When I was young in the 1950s people called Bararo (also wrongly called Bahima) by the local owners of land, would arrive at night with their big herds of cattle in any village, and occupy any land of their choice.

I later leant that those land grabbers were called Tutsi immigrants from Rwanda. They had spears. The local owners of the land did not even have sticks. They had hoes to till their land. Where the land was occupied by the Bararo became no-go area for the locals.

Even then the Bararo would graze their cattle on the cultivated land they left for the locals. Those roaming migrants would never recognize the owners of the land. All they could recognize was the cow of the local, which was given to them to look after.

The locals that gave their cows to the Bararo to look after were happy getting milk from them. However, sometimes they were told there was no milk for them, or that the calves had died

If time came for the Bararo to migrate elsewhere they would migrate at night, with the cows entrusted to them by the locals. The locals could never take the Bararo to the chiefs or local courts, because they (the Bararo) were no longer there.

They had migrated away Even then, when they entrusted their animals to the Bararo, they never involved chiefs, nor had any written agreement that could be evoked if it was possible to seek court action. But Bararo were more or less free from the By-Laws of Busoga or the laws of the country.

Today there are people who are behaving like the Bararo of long ago. They are different in that while many of them trace their ancestry to the Bararo, they have guns and they have power, or are connected to power.

This time round, they did/do not only grab cows from settled people, or from public ranches, but they grabbed, and continue to grab, community and people’s land, as well as land designated as public land.

They are using guns bought with public money and power bequeathed to some of their kind, to grab land – any land – at will, just like was the case with the Bararo of yesterday.

When it serves their greed for land well, they call public land government land. Yet the role of government is not to own land but to hold public land in public trust and to make necessary laws to protect community and people’s land.

However, without such government manifestation, people we can call modern-day Bararo have arisen. These are people who did not have land before, are not Bararo, but are using their being in or closely connected to the ruling party or government to grab land. They have been assimilated by the Bararo culture of “grab and take”.

They have protection by people armed with guns, or even by government They also have ill-gotten money or wealth. If they do not stealthily acquire titles over land, which belongs to settled communities or people, they use their ill-gotten money or wealth to buy land from the impoverished Ugandans. The impoverished are compelled by poverty to sell their land to “the modern-day crooks (with stolen money, with power and with the gun).

If impoverished Ugandans do not sell their land, they will not educate their children, pay hospital bills nor send their children to the Middle East to engage in slave labour. It is as if impoverishment is a project to conquer the locals and squeeze them out of the affairs of the country ultimately.

Increasingly, the young people who seek slave labour domestically and in the Middle East are University graduates. This reflects an economy, which has no jobs for the graduates. Yet the economy’s education system is massively producing graduates at all levels.

While we see other people, many with no cultural, biological and ecological attachment to the land anywhere in Uganda, graduates are every year joining the chain of slaves migrating to distant lands in the hope that they will make ends meet outside our country.

What we are seeing is a volcano waiting to explode. The grabbed land belongs to Ugandans, not grabbers. Tomorrow Ugandans will grab their land back to themselves from those pretending to be the owners of the land.

The graduate slaves, will one day come to the realization that their generation has been cheated, exploited and wasted. It will be like the slaves of USA who struggled to free themselves. The land and Uganda will come back to the rightful owners. God is on their side. And time, the ultimate judge, will judge in favour of Uganda and Ugandans. Ugandans will be reintegrated with their land and their country and re-own both.

The laws that protect land grabbers and those that captured and occupied the country will be recanted. Uganda and Ugandans will be free to repossess again and own again what is theirs. When that happens, genuine liberation will obtain. I am writing like a prophet.

REVEALED: Latest Report Projects Hard Times Ahead For Karamoja

In 2022 the Karamoja Resilience Support Unit II Activity undertook a Real Time Review of the Humanitarian Crisis and concluded that the harvest was patchy, and so household food stocks are inadequate; this is exacerbated by the export sale of grain.

The study indicated that from the perspective of preventing malnutrition, it is evident that communities themselves prioritize livelihood support such as livestock-related and income-generating activities, yet such humanitarian support is currently minimal.

It was also noted that the district hazard-based contingency plans recognize this but, without funding and the support of international development partners, these plans will have limited impact.

KRSU recommended that local government and international and local NGOs need to be fully conversant with humanitarian standards for economic recovery (Minimum Economic Recovery Standards (MERS)) and livestock interventions (Livestock Emergency Guidelines and Standards (LEGS).

In January 2023 FEWSNET released a report based on key informant interviews and FEWS NET’s field assessment observations, it estimated the late 2022 harvest was 50-80 percent below normal and around 40 percent of households harvested little to no own-produced stocks.

A majority of households – estimated to be similar to higher than January of last year – have already exhausted their food stocks from the harvest and are now primarily purchasing their food. At the same time according to the report households face a steep decline in purchasing power.

Sorghum prices ranged from 40 to 130 percent above the five-year average in December, and there are few income-earning opportunities due to protracted insecurity, three consecutive years of poor harvests, and structurally low economic activity.

FEWSNET cited that many households are currently only eating one meal per day, supplemented by alcohol dregs and wild vegetables. At least 20 percent of households in Karamoja, at a minimum, are facing Crisis (IPC Phase 3) outcomes characterized by food consumption gaps and/or negative livelihood coping strategies, such as selling off livestock and productive assets to purchase food.

Regarding Insecurity in Karamoja, the report stated that insecurity continues to disrupt normal livelihood activities, hindering households’ access to crop fields, livestock grazing areas, and markets. Recurrent livestock raids and thefts are of particular concern.

According to WFP’s February/March 2022 food security and nutrition assessment (FSNA), 53 percent of households reported they no longer own livestock; this percentage has likely increased since then due to both frequent livestock thefts and unsustainable levels of distressed livestock sales.

Declining livestock ownership leaves households with low coping capacity during poor crop production years, eliminating a source of income to purchase food, limiting access to nutritious milk and blood, and reducing their ability to plow fields for crop cultivation and offer herding labor opportunities to other households.

Kaabong Voters Accuse Their MP for Abandoning His Mandate

KAABONG: A group of voters of Dodoth East Constituency in Kaabong district have started collecting signatures to petition the speaker of Parliament to compel their elected member of parliament Hon. Emmanuel Komol to perform his duties.

Speaking to this website, the electorates accuse Komol for shunning his constituency leaving residents being tormented by cattle rustlers.

Lomuria Apananya one of the residents say ever since they elected Komol in 2021 general elections he has only visited the constituency four times.

“Other Mps  in the region move with their voters recovering stolen animals but our MP has never thought of supporting us, we are just now living like an orphan.’-he says.

Magy Lemukol another voter says she has regretted why she voted the leader who had ambitions to support the local community only to change suddenly.

“We didn’t vote for Lokeris Samson because the security and other leaders convinced us that Emmanuel Komol would help us change the situation by doubling his effort from Lokeris Samson but we didn’t know that it will be worse”-he says.

Lemukol adds that the people of Dodoth East constituency have lost thousands of cattle to Turkana and Jie of Kotido and they have not been recovered simply because the member of parliament who could work closely with the security operatives is not available.

“He has switched off all his phones now one full year no electorate can call him,” she says.

Joseph Longole also says the legislator has forgotten all what he pledged to support people. He adds that petitioning the Speaker of parliament is the only option left so that their voice can be heard.

“Could it be that our Member of parliament has some hidden issues making him stay away from the constituency, or he has been arrested and he’s in prisons without our knowledge, where is he all that time,” he questions

How Karamoja Has Become a Hub Of Deals And Eating For Gov’t Officials

MOROTO: Karamoja region located in the north eastern Uganda has turned to be a fertile ground where government officials appointed to manage government projects in the region eat resources at their wish.

This website takes you back 10 years ago, where by billions of money sent by central government to improve the lives and welfare of the people in Karamoja ends up in individual pockets.

The first corruption saga was when then Dr Specioza Wandera Kazibwe was the vice president, during her time, billions of shillings were mismanaged under ghost dams which never existed and the implicated officials are free at their liberty.

The second corruption Saga is under NUSAF program right from the 1st, second and 3rd program has not created any change in the lives of the people of Karamoja.

The worse one is NUSAF 3 which saw government giving money to some corrupt Israelites to produce vegetables in the region but now nothing is clearly seen on the ground and money was eaten, culprits  are free and no sign that any will be upheld anytime soon.

Shs39billion was last year approved by parliament for rescuing Karamoja from hunger and this money was channeled to Office of the Prime minister but the Karimojongs continued dying without food.

Some Shs35billion was allocated for disarmament exercise in Karamoja but sources who talked to us on condition of anonymity in the force have told this website that, the security personnel are working under harsh situation sometimes without water and food a clear indication that the money has not reached to the forces on the ground.

Recently office of the Prime minister launched the distribution of goats for the reformed cattle rustlers on the directives from president Museveni but many reformed youths have not seen goats even those who received didn’t take three weeks while keeping the goats before all the goats died due to poor breed.

Now the mother of all scandals is this one of iron sheets saga where the minister for Karamoja affairs Mary Goreti Kitutu deliberately diverted iron sheets which were meant to be distributed to the people of Karamoja.

The minister who’s currently under investigations took the iron sheets to her home and distributed to her political mobilizers and relatives leading to the arrest of her mother, brother and nephew.

These are among the few incidents that we can quote as per now but they’re many cases of fund mismanagement by other officials apart from Kitutu all meant to uplift the plight of the Karimojongs.

These have left Karamoja in the same poverty level despite government pouring money in the region which ends up being kicked like a ball where the goal keeper kicks it to the center of the field and the defender kicks it back to the goal keeper before being shared and partitioned at liberty.

Moses Mudong one of the elders says there’s  no government where people have eaten money compared to the current NRM government.

“President Museveni is wasting his time talking about fighting corruption because the people who make reports for him are corrupt,” he says

While John Lemukol another resident says Minister Kitutu will also walk free without being arrested like the rest. Lemukol further says corruption in Uganda can only dealt with when government starts putting those responsible for stealing public resources on firing squad and have them executed publicly.

“What I have learnt with this government, when you steal public money there’s no problem, government will not follow you so much but when you show interest until you contest to become a president is when you will see the roughness of this government”-he said.

This website has also learnt that some of the members of parliament from Karamoja region also are part of the racket of stealing iron sheets. In our developing story coming we shall name some of the Mps from this region who received the iron sheets and kept them in their homes.

Our well placed sources have informed us that after the story of recovery of iron sheets were published, some Mps transferred the iron sheets they received at night to unknown places.

Karimojong Women Reveal How They Haven’t Benefited From Kitutu Being Minister

MOROTO: Women in Karamoja region have joined the rest of the disappointed people over the diversion of relief items meant for the people of Karamoja to Manafwa district.

Speaking to this website on Friday some of the women say they have never known the two ministers of Karamoja affairs ever since they were appointed.

Betty Nachap a mother and a resident of Pupu village in Rupa sub county in Moroto district says the only ministers that made women to benefit from government  programs were first lady Janet Museveni and later John Byabagambi whom they described as being down to the local people.

“First of all I have never seen Goreti Kitutu even Agnes Nadutu and I don’t know which work they do as ministers of Karamoja because we are not seeing the impact,” Nachap told this publication.

Glades Nasike another woman say during Janet Museveni’s reign as minister, many women groups benefited from walking tractors, heifers, and many other things and when John Byabagambi replaced the first lady, he also continued doing well but these two ministers I don’t know who they are are they,”- Glades says.

While Konyen Lomuria from Namalu town council  in Nakapiripirit district says they were not surprised when the news about the diversion of relief items meant for Karamoja were reported warning the two ministers to stop wearing the Karimojong attire saying their actions have disappointed them.

“These are thieves in the names of  ministers, there’re after their stomachs and their relatives,” she says

Mary Goreti Kitutu is currently under investigations by the state house anti corruption unit after her mother, brother and nephew were arrested selling government branded iron sheets meant for the people of Karamoja.

Meanwhile  this website did a survey to capture how many known times has Minister Kitutu visited Karamoja region since she was appointed in June 2022 and we are glad to report that Kitutu has visited the region only seven  times.

The first visit, she came to Karamoja was during the review of the security situation in Karamoja in August 2021 after parliament approving supplementary budget of Shs39 billion for disarmament exercise in Karamoja.

The second visit was during the distribution of food to the people of Karenga district.

The 3rd visit, she made to the region was going to Kaabong district to try to convince Karimojong rustlers to hand over guns. The fourth trip Kitutu made was when she went to Turkana for Tobongu Lore functions.

The fifth trip the minister made was when she went to Namalu still on disarmament. The sixth trip the minister made in Karamoja was during the Karamoja regional council held in Moroto.

The seventh trip Kitutu made in Karamoja was again during the launch of white gala goats for the reformed Karimojong warriors.

This website also learnt that the minister’s visit in region depends on a type of the workshop if it’s a small workshops she sends her junior minister Agnes Nandutu but if it’s a juicy one involving millions of shillings she goes by her self.

On Wednesday a group of elders walked 60kilometers on top of Mt Moroto to perform rituals to curse Minister Kitutu for stealing their iron sheets.

Amudat Bee Keepers Excited As They Get Honey Processing Facility

AMUDAT: Bee farmers in Amudat district in Karamoja sub region now have a reason to smile following the completion of Shs300m house for processing, parking and selling of honey in the district.

The structure was constructed by Alder construction company limited with the funding from Development initiative for Northern Uganda (DINU) and will now stop honey farmers crossing to Kenya to sell their honey.

In 2019 Amudat honey was rated in Europe as the best honey in the world given the flowers from the shrubs that that bees collect from.

Rogers Mugaga the director of Alder construction company limited says they did the best of their work to ensure that the facility is complete on time. Mugaga further says they are just waiting for the district to get ready and receive the facility.

“We are done with everything we are just waiting for the district to fix a day to receive the house,”Mugaga told this publication.

Rose Chelain one of the bee farmers could not hold her excitement about the structure saying it will boost bee keeping.

“We have been cheated by traders in Kenya simply because we didn’t have honey processing and parking machine here in Amudat even the house itself was not there but now that we have it, our income will improve.”-Chelain says.

This website has also learnt that many Pokot pastoralists in Amudat have now resorted to bee keeping due to less work attached to the business.

Gideon Losia one of the bee farmers says bee keeping is the most simple work to take on.

“Bee keeping is very simple, it doesn’t need treatments grazing but only waiting for the time for its harvest,” he says.

Amudat Head Teachers Urged To Double Efforts In Improving Performance In Schools

Amudat district in Karamoja sub region has been all along known to be a poor performing district in Primary leaving Examinations and Uganda Certificate of Education, however the district surprised the entire country and the region when it appeared the improved performing districts in the 2022 examination results.

The district defeated a mother Nakapiripirit district and is no longer among the poor performing district something that has prompted the district education officer Anthony Lowoth to call for a one day brainstorming meeting with all the headteachers in the district to see how to improve more on the performance.

In his communications, Lowoth urged headteachers to try as much as possible to double  their efforts through cooperation with teachers to ensure that pupils get the best teaching.
