PS Kibenge Rallies African Countries on Stronger Social Protection

Kampala: The Permanent Secretary Ministry of Gender, Labour and Social Development, Mr. Aggrey David Kibenge has implored African Governments to adopt initiatives and innovations that enhance social protection services and ensure inclusive societies.

Speaking at the Regional Social Security Forum for Africa in Abidjan, Cote d’Ivoire on Friday, 19th May 2023, Mr. Kibenge noted that one of the key strategies is to improve beneficiary selection and identification processes to enable targeting.

“Establishing a social registry is essential for effectively identifying and targeting beneficiaries, ensuring that social protection services reach those in need,” Mr. Kibenge said, adding: “This approach aims to streamline the delivery of social protection across sectors and establish functional coordination mechanisms among stakeholders.”

He observed that to maximize the impact of social protection programs, it is crucial to reduce duplication and double-dipping by beneficiaries, which underscores the importance of investing in building Management Information Systems (MIS) for Social Protection and linking them to a common Single Registry.

He said coordination between Social protection, Humanitarian Assistance and Disaster Risk Management is critical as the multiplicity and occurrence of shocks demonstrates that social protection cannot operate in isolation.

He however decried the low financing towards Social Protection in most African countries.

“Across most countries in Sub-Saharan Africa, Investment in Social Protection is very low. E.g. in Uganda, it is 0.7% of GDP, Zambia 0.8%, Rwanda and Tanzania 1.7% and South Africa 5.5%.” He said.

“Meaningful impact would be achieved if countries invested at least about 2% of GDP on Social Protection, in addition to leveraging private sector participation through insurance companies, unit trust options, strong regulation and increased education and awareness.” He added.

Mr. Kibenge emphasized that adequate financing will enable the expansion and sustainability of existing social protection programs while introducing new interventions that cover different stages of individuals’ lives. He cited examples including expanding cash programs for the elderly and vulnerable households and introducing child grants to enhance cognitive development and long-term productivity.

He further emphasized the need to transition key social protection interventions from donor support to core government financing.

“This transition ensures the sustainability of programs and builds the government’s capacity to implement social protection initiatives effectively. The successful transition of the Senior Citizens Grant program in Uganda in 2022 from donor support to a core government program serves as an encouraging example.” He added.

He highlighted the crucial role of social security institutions in gathering evidence, sharing knowledge, and building and strengthening delivery systems for social protection.

“At Africa level under the auspices of the African Union, there is need to support and strengthen the Community of Practice on Social Protection. Some countries have established similar Communities of Practice at country and these need to be strengthened and cross-learning opportunities established.” He said.

In Uganda, he revealed, a Parliamentary Forum for Social Protection was established to bring together members of Parliament to appreciate, advocate and identify champions for Social Protection and this has been instrumental in advocating for the National rollout of the Senior Citizens Grant. He advised that similar platforms involving both State and Non-State Actors could be established elsewhere with coordination structures at national and subnational levels.

During the Forum held from 17th to 19th May 2023, the International Social Security Association (ISSA) issued a Good Practice Award to the National Social Security Fund (NSSF) Uganda for automating the members’ benefits claim process.

Over 700 delegates from across Africa attended. Next year’s Forum will be hosted by South Africa.

MOROTO: The heavy presence of Anti stock theft unit personnels is now being felt in Karamoja after the force managing to cut off the flow of deadly crude waragi which has been discovered to be the major killer and also the promoter of cattle rustling in Karamoja

According to Commandant of Anti stock theft Unit Commissioner Erias Kasirabo, the operations against the crude waragi started last year by 15th of May and the force has managed to impound 20,000 jerrycans worth 500,000 liters of waragi in Karamoja.

Kasirabo says the supply of the waragi was being used as a dry ratio for raiders that motivates them to go and raid animals and commit other crimes under the influence of this alcohol.

This news site noted the recent incident where the force arrested a ministry of Agriculture animal and fisheries vehicle loaded with about 30 jerrycans of the waragi being taken to Karamoja.

“When we impound this waragi, we arrest the dealers and take them to court, where most of them have been remanded, we also destroy it in the presence of the public, media, local leaders after security court orders”-Kairabo notes

Dr. John Bosco Nsubuga the medical superintendent of Matany hospital says the crude waragi has claimed many lives since it destroys liver and kidneys.

“We have been registering a big number of people dying of livercyrosis caused by this waragi in the last five years but currently there admission has gone down may be cause of the effort by the forces to stop entrance of this alcohol in the region”-Dr Nsubuga reveals

Dr. Vincent Emuron the health officer in Moroto district says the rate at which the crude waragi has been killing people in the district was so high.

“People had started taking this waragi as tea and yet it’s something very dangerous”-Emulon says

On the side of controlling animal movement in and outside of Karamoja, Kasirabo says they have only gazetted one route for traders to use while transporting animals outside Karamoja.

He says the animals that are sold from the markets of Nakapiripirit,Amudat and Nabilatuk have to pass through Moroto instead of using Sironko- Mbale road.

Kasirabo further says the decision is to help the forces verify thoroughly the documents and skin of animals before they are allowed to proceed outside Karamoja.

While the animals sold from Markets of Kotido district will also pass through Moroto instead of Abim-Amuria to Soroti.

“We have sealed all the routes and any truck that will be got using ungazetted routes will be made to go back to Moroto whether he’s got in Soroti but he will have to drive back to Moroto,”he says

JUSTICE DENIED: How a Money Lender Took Me to Court, Jailed Me for Money I Never Requested nor Received

Dear Editor,

I have sought justice but all in vain, some one says he can accuse you of anything, takes you to court, you are never listened to and the learned magistrate makes judgement against you without evidence and makes sure the ruling stands.

This is what Sserunjogi Timothy, a money lender in Kampala did to me. He sat down, cooked a story, ran to court and brought trouble to my house hold. I leave in fear because he imprisoned me and even threatens to do the same if I don’t pay his money, which money I never requested from him or received it.

So this is how trouble unfolded on me in the face of a biased magistrate of Mengo who made a ruling without evidence but just heresay.

On 18th July 2020, I got a loan of UGx 1milion at an interest rate of 20% from Serunjogi Timothy and I was to pay Ugx 1,200,000 after one month and I have an email acknowledging this transaction

Between August 2020 to December 2020, I paid him an interest totaling to Ugx 843,000. From January to April 2021, the Principal amount plus interest had accumulated to Ugx 2,321,000 which money I acknowledged on an email dated 26th April 2021 as an accrued principle plus interest. The following day on 27th April 2021, Serunjogi Timothy (claimant) himself drafted a consent document, sent it to me through the boda boda guy to my home for signing. On the same document in my own hand writing I noted the following indicating that; This will be paid after the sale of my property, By 2020 I was not working with EADB, This amount was acknowledged on mail, The amount was 2,321,000, This document was received and signed on 1/05/2021, In the same document he clearly indicated that the money was used in the year of 2020 October.

On 22nd July 2021 we exchanged WhatsApp massages where he clearly indicated that it’s clocking a year no single PENny has ever been paid. He again in the same WhatsApp message indicated that Since last year u are saying this.

On 24 November 2021, Serunjogi ran out of patience and went to Mengo court and instituted a small claims case No 396/2021 against me. The summons I received clearly indicated that Evidence to be relied on was an agreement and I was to appear in court on 27th January 2022 at 10:30 am.

On 27th January 2022 we both appeared in court before Magistrate Muwanika Joanita. The magistrate asked me If I knew of that money, I told her that I know it and it was given to me in July 2020 and I had proof of that because there was an email to that effect which I had not brought to court that day. I further told her that I had paid the claimant some money through Mobile money an amount I couldn’t remember unless I got the MTN statements. I further indicated that this money was paid through two Numbers;0772653704 in names of Mugenyi Robert and 0772865845 in the names of Elinathan Timurekura who had since died.

She asked the claimant if it was true that we agreed on a  20% interest he said yes. The Magistrate further asked him whether he had a license to operate a money lending business to which he revealed that he had no license and gave it out of his pocket on a friendly basis. She then quickly reminded him that friendly loans don’t attract interests. Then this is when she asked him how much money it was, to which he replied that it was Ugx 1.8million plus interest it came to Ugx 2,321,000. She further asked when was this transaction done, he replied that it was in March 2021.

The magistrate further asked him whether he had an agreement, to which he replied in affirmative. Then she again asked whether we had a written agreement which he said he had it but he didn’t come with it giving a reason that he came hurrying because he had a sick mother in the hospital. Its upon this ground that the Magistrate adjourned the case to another date for purposes of bringing the agreement and i also bring the emails we exchanged in this transaction.

When we appeared on the adjourned date I presented my emails. One dated 18th July 2020 indicating Ugx 1.2million (Principle of Ugx 1,000,000 plus interest of Ugx 200,000) and another one dated 26th April acknowledging Ugx 2,321,000 as an accrued principle plus interest from Serunjogi Timothy of V8.She asked whether I had proof of MTN statements,I told her that I went to MTN they told me that without a national Identity card I can’t get it.Secondary the other number I had used it was impossible because the owner had since died.She asked what advise did MTN give me ,I told her that it’s only by court order that I could get the statements.I even suggested that the claimant get those statements then I meet the costs, but my suggestion was not allowed.

Surprisingly the claimant didn’t bring the agreement that led to the adjournment and neither was he tasked to produce it for justification purposes. Having heard that I am talking of a loan I got in 2020 and yet the claimant is talking of March 2021,she asked me whether I was running two accounts, to which I replied that I only know one account of July 2020 where I was given Ugx1million not March 2021.I totally denied having got any money from the claimant as alleged and even said that I didn’t deal with him in any money related transaction in the whole year of 2021.

To my surprise the magistrate agreed with the claimant saying that since he had initially informed court that he advanced Ugx 1.8million, that seems to be the loan in contention which loan court made it clear that it could not enforce interest. So on 3/2/2022 hell broke loose when court ordered me to pay Ugx 1.8mullion, Plus Ugx 67,000 plus costs of Ugx 100,000 totaling to Ugx 1,967,000. This judgment was signed on 3/03/2022 and was based on no evidence at all. So the question here that keeps puzzling me is,Where did the Magistrate grade one base her judgment if even an agreement was not produced in court?

On 3/3/2022, having been dissatisfied with her judgment, I applied for a review first to the trial Magistrate. On 14/6/2022 she upheld her earlier judgment giving reasons that there was no proof of payment of a single installment availed to court yet I was denied both the court order and my suggestion of MTN printouts by the claimant whose cost I was ready to meet.

On 23/8/2022 I applied for review to the Chief Magistrate. In my application I attached.

1.An email showing how much i got from the claimant and when it was advanced to me.

2.MTN statements that were not available by the time Magistrate grade one delivered her judgments.

3.Consent document that gave rise to this case, that was drafted by the claimant which clearly indicated that this money was used in the year 2020 October.

4.WhatsApp messages we exchanged with the claimant on 22nd July 2021 clearly indicating that the transaction took place in 2020.

5.Summons dated 24th November 2021 indicating an agreement that would be relied on as evidence which was never produced in court.

6.On 30/8/2022 long after the judgment, the claimant made a statement and smuggled it on court file that was before the Chief Magistrate, neither was it in my knowledge or the Magistrate grade one. This final statement was prompted by my concern where I said in my application for review that “It was a lockdown period and the claimant was never tasked to explain WHEN,HOW AND WHERE THE TRANSACTION TOOK PLACE.

In his response, he makes several false claims which are also untrue so in this statement. I didn’t talk to him on that day of 27th march 2021.i didn’t send him money for fuel ,if anything how much was it and how did i send it to him? he said i feared to sign documents because children were there and we moved outside to his car, the sole purpose of moving to his car was signing documents, so what happened when we reached in the car that i didn’t sign any document? He also alleges to have given me 1.8m at 18% by calculation interest alone was 324,000 then plus principle of 1.8m it’s 2,124,000 where did he get 2,321,000? Remember this figure collaborates with the one that accrued from the previous loan given in July 2020.

The Chief Magistrate would have used all these documents to reverse the grade one Magistrate’s decision because even the claimant in this statement had indicated that I had paid everything and I was not being demanded any money, save for another money he gave me in March 2021.

So this is where the Chief Magistrate would have summoned the claimant to prove his allegation of Ugx 1.8million he alleged to have advanced in March 2021 at 18% where he clearly indicated that there was no agreement made which contradicted the information on the summons dated 24th November 2021 where he said he had an agreement as evidence.

However surprisingly, on 6th September 2022, she just put comments on my application that “She doesn’t see where the Magistrate went wrong and therefore she couldn’t tAmper with her decision” even when i had attached the above documents that the Magistrate grade one didn’t have on court file by the time she delivered her judgment.

It’s on this note that I was again denied justice by the Chief Magistrate who had chance to compare and contrast the claimant’s statements where he had exonerated me from the first accusation.

The Magistrate grade one said I didn’t bring proof of any installment paid upon the money I had received, but here MTN statements were available and attached and the claimant’s statement which had cleared me of the earlier claim. Here he had instituted a flesh claim where he said that there was no agreement contrary to the summons dated 24th November 2021.The burden of proof lies on the one who alleges.

I tried to apply for revision at high court small claims division, I was told it can only be done by a lawyer which has a cost implication and I don’t have money to hire one. I also tried Justice Centres Uganda; I was told they have funds to represent only women not men. I tried legal Aid it yielded negative response. I tried private lawyers but could not afford the cost.

Having run out of options I tried the inspector of courts I was again referred back to high court to apply for a revision where I was again being taken to the same scenario where I needed a lawyer. Finally I sought audience with the PRO Judicially Mr Karemani, but was again referred to the high court to file for an appeal which amounts to the same thing. Making an application wouldn’t have been a problem if only I was allowed to represent myself.

I spent a lot of time trying to get justice and eventually I was told that time for an application for revision at high court had past that I had to first have to apply to file out of time which application I was not sure could be allowed as chances of being dismissed seemed high based on all I went through. The lawyer that was able to help me file the application feared it would be dismissed and he incurs more costs that are more than the money being demanded.

On 11 the January 2023 a warrant of arrest was issued against me and On 27th January 2023 I was arrested put in police cell at Old Kampala Police station and was produced in court on Monday 30th January 2023.Because I was from police cells someone was forced to part with Ugx 400,000 so as to secure my freedom which was paid at Mengo Court. After my release I got sick due to harsh conditions I went through in police cells and had to seek medical attention at Life Care Medical Centre.

Since then, numerous threats of being re-arrested intensified to the effect that a Samaritan had to part with another Ugx 400,000 with recent payment having been made on 6th April 2023.Apparently, I operate in hiding for fear of being re-arrested on fraudulent claims.

I would struggle to pay amidst the hardships I am facing with little income with many responsibilities, if only I was paying money that I have ever got and used. But it pains alot paying money you never got from the claimant and yet there are grounds to prove that the claimant never gave me the money in question.

Now I am wondering if such cases of false claims, without evidence continue being heard and decided in favor of claimants, what will happen having paid him this and he comes up  with similar claims in future?

I have all documents to support my defense, applications made from Magistrate grade one to Chief Magistrate in an effort to seek justice. I have denied having delt with the claimant in the whole year of 2021, payments made to court to secure my freedom due to unending threats from the claimant and his agents plus other relevant documents.

Its on this basis that I am seeking for intervention of any concerned citizens so as to meet ends of justice in this particular matter. I have gone through a lot and still being threatened to face more as a result of this false claim.

Karimojong Rustlers Attack School, Kill Teacher And Injuring Other Two

MMOROTO: Teachers in Moroto district have threatened  to stop teaching in Karamoja schools due to continuous attacks on them by Karimojong armed rustlers. The threat by teachers follows fresh renewed attacks on teachers by Karimojong rustlers.

In a recent incident which took place on last night, armed rustlers jumped over the school fence of Atedeoi primary school in Moroto district and attacked the deputy headteacher shooting him in the hand and testicles, before turning the gun to his wife whom they shot and died on spot.

The attackers also shot and injured a one year old child of the teacher.

Micheal Longole the Karamoja regional police spokesperson confirmed the incident describing it as unfortunate. He identified the injured deputy head teacher as Peter Chepskor and his dead wife as Joy Chebet

Longole says the motive of the attackers is not yet known since the school has no single livestock where they could be suspected wanting to steal animals. According to the regional police mouth piece with the help of police canine dog, one suspect has been arrested although they have not yet recovered any gun.

He further says the injured deputy head teacher together with his child are receiving treatment from Moroto regional referral hospital while the body of his wife was taken to Moroto hospital mortuary.

Moses Odeke a primary teacher in Moroto says teaching primary schools in rural areas in Karamoja has become more risky adding that the armed rustlers are no longer respecting teachers.

“Those years, Karimojong rustlers didn’t attack teachers, they used to respect teachers so much but now days things have changed”-he says

The incident according to reports on social media has taken place at Lumumba Avenue at Mukwasi House. Police has since retrieved the body from the scene of crime and conveyed to Mulago National referral hospital for postmortem.

This comes at the backdrop of several shootings in the past week, yesterday a security guard who was guarding in Tororo senior quarters attached to Saracen Security group turned the gun against his colleague and ended his life, another guard killed his colleague in areas of Makindye over the weekend, Ivan Wabwire a police constable killed an indian money lender identified as Utam Bhandari at Raja Chambers in Kampala.

A week earlier, Blogger Isma OlAxes was gunned down in Kyanja few days after Private Wilson Sabiiti attached to UPDF who was guarding minister Charles Okello Engola guned him and also ended his life.

MOROTO: The newly deployed 3rd division commander Maj.Gen Don Nabasa has given criminals in Karamoja only three weeks ultimatum to hand over their guns peacefully and repent before they are smoked out using new dangerous skills.

This no nonsense General has said this after taking over the command of the 3rd division from the out going Brig Joseph Balikudembe who has gone for tactical training at the National Defense college in Jinja.

Major Gen Nabasa says he would love to dance, drink, joke and play with every Ugandan as long as he’s not a criminal.

“I love my brothers the Karimojong especially those who are peace loving people but not those who are hiding with guns and killing people and raiding their animals”- he appealed to the wanainchi.

He has assured the people of Karamoja that his mandate is to ensure that he adds his efforts to already established efforts by out going commanders to peacefy Karamoja and he further urged the people of Uganda to love their country by ensuring that they work against any criminality.

Nabaasa noted that whatever is affecting Karamoja, affects the entire country which he says must be stopped. He has also challenged the political leaders to be honest to the country by exposing criminals in the region.

“Achieving peace in Karamoja is not a one person’s effort but a collective effort from both political, opinion, elders, religious leaders and civil society organizations in the region. OWEYEGHA-AFUNADUULA: Busoga Through The Times: SemeI Kakungulu Versus Daudi Kintu Mutekanga

Any history of Busoga, which excludes the simultaneous analysis of the contributions of two men whose times coincided, Semeyi Kakungulu and Daudi Kintu Mutekanga, is unlikely to be useful and a distortion of the truth. Unfortunately, most history of Busoga has been written by people who were immigrants to Busoga, and whose interest was, or has been, to put their group at the centre of Busoga’s historical dynamics.

Kakungulu concentrated on opening Busoga up to British colonial rule. Mutekanga concentrated on human development and social change through education and production. Therefore, the most evident concealment of the truth about the history of Busoga by history writers has been propagated by excluding Daudi Kintu Mutekanga whose ancestral home was in Kananage, Kamuli Busoga from written history.

While they mention the colonial role of Semeyi Kakungulu they feel more comfortable leaving Daudi Kintu Mutekanga from the History of Busoga.

When history writers write they write as if Busoga suddenly emerged some three hundred years ago and formed into an organized state only with the coming of the white man. which ends up presenting an unnatural history of the land.

Apparently, Busoga is the natural home of Lake Victoria. And the source of the world’s longest river – the Nile, which is even mentioned in the Bible (Genesis, 41:1; Exodus, 1:22; 7:20; Isaiah, 23:10; Amos, 8:8} is in Jinja, Busoga.

Environmentally-speaking where there is abundant water and confluence of rivers a human civilization develops. How can we talk of ancient civilizations of Egypt at the other end of River Nile, China, Babylon and India, for example, and we ignore the real possibility of an ancient civilization of Busoga, more ancient than all the other frequently mentioned ancient civilizations of Man, Homo sapiens?

Being shaped like a basin, Busoga has been a receptacle of many migrations of people from elsewhere. It was also a receptacle of migratory big game (Lion, cheater, buffalo, Zebra and elephant, until the 1930s, when the exploitative Caucasians destroyed her gam. Today there is nothing left. Yet before people and Game co-existed.

When history is written by foreigners it is likely to be distorted to serve their interests and exclude the owners of a land or a country as if they are intruders or aberrations of the reality. That has been the case with Busoga whose history has been written by immigrants, from especially Bukedi’s Bugwere, Gogonya area, who are now either Bulamogi or Bakono.

We must not accept the conspiracy that Busoga started three years ago and that there were no indigenous Basoga, just because immigrants want to put themselves at the centre of the area’s history.

That would be like saying Egypt had no indigenous black Nubians with an ancient history, characterized by huge pyramids, which were the tombs of their Kings, when Arabs arrived and intermarried with the indigenes. There were indigenous Basoga. Some were mainland-based, and others were island based, with the islands scarred on Lake Victoria.

Indeed, some Clans of Busoga had some of their members migrate to the mainland from the Busoga part of Buvuma Island. My own Clan, Mulawa Clan, is a good example, with unique names un common on the mainland and in Buganda.

Anthropologists should research more, and archaeologists should delve into the fossil record more to unearth the true anthropological and archaeological record of Busoga.

We now know Busoga is very rich in Gold, and is said to excel in this mineral in the whole of the Central African region. However, we don’t know whether the strategy of the current rulers to Bantustanize into small, unviable units called districts is related to the abundance of gold and other minerals, or just to power acquisition, extension and retention by the Centre through divide and rule.

However, it is unlikely these days that Centre can do anything without prompting or connection with foreign powers. If this is it, then Bantustanised, resources-rich Busoga is in serious trouble.

This article is about two men who lived and worked in Busoga during the early times of colonization of the area by the white man: Semeyi Kakungulu and Daudi Kintu Mutekanga. Both had multi-tasking skills, which they used for different reasons to change Busoga and prepare it for an uncertain future.

Semei Kakungulu (1869 – 24 November 1928)

Semeyi Kakungulu was a colonial agent recruited from Koki by the colonialists to bring Busoga firmly under their rule. He was a militarist, administrator, and apparently a lover of trees. Busoga remembers him for planting Mvule tree along the main road and through the areas, and mango trees in selected areas, and Cassia trees on every country, subcounty and parish, not far from their headquarters.

I grew up in the 1950s seeing the trees that Kakungulu presided over their planting. By the time I left the country in 1972, the illegal felling of the trees was peaking up. By the time I came back to Uganda in 1991 after nearly 20 years of absence, virtually all the mvule trees, mango trees and Cassia trees had been felled for timber and charcoal.

Now we can only remember the role Semeyi Kakungulu played, as President of the Parliament of Busoga (Lukiiko) and Chief Administrator, on behalf of the colonialists, in destroying the Igaga hegemony at Nnenda Hill, in Busambira, Kigulu; bringing all the chiefdoms of Busoga under colonial rule; transferring the Parliament of Busoga from Nnenda Hill to Butaleja, in present day Mayuge; building the headquarters of the then District of Busoga at Bugembe; and presiding over the introduction of sugarcane, cotton and coffee in Busoga.

A lot has been written about Semei Kakungulu in books by the colonialists and Africans. His name appears in many academic papers and theses. was a statesman in the emerging colonial state of the Protectorate of Uganda.

One text on Semei Kakungulu published online by Cambridge.University Press on 13 May 2014 records that this colonial agent enjoyed at least nine lives immediately before, during and after the imposition of British colonial rule in the Uganda Protectorate. He was elephant hunter in Busoga.

Elephants used to migrate from elsewhere in the protectorate to the swamps of Busoga during the dry season. Kakungulu was allowed by his masters to hunt along with them and separately. He was a guerilla leader par excellence, a Ganda Chief, border warlord, British ally in military campaigns, especially in Bunyoro, native tax collector, colonial client-king, President of Busoga Parliament (Lukiiko)and leader of the anti-medicine Bamalaki and Abayudaya separatist sects.

He established his Abayudaya (Jews) community in the Protectorate in 1917. He also studied and meditated on the Old Testament of the Bible, adopted the observance of all Moses’ commandments, including circumcision. He decreed that all his followers observe the commandments. without fail.

He was a dictatorial statesman. He, therefore, had an extraordinary career: many things in one person. The colonialists did not interfere with his many lives so long as he served their aims in the Protectorate in general and Busoga in particular. He played no visible developmental and social transformational role in Busoga.

His ultimate goal was to establish British colonial hegemony over all Busoga and ensure that chiefs subordinate themselves to colonial rule, the people produced crops and paid taxes to the evolving British Protectorate and obeyed the colonial laws.

Perhaps today we can compare President Tibuhaburwa Museveni to Semei Kakungulu. He comes close to Semei Kakungulu in serving the interests of expanded Anglo-American axis. Like the British colonialists did towards Kakungulu, the Anglo-American Axis has left the President of Uganda to do anything he wants, including ruling like a monarch, so long it serves their interests.

He can even abuse them without fear of reprisals. They will comment on his poor human rights record as bad, but stick by him, so long as their interests in the East and Central African region are well served in a reciprocal give and take manner. Like Semi Kakungulu, the role of President Tibuhaburwa in Busoga is more to prepare the region for recolonization, reconquest, reoccupation, redomination and exploitation by external political and economic forces.

It is under his rule that Busoga has sunk more deeply in the abyss of poverty, illiteracy and ignorance, almost close to what the situation was when Kakungulu was President of Busoga Lukiiko. For President Tibuhaburwa Museveni, the focus, as he articulated in his philosophy of development, `is “Development (infrastructure) first, Nature and environment next and people (social development) las.”

In this he is similar to the colonialists who put economic development first to serve their interests and Kakungulu who served their interests. He has erected laws to tame Basoga and other Ugandans in what he considers “the right direction”, yet it is a direction of recolonization, reconquest, reoccupation, redomination and re-exploitation.

Daudi Kintu Mutekanga

Kintu Mutekanga was the son of Igaga of the Musubo clan and the red small bird totem. He was sent by his father, Igaga, to work in Chief Gabula’s courtyard. While there, he acquired knowledge of the art of governance and administration. He was a trader who dealt in simple agricultural implements, clothes, beads, tobacco and also bought cattle from Bukedi through barter trade.

The trade also involved exchange of goats’ hides and skins with hoes from European and Indian traders which he then sold in Buganda. In 1927, he acquired Naminage estate near Kamuli from the Indian proprietor, Nanji Kalidas Mehta. This was aimed at expanding his farming activities and also preparing for retirement.

By the time he became a muluka (parish chief), he had become wealthy, a factor which exposed him as a potential leader. In 1906, Mutekanga became a sub-county chief of Gombolola Mutuba I Nabiwigulu, Kamuli. It was during this time that he got baptised and was named “Daudi” (David) at Kamuli Church.

Following the departure of Kasibante from Buganda as Katikiiro (Prime Minister) to Nadiope, Mutekanga was appointed Katikiro in 1911. Two years later, Nadiope died and was succeeded by his three-year-old son, William Wilberforce Bwamiki Kadhumbula.

At the same time, Mutekanga was appointed by the Saza (county) Lukiiko (Council) to act as Kadhumbula’s regent from January 9, 1913, a position he held until January 20, 1933. Mutekanga constructed a number of buildings at Balawoli, Kidera, Naminage and Kamuli, which he let out to Asians shopkeepers.

Mutekanga bought land from Prince Badru Kakungulu in Kibuli, which was subsequently developed by one of his sons and a grandson. In addition, he owned lorries and a car with which he conducted a transport business. As if this was not enough for him, Mutekanga also owned canoes for fishing and ferrying people across the River Nile to and from the Buganda shores.

Mutekanga’s story is a lesson in diversifying sources of incomes. But we also learn a lot from him in terms of administrative development. He emerged to be one of Busoga’s great administrators. In this capacity he was one of tHe earliest administrative pillars of colonial Busoga who toiled to see that Busoga College, Mwiri became the pivot of education in then District of Busoga.

He lived in times where education was not something society was keen about yet he carried the gospel of the book and ink. He is remembered by generations of Basoga as an icon in matters of education in Basoga. He was a man of action, not words. He spearheaded the construction of Kamuli High School, which developed and was transferred to Mwiri Hill as Busoga College, Mwiri.

“Mutekanga valued education and apart from the infrastructural contribution, he ensured that all his children went to school,” says Professor David Bakibinga, the former Deputy Vice-chancellor of Makerere University and one of the recipients of Mutekanga’s legacy when it comes to educational lineage.

Apparently, Mutekanga was an early convert to Christianity and throughout his life he was a God-fearing man. His love for religion spurred him to construct Naminage and Kamuli (Bukwenge) churches, according to David Justin Bakibinga.

Mutekanga is also associated with early struggles to make the peasants, especially in Bugabula chiefdom, healthy in their own environment. In the early 1920s Bugabula was rat-infested and highly prone to plague. Mutekanga played a critical role in fighting the plague which was then called Kawumpuli.

He worked closely with the white health officers, mobilising the people to construct proper stores and rat-proof buildings at each Gombolola (subcounty) headquarters. According to David Justin Bakibinga, this supplemented granary built on poles which Mutekanga recommended that they were not more than three feet high.

Mutekanga also battled the problems of venereal diseases, which were causing blindness and adultery. “Heavy sanctions were imposed to curb the disease,” Bakibinga states. Not only this. Mutekanga was involved in fighting jiggers in different parts of Busoga.

Mutekanga mobilised people at local levels to help combat health epidemics in Busoga. Bakibinga records that it was Mutekanga who implemented the construction of the maternity home at Kamuli in 1921.

The colonial administration later closed the maternity home in 1925, claiming it was not effectively utilised due to the small number of patients. Mutekanga’s initiative was aimed at improving maternal healthcare, which is still relevantnt today as one of the United Nations Millennium Development Goals. (MDGs.)

Mutekanga loved seeing roads in Bugabula chiefdom passable. “Mutekanga’s campaign to maintain roads was so persistent that the roads around Kamuli had progressed from “rocky” in 1921 to “excellent” in 1929 based on the assessment of the colonial administration,” writes Bakibinga.
“Every Monday, the roads, particularly the one leading to the council (lukiiko) house, were swept. Trees were also planted at the road sides. The roads between Kamuli and Kakindu and from Ndolwa to Namasagali were renovated so that they could be used by lorries to transport cotton”, adds Bakibinga.

Mutekanga was multidimensional in his efforts to transform Busoga. He implemented the colonial government campaign to grow cotton, which increased the income of farmers. The period of 1918-1927 was noted for its lack of food and famine. Writes Bakibinga, “There was a big campaign by the colonial administration urging people to plant and conserve food.

People were urged to construct granaries in their homesteads to preserve food,” Mutekanga implemented the construction of rain-proofed granaries at each Gombolola (sub-county) headquarters to provide relief supplies in the event of subsequent famines”

According to Bakibinga, Mutekanga fought for the health, wealth and welfare of the Basoga with projects such as the campaign to grow rice as a supplement to cotton, millet, maize and banana plantain (matooke). Each Gombolola (subcounty) was also encouraged to cultivate an acre each of Musambya trees to be used to construct public buildings.

Mutekanga was overly disciplinarian in his administration. He ensured that GGombolola chiefs did not abuse their authority, especially in relation to the imposition of fines. “He insisted that such cases be handled by the sub-county court.

He also dealt with issues of absenteeism by Gombolola and Bwesengeze chiefs from the Ssaza Lukiiko (county council). In cases of disobedience or insubordination, which were referred to the Ssaza Lukiiko or district officer, as the case required, the chiefs would be reprimanded, fined or dismissed,” Bakibinga states.

Above all, Mutekanga was very committed to Kyabazinga. Sir William Wilberforce Nadiope was the Kyabazinga of Busoga at the time of Uganda’s political independence and the first Vice-president of Uganda (1963-1966) while Sir Edward Mutesa II was the President. Before he became Chief of Bugabula, Mutekanga became Nadiope’s regent.

He took care of the personal, administrative and political affairs of the young chief and served as chief of Bugabula county for 20 years. “By looking after Nadiope’s personal property, Mutekanga was, in legal parlance, a trustee for the young chief”, writes David Justin Bakibinga.

As the regent, for Kadhumbula Nadiope, he had to take full responsibility of bringing him up in chiefly manner, and also to ensure that he was adequately educated. He sent Nadiope for his education to Kamuli High School, then to Mengo High School. In 1924 he sent him, ttogether with his elder sons, to England to study at the Loughborough College in Leicestershire.

Nadiope returned to Bugabula in 1929 and worked under the supervision of Mutekanga as chief until 1933 when Mutekanga retired from the British colonial service. He later became Kyabazinga of Busoga, but he did not reign for long before he left for Burma to fight on the side of Great Britain during Second World War. When he came back, Wako Zibondo had maneuvered so that his son, Wako Muloki became Kyabazinga.

But at the end of the 1940s he became Nadiope became Kyabazinga again, only to be replaced by Wako Muloki again throughout the 1950s. Towards independence of Uganda, Nadiope became Kyabazinga again. He reigned until 1966 when Apollo Milton Obote abolished Kingdoms and the semi-kingdom of Busoga.

Daudi Kintu Mutekanga was posthumously awarded the Sir William Wilberforce Gabula Kadhumbula Nadiope IV Medal by the Kyabazinga Wa Busoga in the Busoga Roll of Honours for his contributions to the development, transformation and progress of Busoga in education, health, agriculture, religion, administration and transport.

In summary, two men played critical rolls in the development, transformation of Busoga: Semei Kakungulu and Daudi Kintu Mutekanga. However, if they rose from the dead they would find Busoga having taken a completely different trajectory from what they wanted it to be Busoga is no long the bastion of coffee and cotton growing.

Once a giant in education Busoga is now a shadow of its past. Healthwise, Busoga is still bothered by rats (although plague is a thing of the past), malaria-causing mosquitoes, tsetse flies, jiggers, and worms.

Environmentally speaking, Busoga is no long home to diversity of wildlife, including birds and big game such as lions, elephants, buffaloes, zebras, leopards, cheaters and eland. Most of Busoga’s once diverse tree species, such as mvule tree, are an insignificant component of the biocultural landscape the two men left behind.

The river Nile has been greatly abused with big dams such Owen Falls dam, Bujagali dam, Isimba dam and Owen Falls Extension dam. Once a promising tourist destination, Busoga can long boast of meaningful tourist attraction without the natural elements I have mentioned.

The area has become the cradle of financial poverty, next only to Karamoja. However, in terms of natural resources mineral wealth, Busoga is next to none in Uganda and the Great Lakes region. It is now known that its gold wealth superseded that of Democratic Republic of Congo.

Unfortunately, there is so much intellectual poverty in the area, that foreigners are likely to strategize to exploit the gold at the expense of Basoga. Already, unscrupulous foreigners  have been buying land from peasants that are sitting on gold reserves, so that they either steal the gold or seek compensation for the land in case government begins mining the gold.

Two Soldiers Beaten To Pulp In Clashes With Boda Boda Riders

ZOMBO: Two Law enforcers attached to Uganda Revenue authority have been admitted in critical condition at Rhema medical Clinic in Paidha Town Council in Zombo district in west Nile sub region after they were badly Pelted with stones by some rowdy boda boda riders at Zombo trading center in Zombo town council.

The two who sustained head injuries met resistance after they impounded unspecified  numberless motorcycles in their operation targeting riders with numberless motorcycles in the district.

The district councilor of Zombo town council Mike Joram Anyolitho confirmed that during the fracas, a gunshot sound was heard in the town which he believes was aimed at dispersing rowdy members of the public that turned out lawless as they allegedly resorted to pelting the officers with stones and other objects.

“A gunshot was heard in the town at around mid day and when I contacted my local leaders from the trading center, they affirmed that it was the URA law enforcers dispersing rowdy boda boda members who turned up against law enforcers who  impounded their motorcycles” Anyolitho revealed

By press time the two male victims who escaped the mob with serious head  injuries  were still nursing wounds at Rhema medical clinic in paidha town council.

The Chairperson of Zombo boda boda Association that has over 1500 registered members Fredy Onenarach has condemned the act of some of his members before appealing for more sensitization of the boda boda riders on tax benefits.

Onenarach also stressed the need for establishment of URA service center in greater Nebbi other than having only one stationed in Arua city that he says is very far for most riders in Zombo and greater Nebbi at large.

“It’s totally unacceptable to assault law enforcers and I call upon the riders to avoid that act. Many people who want to seek for services from URA find it far because the main branch is in Arua city which discourages many members” Onenarach told this publication immediately after the fracas.

Severally , clashes between URA law enforcers and members of the public especially boda boda riders have led to loss of lives and body Injuries in different districts of west nile sub region.

The district councillor of Athuma sub county Francis Bolingo has called upon URA officers to always apply minimum force whilst for enforcement such that the riders respect them.

Last year, there was a serious clash between members of Zombo boda boda association and URA law enforcers after they impounded motorcycles belonging to Congolese  motorcyclists which later saw law enforcers from DRC also impounding fourteen motorcycles belonging to Ugandan nationals who went for businesses in DRC in retaliation.

The RDC of Zombo Rtd Lt Col Pius Alitema when contacted wouldn’t comment about the incident since he was in for security meeting and promised to get back to this publication later.

The LCV chairperson of Zombo district James Oruna Oyullu has of recent rallied all boda boda riders in the district with numberless motorcycles and  other missing traffic necessities to finalize with URA so that they are not pestered by the law enforcers whilst for enforcement.

” I call upon our people to always follow the law, those without number plates please try all possible ways of acquiring them so that you are not victims” Oyullu told hundreds of Youth who were attending a function at Ajei primary school playground  in Nyapea Sub county Zombo district recently

The west Nile regional URA custom officer Silvester Kiwanuka confirmed to this publication that,  indeed two of the law enforcers were seriously injured when the tax collectors were in for their regular operation in Zombo trading center Zombo town council in Zombo district.

Kiwanuka  further condemned the action of the rowdy boda boda riders on officers who were acting within the confines of the law before revealing that the two victims are out of the woods.

” As we were for our normal operation this time around at zombo trading center , we got a man with unregistered motorcycle and when we calmly told him to follow us in the office he refused and eventually a mob descended on our staff and starting pelting them with stones. The stones broke the window glass and injured two of our law enforcers who are receiving treatment now but they are out of danger” Kiwanuka explained

Tension As Hundreds Of Congolese Flee To Uganda

ZOMBO: Hundreds of  Congolese mostly Alur by tribe have fled to Uganda as clashes between clan leaders intensify near the boarder town of Padea and Jangokoro sub county  Zombo district in Uganda’s west Nile sub-region.

Many of these asylum seekers are currently taking refuge at the border town of Padea  and some parts of Jangokoro sub county in Zombo district .

Days ago, the clan chief of Padea Papinu David Wanican Ovon Malyamungu with his subjects in DRC are said to have clashed with his brother, who also has his own followers in a battle of who should own bigger share of the clan Land.

Reports also indicate that the battle between the two warring factions have intensified  resulting into displacements and loss of lives.

Padea Papinu clan that has it’s palace is in DRC falls under the Alur Kingdom. The clan boasts of 1000s of subjects who cut across Uganda and DRC since the political boundary is not considered by Alur Kingdom.

One of the asylum seekers Ozelle Abedkane who is taking refuge in Padea town council zombo district  said they went through serious beatings and punishment on the orders of the area local chief who accused them of fueling land conflict in the area, and he appeals for assistance from higher authorities from both Uganda and DRC to settle the dispute peacefully.

“We were subjected to different forms of abuse like beatings and other punishments but we managed to escape. The local chief Malyamungu Ovon has accused us of conniving with his brother to attack his palace. we can’t go back unless higher authorities in Uganda and DRC are involved”-Abedkane explained.

Many are struggling to put through given their different basic needs like food, shelter, amongst others notwithstanding the local community’s effort to accommodate them.

Another asylum seeker Obedgiu Omirambe while speaking to this publication says they moved through thick and thin to come to Uganda for rescue.

“We traveled through the night to get to Uganda, the chief has arrested many of us and  they are going through harsh treatments that side of Congo. You can’t expect me to go back when things are not right there”-Obedgiu says

One of the locals in Padea town council Oboko Lotha who is taking care of some of the asylum seekers says they can’t risk sending the victims any where since they are all Alur community.

“I’m taking care of over 20 people alone and the numbers keeps on increasing daily. Since we have notified our political leaders, we shall keep them because we are the same people with similar culture and tradition”.Oboko stressed.

This has added another fuel in the fire taking into account that, over 600 asylum seekers from Eastern DRC who crossed into Uganda between December last year and January this year are taking refuge along the boarder sub counties of Jangokoro, Aka, Kango, Zeu, Alangi, and Padea town council in Zombo district and are surviving on their own.

Talking to this publication about the incident, the accused  clan chief of Padea papinu David Wanican Ovon Malyamungu from DRC accused the victims who are taking refuge in Uganda of attacking his palace under the command of his brother.

“Those are the very people who combined efforts to burn my palace. They destroyed a lot of things here that’s why i contacted security and my local guards to hunt them down” Malyamungu claimed before revealing that a high end reconciliation talks has been held out of which he pardoned all his subjects.

“However we held a meeting with officials from Congo here to iron out the issue which is causing suffrage of some innocent people. I have forgiven them on condition that they come back to Congo and beg for forgiveness other wise what they did was wrong” Malyamungu said.

Nonetheless, the claim about reconciliation talks that wouldn’t be independently verified by this publication was pinpointed  by most asylum seekers in Uganda as a trap.

The LC 3  chairperson of Padea town council Melki Onyutha Orwothuwun has revealed to this publication that many people from DRC are taking refuge in his town council .

Onyutha added that the office of the Zombo district Resident District Commissioner has given the council a leeway to profile all the asylum seekers as high level talks are ongoing between Uganda and Congolese Authorities to resolve the issue amicably.

“We have many of them here in our villages. We call upon our people to take care of the refugees as we are planning to profile them on orders of the  RDC of Zombo district. They will go back after authorities in Uganda and DRC meet to forge their  peaceful hand over” Onyutha explained.

When a delegation from Teritoire De Mahagi in Ituri province DRC and Uganda from Zombo district had an emergency meeting in Zombo district early this month, the RDC of Zombo Rtd Lt col Pius Alitema and Claude Tumba Kalala the, deputy commissioner of Mahagi Territory agreed to work together for the peaceful co-existance of citizens between the two states most of whom share similar tradition and culture.

Recently, a clash between Ugandans and Congolese community along the boarder town of Padea and Abanga sub county in Zombo district over Territorial boundaries were also resolved by authorities in the district and Mahagi Territory at Acu cell Jupandidu ward Padea town council.

Rains Destroy 14 Bridges In Zombo District

ZOMBO: Pounding rains with strong winds have flooded rivers sweeping and breaking  away fourteen major bridges in Zombo district in west-Nile sub-region spiraling anxiety amongst the locals.

The hilly Zombo district which sits 1525 terrain elevation above sea level has major rivers like Nyagak, Ora, amongst others that cut across different parts of the District and have all  been filled to capacity as a result of heavy downpour.

Most of the affected major bridges and footbridges fall directly under the district and central government according to the Zombo district leadership and these include Ora bridge connecting Atyak and Kango sub counties, Nyagak Paa kiru bridge connecting Aka and Jangokoro Sub counties, Leda footbridge connecting Abanga and Jangokoro Sub counties.

Others include Fada bridge connecting Warr sub county and Zombo town council , Nyagak Paa okecha bridge connecting Athuma and Nyapea Sub County, Ora bridge connecting Kango and Alangi sub counties, Namthin footbridge connecting Zombo and Nebbi district, Adhi bridge connecting Atyak and Alangi sub counties amongst others.

The LCV chairperson of Zombo district James Oruna Oyullu notes that apart from the fourteen major bridges, other foot bridges and makeshift bridges in the district are in dire condition and may be swept away soon adding that the District is  financially incapacitated to work on the bridges currently.

“As I talk now, fourteen major bridges are all gone, other temporary bridges are also in dire situation, the crisis is all over the District but as the district we don’t have the budget for putting temporary bridges and the DDEG funds we give to Sub counties are not enough”- Oyullu noted

The LCV chairperson of zombo district James Oruna Oyullu sits on a temporary log he placed with community of Aka and Jangokoro Sub counties to help as an emergency.

The crisis comes at a time when the  ministry of works and transport has restricted local governments from constructing bridges using timber and concrete but instead rooting for concrete and steel Construction which is impossible for many local governments limited by insufficient funds.

The district councilor of Jangokoro sub county Arua David while speaking to this publication explains that Leda, which is their only major foot bridge that has been swept away has rendered helpless community who seek health services from Pakadha health center 3 in Abanga sub county.

“We are completely disconnected after Leda footbridge which was swept away, this footbridge was last constructed in 2004 when we were under greater Nebbi but since then it has been helping us a lot as people from either sub counties move in search of services like health , education, Market amongst others” Arua Said.

The dean of the association of LC3s in zombo district also the LC3 chairperson of Warr sub county James Cekecan appeals for immediate response saying Fada bridge, that connects Warr Sub county and Zombo town council plays a pivotal role for farmers and traders in the area.

“The condition of this bridge was initially bad, it’s now gone, farmers and businessmen can’t cross to either side, it’s a crisis that should be addressed  without time wasting” Cekecan Stressed.

The LC3 chairperson of Jangokoro sub county Charles Okecha says, people are disconnected in all directions citing example of swept away bridge of Nyagak Paa kiru that connects Aka and Jangokoro Sub county.

The Zombo district secretary of  finance planning and administration Mustafa Ongom said

“The district has allocated 1.4 billion Ugandan shillings representing 5% of the district budget for works and engineering department in the forthcoming financial year but still this will not be enough given the current condition we are undergoing”

As part of the immediate intervention, Some local leaders have mobilized locally 6.1 million from well-wishers from paidha and Nyapea Sub counties to construct Nyagak bridge which connects Nyapea and paidha town council and is a  stone throw  from Nyagak 1 power house that generate electricity to the whole west Nile sub-region.

The driving rain with hailstorms  that has been ravaging the sub-region has also  wreck havock on school buildings, homes, crops in gardens etc leaving hundreds totally disconnected and helpless in Zombo district.
