ASTU Police Breaks Through a Chain Of Teso, Karamoja Commercial Cattle Theft

KARAMOJA: When cattle rustling intensified  in Karamoja in the last three year’s, it gave President  Museveni a serious headache with  many political leaders in the region blaming the UPDF force which was the only force deployed to stop the raiding.

Yes the force  could try to engage the Karimojong warriors carrying out the act but there was one single room which UPDF could not detect is the movement of cattle stolen. These rustlers had developed a serious collaboration with traders from Teso, Sebei, Bugisu and Acholi region where by these traders enter in Karamoja and load cattle at ungazetted zones that were not cattle markets.

To make things worse, most district veterinary officials were part of the criminal racket who also shamelessly issued fake movement permits to the traders even when they knew that the cattle was stolen. The UPDF could not pay much attention to check on these movement of cattle, because they were taken up by physical engaging of raiders at the kraals where they could go and steal.

But through various consultations, in his presidential state lodge in Morulinga in Napak district,  president Museveni discovered that there was a security gap which needed  more man power to deal with the vice. President Museveni having gone through his lens quickly directed for the deployment of Anti Stock Theft Unit force, one of the force in Police which is responsible of dealing with animals thefts.

More than 4,000 ATSU personnel were deployed in Ksramoja and they are still in Karamoja.

When the personnel were deployed in the region, before they formed joint operations with UPDF, the commandant of the force Senior commissioner of Police Erias Kasirabo started traversing the entire region of about 15 districts boarding Karamoja and also discovered the tactics how the animals from Karamoja get out.

He quickly removed all the ASTU personnels who were deployed in other parts of the country and took them to Karamoja, deployed them in the strategic areas including mounting heavy  checkpoints to verify the how genuine are the animals being transported out of Karamoja.

Kasirabo with the team of police led by Regional police commanders of Kidepo region and Mt Moroto region both located in Karamoja discovered that despite the presence of road blocks, but still the animals were still being sold and moved at night even when the animals law does not permit any movement of animals at night.

Kasirabo, summoned all the sector commanders of ASTU for the round table discussion, this discussion also involved the UPDF commanders and come up with the resolution of getting to know the rightful established cattle markets in Karamoja, but surprisingly the force was shocked to learn that the official establish cattle markets were not being used for trading the animals instead the raiders and cattle traders had established their own illegal  markets where they sell quickly the stolen animals, making it hard for the UPDF tracking animals to recover them.

So what did Mr.Kasirabo do with his team on this was  to shut down all these illegal markets and also block all the routes and allow only one single route for traders to use while transporting animals  out of Karamoja.

The traders who buy animals from south Karamoja, that’s Amudat, Nabilatuk and Nakapiripirit have to pass through Moroto where the animals are verified thoroughly before they are allowed to cross to Teso. The ASTU manning the check points checks whether the animals being transported are really have no problem or they are sold genuinely.

Same to traders, who buy animals from Kotido use the same rout.

At first no body would believe that, the ASTU personnel will get rid of this criminal stealing and transporting of these animal’s but now the pleasing results are openly seen.

This publication has learnt that, cattle rustlers and their illegal traders have lost the battle of stealing and transporting the animals quickly outside Karamoja, however this publication noted that although there’s still small pockets of cattle theft going on, but these animals are being kept in the  bushes within Karamoja where the joint forces of Army and ASTU rush to recover them quickly.

Mr.Kasirabo, told this publication that the Karimojong should just accept to stay in peace adding that the interest of ASTU in Karamoja is to ensure that Karamoja is free from cattle raiding.

“Where here to ensure that this part of the country is peaceful nothing else”-he said.

Brig.  Felix Busizoori the deputy 3rd commander said the problem affecting Karamoja affects the entire country and urged the political leaders, religious leaders and other stake holders to join the forces to end criminality in Karamoja.

Mr. Francis Chemusto, the Mt Moroto regional police commander said they have embarked on community sensitization the dangers of being a criminal. With now the deployment of Major Gen. Don William Nabasa who has, the  effort has been boosted and the region is registering some relative peace.

Over 40 Zombo Groups To Benefit From Shs315 Million Youth Livelihood Program

45 youth groups from the 14 sub-counties and town councils of Zombo district are set to benefit from the 315 million shillings Youth livelihood program fund allotted for the different sub-counties and town councils depending on the number of young people .

This affirmative action of the government was hatched to empower the young people by engaging them in agribusinesses as an alternative solution to curb the high unemployment rates among the young people.

During a training session for the targeted beneficiaries in the district ,Mr. Jacan Amos ,Youth chairperson of Zombo district pinned previous poor performance of the youth livelihood program to inadequate sensitization of beneficiaries on priority enterprises and financial literacy,” the training Will help the youth acquire different managerial skills so that when the money comes it’s put to good use, out of the 315 million shillings 14 sub-counties received with only one subcounty missing”-Amos said during the training.

Mr. Onim Byron ,Youth chairperson of Abanga subcounty revealed that non of his young people from Abanga benefited from the youth livelihood program because they were denied timely information, mobilization of youth groups became hard and processes of filling forms turned lengthy .

A comparative study on impact of the youth livelihood program fund in Madi -Okollo district presented similar underlying conditions of inadequate sensitization and poor recovery mechanisms derailing the intended objectives of the project with the district disbursement standing at about 37 million shillings channeled to the only 5 youth groups.

Mr.Lematia William ,youth Chairperson of Madi-Okollo district said the district has only Five groups to benefit from the youth livelihood program fund for the district and attributed the meagre disbursement to merger of the two constituencies of upper and lower Madi to form Madi-Okollo district curved from Arua district.

The program that started in the year 2013 with an initial budget of 265 billion shillings that was prematurely halted in 2021 ,has again been revitalized in order to harness social economic potential , increase self employment and income levels of young people with Zombo district having 1,089 beneficiaries by 2021.

Acres Of Crops Destroyed As River Nyangak Floods In Zombo District

Farmers practicing different forms of agriculture along the banks of River Nyagak in Akaa and Jangokoro sub-counties in Zombo district are counting losses after heavy downpours of 2nd august 2023 resulted into flooding of River Nyagak accompanied by cyclones and washed off the Nyagak paa -kiru bridge that connects the sub-counties of Akaa and Jangokoro cutting off connectivity between the two communities not only limited to that but also ravaged crops such as maize, cassava and sugar canes on acreages of land in close proximity to the river banks hence looming food insecurity for the affected communities.

The aid deserving community members expressed anxiety about similar ravaging effects of the floods along the banks of river Nyagak that stretches as far as Wadelai in madi-Okollo district amidst the appeal for adaptive measures to counter such natural calamities.

According to the narrative of eye witness only identified as Mr. Emmanuel , “the washed bridge was in the pipeline for rehabilitation works by the community members but now it’s washed away and the river bank erosion and the cyclone has created a gap of about 200 meters now filled with water”

Mr. Oyullu James , LC5 chairperson of Zombo district, swiftly on a social media platform tasked the technical staffs to follow up and report the incident,” I am still traveling back to Zombo but I have informed our technical staff to follow up and immediately report to the DDMC ” said Oyullu on Zombo Mwa ,a social media platform.

At the inception of school trips, the idea was for pupils to learn and get some exposure. Today it is becoming good business for schools. Perhaps an additional income generation activity as they become travel agencies of their own and are ready to bill students for overseas trips and even place exorbitant price tags to local trips.

This comes at a time schools want to charge parents fees up to even 5 million Uganda shillings a term.

Meanwhile the economy remains a place, placed on the prayer altar for intercession, as parents struggle to get money to manage utilities, fees and now trips.

Laws That Were Removed And Gave Life To Toxic Behavior In Uganda

Laws are created as deterrent measures to curb crime, misconduct and injustice. Every country institutes these laws by the constitution, penal codes and statutory instruments. As Ugandans slumber into an unruly environment, unscrupulous characters have utilised this period in time to wipe out some of the laws that would render society sane.

It is well known that in 2019 the fallen Pastor Bugingo of House of Prayers Ministry had the law on parents paying fees for children tampered with when he was sued for refusing to pay school fees. In the ruling it was pointed out that children 18 years and above were adults and therefore were not eligible to parental support. This law never took into account that the Ugandan education system can retain a child for 20 years or so before graduating them.

The same fallen Pastor tampered with the law against bigamy by lying under oath and further mocking it by allowing his illegal wife to take on his name’s. This set a bad precedence for stray husband’s who wanted to take advantage of the existing status quo.

In the case of MC Casmir an NBS TV presenter being caught committing adultery in 2021. It was ruled that adultery was not a crime and has trended as such. This allows for open marriages to prevail in Uganda amidst the ever growing HIV/Aids rates and child neglect cases.

Other laws that have been overhauled and cause a store are around governance in the country. Removal of deterrent measures only means Ugandans have to embrace the rot and all it’s consequences.

Sadly under all those circumstances church authorities, national level elders and the Ministry of Ethics as well as Parliament remain silent, as moral decadence prevails. One would wonder why?

Retaining Corrupt Public Servants In Service Making Corruption Feel At Home

Joel Senyonyi started with a blast when he lay the quakes on air Uganda. Betty Kamya looked poised for applause as IGG came to life and scandals began to be uncovered. But when nothing happens after the verdict. It’s like dancing with the joker who makes bad jokes on everyone and imagines they are funny.

Ugandan continue to wonder whether Jennifer Bamuturaki was even guilty in the first place or she would not be still riding her horse.

The OPM And Ministry of Science and Technology Covid soap opera is not out of mind yet out of sight. And the Ministry of Karamoja Affairs bump created heckles and nothing more.

NSSF, Ministry of Trade and Cooperatives. And more scandals. Committed by red blooded, toilet flushing people, but with no deterrent reprimand to ensure it never happens again.

In all these incidents the corrupt remain paid by taxpayers money and even awaiting their next promotion or designation in public service. IGG and the DPP show these people can be ordered to pay back. Again these are thieves still in office being told to pay back. Imagine the next step.

Internationally, there have been cases of corruption and the best deterrent measure is to enforce the rule. Hence the resignation of leaders like Vietnam’s President Nguyen Xuan Phuc’s who tendered his resignation and Eduard Heger Prime Minister of Slovakia, who did the same.

In the past Uganda had similar incidents and in this case history should repeat itself. In 2011 Sam Kutesa, chief whip John Nasasira and junior labour minister Mwesigwa Rukutana stepped out of office to clear their names, in response to their names coming up in the Commonwealth summit scandal.

The rule ought to indicate that if any public official is proved corrupt they should step down and never be employed in public service again.

NEMA Snores As Lubigi Swamp Becomes a Slum And Industrial Park

The tradition of wetlands being hijacked in Uganda is concretized by no intervention from the responsible authorities. The sinister part of it all is how slums are allowed to mushroom in the wetlands and electricity services as well as road networks are extended there.

If water is life and it has to be respected why are the laws that should prevent encroachment flaunted to entertain sino trucks dumping soil in wetlands and encroachers actively extending their boundaries.

Meanwhile there is a National Environment Management Authority with an environmental police unit and human resources.

When an organization fails to fully execute it’s mandate there is an array of reflection. Are they underfunded, are they short of human resources, do they not have the authority despite being an authority, are they party to the encroachment, are they competent. These are question NEMA would answer.

As this goes on however, Museveni’s appointed RDCs are busy chasing Ugandans from wetlands where they grow rice and yams but looking on as Chinese and other foreign investors destroy our swamps. This kind of practice is unfair to mother nature.

OWEYEGHA-AFUNADUULA: From The Old To The New Scramble Of Africa

Ever since the old scramble for Africa by European countries, with distant participation of the United States, which had just liberated itself from British Colonialism and Imperialism through the power of the gun, the Continent has been strongly Eurocentric economically and politically. Its ecology and environments has been destroyed b the Europeans and Americans in pursuit of its resources.

Over the last six or so decades, Anglo-American influence in Africa grew almost exponentially in terms of economics, politics, militarism and even socially. Many political regime changes on the continent have been instigated by the Anglo-American axis of global power by propping up politicomilitary rebellion, not so much to benefit Africa as to maintain and sustain a state of chaos and instability for the benefit of the exploitative corporations of Britain and USA.

Corporations, the pillars of capitalism, tend to benefit more where there are hotspots of violence and chaos. This has been most exemplified by the violence and chaos in the Democratic Republic of Congo, where in amidst of so much violence, exploitation of her resources by foreigners has peaked to greater heights than ever before., accompanied by enormous loss of human life.

The Anglo-American axis has, accordingly, promoted and financed illegitimate governments, equipped them militarily, created dictators and promoted proxy wars using countries such as Uganda and Rwanda, whose rulers also have their own interests of enriching their cohorts at the expense of DRC resources.

Indeed, Uganda is currently paying reparations to DRC for robbing its resources and eliminating the lives of hundreds of lives of that country’s citizens in the process. Rwanda escaped the burden to DRC, although it is known that its rising diamond exports in recent times could only be explained by robberies of DRC diamonds. Whatever resources have been robbed from DRC have ended up mostly in British and American and other European markets, although some people of power have benefitted from the robberies individually, thereby becoming stinkingly rich in a deepening sea of poverty.

The Anglo-American axis of power has been at the pinnacle of preaching peace, security and democracy.  At the same time, it has been funding and equipping their collaborators in Africa with military weapons to fan trouble and/or wars in order to maintain a state of insecurity in Africa necessary for them to exploit the resources of the Continent without accountability.

In a way they have been funding oppression, denials and exploitation of Africans by their own rulers for their own benefit.  They have done business with illegitimate groups outside legal structures and functions of African governments.  This is what creates criminal groups and criminal states whose leaders pose as the legal and legitimate power and authority in those states.

They may even pretend to be constitutionally erected and organize elections periodically to renew their power and authority, yet they, with subtle support by the Anglo-American axis, simply manipulate and abuse the public choice to service their own interests and those of the axis.

To proliferate their illegal and illegitimate actions disguised as legal and legitimate, they facilitate the emergence of a deep state in which unelected officials may yield far more power than elected officials. Most of the money the deep state uses is either money coming in as foreign aid or stolen from government coffers. However, some is illicit money got through illicit activities such as human trafficking, human organ trafficking and drug trafficking.

Meanwhile, the rulers of Africa, such as President Tibuhaburwa Museveni of Uganda, publicly and unashamedly talk of the politics of interests instead of the politics of identity. Their primary role in governance is to sow what matters to the Euro-Anglo-American axis: the money economy, which is the iota of corporatism and, hence its corporations.

So, if there is a concerted effort to destroy the identities of African peoples, we should not hesitate to connect it to foreign interests of the Euro-Anglo-American axis. Identities are being disconnected from the land, displaced and scattered to leave room for collaborators, who may not be natural or traditional nationals to do business that services the interests of the corporations of the West. Concurrently cultures are being destroyed and alien practices imposed on the African people. The aim is to destroy the ethico-moral fibre of the Africa societies to make it easy to re-penetrate, dominate and exploit the Continent.

Therefore, if there was scramble for Africa in the past by European powers, there is a new scramble for Africa. While it is true that the scramble for Africa never really stopped even if the countries obtained political independence from their former imperial powers as these continued to establish links to ensure continuous flow of resources to them, this time round the scramble for Africanis between the Chinese and Russians on the one hand and Euro-Anglo-American axis on the other.

The Chinese and Russians have recently sought to underlie their scramble for Africa in form of a loose political and economic alliance called BRICS (Brazil, Russia, India, China and South Africa). This seeks to dislodge the old hegemony of the Europeans and the Americans within or without the globalization framework and ensure that the West do not use globalization of renewed domination of the world.

African rulers, most of them dictators, are facilitating the creeping Chinese and Russian hegemony, simultaneously continuing with facilitating the Euro-American hegemony. This is perhaps not surprising. Only South Africa belongs to BRICS. The rest of African countries are sandwiched between the Euro-Anglo-American axis and BRICS just like they were when there was a cold war between the defunct Soviet Union in which Russia was the principal actor, and the Euro-Anglo-American axis in which the USA was the lead actor.

At the centre of the new scramble for Africanis the collective interest of the African rulers to acquire and overstay in power to enrich themselves through primitive accumulation of wealth, and Russia, China and the Euro-Anglo-American axis unlimitedly accessing resources in Africa. The corrupt African rulers tend to bank their loot in European and American banks, further enriching those countries through their wicked money.

According to what was initially called Jason’s Hypothesis of Corruption. Pin Jason Onyegbaduo’s Law of Corruption states that “The decibel of an average Africa’s public outcry is directly proportional to his distance from the opportunity to do exactly what he condemns.” It further states that “The difference between many a vociferous sanctimonious and pontificating African and the villainous, itchy-fingered kleptomaniac is probably the absence of the opportunity to steal”.

Using his Hypothesis, Jason recognized two types of Africans in the corruption chain: the ruling wicked and the waiting wicked. The law seeks to explain the unimaginable acts of corruption being perpetuated by Africans in leadership positions. One writer submits that the Law has not failed the test when applied in the analysis of the behaviour of the rulers of Africa, many overstayed, in relation to power and public resources. It is interesting to note that the law has been innovated by an African.

The Jason Theory of Corruption maintains that the farther the distance between an African and power authority position, the higher the noise he makes against the acts of corruption; the nearer he is to the position, the lesser noise he makes… and when in the position, the noise ceases completely. Or else the noise persists opportunistically.

Ironically, the Euro-centric or Anglo-American axis of power has often maintained strong ties with the corrupt rulers of Africa from whose loot it has gained since the rulers invest the loot in European and American banks as their people, further impoverishing the African countries.

Many military coups, that have occurred in Africa have either the Eurocentric or the Euro-Anglo-American axis firmly behind them. For example, the most recent military coup seems to be having Russia behind it. In all cases, the motivation is continuous access to and exploitation of African raw materials, often cheaply, to feed their industries and military apparatus.

Niger, one of the poorest countries in the world has had its Uranium exploited by France, its former imperial power, and USA, quite cheaply. At US$ 10,000 a kilo instead of the world market value of US$ 34,000 a kilo.  Niger now prefers to deal with Russia in relation to its Uranium. We wait to see if Russia will pay Niger for its Uranium at world market value.

China and Russia have been developing strong ties with the corrupt rulers militarily and economically. They have organized Chinese-African meetings and Russian-African Meeting to their capitals at which they have invited African rulers to interface with their strongmen, not so much as equals but as beggars.  This is what we recently saw at the meeting between Russian strongman, Vladmir Putin, and African rulers, who filed to shake the hand of the nemesis of Ukraine, and snored in the meeting, thereafter, only to wake up and put their requests to the strongman.

China builds their huge dams, not so much to power countries and their societies, as to equip the rulers with power, glory, wealth and continuous capacity to dominate the poor. Russia is arming the African rulers militarily and helping some, like President Tibuhaburwa Museveni, to build nuclear plants, ostensibly to produce energy for peaceful use. However, the plants help to hype the power, glory, domination of/by the rulers and to generate even more fear of the rulers in society. The bigmanity of the rulers, which I wrote about in another article, is enhanced and maintained weapons to service their interests.

The big men of Africa who hate handing power over to alternative leaders never fail to preach that the Russians and Chinese are more friendly and helpful to Africa than the Euro-Anglo-American Axis. They often justify their growing ties with Russia and China by reasoning that that the two countries helped to liberate Africa from European colonialism and imperialism, which vices have, nevertheless, persisted through them.

The old scramble for Africa was an imposition purely from Europe without the involvement of Africans. Africans had no choice but to dance or succumb to the dictates of the Europeans, whose primary interest was to access raw materials for their mushrooming industries and military apparatus. The European companies were on ground to exploit the resources as Africans looked on, or else provided cheap labour to them.

The Europeans established structures and functions, not so much to liberate the occupied areas from them as to entrench their presence and activities in those areas. Whenever the economic, political, social or judicial structures were established, the primary beneficiaries were the occupiers. If Africans contravened the established order and contradicted the desires of the occupiers, they were harshly punished. Some were either shot, imprisoned or exiled.

Today, many African rulers are behaving the same way the colonialists behaved towards Africans. As if they are the new imperial power, they have established laws to ensure Africans do not interfere with their rule. Freedom and democracy are secondary to their interests of power, resources, glory, wealth and ties with outsiders. The outsiders may be members of BRICS; mainly China, Russia or India.

In Uganda the outsiders may be refugees. Here laws such as the Dual Citizenship Law, Sectarian Law, Terrorism Law, and Political and Other Organizations Law, have been erected, ostensibly to ensure law and order.  However, they have served, and continue to serve the interests of refugees who may access jobs and businesses that would otherwise be for Ugandans.

They have helped to create ecological-biological, socioeconomic, sociocultural and sociopolitical environments good enough for disempowering, dehumanizing, de-radicalizing, desocializing, decitizenizing, denationalizing, de-intellectualizing, de-professionalizing, dispossessing, displacing and silencing of the indigenous people and subduing them to foreigners for their effective and continuous exploitation.

Unions that used to be dynamic centres and of resistance, demand and identity pursuit in the economic sphere of human activity have now been completely subdued. The education system has been disoriented towards producing people to provide cheap labour to foreign interests.

We have seen how Chinese and Indian entrepreneurs are treating Ugandans like non-human beings as government more or less cheers them on by denying the workers of Uganda a minimum wage. Government itself has created huge income gaps between different categories of workers, even when they have similar qualifications and experience. The aim could be to divide and rule, but also to destroy interaction and intercommunication between working Ugandans so that that can be exploited in silence.

Politically the country has been put in a situation where alternative leadership is meant to be resisted on a continuous basis. This could be the reason why the National Resistance Movement (NRM) innovated by Prof. Yusuf Kironde Lule and his small team of Baganda neotraditionalists in Kabete, Kenya, has been retained and disoriented to serve and achieve: distancing alternative leadership from power as much and as long as possible. The status quo is served best by the ruling class leaning more and more to the outside as a source of support against Ugandans meet the interests of the ruling class and those of foreigners.

This, therefore, explains why for many a ruler in Africa their real enemy is not to be sought outside from within their countries, and the enemy is none other than the people. They spend an increasingly huge slice of their national budgets acquiring weapons of mass destruction, not so much to defend the borders of their countries and ensure genuine peace and security within the countries, as to control the people let down and denied freedom, democracy and opportunities. The weapons come from the BRICS, Europe and USA, all of whom are anxious to ensure unlimited access to resources from African countries whose militarized rulers are armed to the teeth against the people.

In conclusion old and new scramble for Africa are interconnected and the aim and actors are roughly the same. The reason has remained fairly the same too: access to raw materials by imperial power to ensure continuous flow of cheap resources to the metropole. The Europeans and Americans have for long dominated the global human society in general and the African society in particular.

In pursuit of natural resources and land, they almost exterminated the Aborigines of Australia, the Maoris of New Zealand and the Red Indians of the America and the bushmen of South Africa many years ago. They controlled South Africa for almost 500 years and killed millions of Africans in the process of grabbing land and resources for themselves.

Like they took Australia, New Zealand and the Americas, they want Africa for themselves. The new push for Africa, is guided by the truism that Africa is the richest Continent in the world and has everything that the West needs in terms of resources. However, Russia and China feel threatened by the new scramble for Africa by the West. They have launched their own scramble.

They are taking advantage of the African dictators who will spend any coin to acquire military equipment to sustain the fear factor among the people they rule. So, they will supply any equipment the dictators want so long as they are in power rather than support environmental sanity and social development.

Both the dictators of Africa and the dictators of Russia and China are unbothered about the need of Africans for development, transformation and progress in the 21st Century and beyond. African dictators want power, glory and wealth, and Russia and China are ever ready to help them militarize the environment to achieve those.

Russia and China are happy to continue extending their ecological footprints into Africa to contain the Western re-penetration of the Continent for resources, which they also want. The First World War and Second World War were contests between European powers and USA for global control of resources and their sources. It is probably too early to speculative to assert that a Third World War is in the offing for the same reason. If it came, the United Nations would be as helpless as the League of Nations was when the Second World War broke out.

Zombo Tricyclists Blamed For Increased Road Accidents

The department of traffic police in Zombo district has blamed the increasing road accidents on over speeding , recklessness and deliberate defiance of the road safety rules and regulations by motorists which has culminated into the 8 accident cases registered in a week across the district prompting the organization of a training on road safety rules , Regulations and an overview of the 2023 amendments in the traffic and road safety act of 2019 visioned to minimize road carnage in Uganda.

The increase in road carnage has become a national concern with the most recent country statistics by Monday 31st July standing at 451 registered accident cases ,with 77 being fatal ,219 were serious and 155 minor incidents. The accidents resulted in 417 victims including 79 fatalities and 338 injuries.

However the training that attracted more than 400 active cyclists from Paidha town council and many other stakeholders in the transport and Logistics industry of the district was calculative scheduled to address the incidents at the grassroots and eventually rescue the country by reducing the number of accident victims seeking treatment in different health facilities.

ISP Iglot Janns ,the officer in charge traffic at Paidha Central police station noted that the 8 accident cases were caused by over speeding and defiance of the traffic and road safety act 2019,” you are not suppose to ride any of the classes of motorcycles without a valid permit ,class A1 motorcycles have cubic capacity not exceeding 125 cc and 11kw for example Bajaj and senke, B1 is the tricycles and quad cycles but non of you have a single permit ” Jann said during the training.

Mr.Onenarach Fred ,the Chairperson Zombo district bodaboda association expressed worry over the operations of tricycles as far as safety on the road is concerned,” most of the riders of tricycles are not qualified to operate these machines , road safety measures of single head lamps and absence of reflectors causes accidents for other road users at night assuming they are motorcycles”.

Mr.Oryema Rasul , the vice Chairperson of West Nile Bodaboda Association said owners of tricycles should improvise headlamps to help road users distinguish between tricycles and motorcycles while moving at night.

SP Nahabwe Nelson , Zombo District Police Commander implored the different road users to always exhibit discipline while using the road ,” the moment you are riding a motorcycle , you are also directing the vehicles and pedestrians in front and behind you “.

The transport industry ( bodaboda ) has registered a very exponential growth across the country and providing employment opportunities to over 1500 youth and adults in Zombo district but with existential threat of increased road accidents due to poor road connectivity , recklessness of riders ,breach of the traffic and road safety act 2019 atmost border insecurity and porous crossing points through which stolen motorcycles are easily transported between Uganda and DRCongo.

Gold Mining Changes Life Of Former Cattle Rustlers

NAKAPIRIPIRIT: Its thrashing down at 7.30am as Poul Loputhyang stands next to a deep dark hole at the gold mining site in Acerer in Nakapiripirit district ready to dig for gold.

Loputhyang, wearing his shorts, is eager to get started. Like human moles, he and his companion have been working these holes for the past five years after he handed over his three guns to Uganda’s army. And they are not alone. The area around them is pockmarked with small mounds of earth.

Until a few years ago Loputhyang was a cattle rustler who could move up to Turkana, Teso, Bugisu and Sebei region to carry out cattle rustling. He was arrested by the UPDF soldiers carrying out disarmament exercise in Karamoja, he was beaten until he surrendered his guns, when he surrendered his guns his life was not easy since he was depending on cattle rustling.

He went through hard challenges but later he joined the gold rush that has the potential to transform Karamoja – a remote region in the north-east of Uganda that is not only the country’s poorest, but also its most marginalized.

“When I handed over my three guns, life was very difficult first of all I was not used to be with people because killing and cattle rustling was the only mooned on my face but as time went by, I kept on forcing myself into activities which I used not to do, I started gold digging after seeing some of my friends getting money from gold,” said Louputhyang, who like most Karimojong people prize cattle above all else as a sign of wealth and prestige.

As he prepares to burrow deep into the red earth, women and their young girls further down the dirt track carry water in yellow plastic jerry cans on their heads for sifting out the precious metal. Others, sitting on their haunches, carefully swirl the dust in shallow plastic buckets. One has already found some specks of gold, the tiny particles glinting bright yellow in the sunlight.

Meanwhile, young men on motorbikes from as far as Mbale hundreds of miles away, arrive to buy the day’s finds at a makeshift market of a few wooden stalls at a crossroads in the scrubland.

This morning scene, a couple of miles outside the Nakapiripirit district , shows a region – the site of one of Africa’s most spectacular nature reserves – getting back on its feet after decades of conflict.

A famine in 1980 killed a fifth of the population, including 60% of infants, and near-anarchy followed when Karamoja’s clans gained access to the Moroto armory after the fall of the dictator Idi Amin. They
used the guns they found there to rustle cattle in neighboring Kenya and what is now South Sudan.

Then the people of Karamoja turned on each other, transforming the area into a wild west of cattle raids and ambushes.

Despite Foreign Office travel advice warning against visiting the area, it is now largely peaceful and secure after years this follows successful disarmament programme in the region in which 49000 guns
were collected.

Several investors have started prospecting and mining for gold and other valuable minerals – such as uranium and cobalt. Karamoja could be sitting literally on a gold mine, with individual miners and large companies hoping to cash in. But residents fear that the elites will vacuum up the benefits while the rest of the population remains poor.

“We don’t know where the gold is going,” said Paulina Nachan, a young Karimojong with strong nationalist sentiments. “We hear the land is sold to investors and we are afraid we will not see any benefits from the gold. They have not told us anything.”

The problem is that not much is known about mining interests in Karamoja, and residents are ready to believe the worst after years of neglect from the central government.

“It is almost impossible to get information on government contracts with the private sector in the extractives industry,” said Simon Lokol, a youth.

Loputhyang is oblivious to such concerns. His focus is on making enough to feed his family. “This is the only place where I can make money,” he said, adding that he intends to buy cows once he saves enough.
