Bukwo Residents Lose Hope As Police Sits On 70 Corruption Cases

BUKWO: Police’s image in Bukwo district and the region at large has come under scrutiny from the public after the institution which is mandated to enforce law and order failed to prosecute a single officer out of 70 cases registered with all the evidence of  corruption.

According to list of cases seen by this publication noted that 40 files of the 70 involved embezzlement of NUSAF,EYOOGA, Road funds, Youth Livelihood program and Parish development model worth billions of shillings.

In February this year the minister for Local government Rapheal Magyezi visited the district and got disturbed after seeing the mess and corruption in the district.

He immediately  interdicted the chief administrative officer Swaibu Balaba and assured the locals that officers responsible for corruption will be arrested and punished but nothing has since been done.

In February this very year, State minister for economic  planning  then Peter Ogwang  also visited the district and ranked Bukwo to be the most corrupt district in the entire country, he also threatened to deal with corrupt officials but all in vain.

In March the state house anti-corruption unit visited the district and photocopied all the files which police had completed with their investigations but since but it all remained silent.

Early this month, inspectorate of government team also visited the district and got shocked with the corruption in the district.

The team went to Kabei primary school and checked on a pit latrine which was claimed to have costed Shs28million after the team going back to Kampala unknown people went and destroyed the latrine to kill evidence.

With all the mess at hand, people in Bukwo say there is absolutely no need for president Museveni and his government to talk about corruption in the country anymore.

Moses Kibet of the anti-corruption monitors in Bukwo district said he participated helping police with all the vital information about the abuse of public office by officials in the district but nothing was done and none was punished.

“The same person accused of corruption  is the same person buying food for police detectives and they move together,” said Kibet.

Magey Chemusto another resident said every civil servant in Bukwo be it police, soldiers and the district officials including councilors are corrupt.

“The only way government can curb corruption in Bukwo and Uganda is getting tight like the way they always  supervise UNEB and PLE examinations,” She narrated.

Joel Mangat another resident say they dont even have interest of reporting any case to police because the presence of police in Bukwo and Sebei has not done any help for the people of the region

“These officers are well trained on how to kill cases than how to investigate and prosecute  criminals,” said Mangat.

However, Samuel Hashaka Impimbaza the then resident district commissioner of Bukwo district says he had also made several write ups and reports including state house about corruption in Bukwo but no action has since been made.

“As we speak right now, the corrupt officials of Bukwo have ganged up against me and they are pushing me to be removed from Bukwo simply because I have joined the community to fight corruption,” said Hashaka

But Mark Chesang the police spokesperson for Sipi region says most of the corruption cases are being handled by the Kampala headquarters and urged the public to be patient.

Leaders in Karamoja sub region have asked government to concentrate in constructing multipurpose water dams for production instead of wasting time and money constructing valley tanks that can’t keep even water for a month.

The leaders made this appeal during the regional consultative meeting with the team from the office of the prime minister in Moroto.

Paul Lokol the district chairperson Nabilatuk district said every financial year government through the ministry of water spends about Shs400 to Shs500 million constructing each valley tank for five valley tanks per parish across the region yet they don’t keep water for a long time.

He says the money that the ministry is spending for constructing valley tanks in various parishes in the districts can be converted and construct one big multipurpose dam per district that can keep water throughout the year.

“Government spends to about Shs5 bn to Shs7billion constructing a multipurpose dam, so the money which is being spent on constructing five valley tanks per parish can be converted and construct one  big multipurpose dam for each district,”Lokol said

Over the last three years government through the ministry of water and environment has so far constructed over 100 valley tanks across the  nine districts of Karamoja
with the move to promote irrigation scheme in the region however, these valley tanks dry up quickly when it reaches dry season.

Each of these valley tanks has water holding capacity of 10 million liters compared to big dams like Arecek in Napak and Kobebe in Moroto.

Arecek dam which costed government about Shs7 billion has 2.3billion litters while Kobebe which costed government Shs6 billion has 2.2 billion litters and they have never dried up since they were constructed ten years back.

John Paul Kodet district chairperson Napak  says that its only big dams that can help to bail out the region from drought.

“Yes these valley tanks would be good if they were keeping water for the whole year without drying because our problem is how to make water available for the livestock use,” says Kodet

Jino Mery district chairperson Kaboong said construction of valley tanks seems to be an avenue where people in the ministry eat money.

“These valley tanks are not helping us at all, government should stop wasting money with valley tanks,” he said.

Army Recovers 675 Guns In Two Years Operations In Karamoja

The joint security forces police and army have successfully recovered a total of 675 illegal  guns in the hands of the Karimojong pastoralists since the 3rd disarmament  operations was launched last year on July in 2021.

This was announced by  the UPDF 3rd division commander Brig Joseph Balikudembe during the end of the year joint press conference on Friday held in Moroto police ground. Balikudembe says they’ve also recovered 1697 ammunitions since the operations was launched.

He further noted that Kotido district leads with the highest number of gun recovery followed, Kaabong, Napak,Moroto and Nabilatuk districts.

He however, said the general security situation in the region has greatly improved adding that the joint forces will continue to carry on until the region attains the total peace.

“We are managing the situation, and we are determined to restore total peace in Karamoja,”he said.

Elias Kasirabo the commandant of Anti-stock theft Unit personnel in Karamoja urged the leaders to  join hands  and end criminality.

He said the ASTU personnel has impounded thousands of litters of crude waragi which has been the driver of cattle raids in Karamoja. According to Kasirabo, when the raiders take the alcohol, they get a serious courage  of going for raids.

Francis Chemusto the regional police commander Mt. Moroto region said the region was registering reduction in cattle rustling but was experiencing  high cases of homicide incidents such as child abuse, domestic violence, robberies which he said they are working hard to end.

OWEYEGHA-AFUNADUULA: Uganda Government: The Most Inefficient And Most Ineffective “Worker”

It is true. The most inefficient and most ineffective “worker” in Uganda today is the Central Government. It has centralized power, authority and resources. It continues to pretend that it can discharge public services and hold resources in trust for the citizens of Uganda.

What it has managed to do instead is to allow the President of Uganda, who says he works for himself, family and grandchildren, to have all the sovereign power over everything. It is the President who decides whether or not Jinja-Kampala road, which has become a principal killer road, to be or not be made passable.

It is the President to decide whether Local Government authorities should have money to manifest as essential, functioning pillars of Government. He is the perennial substantive Minister of Finance. He decided that all the money that local authorities make first goes to the centre before being rerouted back to them to provide public services.

Unfortunately, they spend more of the 24 hours per day waiting for money to come from the centre than providing public services. This explains why Busoga’s Jinja City continues to be known more for the accumulation of rubbish even on roads, and why schools and hospitals are decaying and collapsing: no genuine central government commitment to social development. Don’t ask me where all the money is going. If you ask me I will tell you that it is not going to effective planning for Uganda and its people – present and future.

Ask me “Which Way Uganda?” and I will tell you that salvation lies in replacing Centralized Government with Federal Government. Ugandans wanted the latter but we’re gravely let down by people who wanted everything to themselves.

Central Government, which was once a trusted institution, has become the means to dispossess, displace and deny Ugandans freedom and democracy and in contradiction of “Sowing the Mustard Seed: The Struggle for Freedom and Democracy in Uganda”.

Karamoja Leaders Demand For an Audit Of Shs135bn Food Relief Cash In Karamoja

District chairpersons of Karamoja region  in the north eastern Uganda have requested for an independent audit for the shs 135billion which parliament approved and released to the office of the prime minister for feeding the hungry Karimojong families.

In July this year at the sitting of Parliament chaired by Deputy Speaker, Thomas Tayebwa, the Prime Minister Ms Robinah Nabanja explained to the house that government had released Shs135bn to help cater for food in Karamoja for three months. This, she said, will include seedlings for planting.

“I want to assure you colleagues that over 200 metric tons of food has gone to Karamoja and we want to see how to secure Karamoja because as it stands now, Karamoja is still insecure,” she said then.

However, the district chairpersons in the famine stricken region said what the government  has so far delivered doesn’t  represent Shs135billion released.

Paul Lokol the district chairperson Nabilatuk says an audit should be constituted adding that the money seems to have been misappropriated.

“That money is enough to buy everyone in Karamoja 25kilograms of posho, 25kilograms of beans and 5 litters of cooking oil but where is it, we are still counting people dying of hunger every day, what has been delivered by the office of the prime minister is not worth shs135billion because many families are still starving waiting for the food in government,” Lokol said

Lokol further says they have even tried to ask members  of parliament who approved supplementary budget of shs135billion whether they know where the money is but he said they are also green about it.

According Ismail Mohmed the mayor of Moroto Municipality said hunger is killing people everyday and when any other person talks about the region, some ministers think they are looking cheap popularity.

“We are surprised that shs135bn has failed to save the lives of the Karimojong who are dying every day, this calls for an audit because we have smelt a rat some where,” said Ismail Mohmed.

Faith Nakut the women member of parliament for Napak district said all the mps in Karamoja are asking for that money.

“We approved the money but we don’t know where is the money, people are dying everyday yet shs 135billion was approved,” She said.

While Remigio Achia the member of parliament for Pian county in Nabilatuk district who also doubles as chairman of Karamoja parliamentary group, said they will task the prime minister to explain where the money has gone.

“This the money for emergency not for building bridges but it’s to save the lives of hungry people in Karamoja but we don’t see the money we are also wandering and Mps on what’s going on,” he said.

But Tonney Ameny the assistant commissioner in the office of the prime minister in charge of Karamoja development appealed the leaders to be patient saying the money was  approved but not yet released

“Yes its true the president directed for the release of the money but the money has not yet been released, it has its process and even though its released it will be channeled to the ministry of disaster and preparedness to distribute food for three months  beginning from August to October this year,” he said.

He further added that the food that office of the prime minister distributed in Karamoja was the food which was in the OPM stores but not part of shs135bn.

Karamoja region is currently facing serious hunger that has claimed more than 1,000 people in the nine districts of Karamoja.

URN has learnt that many people would have died if it was not support from various development partners such as Karamoja integrated development program KIDEP, National Unity platform which distributed food to some of the most vulnerable families in the region.

MOROTO: The joint security forces in Karamoja have doubled their deployment along the major roads that connects Karamoja districts and the rest of the country.

The heavily deployment which is also targeting places of worship, drinking joints in the Karamoja towns  is aimed at ensuring peace as the country is gearing up for the new year.

“We are not taking this celebrations slightly because the public always get together, drink and dance, so you find criminals also take that as advantage to carry out their mission, “he said.

According to Longole the security is also securing highways adding that many people working in Karamoja prefer to go and celebrate the Christmas with their relatives and that they should move safely

Mathew Loukai a resident of Lorengedwat trading centre in Nabilatuk  district  said the security both army and police started patrolling  the town streets by 2am on Sunday this week.

“We hope we shall enjoy this day without any interruption by wrong éléments said.

According to Loukai if the joint security forces had been patrolling the high ways of Kotido, Moroto and Kaabong  the way they are doing of today, there would be no road ambushes.

Elijah Lokol another resident of Ngoleriet sub county in Napak district  said the soldiers and police have been patrolling the major high way of Moroto, Nakapiripirit to Amudat road.

“As we were coming from Amudat to Moroto this morning, we met with along line of police and army patrolling the road,”he said.

Prophet Samuel Kakande of the Synagogue Church of All nations (SCOAN) in Mulago is the talk of town after asking his congregants to pay UGX500,000 for the new year prayers with a special touch.

“Those who want to enter the new year with a special touch, you come around on 31st during day. Those who come for the special touch will pay only UGX500,000 as we’re building. Those who are interested come many, come all am waiting for you”- said pastor Kakande in a video making rounds on social media.

Pastor/ prophet Kakande has always been charging his church goers highly, this year he asked all his followers to send him $300 to enable him buy a new monster ride, in 2017 he sold holly rice to his followers and each kilogram went for UGX50,000.

Christmas Ends Peacefully In Karamoja For The First Time In Many Years

Karamoja region has for the first time celebrated Christmas festival peacefully without any incidents recorded. According to the security, no single incidents of killings, rape, road ambushes and thefts were registered in the whole of Karamoja region during the 25th of December.

Micheal Longole the Karamoja regional police spokesperson said they have also not made any arrest of any person caught breaking the laws. He said what they have in their custody are the suspects arrested before 25th day of December.

According to Longole, this is the first year when Karamoja has celebrated Christmas peacefully without any single incident such as road ambush, cattle rustling and burglary.

“We have had the peaceful Christmas celebrations in Karamoja for the first time  and this the greatest achievements of the security and the members of the community,” Longole said.

Longole further attributed this to the joint security operations  and patrols along the high ways and also community policing.

Francis Chemusto the regional Police commander Mt. Moroto region said the joint security personnel worked entire night to ensure that the public is not disturbed by any criminals during the festive season.

“Every thing has gone on well and I want to request the public to remain peaceful, “Chemusto said.

Elias Kasirabo the commandant of Anti-stock theft unit personnel said since they re-introduced animal check points, the theft of animals has also reduced.

“Always they target when people are in the Christmas festival to steal animals but now it’s hard for them, and we are controlling the situation,” he said.

Moses Lokwanga from Namijimiji village in Nadunget sub county said they stayed from outside their homes till 3am without any attack.

“This time around may be the criminals also went for leave because we are surprised that we celebrated Christmas without any attack,” Moses said.

Betty Arukol another resident from Panyangara town council in Kotido district said people spent a whole night drinking and dancing without any attack while Mariko Lomilo from Sidok sub county in Kaabong district  said people in Sidok spent a night dance at the trading centre without hearing any gunshot.

“Don’t Accommodate Customers Without National IDs”- Police To Hotel Operators

Police in Moroto district in Karamoja sub region have issued a tough warning to all hotels and guest house operators in Moroto and Karamoja at large to turn away all customers who book into their hotels without presenting their particulars including National Identity cards.

The warning  was issued on this week as a measure aimed at fighting against any possible attacks by criminals as the country is left with  to celebrate the Christmas festival.

Micheal Longole the Karamoja regional police spokesperson said Moroto has become a busy town and the criminals can take advantage of the current season to plan to launch their criminal  activities.

“We have told all hotel managers, and proprietors that money is not worthy lives, any customer booking in the hotel or guest house must be  registered, his country of origin, the purpose of his visit and which business she or he does and how long will  he or she be residing in,”Longole said.

According to Longole, the security is on alert following  the spate of attacks by criminal  gangs targeting police and army barracks.

“Since we have managed to crash  their plans of attacking military bases, these criminals might think of changing their plan by blowing up places which we must be alert to”-said Longole.

Meanwhile a lot of business activities are taking place in Moroto including new upcoming hotels and social places such as disco thèques.

Peter Kitelore, the proprietor  of Seven Ranges hotel in Moroto said they value the security of the country and also for their customers adding that they’re always alert.

“We value security so much and we have been registering the particulars of our customers so it’s not new,” said.

Emmanuel Abunyang the proprietor of Hotel strikers in Moroto said they have set up CCTV cameras for the purpose of monitoring security in the hotel premises.

“We have security guards, well trained on handling and suspicion and later liasse with security personnels, police and army,” he said.
