated powers and authority but technically, the president is the foreign affairs minister.
As the preparatory activities for the two January 2024 summits began, many ministers have been seen moving left, right and centre to lobby the only 30 slots for the courtesy minister and those who have been found good enough have already been assigned the lucrative life- changing deployment.
President Museveni carefully selected and personally deployed them in close consultation with the intelligence services and the leadership at the Ministry of Foreign Affairs.
Those now selected and now being envied by their cabined colleagues who were not picked for the same include Gen Edward Katumba Wamala, Dr. Jane Ruth Aceng, Dr. Sam Mayanja, Vincent Sempijja, Tom Butime, Chris Baryomunsi, Ruth Nankabirwa, Judith Nabakooba, Kasule Lumumba, Jim Muhwezi and Muruuli Mukasa.
The others are Minsa Kabanda, Hamson Obua, Peter Ogwang, Sarah Mateke, Bright Rwamirama, Dr JC Muyingo, Beatrice Anywar, David Bahati, Kabuye Kyofatogabye, Henry Musasizi, Jacob Oboth Oboth, Hellen Asamo and a few others.
This publication reliably understands that having come under a lot of pressure, VP Jessica Alupo, PM Robinah Nabbanja and JJ Odongo have been consulting to see how enlarge the list and add Minister of Gender Betty Amongi and Ethic Minister Roselilly Akello.
Those selected from the very beginning, having been considered the very best for the last at hand, have been undergoing rehearsals and being prepared for the task at both Entebbe International Airport and the Munyonyo Venue. these rehearsals are ongoing and are being coordinated by the a protocol officer called Isingoma Kusemererwa. Even when time to the two summits has clearly ran out, key ministers desiring inclusion haven’t stopped carrying on with their last minute lobbying.
