Tough Times Ahead As Gov’t Now Moves To Impose Huge Taxes On Mineral Water And Cement

Last week, Legislators in the 11th parliament regretted over their decision to impose a hefty tax on diapers last year claiming it was a luxury. In the process of preparing a new budget for a new financial year, taxation proposals and reviews are done to create new and more avenues to raise revenues.

However, legislators regretted the move to highly tax diapers commonly referred as pampers. These initially claimed that pampers were being used to promote homosexuality in Uganda, and are now admitting that the tax has instead made diapers expensive for the elderly & people with disabilities who rely on diapers in order to protect their dignity in society.

Now government is proposing another tax on bottled water (mineral water) and on cement. If approved, Cement and mineral will be among the other products which will be expensive since the new tax will take effect on 1st July 2024.

According to proposals submitted to parliament by the ministry of Finance, Planning and Economic Development, government intends to impose a Shs500 tax on every 50kg bag of cement. Government also intends to impose a 10% or Shs75 per litre of bottled drinking water.

Government is also planning to exempt payment of tax on electric cars manufactured in Uganda, electric vehicles’ charging equipment assembled in Uganda and the VAT exemption has also been proposed on items like; hoes, pesticides, fertilizers & seedlings, cooking stoves that use ethanol. The exemption is proposed to run up to 30th June 2028.

MACMILLAN WABUTEYA: Proposed Primary Teacher Training a Dilemma To Uganda’s Education

Guided by the 2018 National Teacher Policy, the government of Uganda mooted a plan of having all teachers both in nursery and primary schools attain qualification of a degree in education. This is being worked out by the Ministry of Education and Sports.

The line ministry indeed conducted a research and came out with some recommendations as provided in the 2018 National Teacher Policy, whose implementation commenced in 2019.

Among the policies to improve on teaching and learning was that all teachers have to pursue degrees at a certain point in life. In this, the Minister for Education and Sports, Mrs Janet Museveni guided that the count-down for a degree requirement be 10 years from the time when the National Teachers’ Bill is passed into Law.

This is commendable but given the dynamic politics of Uganda, this pronouncement is likely to hit hard with the selective justice that is being practiced in most of our government institutions and this will affect the implementation and training of teachers right away from primary to tertiary institutions.

Initially, the entry point for the Primary Teachers Colleges was Uganda Certificate of Education with credit in English and Mathematics for a Grade Three certificate and subsequently one would climb the ladders of education from a diploma to a degree level. And many of our experts passed through that.

However, now the greatest challenge that is going to hit the implementation of the 2018 National Teacher Policy is the fact that, His Excellency President Yoweri Museveni a few years ago raised yet another bar of requirements.

President Museveni is now an ardent preacher of science subjects i.e., for one to qualify to join an institution, they must have passed science subjects. The common science subjects include Maths, Physics, Chemistry, Biology and Agriculture. Short of that, it’s going to be an encumbrance of universal teacher training.

This arrangement looks like a new one that will complicate the earlier arrangement of the Ministry of Education and Sports. And is it going to make the further studies of teachers, most of whom did not pass well science subjects.

Because the 2019 policy seemed to have been re-structured by the presidential decree that necessitates all the Primary School Teachers attain Uganda Advanced Certificate of Education and then to university before starting to teach.

If that is true, then it will also affect the already staggering teacher-pupil ratio of 1:53 which has not even been realized even in the top public schools in Kampala, Jinja, Mukono, Wakiso and Mbarara. So, how will this be realized? And what will be its impact when schools are understaffed?

Indeed the idea faced stiff resistance from the Parliamentary Education Committee that sought robust explanations from the line Minister over the policy. And true, this was not clearly explained to Ugandans.

It is true that our policymakers want our country to attain a frog leap in education so that we are at the same footing with the western world but we need to follow the correct procedures to reach where we want.

Yes, every Ugandan should be happy given the fact that, Ministry of Education and Sports has announced a total of 6,116 government scholarship slots to be awarded certificate holder teachers who want to upgrade to a Diploma in Education Primary.

Then the other 1,980 slots to be awarded to teachers who will enroll for a Diploma in Education, Early Childhood Development who will study in the 23 Core Primary Teachers Colleges under Kyambogo University and the five National Teachers Colleges spread across the country.

But I am again seeing a challenge here. In the spirit of privatization and liberalization of the education sector, the government seems set to fail the private institutions. At first it recognized the existence of private schools ranging from primary to universities so long as they operate under the framework of government as set by ministry through its agencies like Directorate of education standards, and National Council for Higher Education among others failing the private sector because no mention of a private university has been done by the Ministry of Education and Sports singling out a particular private institution.

This dilemma has caught the education sector especially the primary schools where no production of teachers is ongoing yet the turnover of primary teachers through retirements, voluntary resignation and other reasons keeps on growing day in and day out. Investors are opening up new schools every day and the need for qualified teachers is growing; however no work is in progress as far as training teachers is concerned.

Hitherto the above policy, if this takes effect, Ugandans are likely to witness the first batch of Primary School Teacher graduates 2029 from now. If that is the case, where does this leave our ever growing young population? Yet the public is asking when is the policy guideline of recruiting S6 leavers into primary teaching coming out?

UPDF Extends Support To Moroto Muslim Community A head Of Eid

The 3 Infantry Division of the Uganda Peoples’ Defense Forces (UPDF) in Moroto extended support to the Matheniko Muslim Community in Moroto district a head of Eid day.
Lt Col Swaibu Musisi, Commanding Officer (Guard Battalion) who represented Maj Gen Don William Nabasa, the Division Commander handed over 50 cartoons of mineral water and Shs1,120,000 meant for sports uniforms, balls and prizes to Imam Abdul Wahab Suleiman.
Lt Col Musisi noted that the UPDF always recognizes the contribution of Muslim brotherhood in many aspects as the force strengthens existing Civil-Military Cooperation with the people.
According to the UPDF 3rd Division Spokesperson Maj Isaac Oware, Imam Suleiman welcomed the good gesture and acknowledged that the support will boost the morale of players and promote friendship through sports.
Currently, 14 teams participate in the Eid tournament in Moroto Municipality eyeing for their final debut to mark the forthcoming Eid celebration.

JUST IN: Singer Jose Chameleone’s Eldest Brother Succumbs To Cancer

In the news this morning, a cloud of sorrow hoovers above the Mayanja family after the death of their eldest brother Humphrey Mayanja who has lost the battle to cancer.

Humphrey is Joseph Chameleone’s eldest brother. Unlike his brothers he hasn’t been a musician but very supportive to their talents.

He’s to have been battling cancer since last year after he complained of stomach problems which were later discovered that it was cancer. He was recently brought back from the US and has been undergoing treatment at the cancer treatment.

Humphrey dies few days after the family commemorated the death of another child AK 47 who died on 16th March in 2015. Speaking at the 9th commemoration, Mzee Gerald Mayanja and Prossy Mayanja called on prayers for their son’s quick recovery describing his condition as critical.

“He is not doing well; we are all concerned and praying to God to revive his life”-Mzee Mayanja said on 17th this month saying they had to push the commemoration of AK47 from 16h to 17th because they were busy tending to their sick son.

Humphrey is the eldest brother of singer Joseph Mayanja alias Jose Chameleone, Pius Mayanja alias Palasso and Douglas Mayanja alias Weazel Manizo.

JUST IN: Enanga Reveals Why Police Is Selling Off Their Luxurious Aircraft

Police has revealed that they’re selling one of their fixed-wing aircraft (PI80 Piaggio Avanti II Evo) to any buyer to give them ready cash. According to police spokesperson Fred Enanga, the decision emanates from it’s ineffectiveness and non performance.

According to Enanga, the aircraft only operates on tarmacked runaways, it also undergoes expensive mandatory inspections, insurance, and AMO with no benefits realized. Additionally its very expensive to maintain especially it’s spare parts given the nature and category of luxury.

The aircraft which was acquired in 2019 at a whooping $7840000 which is Shs30.4billion and has not any work since them. According to Enanga it has only been able to cover 117hours of flying time and now police is selling it at $4,271,709.06 (Shs16.6bn)which is almost half of the amount they bought it.

“A composite Board of Survey on 19.10.2022. Inspected the aircraft and valued it at USD 4.271, 709.06. The value that was considered in the valuation analysis by Board of Survey includes; Depreciated replacement cost valuation, technical condition, based valuation, Blue book values, current marketing running prices, a minimum of USD 100,681.79 to replace expired parts and it being the only aircraft on the African continent”-said Enanga

Therefore Enanga calls upon Ugandan out there with cash to buy this aircraft and you enjoy the Easter season swinging in air in luxury.

South Korea Pledges Continued Support To Uganda For Agricultural Research

Entebbe: The South Korean Agency for International Agricultural Development has reaffirmed its commitment to supporting Ugandan farmers in transitioning from subsistence to modern farming practices.

This assurance was conveyed by Dr. Cho Ilho, the new Director of the Korea Partnership for Innovation of Agriculture (KOPIA) Uganda, during a meeting with Dr. Yona Baguma, the Director General of the National Agricultural Research Organisation (NARO), held at the NARO headquarters in Entebbe on Wednesday.

Dr. Cho succeeds Dr. Park Taeson, whose tour of duty runs out after five years in Uganda. Over the years, KOPIA has provided significant support to NARO, particularly in enhancing various agricultural programs aimed at improving the livelihoods of smallholder farmers. Over UGX 7.5 billion has been invested in the production of potato seeds, citrus, rice, and local chicken utilizing advanced agricultural technologies developed by NARO and Korean scientists.

In particular, farmers have received support in citrus production management and market development through model villages in the Teso region. Initiatives such as the distribution of NAROPOT 1, a high-yielding NARO potato variety, and improved local chicken breeds have been implemented to boost household incomes.

Efforts have also been directed towards rice production interventions at the Doho rice scheme for seed multiplication, leading to a significant increase in aromatic rice production in Uganda.

Farmers have been equipped with agronomic skills, resulting in a rise in yields from an average of 3.1 to 4.1 tons per hectare. NARORICE-1, renowned for its aroma, high yield, and early maturity, has become highly sought after, commanding a better price and significantly contributing to increased productivity and farmers’ incomes.

Dr. Baguma commended KOPIA for its infrastructure development projects at NARO Zonal Agricultural Research Institutes in Mukono, Kawanda, Namulonge, and Luweero. He commended KOPIA’s collaborative planning approach, ensuring that implemented programs are tailored to meet the needs of farmers.

He noted that South Korea’s transition of its farmers from subsistence to modern agriculture was an experience Uganda was ready tap into in the quest to get farmers out of poverty.

Highlighting the necessity of establishing a farmer’s skilling center, Dr. Baguma pledged to allocate space for its construction at one of the Zonal Agricultural Research Institutes. Currently, NARO oversees sixteen Public Agricultural Research Institutes, including seven National Agricultural Research Institutes (NARIs) conducting research of national strategic importance, and nine Zonal Agricultural Research and Development Institutes (ZARDIs) conducting adaptive research across Uganda’s nine agro-ecological zones.

Tough Times Ahead As Donors Abandon Uganda’s Malaria Fight

Uncertainty is looming in Uganda as funders and donors have opted to quit the fight against Malaria which is still a big health threat in the Pearl of Africa. These according to the Minister of Health Dr Jane Ruth Aceng said their funds will now go to other causes but not fighting Malaria in Uganda.

The announcements were made in Cameroon early this year where several African health ministers converged in an event organized by the world bank and the bold truth was told to their faces.

Uganda largely depends on grants, donations and loans to fund it’s health sector and the enactment of the Anti-Homosexuality Act 2023 threatened the lifeline of many health projects which depend on money from donors especially those living with HIV whose drugs are entirely bought by PEPFAR, an American presidential initiative.

For years, Global Fund among other donors have been funding malaria related initiatives especially the Free Mosquito nets, Mosquito spraying in homes, test kits and drugs but seems this won’t happen anymore and government will have to look for other avenues to find money to fund these initiatives.

Speaking in parliament recently, Health Minister Dr Jane Ruth Aceng has revealed that the international donors have announced plans to end funding malaria projects in Uganda & have urged the Museveni government to raise its own funds to fight against malaria, because the donors have now turned their focus on other global issues like wars in Ukraine & Gaza as well as climate change activities.

“Our partners are no longer willing to increase any more funding for malaria, they have all levelled off. We were invited to Cameroon recently, I was there in person and we were told the world has moved on to climate change issues, global health security and to wars in Ukraine and Israel. So we were told to sign a declaration that each of the 10 high burden countries will look for their own domestic resources and bring their malaria pandemics or epidemics to an end by themselves. So, we aren’t looking for any additional increase of resources for malaria, it has to be domestic resources,”-said Dr Jane Ruth Aceng

Top Museveni Minister Wants Salary Of LC1 Chairpersons Increased From Shs10k Per Month

The leadership structure in Uganda starts from the local levels and at least every village has a leadership team that comprises of the Chairperson LC1, Vice Chairperson, Secretary, Defense Secretary, Women affairs commonly referred to as Nabakyala and other two or three committee members.

These among other roles but mostly the chairperson helps to verify and authenticate their residents. It’s these LC1 Chairpersons who can tell whether a person is a resident of a certain village. The same LC Chairperson authenticates land sale agreements with their stamp.

According to the electoral commission statistics as of September 2020 Uganda has a whooping 70626 villages in 10595 parishes found in 2184 sub counties and municipal divisions in 146 districts.

These were last elected in July 2018 and their term of officer elapsed last year but election of new chairpersons has been extended 6 months twice by the Minister of Local government sighting absence of funds to hold the elections of the village chairpersons the latest extension being in January 2023.

Now the minister of Local Government Raphael Magyezi has now started agitating for the enhancing of the salaries of LC1 chairpersons saying their current pay doesn’t match the economic strides the country faces.

Speaking and interacting with Parliament’s Committee on Public Service and Local Government, Magyezi says chairpersons at Village and Parish levels are paid Shs10,000 per month a total of Shs120,000 per year while the LC3 Chairpersons of Sub Counties are paid Shs400,000 and this pay was last revised almost 20 years ago in 2005.

Joy As Kyambogo Takes Over Paidha Primary Teachers College

Today 25 March 2024, Zombo District local government and National council for higher education have handed over the spacious Paidha Primary Teachers College to Kyambogo University to train graduate teachers.
Last year in May,  Zombo district council sitting  unanimously agreed to hand over the facility to Kyambogo university so that they can establish their study center momentarily.
This after the  national teacher policy 2019 recommended  the operationalization of  only core primary teachers college  leaving colleges like Paidha and  others with no option but to close automatically across the country.
Under the national teacher policy 2019, government has provided framework to guide the professionalization of the teaching profession and to streamline the interventions aimed at standardizing teacher related issues of all education levels.
The minimum qualification for all teachers in uganda regardless of the level of education they teach , shall be Bachelor’s Degree in Education or A Bachelor’s Degree with post_ graduate qualification in education.
During the hand over , The Zombo district LC5 chairperson James Oruna Oyullu urged the public  to mobilize students to join the university study center assuring of conducive learning environment.
” The district  leadership will team up with the university to ensure conducive learning environment” Oyullu assured the university officials.
Margarete Aluka, The outgoing college principal Paidha Teachers College said that the college has well stock library with books that cater for primary to universal studies, a functional laboratory and structures including classrooms, accommodations for learners and staff amongst others.
“It has been a long awaited day since the government announced the phasing out of the non core colleges across the country. we want to hand over this college to Kyambogo University today” Aluka stressed.
Mean while the Chairperson Board of Governor Paidha Primary Teachers College Jalwiny Solomon described the college as the pride of Alur land.
“we had several meetings with officials from the Education ministry since 2022 and  we are happy to handover the college which is a pride of Alur land  to Kyambogo University” He said
The Member of Parliament for Okoro Constituency Okumu Gabriel asked kyambogo university to benefit the predominantly agricultural Alur  community with practical courses.
The Member of Parliament for Ora Constituency also the chairperson westnile MPs and chairman climate change committee said this is an effort to achieve higher education in greater Nebbi adding that more education institutions will be coming.
” I appeal to the parents and guardians to save for the education” Songa appealed
Additionally, Kermit Emmanuel Angiya II , The clan chief of Paidha Chiefdom requested the University ”  to offer 4 slots for the students in the chiefdom to benefit from the education in the area as bursary”
The King Of Alur Kingdom Phillip Rauni Ularker III in a speech read by the executive director Alur Kingdom Vincent Ocaya,  asked for full  scholarships for ten girls and five boys respectively in the entire Kingdom spanning the Districts of Pakwach , Nebbi and Zombo.
He also urged the District security committee to ensure peace exist in the area
The Deputy RDC of Zombo District Grace Atim appealed to the  University to make use of the indigenous people especially in areas of employment.
The Former state minister of Energy Simon D’janga called upon the media to give positive publicity to the long awaited University, further urging community across west Nile region to send more learners in full support of the University.
Max Okiror , The Assistant commissioner Teacher Education in the Ministry of education and sports urged the University to work with Zombo District stakeholders for smooth operationalization.
Professor Elly Katunguka, The vice chancellor Kyambogo University commended Alur Kingdom and local leaders for the support, urging the community to take full charge of the University. He added that they will work with the locals to achieve the goals in west Nile and the entire country.
The establishment of Kyambogo University adds to the existing centers in Eastern Uganda ( Soroti campus)  Western ( Bushenyi Campus.
Paidha primary teachers college was established in 1982 as a government founded college in a church of Uganda primary school building in Mvungu upper primary school in the then Nebbi district.In 1989, Land was allocated for the college where it’s currently siting on 80.9 hectares in  Dwonga ward paidha town council.However, the facility has also been grappling with the  challenge of land encroachment which the board recently said has been resolved.
This Publication understands that the official programming shall start in August this year with education course.
By the time of it’s closure,  the enrollment at the college had dwindled from 468 to 86 from 2010 to 2022 respectively.
Greater Nebbi subregion that comprises Districts of Pakwach, Nebbi and Zombo has only three notable institutions that include the soon to be phased   paidha primary teachers college , Ora technical institute Warr and Uganda college of Commerce pakwach.
The coming in of Kyambogo university in greater Nebbi is being viewed by  many people as history in the making since the region has no university institution.
