Two Soldiers Beaten To Pulp In Clashes With Boda Boda Riders

ZOMBO: Two Law enforcers attached to Uganda Revenue authority have been admitted in critical condition at Rhema medical Clinic in Paidha Town Council in Zombo district in west Nile sub region after they were badly Pelted with stones by some rowdy boda boda riders at Zombo trading center in Zombo town council.

The two who sustained head injuries met resistance after they impounded unspecified  numberless motorcycles in their operation targeting riders with numberless motorcycles in the district.

The district councilor of Zombo town council Mike Joram Anyolitho confirmed that during the fracas, a gunshot sound was heard in the town which he believes was aimed at dispersing rowdy members of the public that turned out lawless as they allegedly resorted to pelting the officers with stones and other objects.

“A gunshot was heard in the town at around mid day and when I contacted my local leaders from the trading center, they affirmed that it was the URA law enforcers dispersing rowdy boda boda members who turned up against law enforcers who  impounded their motorcycles” Anyolitho revealed

By press time the two male victims who escaped the mob with serious head  injuries  were still nursing wounds at Rhema medical clinic in paidha town council.

The Chairperson of Zombo boda boda Association that has over 1500 registered members Fredy Onenarach has condemned the act of some of his members before appealing for more sensitization of the boda boda riders on tax benefits.

Onenarach also stressed the need for establishment of URA service center in greater Nebbi other than having only one stationed in Arua city that he says is very far for most riders in Zombo and greater Nebbi at large.

“It’s totally unacceptable to assault law enforcers and I call upon the riders to avoid that act. Many people who want to seek for services from URA find it far because the main branch is in Arua city which discourages many members” Onenarach told this publication immediately after the fracas.

Severally , clashes between URA law enforcers and members of the public especially boda boda riders have led to loss of lives and body Injuries in different districts of west nile sub region.

The district councillor of Athuma sub county Francis Bolingo has called upon URA officers to always apply minimum force whilst for enforcement such that the riders respect them.

Last year, there was a serious clash between members of Zombo boda boda association and URA law enforcers after they impounded motorcycles belonging to Congolese  motorcyclists which later saw law enforcers from DRC also impounding fourteen motorcycles belonging to Ugandan nationals who went for businesses in DRC in retaliation.

The RDC of Zombo Rtd Lt Col Pius Alitema when contacted wouldn’t comment about the incident since he was in for security meeting and promised to get back to this publication later.

The LCV chairperson of Zombo district James Oruna Oyullu has of recent rallied all boda boda riders in the district with numberless motorcycles and  other missing traffic necessities to finalize with URA so that they are not pestered by the law enforcers whilst for enforcement.

” I call upon our people to always follow the law, those without number plates please try all possible ways of acquiring them so that you are not victims” Oyullu told hundreds of Youth who were attending a function at Ajei primary school playground  in Nyapea Sub county Zombo district recently

Zombo district boda boda association has over 1500 registered members and many are struggling to get number plates which they say is costly.

The west Nile regional URA custom officer Silvester Kiwanuka confirmed to this publication that,  indeed two of the law enforcers were seriously injured when the tax collectors were in for their regular operation in Zombo trading center Zombo town council in Zombo district.

Kiwanuka  further condemned the action of the rowdy boda boda riders on officers who were acting within the confines of the law before revealing that the two victims are out of the woods.

” As we were for our normal operation this time around at zombo trading center , we got a man with unregistered motorcycle and when we calmly told him to follow us in the office he refused and eventually a mob descended on our staff and starting pelting them with stones. The stones broke the window glass and injured two of our law enforcers who are receiving treatment now but they are out of danger” Kiwanuka explained

ZOMBO: Hundreds of  Congolese mostly Alur by tribe have fled to Uganda as clashes between clan leaders intensify near the boarder town of Padea and Jangokoro sub county  Zombo district in Uganda’s west Nile sub-region.

Many of these asylum seekers are currently taking refuge at the border town of Padea  and some parts of Jangokoro sub county in Zombo district .

Days ago, the clan chief of Padea Papinu David Wanican Ovon Malyamungu with his subjects in DRC are said to have clashed with his brother, who also has his own followers in a battle of who should own bigger share of the clan Land.

Reports also indicate that the battle between the two warring factions have intensified  resulting into displacements and loss of lives.

Padea Papinu clan that has it’s palace is in DRC falls under the Alur Kingdom. The clan boasts of 1000s of subjects who cut across Uganda and DRC since the political boundary is not considered by Alur Kingdom.

One of the asylum seekers Ozelle Abedkane who is taking refuge in Padea town council zombo district  said they went through serious beatings and punishment on the orders of the area local chief who accused them of fueling land conflict in the area, and he appeals for assistance from higher authorities from both Uganda and DRC to settle the dispute peacefully.

“We were subjected to different forms of abuse like beatings and other punishments but we managed to escape. The local chief Malyamungu Ovon has accused us of conniving with his brother to attack his palace. we can’t go back unless higher authorities in Uganda and DRC are involved”-Abedkane explained.

Many are struggling to put through given their different basic needs like food, shelter, amongst others notwithstanding the local community’s effort to accommodate them.

Another asylum seeker Obedgiu Omirambe while speaking to this publication says they moved through thick and thin to come to Uganda for rescue.

“We traveled through the night to get to Uganda, the chief has arrested many of us and  they are going through harsh treatments that side of Congo. You can’t expect me to go back when things are not right there”-Obedgiu says

One of the locals in Padea town council Oboko Lotha who is taking care of some of the asylum seekers says they can’t risk sending the victims any where since they are all Alur community.

“I’m taking care of over 20 people alone and the numbers keeps on increasing daily. Since we have notified our political leaders, we shall keep them because we are the same people with similar culture and tradition”.Oboko stressed.

This has added another fuel in the fire taking into account that, over 600 asylum seekers from Eastern DRC who crossed into Uganda between December last year and January this year are taking refuge along the boarder sub counties of Jangokoro, Aka, Kango, Zeu, Alangi, and Padea town council in Zombo district and are surviving on their own.

Talking to this publication about the incident, the accused  clan chief of Padea papinu David Wanican Ovon Malyamungu from DRC accused the victims who are taking refuge in Uganda of attacking his palace under the command of his brother.

“Those are the very people who combined efforts to burn my palace. They destroyed a lot of things here that’s why i contacted security and my local guards to hunt them down” Malyamungu claimed before revealing that a high end reconciliation talks has been held out of which he pardoned all his subjects.

“However we held a meeting with officials from Congo here to iron out the issue which is causing suffrage of some innocent people. I have forgiven them on condition that they come back to Congo and beg for forgiveness other wise what they did was wrong” Malyamungu said.

Nonetheless, the claim about reconciliation talks that wouldn’t be independently verified by this publication was pinpointed  by most asylum seekers in Uganda as a trap.

The LC 3  chairperson of Padea town council Melki Onyutha Orwothuwun has revealed to this publication that many people from DRC are taking refuge in his town council .

Onyutha added that the office of the Zombo district Resident District Commissioner has given the council a leeway to profile all the asylum seekers as high level talks are ongoing between Uganda and Congolese Authorities to resolve the issue amicably.

“We have many of them here in our villages. We call upon our people to take care of the refugees as we are planning to profile them on orders of the  RDC of Zombo district. They will go back after authorities in Uganda and DRC meet to forge their  peaceful hand over” Onyutha explained.

When a delegation from Teritoire De Mahagi in Ituri province DRC and Uganda from Zombo district had an emergency meeting in Zombo district early this month, the RDC of Zombo Rtd Lt col Pius Alitema and Claude Tumba Kalala the, deputy commissioner of Mahagi Territory agreed to work together for the peaceful co-existance of citizens between the two states most of whom share similar tradition and culture.

Recently, a clash between Ugandans and Congolese community along the boarder town of Padea and Abanga sub county in Zombo district over Territorial boundaries were also resolved by authorities in the district and Mahagi Territory at Acu cell Jupandidu ward Padea town council.

Rains Destroy 14 Bridges In Zombo District

ZOMBO: Pounding rains with strong winds have flooded rivers sweeping and breaking  away fourteen major bridges in Zombo district in west-Nile sub-region spiraling anxiety amongst the locals.

The hilly Zombo district which sits 1525 terrain elevation above sea level has major rivers like Nyagak, Ora, amongst others that cut across different parts of the District and have all  been filled to capacity as a result of heavy downpour.

Most of the affected major bridges and footbridges fall directly under the district and central government according to the Zombo district leadership and these include Ora bridge connecting Atyak and Kango sub counties, Nyagak Paa kiru bridge connecting Aka and Jangokoro Sub counties, Leda footbridge connecting Abanga and Jangokoro Sub counties.

Others include Fada bridge connecting Warr sub county and Zombo town council , Nyagak Paa okecha bridge connecting Athuma and Nyapea Sub County, Ora bridge connecting Kango and Alangi sub counties, Namthin footbridge connecting Zombo and Nebbi district, Adhi bridge connecting Atyak and Alangi sub counties amongst others.

The LCV chairperson of Zombo district James Oruna Oyullu notes that apart from the fourteen major bridges, other foot bridges and makeshift bridges in the district are in dire condition and may be swept away soon adding that the District is  financially incapacitated to work on the bridges currently.

“As I talk now, fourteen major bridges are all gone, other temporary bridges are also in dire situation, the crisis is all over the District but as the district we don’t have the budget for putting temporary bridges and the DDEG funds we give to Sub counties are not enough”- Oyullu noted

The LCV chairperson of zombo district James Oruna Oyullu sits on a temporary log he placed with community of Aka and Jangokoro Sub counties to help as an emergency.

The crisis comes at a time when the  ministry of works and transport has restricted local governments from constructing bridges using timber and concrete but instead rooting for concrete and steel Construction which is impossible for many local governments limited by insufficient funds.

The district councilor of Jangokoro sub county Arua David while speaking to this publication explains that Leda, which is their only major foot bridge that has been swept away has rendered helpless community who seek health services from Pakadha health center 3 in Abanga sub county.

“We are completely disconnected after Leda footbridge which was swept away, this footbridge was last constructed in 2004 when we were under greater Nebbi but since then it has been helping us a lot as people from either sub counties move in search of services like health , education, Market amongst others” Arua Said.

The dean of the association of LC3s in zombo district also the LC3 chairperson of Warr sub county James Cekecan appeals for immediate response saying Fada bridge, that connects Warr Sub county and Zombo town council plays a pivotal role for farmers and traders in the area.

“The condition of this bridge was initially bad, it’s now gone, farmers and businessmen can’t cross to either side, it’s a crisis that should be addressed  without time wasting” Cekecan Stressed.

The LC3 chairperson of Jangokoro sub county Charles Okecha says, people are disconnected in all directions citing example of swept away bridge of Nyagak Paa kiru that connects Aka and Jangokoro Sub county.

The Zombo district secretary of  finance planning and administration Mustafa Ongom said

“The district has allocated 1.4 billion Ugandan shillings representing 5% of the district budget for works and engineering department in the forthcoming financial year but still this will not be enough given the current condition we are undergoing”

As part of the immediate intervention, Some local leaders have mobilized locally 6.1 million from well-wishers from paidha and Nyapea Sub counties to construct Nyagak bridge which connects Nyapea and paidha town council and is a  stone throw  from Nyagak 1 power house that generate electricity to the whole west Nile sub-region.

The driving rain with hailstorms  that has been ravaging the sub-region has also  wreck havock on school buildings, homes, crops in gardens etc leaving hundreds totally disconnected and helpless in Zombo district.

Grabber With a Pistol Fails To Prove Ownership Of The Land After Evicting Residents

MUKONO: The evicted residents of Namulaba village, Dundu parish in Mukono district last week gained some hope after Mohamed Ssekweyama who evicted them failed to prove ownership of the land.

Ssekweyama evicted about 50 homes in 7 acre piece of land claiming he was the owner of the land and he wanted to make use of it something that prompted the poor residents to seek help from state house Anticorruption unit.

State house summoned Ssekweyama early this month to appear before Susan Abbo the presidential  private secretary on legal affairs. When Ssekweyama reached to house he could not give any single document to prove that the land his claiming was his.

This forced Ms Abbo to order Ssekweyama never to interfere with the land owners he evicted. Janet Alice Nansiri aged  86 years who’s one of the victims said she was almost developing ulcers adding that the directive from state house to their tormentor was a relief for them

“We have suffered from this man and whenever he comes he holds his pistol ordering his boys to destroy all our crops”-says Nanziri

Muhamed Ssekweyama however refused to pick up our repeated calls neither replying our SMS to his phone.

MOROTO: A section of elders and Youth in Karamoja have welcomed the deployment of the newly appointed 3rd division commander Major Gen. Don Williams Nabaasa and urged him to be a listening commander not to be an errant commander.

They also welcomed the transfer of Brig Gen.Joseph Balikudembe who was 3rd division commander for close to four years since 2019.

So far the region is registering some peace after the joint forces of UPDF and ASTU police made it hard for the rustlers to exist in the bushes

“Karamoja is part of Uganda which needs to be developed the same way other regions are developing but this can only be done if criminality stops”-says Busizoori

Brig. Busizori who has kept on preaching and urging Karamoja  parents to send their children to school in whatever gathering they go for peace says Karamoja is a rich region which riches can be achieved through education.

Traveling from Kampala to Moroto via Mbale, Bulambuli to Nakapiripirit is currently cut off after flash floods washed away Chepakunya bridge which is under construction by M/s Polat Yol Yapi Sanayi Ve Ticaret.

Travelers who left Amudat district on Sunday to Mbale are still trapped up on the road as the rains continued pounding the area. The floods have also destroyed hundreds of maize gardens in Ngenge sub county in Kween district.

Moses Lokut another traveler blamed the floods on the slow works by the contractor on the road saying they would have finished working on the major bridges by now. This website has learnt that most of the community access roads including those that DINU project injected billions on have been destroyed and many of them can’t be used.

This is not the first time heavy rains are causing floods in Karamoja, in every year whenever the rainy season comes, the region experiences heavy downfall that turn to be destructive.

When Karamoja region was full of cattle conflicts among the Karimojong ethnicity, thousands of people died including non Karimojongs and nobody ever wished to step in  Karamoja land and every body’s prayer was that peace be in Karamoja and the disarmament exercise in Karamoja has ushered in into Karamoja.

Although some criminal elements are still carrying out cattle theft but the situation is not as bad as it used to be where criminals could go as far as ambushing vehicles along the roads.

Since the government started disarming the Karimojongs in 2002, a total of 48,000 illegal guns have so far been collected from the hands of the Karimojong pastoralists and the disarmament operations still on going.

Before, Karimojongs didn’t know the value of land but they were on looking at cattle which have also gotten finished due to cattle rustling.

An acre of land in Moroto was being sold Shs13,000 to Shs30,000 in was in 2008 to 2010 but right now the piece of land in Karamoja is between Shs10m to 80million depending on the location.

The discovery of land importance in Karamoja after animals getting finished has caused death due to land struggles. Last week, four people were killed in Moroto municipality in a single day because of land conflicts.

The people who were killed are from the same family, one of the deceased was pregnant with twins with her mother and were killed using a spear at night and police is yet to arrest the killer.

Patrick Lote, one of the elders in Moroto district urged the ministry of lands to take up the task to sensitize the community in Karamoja on the best way to manage land. He further said many people are likely to die due to land wrangle if nothing  is done.

“The Karimojongs have known the value of land and that’s why you find out that those who sell there’s and the buyer delays to develop it, they again secretly go and sell it to another person and this causes conflicts”-Lote says.

Timothy Akorio another elder says the Karimojongs thought riches were only from the cows now they have opened up their eyes realizing that land was more important when the few Karimojong elites have already taken over the land.

“Many people are likely to die due to land conflicts if something is not done because everyone is now struggling to secure a piece of land”- he said.

According to Akorio even the land that the community in Karamoja had regarded as communal land grazing has been secretly surveyed by few elites in Karamoja and that the region was sitting on time bomb.

Labour Day for who? Ugandan workers today are far more abused than they were 60 years ago. If they were treated as slaves then they are far more treated as such today.

They have not had a minimum wage almost as long as President Tibuhaburwa Museveni has been in power. They are just a labour reserve, to be hired and fired, or else facing the reality of decreasing opportunity for meaningful employment, however educated and skilled, or however healthy enough to be employed.

The youthful segment of the Uganda population is instead being exported to slave markets, particularly in the Middle East where slave traders operated for centuries, trading the black man as a commodity between themselves and other human races, especially the Caucasians. The youth have been told by the Uganda government that they are getting employment; not that they are modern slaves to the age-old slavers.

The question now is: what are Ugandan labourers celebrating today, May 1? What are the modern slaves in the Middle East celebrating? What are the exploited labourers locally celebrating?

Apparently, it is the politicians who have turned themselves into the most lucrative labourers, and who pay themselves highly for no production that will celebrate most. Today they will lead the exploited Ugandan labourers to celebrate an increasingly meaningless Labour Day.

This year’s Labour Day comes when what used to be called labour unions are a shadow of their glorious past. They have been integrated in the movement politics of the ruling party and are no longer relevant to the poorly remunerated member labourers.

The same is true of labourers who used to organise themselves, and still organise as Associations. These too have been so politically penetrated that they too are no longer relevant to their members. Their leaders serve the political status quo, not the public interest for which they were set up.

This problem of irrelevance is most detectable among the Associations of knowledge workers at our more than 50 universities. They no longer spend time and energy organising to improve the quality of life of the members but to agonise, or else please the status quo by not contradicting it.

Besides, the regime in power will not allow the labouring members to demonstrate peacefully to express their dissatisfaction with their condition, and the I don’t care attitude of power.

If there has been deterioration of human mind, spirit and body, and if there is mismatch between these, it is among the labourers of Uganda. Despite the mismatch the labourers are everyday told by the non-productive politicians to produce.

It is not like before when labourers on the farm, in school, in University, and in factory, would be inspired by an announcement in the increase of the prices of crops, or in wages and salaries. It is just speeches of the politicians, which are increasingly like disorganised music.

All the same , let me appeal to my countrymen and countrywomen to reflect on what went wrong and why, and begin thinking about a new trajectory to the future, delinked from the greed and selfishness of politicians who will continue to exacerbate their greed and selfishness by diverting resources, goods and services to their personal gain and satisfaction.

They are so mired in their greed and selfishness that they are turning the country into a closed society in which an increasingly diminished labour force is sustaining an increasingly consumptive, unlabouring population, dominated by a small greedy and selfish political elite.

This political elite has captured everything conceivable for itself and no longer cares about what befalls the country so long as they have all the money, all the natural resources, all the opportunities, and all the future. They seem to be unbothered about what is happening to the once secure, peaceful and progressive Sudan where Labour Day will be marked by blood and tears.

The summons were directed to Mohamed Ssekweyama Mugwanyama by state house was after this website published an article about the plight of evicted families by Mugwanyama claiming he wanted to use his land.

According to the state house summons letters signed by Susan Abo the Presidential private secretary on legal affairs seen by this website, Mugwanyama is supposed to face the state house team on 2nd of May 2023 for questioning.

The summon letter further asks Mugwanyama to prove beyond doubts that the land measuring up to 7 acres he evicted people from was really his own.

Janet Alice Nansiri aged  86 years who’s one of the victims said summoning Mugwanya the grabber of their land was a milestone that will make them reclaim their land. She says they have also been invited to the state house on the same date.

“We have suffered, all our crops have been destroyed, houses demolished by Mugwanyama yet that land belongs to my parents who  lived in it for 100 years”-she says.

Wilson Kiggwe another complaint told this website that Ssekweyama has so far used the chemical to spray their remaining crops and that now the crops have all dried up.

“This land grabber is threatening us with his pistol and he’s working with police and other security officers in the district to harass us”-Kigwe revealed

Several attempts to get a comment from Muhamed Ssekweyama were futile as he could not pick up our repeated calls. However in the first story this website published he said the land belongs to him adding that that he bought it from Robert Ndide.

Robert Mukasa another resident claims Ssekweyama uses money to bribe people including some journalists to be on his side.

NAMISI BRUNO IGNATIUS: Resist From Blackmailing Young People For Their Diplomatic Relation

The Parliamentary session of 19th April 2023 was mainly about Uganda’s diplomatic relations, during the time I followed up proceedings on the media. Speaker after speaker underpinned the importance of Uganda’s relationship with other countries, especially our trade partners.

There were calls to improve on the infrastructure of Uganda’s diplomatic missions, as well as enhancement of capacity for all staff serving at such Embassies and consulates. Legislators across the political divide called for facilitating the welfare of Ugandan staff across the board.

They also proposed for appointment of Economists, trade experts, as well as specifically trained diplomats to represent Uganda, while armed with statistics and information regarding the country they represent. The argument is that this will help them not seem lost, whenever they hold diplomatic engagements.

Furthermore, as I concentrated on this debate at Parliament, a message popped on my Twitter updating us on the proceedings of an event that was being held in the far West of Uganda.

This event, dubbed “Rukundo Egumeho”, is spearheaded by supporters of Muhoozi Kainerugaba, with the main intention of promoting good relations between Uganda and Rwanda. I love peace and good relations, and, I therefore applaud this team for driving this.

However, taking a closer look at the pictures that came through, I saw two individuals who have always abused Bobi Wine for being a beggar and a promoter of homosexuality, attending this function.

They have insinuated that Bobi Wine’s continued relationship with other countries is a clear indicator that he promotes the aforementioned vice. I wondered whether these people have taken Bobi Wine’s path!

Relatedly, I am one of the leaders of an Alumni association called the Young African Leadership Initiative-a signature program started up by the ex-president of the United States of America, Barack Obama, with trainings undertaken at the regional level.

During my engagements, I have heard some people express fear about these programs as being grounds for nurturing opposition leaders, without understanding what the mandate of our organization is. I laugh it off because I personally know how diverse this group is, with each and every one respecting another’s political views.

We are happy to say that we are one group that can host members of different political groups in one room, to unite on professional grounds, than to be divisive. All these members have cultivated very good relationships with some of Uganda’s diplomatic allies. I also need to remind everyone that Uganda’s budget still requires about 48% from those development partners, most of whom are foreign.

I therefore call upon everyone to desist from the habit of blackmailing the young generation that is trying to build diplomatic relationships with other countries. We must appreciate the importance of partnerships, as well as stop being pessimistic about all diplomatic relations as being a door to breeding opposition leaders.
