Despite staging a successful ‘Gwanga Mujje’ concert which had been scared by rains in Kampala last Friday, singer Jose Chameleon has been on the receiving end from the public.

Well not for singing very well during his concert but deep kissing his young brother Douglas Mayanja alias Weasle. After feeling the fire, Chameleone has succumbed to pressure and apologized to his fans, friends and family for what he did.

In a short clip posted on his social media platforms, the Gwanga Mujje legend revealed he was just excited and high on stage and he ended up kissing his young brother.

Despite the apology, this is not Chameleon’s first time to kiss his young brother Weasel having done it some time last year in April dividing public opinions with some supporting the act that brothers kissing is okay while others questioning the intentions.

His apology comes at the height of Homosexual talk by the general public, religious leader and parliament confirming it’s re-tabling the anti-homosexuality bill tomorrow courtesy of Bugiri Municipality legislator Asuman Basalirwa despite having no government backing.

Makerere Community Church pastor Martin Ssempa earlier today dragged Chameleone to police to compel him to explain circumstances under which he has over time enjoyed his kissing his brother in public.

“We are happy that the office of the new RDC has started arresting these type of contractors and i think others will now learn a lesson”- says Andama

Tom Oyet the manager of the company that won the bid to do the construction of the building in question says he doesn’t understand why his work mate was arrested before demanding the definition of shoddy work.

“The matter is before the IGG and we are waiting because really even the person who’s not an engineer will tell the road is done poorly,”- Didi told this website.

Speaking to this publication, Samuel Hashaka Mpimbaza the Resident District Commisioner of Obongi district says he was making his report to the office of the president and state house anti corruption monitoring unit to investigate the matter.

Understanding Why Cattle Rustling Persists From Generation To Generation In Karamoja

By Steven Ariong

As it’s rightly said that the facts are bitter, this website brings you facts that might pitch some of the political leaders in Karamoja and some will dispute it and some will support it.

Its always a wish by the majority of Ugandans for Karamoja also to be peaceful like any other region in the country, however that wish is not taken as good by all the people of Karamoja including some political leaders who actually use the Karamoja conflict for their political gains.

The Karamoja’s conflicts caused by cattle rustling didn’t start this year, last year or the other year but it started long time back and someone may wonder why this conflict has persisted and it has turned to be generational despite the presence of thousands of military forces both police and army in the region trying to end the conflict.

Here are the facts why cattle rustling has persisted, first of all the raiders in Karamoja are not from heaven some of them are relatives to people who are holding big offices in this government while others are relatives to elected members of parliament, District chairpersons and sub county chairpersons, but these leaders fear revealing the identity of the criminals simply because they will lose elections.

Other raiders themselves are the elected leaders. Last year the security forces killed one of the sub county chairperson for Napumpum sub county in Kotido district, he had escorted other raiders to raid animals in Napak but they landed in an ambush by Anti Stock Unity and army in Abim district.

Others killed including the children of prominent political leaders, While other elected leaders are in prisons in connection to aiding raiders.

This publications has always been attending security operations to arrest raiders but when some raiders are arrested, the phone calls that come from elected leaders to the security personnel gives an impression that the raiders have connections with some of their leaders.

On several occasions  Brig Joseph Balikudembe the 3rd division comannder has always raised that Karamoja region will be more peaceful if the political leaders condemn cattle conflicts in a practical way not by talking.

Brig Balikudembe said some of  the leaders of Karamoja only condemn cattle rustling by talking but they don’t help in identifying criminals in their communities

“The cattle rustling business would have stopped long time ago if all the political leaders of Karamoja were speaking one language without putting sympathies to criminals’- he once told this publication. .

Erias Kasirabo the commandant of Anti Theft Stock Unity in Karamoja says security is playing it’s part and few elected leaders support the security, but the majority seem to be not bothered.

“If criminality is to end in Karamoja, leaders and other stake holders needs to accept and identify the wrong and hardcore criminals,” he says

According to Commissioner Kasirabo, as a force they feel so painful seeing young Karimojong boys of age 14 to 30 being killed in the bush as a result of fighting with the forces.

He said because of human rights respect, they always try all means to have some of these raiders arrested without necessarily injuring or killing them and take them to court.

While Brig. Felix Busizoori the deputy 3rd division commander gives an example of Teso region saying the Iteso also had guns but it reached a point where they said enough is enough.

“Karamoja also needs to emulate Teso region where leaders openly campaigned against those in possession of fire arms and if that methods is also done in Karamoja, the region will be peaceful”-Busizoori says.

Mark Lojore a peace activist says mindset disarmament was also needed to be incorporated into the current disarmament

Francis Kiyong the former district chairperson Amudat while speaking to this publication says some of the political leaders have had that background of being cattle rustlers adding that that spirit still in their minds despite being elected in the office.

“What I would appeal to government is to do mindset disarmament for both Karimojong youth and even the elected leaders”- Kiyonga advised.

MOROTO: The establishment of hundreds of road blocks by the Anti stock theft Unit personnel along the routes and shortcuts that connects Karamoja to the neighboring regions such as Teso, Sebei,Bugisu, Lango and Acholi have drastically stopped the commercial animal thefts in the region.

A mini survey by this website has established that although the region is still experiencing some isolated incidents of cattle theft, but most of these stolen animals rarely cross out of Karamoja like in the past before the Anti stock theft unit personnel were deployed in the region.

This publication has noted that most of these stolen animals are recovered from within the Karamoja districts unlike in the past when the raiders raid the animals, coordinate with other cattle traders from various regions who rush quickly and load the cattle, driving them out of Karamoja where they sell them in different markets outside the region.

However thanks to Commissioner Erais Kasirabo the commandant of Anti stock Theft unit personnel who came and established hundreds of roadblocks checking all the movements of livestock outside Karamoja.

These roadblocks which are guarded by ASTU day and night along the major highways and shortcuts are mandated to check on any vehicle carrying livestock. Any truck loaded livestock without genuine documents is arrested and even those with genuine documents are not allowed to move with livestock past 7pm.

This has made it hard for the raiders to transport stolen animals outside Karamoja region. Speaking to this website Afande Kasirabo says their joint security efforts is geared to end lawlessness and cattle theft in the region.

“We are not here for ceremonies, we are here to ensure that the people of Karamoja live in a peaceful environment where there is no thefts of livestock,”he told this publication.

Kasirabo a man who’s hard for someone to believe whether he’s a military man until he’s in his military fatigue told this website that they have embarked on rallying the Karimojong pastoralists to accept peace and shun cattle rustling.

Karamoja region is currently registering a relative peace following the on-going joint operations by Police and  Army.

Deputy division commander Brig.  Felix Busizoori urged the people of Karamoja to send their children to school saying it’s only through education that Karamoja can attain everlasting peace.

“Am humbly appealing to  my brother’s in Karamoja that there’s no benefit to continue carrying out criminal activities because these activities slaw the development of the region, but what should be done is sending children to school,”Busizoori appealed.

Brig Busizoori further says government has invested a lot in the Education sector in Karamoja but people of Karamoja are not utilizing the opportunity.

“If you look at the quality of structures that government and development partners have put in place in Karamoja no any other region in Uganda has such structures but our people are not utilizing them,”he says.

Moses Lokoru a resident of Nadunget sub county in Moroto hailed the establishment of road blocks in Karamoja saying it has frustrated the cattle thieves.

“When president museveni last year ordered all the roadblocks to be removed from the highways, to me I said now Karamoja cows will get finished but we thank the president for allowing roadblocks back in Karamoja roads,”Lokoru appreciated.

Francis Chemusto the regional Police commander of Mt Moroto region says they are prioritizing community policing where they are engaging communities in Karamoja to hand over their guns and stay in peace.
