JUST IN: UPDF Releases Statement On Al-Shabaab Attack On Its Soldiers In Somalia

Yesterday the terrorist group Al-Shabaab ran over an African Transition Mission in Somalia (ATMIS) base in Buulo Mareer which is located 120km south west of Mogadishu using Vehicle Borne Improvised Explosive Devices and suicide bombers.

The sad news is that this base located in the lower Shabelle region is manned by Uganda People’s Defense forces (UPDF). The army back in Uganda indeed acknowledged the attack at said it’s in touch with ATMIs headquarters for more details.

The army has now a statement regarding the attack and has condemned the attack and said this won’t deter it’s commitment to ATMIS mandate of ensuring African peace and stability.

“UPDF condemns the attack on her gallant soldiers by Al-Shabaab terrorists, none the less, this will not deter our commitment to ATMIS mandate of ensuring African Peace and stability”- reads part of the UPDF statement

The army further says that a team under the leadership of the Land forces commander lt Gen Kayanja Muhanja has been sent to Somalia on a fact finding mission to ascertain the circumstances under which the attack happened.

Meanwhile, Ugandans who have their sons and daughters serving under UPDF in Somalia are in panic and awaiting to know if their relatives are safe but we believe the force is still collecting information and the right answers for those waiting to know.

The terrorists yesterday released information that they captured and injured several soldiers and killed some, they said 137 but we can not verify this until the UPDF and ATMIS comes up with the official and verified number of causalities.

Al-Shabaab have also released photos of UPDF soldiers under their captivity but we couldn’t publish them here.

The militants have attacked and killed Ugandan soldiers in previous attacks the most recent one being in 2015 in Janaale in the south eastern lower Shabelle region of Somalia, about 90 kilometers from the capital Mogadishu.

Uganda over the years has sent soldiers to fight in peace keeping missions in South Sudan, DR Congo, Central African Republic and soon sending troops in Mozambique to fight terrorists.

Fatal Accident at Kayunga Road Junction along Acacia Avenue

“The Police at Kira road are investigating a fatal accident that occurred earlier today at Kayunga Road Junction along Acacia Avenue. The incident involved multiple vehicles and resulted in the loss of innocent lives.
It is alleged that at approximately 01:26 hours, a black Mercedes-Benz with registration number UBL 189R, driven by Mr. Kimera Faziru of Buwate, was traveling at high speed from the Acacia side. Unfortunately, Mr. Faziru lost control of the vehicle upon reaching the Kayunga junction.
The vehicle collided with the road barriers, striking three street children who had sought shelter there. The Mercedes-Benz then continued its trajectory and collided with a white Toyota Mark X, registration number UBF 788K, which was approaching from the Mulago side. Immediate action was taken in response to the incident.
The injured victims were immediately rushed to Mulago Hospital, where unfortunately, two of the pedestrians succumbed to their injuries. Both vehicles involved in the accident have been impounded at Kira Road Police Station pending further inspection by the Inspectorate of Vehicles.
Furthermore, all drivers involved in the accident were promptly transported to nearby hospitals for medical treatment. Our thoughts and condolences go out to the families and friends who have lost their loved ones in this tragic incident. The Uganda Police Force is committed to conducting a thorough investigation into the circumstances surrounding this accident.
We urge all road users to exercise caution and adhere to speed limits and traffic regulations. Safety on our roads is of paramount importance, and we must all play our part in ensuring a secure environment for everyone. We will provide updates on the progress of the investigation as they become available.

OWEYEGHA-AFUNADUULA: Uganda: From Perishable Degrees To Top Alcohol Consuming Country

A Facebook friend says Uganda qualifies for the World Guinness Book of Records, 2024; that she has become the first country since the Medieval Era to award perishable academic degrees.

Anyway, there was a time during the the times of the philosophers when degrees were not necessary to produce knowledge. Now I understand Uganda has also made it to the Guinness Book of Records as 5he topmost consumer of alcohol in the world.

Is it true? If this is true, why doesn’t Government strategise to combat alcolism before it invests more public money in the much hyped Parish Development Model? It is possible earlier such schemes aimed at fighting poverty without targeting whole communities but individuals such as Myooga and Bonna Baggagawale failed because of alcoholism.

Many who benefitted from the money bonanzas involved may have diverted easy for money into satisfying the urge to drink alcohol. A country where reportedly on the average each individual drinks 12 litres of alcohol annually, people allocate considerably far less time to production and far more time on drinking and consumption of all type and manner.

This to a large extent explains why Uganda has little to offer on world markets for sale and why Government has made Uganda a topmost borrowing country globally and domestically to make the country’s ends meet.

Unfortunately the country has become trapped in a debt web it is unlikely to extricate itself well into the future if government continually fails to create policies to spur production and engage most able-bodied people in productive employment.

Instead, Government is encouraging grabbing of traditional land, where agricultural production made Uganda a dynamic economy in the past, by people who were not in the past land based but grass and cow based and who are just learning to settle and cultivate the land.

Government is exacerbating the consumption culture by popularising money bonanzas as the preferred strategy of fighting poverty in Uganda. However, those who are lucky to get the easy-gotten money are spending it the way they see best for them: consuming alcohol, marrying additional women or generally engaging in social activities to make themselves happy.

Without paying attention to alternative ways of fighting poverty that involve whole communities Government has for years has moved from one failed money bonanza to another without learning from the mistake of giving money to individuals instead of creating an environment of possibilities, opportunities and hard work.

It is wrong to maintain that such a country is a happy one simply because ita people excessively engage in alcohol consumption and in pursuing other non-productive ventures, such consumption of illicit drugs.

Such a country is a sad one. The sadness of Ugandans and their country is due to many interacting factors, including: poverty, alcoholism, imposed leadership and choices, numerous denials, politicomilitarism, militipolitics, ethnic politicisation, political ethnicisation, Apartheid-like governance, depreciated health care, corruption, an anti-people, pro status quo National Budget, modern slavery, violence, refugees and former refugees, hereditary politics, inequity, various injustices, individualisation of national resources, mushrooming national debt, multiple taxation, overconsumption, ecological decay and collapse, environmental degradation, climate change. Numerous insecurities (including physical, academic, intellectual, cultural, economic, ecological, moral, etc), diminishing pluralistic society, nepotism, bad governance, and an education system in crisis, to name but a few.

Let me focus on education. It has become increasingly clear that Uganda’s education enterprise is a one in crisis. It is important that Government addresses the University curriculum issue.

Knowledge is changing so fast to become integrated and integrative, with knowledge producers tending to be integrating and integrative in their production of knowledge, but in Uganda in particular and Africa in general, we overwhelmingly produce, transmit and acquire knowledge disciplinarily as if we are still in the 20th Century.

Elsewhere, the approach to education in Universities has transformed to be integrated and integrative, with more integrating and integrative scholars. Education has thus become interdisciplinary, transdisciplinary, cross-disciplinary and non-disciplinary. Interdisciplinary, transdisciplinary, cross-disciplinary and non-disciplinary professors now abound.

At our universities, disciplinary, or else multidiciplinary professors continue to predominate. They continue to produce students as if they are all going to become little professors. They continue to produce for us graduates we do not need.

When we task them to provide solutions to our problems, there solutions be one the new problems because they provide disciplinary solutions that cannot be reconciled. It is worse when wicked problems are concerned (i.e problems that do not lend easily to disciplinary analysis and solutions such as environment and climate change.

Our Universities must change with the times or perish. We need to assign the slow professors and other academics (i.e those who want to stick to disciplinary and multidisciplinary knowledge production and transmission) to the past, because they do not want to keep peace with the era of new knowledge production.

New knowledge production implies new kinds of scholars and graduates in a changing knowledge environment more welcoming to change in the education enterprise.

In conclusion, Uganda is a country in multipronged crisis requiring openness to alternatives in approaches in terms of policy and action. Thinking and rethinking must be taken seriously.

Every effort must be made to reduce dependency syndrome, which is disabling us in a difficult fast changing Century driven by information and communication and ever threatened by arms race and militarism.

It necessary to encourage academics in both public and private universities to study:
1. The Influence of the disciplinary University Curriculum on the Acceptability of Uganda Degrees.
2. The relationship between Money Bonanzas and alcohol consumption in Uganda.
3. To review University curricula more regularly in accordance with current trends in new production of knowledge and a new graduate.

Barcelona Considering Six Names To Replace Busquets

With Sergio Busquets set to bid goodbye to FC Barcelona in a little over a month, the club are hard at work to find a suitable replacement for the 34-year-old veteran.

Busquets’ current contract with the Catalan giants expires on June 30 and he has confirmed that he will be leaving when it does. A decision on his next club is yet to be made, although Saudi Arabia appears to be the most likely destination.

Busquets’ departure is set to leave a gaping hole in the middle of the park at Barcelona. Despite being 34, the midfielder was a key element of Xavi Hernandez’s setup and it will be difficult for the club to find a like-for-like replacement.

Arteta Congratulates Pep After Clinching Premier League Title

Mikel Arteta said he called Pep Guardiola to congratulate him on winning the title after Arsenal’s loss to Nottingham Forest handed the Premier League crown to Manchester City last weekend.

The 1-0 defeat meant City were able to lift the trophy at the Etihad in front of their fans on Sunday after a 1-0 win over Chelsea. Arsenal led the way for most of the season before several slip-ups in the run-in – as well as the 4-1 loss to City – allowed the Blues to make up the ground.

There was no wallowing from former City assistant Arteta, though, who contacted his close friend to praise him for his achievement.

Speaking to Sky Sports, he said regarding Guardiola: “I called him to congratulate him and the staff because people may think things that happen are granted for them.

“They have to work so hard and all the hours they put in, how much they suffer and how much they have to think and think… and try to always promote that winning mentality that they are doing.

“Then at the end, you have to say congratulations, this is sport. He’s a really good friend of mine. I not only respect him but I admire him as a person, as a professional.

“So when you are in reach, you have to take all of the positive things that we’ve done in the season and how far we’ve come, and some (lessons) for sure to be better.

Arteta revealed he did watch City’s trophy lift – something he himself had done during his final season at the Etihad. He pinpointed Arsenal’s “mistakes” made during the run-in but noted the difference in consistency between both Arsenal and City.

Uganda: In the1950s and early 1960s, Makerere University College, Teacher Training Colleges and Secondary Schools were mainly manned by White people. Even some primary Schools were in the hands of Whites. Inspection and supervision of educational institutions were in the hands of Whites too. The Whites were the ones who had degrees.

Today, the Uganda Government is demanding that all teachers in Secondary and Primary Schools must be university graduates. However, in the poorer regions of Uganda the numbers of university graduates are falling meteorically.

Extremely few young people are accessing university education because their parents or guardians cannot pay for their education, thanks to rising financial impoverishment. Besides, extremely few young people in the poorer regions are accessing the much-hyped loans to finance their university education.

What is more , those young people from the poorer regions that graduate cannot get meaningful employment in both the public private sectors of the economy. They are supersonically ending up in the informal sector , or as modern slaves abroad, particularly in the Middle East.

With this reality ever evolving and revolving, we are moving in the reverse direction when teachers and lecturers were foreigners (White colonialists). The teachers and lecturers will not be whites . May be some will be Indians or Chinese. The overwhelming majority of teachers and lecturers will be people from Western Uganda.

They will be the ones predominantly with degrees because education today favours them. The education sector is predominantly in their hands. They have the power to decide what kind of education our children receive, who gets the scholarship, who gets the loan, and who enters Makerere University and other State Universities, or goes to a prestigious University abroad.

In the past it was the British colonialists who decided who entered Makerere university College or went abroad to prestigious Universities. For example, when Apollo Milton Obote and Abu Kakyaama Mayanja, both extremely bright students, led a strike at the colonial Makerere University College, the colonialists decided to deny Obote further education but sent Mayanja to Cambridge University for his law degree.

They punished Obote harshly. They had the power of decision as to what to do to the two young men. However, the young men met again and worked together to advance their political careers.

They worked together in the Uganda National Congress (UNC), and broke away together from the mainstream UNC leadership, resulting in the formation of Uganda Peoples Congress (UPC). They also worked together in building the UPC/Kabaka Yekka marriage of convenience to prevent Benedecto Kiwanuka forming the Independence and post-Independence Government of Uganda.

If education was hegemonic in the colonial times, and a vehicle for building white supremacy in Uganda, this time round education will be directed towards building the hegemony of a small group of people from Western Uganda.

If you think, believe and are convinced I am wrong don’t hesitate to tell me. We can debate it. Remember public public physical debates of the type government encouraged in the early years of Movement rule are no longer possible. We can only debate in virtual space.

In Uganda, whenever it rains in the city in the areas of Kisenyi and Bwaise, among other places, city dwellers get worried because these rains come with a lot of force, making it’s way in houses, roads and sometimes sweep even people in the trenches.

Sad news coming in indicate that landslides have swept several villages in Buluganya sub county in Bulambuli district in the Mountain Elgon region.

Efforts are underway to save those who are trapped as houses were swept by the landslides.

According to recue teams already in the area, seven people have so far been confirmed dead and the number is most likely going to raise.

Uganda Red Cross and police have activated the rescue operations.

It’s not the first time landslides are ravaging and causing havoc to Ugandans especially those living near mountainous areas of Kasese, Kabale, Buduuda, Mbale, Bulambuli among other places where rivers flowing from mountains burst their banks and end up sweeping people.

These happens year in, year out and people lose lives, property is destroyed.

VIDEO: Pilgrims Headed For Namugongo Cross Temporary Katonga Bridge

The Uganda National Roads Authority has set up a temporary pedestrian bridge at River Katonga to ensure safe passage for pilgrims.

Allan Ssempebwa, the UNRA media relations manager said the temporary provision is strictly for pilgrims from Masaka to Kampala.

He says the pedestrian crossing will also be available on their return journey after Martyrs Day celebrations on June 3.

“Our team on site has set up a temporary pedestrian crossing at Katonga ensuring safe passage for pilgrims. The provision is to ONLY pilgrims, i.e heading from Masaka direction to Kampala & will be available on their return journey after Martyrs Day.” he said

The first set of pilgrims on Thursday morning safely and successfully crossed Katonga bridge using the temporary pedestrian crossing.

Pilgrims from western Uganda districts have since been left stranded in Kalungu following the collapse of River Katonga bridge on the Kampala-Masaka highway.

UNRA Contracted a Chinese company [CCCC] to work on emergency restoration works at Katonga which is estimated to be complete between 2-3 weeks from commencement of works.

The works involve building gabion walls and embankments at the damaged bridge approach and installing guard rails to ensure safe traffic passage in the meantime.

Houses Passes New Law To Protect Casual Workers

Parliament has passed the Employment Amendment Bill 2022 that will see casual labourers who have served for six continuous months deemed to have a valid contract.

Legislators however, rejected the proposal that would have seen maternity leave increased from 60 to 90 days.

The bill was passed on Wednesday, 24 May 2023 at a sitting chaired by Deputy Speaker, Thomas Tayebwa.

The drafters of the bill had proposed that if one hires a casual laborer for continuous 6 months, the employer should enter into contract with the casual worker if he so wishes to redeploy him or her, and should provide employment benefits.

This according to workers’ representatives was devised to protect casual workers who they said are manipulated by employers, paying them less than the agreed upon wages.
“We have been fighting casualization to the level of International Labour Organization; shall we fold our arms when our people are being mistreated? We are saying that if somebody has worked for you for six months and you still need him or her, employ them,” said Workers Representative, Hon. Charles Bakkabulindi.

Workers Member of Parliament, Hon. Margret Rwabushaija said that factories are now using third parties to hire casual labourers which she said leads to exploitation.

She added that casual labour is also prevalent among health workers and teachers saying that this calls for a legislation to protect their rights.

The Minister of State for Industry, Hon. David Bahati said that the proposal to restrain one from employing a casual laborer for more than six months, will cause challenges in implementation.
“This will push away some investment in terms of prediction that it will be costly,” Bahati said.

The Minister for Gender Labour and Social Development, Hon. Betty Amongi said employers are flouting the provision in the labour regulations, which require them to offer contracts to casual workers after four months of employment.
“Employers have been failing to comply and many workers have run to the Constitutional Court. The ruling of the court has been that this provision is inferior, that it is not provided under any law,” said Amongi.
The House also vetoed the provision to grant a mother who has given birth to more than one child, 90 days of maternity.

The Attorney General, Hon. Kiryowa Kiwanuka advised that 90 working days will discourage employers having to pay wages to someone out of duty for that long.
“We should be mindful of the burden we are placing on the employer.  90 working days translates into 122 days off duty; you are telling the employer that this person will be out of work for a quarter of the year and that you have to continue paying them their full wage,” said Kiryowa Kiwanuka.

The provision for licensing of recruitment agencies was also a matter of contention as legislators observed that the law invests much power in the Minister in charge of Gender, Labour and Social Development.

The bill provides that the minister shall provide for the procedure for obtaining a license, the governance and general operations of recruitment agencies and the fees payable.

MPs said there is need for a mechanism to control the minister from abusing such powers.
“This is an avenue for corruption; we have given the minister too much power.  There must be a stand-alone provision for appeal against the minister by the aggrieved party,” said Hon. Wilfred Niwagaba, the Shadow Attorney General.

Dokolo District Woman MP, Hon. Cecilia Ogwal said that since ministers serve in a political office, it is unwise to accord them such powers saying they are likely to frustrate recruitment agencies and workers with dissenting political opinion.

Tayebwa Orders NCHE on What To Do With Expired Course Amidst Rage

PARLIAMENT — Deputy Speaker Thomas Tayebwa has blamed the current expired courses crisis on misuse of strong words and directed National Council for Higher Education to declassify ‘expired’ courses as “under review”.

While presiding over plenary on Wednesday, 24 May 2023, the Deputy Speaker also challenged the Ministry of Education and Sports on its programme accreditation and review policy.

“Sometimes we love using string words without knowing the impact they can have. Why use the word expired? Hon. Muyingo you need to write to the National Council for Higher Education so that these programs are marked as programs under review.” The Deputy Speaker ordered— noting that the word expired is being used unnecessarily.

“When you say a bachelor’s degree’s curriculum is reviewed every after five years, when you have a course like medicine, which takes five years, it means by the time a student is graduating the curriculum has expired or is expiring,” he said, adding that: This is not tenable. Why are you causing a national crisis?”

This follows media reports on ‘expired’ academic programmes.

At least 1,470 programmes have expired over the last five years, according to statistics obtained from the NCHE.

The list of affected universities and other tertiary institutions includes both public and private academic institutions, but the biggest universities are the worst hit.

The affected programmes include both graduate and undergraduate courses, and the expiration period differs according to the academic institutions.

Presenting a statement on the validity of accredited academic programmes offered by NCHE, the State Minister for Higher Education, John Chrysestom Muyingo said the ‘Expiry’ of accreditation, as reflected on the NCHE website, means that the programme needs re-assessment to establish whether the key aspects upon which accreditation was granted are still in place.

“Institutions with programmes requiring reassessment have been urged to submit them for reassessment as soon as possible, in any case by 30th November 2023,” he said.

Dr. Muyingo assured that public that the qualification of graduates on programmes that have received prior accreditation, in accordance with NCHE minimum standards and regulations, by NCHE are valid.

“In the process of programme review, some Higher Education Institutions have found it necessary to delete from offer, merge, and/or improve the existing accredited programmes. The changes ought to be communicated to the NCHE for appropriate update of the programme database at NCHE,” he said.

The qualifications awarded by Higher Education Institutions in Uganda are highly regarded both at home and abroad. Graduates from these institutions continue to receive international admissions, recognition and acclaim,” he said, disassociating the ministry from all media reports on alleged expired programmes.

“This is so as to avoid circulation of fake information that could alarm the public. We, therefore, call upon the public to seek the right information from the National Council for Higher Education to allay any anxiety on the validity of programmes.”

The Attorney General, Kiryowa Kiwanuka called for calm—saying all courses are valid.

“The country needs to remain calm, there is no law that provides for expiry of courses. The courses are still valid. It was just a bad choice of word,” AG Kiwanuka said.

The Kiboga District Woman MP faulted NCHE and university managers for failing to do their part.

“These Universities in question advertise for enrollment, get tuition, teach students and even publish in the graduation list when you know the course is already expired. I put much blame on the responsible officers in universities,” Hon. Kaaya said.

Bigiri Municipality MP Asuman Basalirwa said that once a program has been accredited and the university has a charter, the idea of periodical reassessment in his view becomes superfluous.
