HIGH COURT VICTORY: How Buganda Land Board Reclaimed Kabaka’s Land in Singo After Five-Year Legal Dispute

The High Court in Mubende District ruled in favour of the Buganda Land Board (BLB) after declaring that the lease title created by Uganda Tea Growers Corporation (In liquidation) on Owesaza’s official Mailo Estate was null and void after a five-year legal battle.

In June 1997, Mubende District Land Board leased out the disputed land, located in Mityana, at the Singo Ssaza headquarters to Uganda Tea Growers on a five-year renewable lease period. However, Uganda Tea Growers in March 2019 dragged BLB to court, accusing it of trespassing on its land after the latter had sold the same land to two individuals in Bogere Rachael and Robinah Semitala.

The Corporation claimed that BLB had no rights to allocate this land to any third party as it had a leasehold title over the disputed land.

But in its defence against the accusation, BLB, through its legal department denied the allegation of trespass, saying the land in question is an official mailo estate of the owesaaza of Singo which now vests in the Kabaka of Buganda and that the said land is under its jurisdiction.

BLB also filed a counterclaim against Uganda Tea Growers seeking to have its lease cancelled on grounds that the said lease was issued by the Mubende district land board which had no jurisdiction to allocate land in Mityana District, and that an expired lease cannot be renewed.

The Kabaka board also argued that the Plaintiff was in liquidation & could not acquire new assets during liquidation and that the Lease in issue was created on an official mailo returned estate of the Kabaka of Buganda on land of Singo Sazza headquarters without the consent of the kingdom among others.

In his ruling delivered on February 13, 2024, Justice Moses Kazibwe Kawumi of Mubende High Court concurred with BLB that the Mubende District Land Board can only allocate Land which is in Mubende district yet the land in question was in Mityana/Singo.

He also resonated with BLB that pursuant to the Traditional Rulers (Restoration of Assets & Properties) Act and the 2013 agreement made there-under between the Kingdom & Government, the lease in question was illegally created on an official mailo land and thus the district land board was in error.

Justice Kazibwe explained since all land where the Ssaza and Gombolola administrative headquarters are situated was returned to the Kingdom, in this case, the Plaintiff’s lease was issued on land where the Singo Sazza headquarters is situated hence created on a returned estate of the Kingdom.

As a result, the court dismissed Uganda Tea Growers’ lawsuit against BLB and ruled in favour of BLB’s counterclaim. The judge ordered the Commissioner of Land Registration to cancel the lease that Uganda Tea Growers had for the Ssaza land.

Additionally, the Tea Growers Corporation was ordered to pay BLB’s legal costs for both the lawsuit and the counterclaim.

Speaking to the media, Mr Dennis Bugaya, a Lawyer and Spokesperson of BLB welcomed the court ruling and made it clear that Buganda Land Board has authority over Kabaka’s land following the 2013 agreement and said no one including the district land boards has the capacity to lease out Mengo’s land let alone issuing titles over it.

“You cannot go around as a district land board processing lease or freehold titles on Kabaka’s land. The court declaration is clear that whatever was processed by the Mubende District Land board was in error and therefore these titles must be cancelled,” Bugaya said.

Following the landmark ruling, the Kingdom (Buganda) reclaimed the land in question which is currently being used for a mega-hospital project by Mengo authorities.

TIME UP: Gov’t Shopping for Administrator General Charles Kasibayo’s Replacement

The minister of justice Norbert Mao has directed Attorney General Kiwanuka Kiryowa to begin preparations to find and install a new boss who will serve as administrator general for Uganda replacing Charles Kasibayo.

Kasibayo has been the boss for some time but he recently indicated he is tired of the job by applying for the job of becoming the high court judge. He was shortlisted and is among those to be interviewed by the judicial service commission.

This has made Mao to realize there will be a vacuum soon yet this is a very important office charged with managing dead people’s estates and property. But the other factor complicating Kasibayo’s stay as the administrator general relates to complaints of impropriety and inefficiency which have been raised by aggrieved Ugandans with a lot of accusing finger being directed at him as a person.

One of the complaints, which dented the administrator general’s office, Kasibayo personally and the ministry of justice as a whole, concerned the 70-year-old downtown businessman and property mogul Festo Kasajja also known as Kasajja & Sons.

The businessman, who owns  arcades and commercial buildings in Kampala where he has been active since 1972, says Kasibayo acquiesced to the fraudulent cancellation of his title regarding the 1 acre of land he bought from the late Sendawula Sepuya beneficiaries or estate. The land is located in Mengo Kisenyi along Mulinga road not very far from Pastor David Kiganda’s church.

In his very damaging petition to the judicial service commission, Kasajja damaged Kasibayo by giving evidence why it would be unethical for him to be shortlisted and later on allowed to become a high court judge.

Kasajja showed that after clearing the Sepuya estate beneficiaries to sell the land to him at Ugx2.3bn, Kasibayo as administrator general turned around and caused cancelation of his title in favor of Kampala land dealer James Dagirira who became the new owner of the land.

Dagirira, who is the broker the administrator general’s office used to broker the deal, proceeded to transfer the same land to tycoon Bosco Muwonge who offered twice more money for the land than what Kasajja had offered.

Bosco Muwonge, who later on transferred the land to his company called Nterenfune, was keen to raise the 10 acres of land in that area of Kisenyi and sell the same to government at Ugx36bn per acre so that KCCA would relocate there hawkers the batembeyis, who had been evicted from the city streets. This is something lord mayor Erias Lukwago remains opposed to up to this day.

Kasajja has since opened up cases at state house anti-corruption unit against Dagirira, Kasibayo and John Karuhanga who was commissioner land registration as of that time.

The case was escalated to the DPP to prefer charges against the three. Kasajja says Kasibayo and Dagirira had tried to advise him to sell to Muwonge and when he refused the office of administrator general even tried to forcefully deposit Ugx2.7bn on his finance trust bank account as a way of justifying fraudulent cancelation of his land title.

He also got support of KCCA which wrote letters siding with him as the rightful owner of the land; besides letters of no objection authored by officers at the administrator general’s office. He also put a caveat on the land. He also has support of ministry of lands officials like Joseph Kibandi who have written letters indicating he remains the rightful registered owner of the land.

When they received his complaint, the judicial service commission bosses got their PS Rose Nassali to write to SHACU and DPP to confirm if it’s indeed true they have been investigating Charles Kasibayo at all regarding the fraudulent cancelation of the land title as is alleged by Festo Kasaija who is also armed with the favorable judgment of justice Henry Kaweesi.

Kasajja says that ordinary private citizens like himself will never get justice again anywhere in court once the JSC allows Charles Kasibayo to become a judge of the high court.

As the JSC does its work to see whether to disregard Kasibayo’s application or not, Festo Kasajja has also petitioned the same information to minister Norbert Mao who thinks there is need to do something aimed at cleaning up the rot at Charles Kasibayo-led administrator general’s office.

Mao has already ordered his juniors at the ministry to begin the recruitment process for a new administrator general to replace Kasibayo.

Kasibayo has since defended himself by telling his bosses at the ministry of justice that it would be injustice to punish him as a person for actions he did in his official capacity as administrator general.

There are also claims that officers like Mathias Mwanje, who tried to do the right thing by opposing the questionable cancellation of Festo Kasajja’s land title, were marginalized through being transferred from headquarters in Kampala to remote hard to reach administrator general stations in northern Uganda.

Boda boda Cyclist Survives Death After Being Attacked By a Herd Of Elephant Attack

A Boda-Boda cyclist narrowly escaped death after he was attacked by stray herds of elephant in Bugana-Kichooke village, Buliisa Sub County Buliisa District.

The 30-year-old cyclist, only identified as Dancan, operates from Bugana Boda-Boda stage. The animals attacked him whilst heading to Kabolwa landing site from Bugana village. The herds of elephant were reported to have strayed in the community from Murchison Falls National Park.

David Katusiime, the chairperson LC1 Bugana- Kichooke village, says the incident happened at around 8 a.m. on Wednesday. Katusiime narrated that the highly charged elephants quickly ran towards him but he jumped off the motorcycle running for his life.

Dancan, survived with minor injuries sustained from thorn tree blockades while escaping, and the agitated elephants dismantled the motorcycle he borrowed on loan beyond repair, Katusime revealed during an interview.

Divaton Tugume, a resident of Bugana-Kichooke, expressed concern over officials attached to the Uganda Wild Life Authority (UWA) for keeping a deaf ear and a blind eye in addressing community challenges exacerbated by stray wild animals, especially elephants from Murchison Falls National Park.

Kabagambe Kamanda, the Chairperson LCIII Buliisa Sub County, who rushed to the scene advised the locals to abstain from using the road that is a hotspot area for elephants along the National park.

When Contacted Bashir Hangi, the UWA communication manager didn’t respond to our repeated phone calls by press time.

Notwithstanding efforts to fence them, Most National parks are unfenced in Uganda , and with more animals living outside the reserves than within, human- wildlife conflict that results in injury or deaths are so rife.

MPs praise Fallen Minister Sarah Mateke, Call For Renewed Fight Against NCDs

Legislators have renewed the call to combat the rising cases of Non-Communicable Diseases (NCDs) which are claiming lives as Parliament paid glowing tribute to the late State Minister of Defence, Sarah Mateke Nyirabashitsi.

The late Hon. Nyirabashitsi, who was also the Kisoro District Woman Representative in Parliament, died of a heart attack, on Saturday, 07 September 2024.

The Prime Minister and Leader of Government Business, Robinah Nabbanja, who moved the motion to pay tribute to the late Nyirabashitsi, said that government was alive to the devastating effects of NCDs such as cancer, diabetes, hypertension which although preventable are among the serious killers.

“As we pay tribute to our fallen colleague, allow me to state that Non-Communicable Diseases is another threat to our society, robing us of game changers in the development of our country like Hon. Sarah Mateke,” said Nabbanja during the House chaired by Speaker, Anita Among on Tuesday, 10 September 2024.

She highlighted policies and programmess such as the 2015 National non-Communicable Diseases Policy and the National Non-Communicable Diseases Control Programme put in place to strengthen the fight.

“Government has introduced non-communicable disease services into primary healthcare services, established non-communicable disease clinics and specialised treatment centres to train healthcare workers on non-communicable diseases management,” she said.

Nabbanja also talked of a new initiative dubbed ‘Healthy Heart Africa’ to promote cardiovascular health in partnership with civil society organisations to promote non-communicable diseases awareness.

In a glowing tribute, legislators described the late Nyirabashitsi as a woman of integrity whose service as a Member of Parliament, Minister and former Senior Assistant Town Clerk for Kisoro Town Council was without scandals.

“In the six months she has been at the Ministry of Defence and Veteran Affairs there is no single scandal that was attached to her name, either defrauding fuel, which according to the Ministry of Defence would have dire consequences,” said Hon. Jacob Oboth, the Minister of Defence and Veteran Affairs.

He described Nyirabashitsi as a team player who worked with diligence and competence such that he often delegated assignments of great importance to her.

“She has been involved in many international military and defence related events, which you can only delegate to somebody able and capable of executing assignment at international level,” Oboth said.

The Leader of the Opposition, Hon. Joel Ssenyonyi, attested to the integrity with which Nyirabashitsi executed her ministerial duties and commended her efforts to uplift the positon of youth and children.

“Of late the vice of corruption has continued to eat up our country, I did not hear Hon. Mateke’s name embroiled in any corruption scandal during her service, if there was one, then I missed it,” said Ssenyonyi adding that, “when you would disagree with her it was difficeult to feud with her because of her calmness. She was the kind of a person who could disarm you with her gentility.”

Legislators who had a close relation with Nyirabashitsi praised her distinct passion for the people she represented in Parliament, saying she spent most of her time in the constituency and was hardly late or absent for cabinet meetings.

Her passion for youth and children ranked high among Nyirabashitsi’s tributes, who is commended for advocating for teenage pregnant girls to remain in school following the COVID-19 pandemic.

“She struggled with the issues related to teenage pregnancy and as a result, a policy was made that all teenage pregnant students should be allowed to sit exams and all of them excelled,” said Hon. Betty Amongi, the Minister of Gender, Labour and Social Development.

Legislators prayed that Nyirabashitsi’s advocacy to rehabilitate street children should be taken up to its fruition. According to Amongi, only Shs20 million was available for rehabilitation of street children which she said was insufficient to cause a significant change.

The Vice-President, H.E Jessica Alupo, called on legislators to emulate Nyirabashitsi’s character as a unifier, a testimony she said is sung in Kisoro and in political circles.

“When I was in Kisoro for the installation of the Bishop of Muhabura Diocese, a few leaders who spoke talked well of Mateke and her family especially in uniting the politicians of Kisoro. The Bishop himself made a comment about her in line with uniting people,” Alupo said.

The late Nyirabashitsi, who is survived by a son, will be buried in Nyakabingo in Kisoro on Thursday, 12 September 2024.

TOP STORY: UHTTI and Makerere University Collaborate To Enhance Language Teaching For Hospitality Instructors

In an effort to enhance language education in higher learning institutions, the Uganda Hotel and Tourism Training Institute (UHTTI), in partnership with Makerere University, has launched a mentoring program for language instructors to improve their teaching effectiveness.

During a day-long refresher training on Tuesday, September 10, 2024, which attracted several language educators, experts highlighted the importance of promoting local, foreign, and global languages, particularly in hospitality institutions.

The lead trainer, Prof. Edith Ruth Natukunda from the Department of European and Oriental Languages at Makerere University, stated that language training enhances workplace communication between frontline staff, line managers, and customers.

“Language training boosts confidence in frontline staff, making them more effective in their roles. This confidence also helps in managing conflicts, especially those arising from miscommunication,” Prof. Natukunda said.

She noted that language training fosters customer retention and loyalty.

“Communicating with customers in their preferred language ensures strong customer satisfaction through clear communication,” she added.

Prof. Natukunda, who has taught French to generations of students, emphasized that language training enhances cultural awareness and inclusivity in the workplace.

“Implementing such training in hospitality businesses increases awareness of different cultural nuances. This understanding helps prepare staff to handle a diverse range of clients with an open perspective,” she observed.

According to UHTTI’s Head of Language, Robert Lukwago, the training aims to improve teaching methods and approaches, facilitating quicker and more effective language skill acquisition.

He explained that the training refines the knowledge of language instructors about the tourism and hospitality sector.

“The goal is not to create new knowledge but to fine-tune instructors for purposeful teaching, thus refining the final product,” Mr. Lukwago said.

“The instructors will be equipped with specific methods and approaches that simplify learning, enabling them to effectively teach learners of varying strengths and levels,” he added.

At the workshop’s conclusion, UHTTI Principal Mr. Richard Kawere, represented by the institute’s Quality Assurance Manager Ms. Caroline Gwina, expressed pride in the collaboration with Makerere University.

“Learning doesn’t stop. The instructors deserved this training. It will benefit them greatly, and I believe they will see significant improvements,” Ms. Gwina said on behalf of the principal.

UHTTI’s publicist, Mr. Daniel Kazungu, expressed concerns about the assessment of language course units, noting that many students achieve high grades but struggle to apply their skills in real-life situations.

“You find a student with ninety percent (90%) in French thinking they can speak the language fluently, yet they only manage basic phrases like ‘Bonjour’ in conversation,” he said. He suggested revising the module so that assessments are conducted by a panel of experts using real-life exercises.

Ms. Esther Chonde, a Kiswahili tutor at UHTTI, countered that instructors are often criticized for students’ lack of fluency in foreign languages, pointing out that many people study English from a young age but still struggle to express themselves effectively at the university level.

LATEST UPDATE: JSC Speaks Out On Charles Kasibayo’s Unsuitability To Become a Judge

Through her letter dated September 5th 2024, the Judicial Service Commission permanent secretary Dr. Rose Nassali Lukwago has notified the head of state house anti-corruption unit Brig Isoke Henry that an aggrieved citizen, Mzee Festo Kasajja, has objected to the processing of Administrator General Charles Kasibayo’s name to be among lawyers the Commission is vetting to make judges of the high court.

Nassali’s letter shows that Kasajja has written to the JSC Chairman notifying him about land grabbing scandals Kasibayo has previously been involved in. These include trying to fraudulently prevent Kasajja from enjoying the quiet possession of his 1 acre of prime land in the Kisenyi hub near Owino market.

Kasajja says in his petition to the JSC that Kasibayo has been using his position as the Administrator General to support efforts by notorious Kampala land dealer James Dagirira to cancel the land title yet he was guided by officials in the AG’s office to pay Ugx2.5bn to beneficiaries and members of the late Sendawula Sepuya’s family, which is how he became the registered owner of the land.

Kasajja says that he met all the requirements to become the registered owner of the land and the AG under Kasibayo even facilitated him to get his land title for Kibuga Block Block 12 Plot 556 in Kampala Central’s suburb of Kisenyi near Nakivubo stadium.

Dagirira had been appointed by the beneficiaries of the Sendawula Sepuya estate to serve as their representative for purposes of their transaction with Festo Kasajja. The Ugx2.5bn comprised of money [Ugx1.3bn] for the actual purchase of the land, and the other Ugx1.2bn for the compensation of the bibanja owners and squatters who were living on the land.

The beneficiaries of the Sendawula Sepuya estate, from whom Festo Kasajja bought or acquired the land, were led by Elizabeth Nakalanzi and Gladys Nakimera, two elderly women who are still alive and are prepared to give evidence pinning Charles Kasibayo.

Instead of working with Dagirira to remove the squatters whose compensation was discussed and agreed upon and valued at Ugx1.2bn during meetings involving Assistant Administrator General Mathias Mwanje, the Administrator General Charles Kasibayo surprised all when he allegedly turned around and caused the cancellation of Kasajja’s land title.

After cancellation of his title, which has since been challenged in court, Kasajja was fraudulently declared a trespasser and his land subsequently sold to wealthier Kampala tycoon JB Muwonge who offered thrice more than the Ugx2.5bn which Kasajja had offered. Kasajja says that the Administrator General officials thrice called him to their offices and pleaded with him to accept a refund of his Ugx2.5bn and allows the land to become Muwonge’s.

Mr. JB Muwonge tycoon owns the next larger plot of land along Kafumbe Mukasa road in Kisenyi which he has been trying to very exorbitantly sell to KCCA. So, he needed Kasajja’s 1 acre to increase on the size of his own land for sell to KCCA.

After cancellation of Kasajja land title, the land was transferred to Dagirira and this was after the AG Kasibayo’s agents went to Finance Trust bank and tried to post a refund of Ugx2.7bn to Festo Kasajja’s account. The bank rang Kasajja who told them not to allow anyone to deposit such strange dirty money on his bank account.

From Dagirira, the land title was nevertheless the next day transferred to the names of JB Muwonge from whom it was a few days later transferred to the family company called Nterenfune which has the Muwonge couple as the only two shareholders. For enabling all this to be done, resulting into his deprivation, Festo Kasajja wants Charles Kasibayo to be severely punished and even blocked from ever becoming a judge anywhere in Uganda.

Kasajja also says that officials under the AG’s office who tried to insist on the right thing were instead penalized by Charles Kasibayo, their boss. He gives the example of Assistant AG Mathias Mickey Mwanje who was controversially transferred from the headquarters to go and work upcountry allegedly because he opposed the pro-JB Muwonge chaos which was being orchestrated in favor of Dagirira.

The first step Festo Kasajja, who owns many commercial buildings downtown took, besides dragging Kasibayo to court was to complain against the AG as a person to the state house anti-corruption unit. He accused him of fraudulent and criminal activities while demanding for a comprehensive inquiry into how JB Muwonge came to become the registered title owner of the land which the same AG Kasibayo had previously declared to be his (Festo Kasajja).

Operating under file number SHACU/GEF/184/2022, the state house anti-corruption unit commenced criminal investigations targeting James Dagirira, Charles Kasibayo and John Karuhanga who was the commissioner for land registration at the time the fraudulent cancellation of his title occurred.

So, in his September 3rd petition 2024, Festo Kasajja informed the JSC that Charles Kasibayo was morally and ethically unfit to be interviewed to become a judge because of those ongoing criminal investigations by the state house anti-corruption unit.

He makes it clear that when Kasibayo becomes a judge, people like himself will never get justice anywhere in Uganda. He says that Charles Kasibayo as mere Administrator General has been frustrating the criminal investigations by SHACU through interfering with witnesses and that will become even worse if the JSC ever clears him to become a high court judge.

So in her September 5th letter, Nassali informed Brig Isoke about all these concerns by Festo Kasajja and asked SHACU to help the JSC verify and confirm if SHACU/GEF/184/2022 is indeed a genuine criminal investigations file that was opened to look into Kasibayo’s conduct.

Nassali pleaded with Brig Isoke to get back to them very quickly and in any case not later than 20th September so that Charles Kasibayo’s fate can be decided before the interview process for the new judges goes very far.

KAMPALA TYCOON CRIES TO JSC: If You Make Charles Kasibayo a Judge, I’m Finished And My Once Acre Piece Of Land In Kisenyi Will Be Gone

Festus Kasajja, a 72-year-old down town Kampala property mogul and commercial buildings owner has declared war on Administrator General Charles Kasibayo vowing to do all he can to make sure he doesn’t become a high court judge.

Saying he has suffered at the hands of Kasibayo as Administrator General, including losing Shs2.5bn after his Kisenyi land title was cancelled at the instigation of the AG, Kasajja says Kasibayo is simply morally unfit and too tainted to become a judge.

In his widely publicized petition to the Judicial Service Commission, Kasajja says that Kasibayo used his office and manipulated government records and cancelled his title in favor of James Dagirira, a notorious Kampala land dealer, who was used to pass on his land measuring 1 acre to John Bosco Muwonge, another Kampala tycoon who owns a larger chunk on the next plot. That Muwonge wanted to enlarge his land and sell it to KCCA to host the street vendors and batembeyis there.

The land in question is one acre and its located in Kisenyi Kampala central division along Kafumbe Mukasa road. Its Kibuga Block 12 Plot 556 in Kisenyi. Muwonge owns the next larger plot of land and wanted this one acre to expand and sell to KCCA through minister Minsa Kabanda.

It originally belonged to the estate of late Sendawula Sepuya from whose beneficiaries and daughters Festo Kasajja bought it at Ugx2.5bn. These included Elizabeth Nakalanzi and Gladys Nakimera. The process had been facilitated and approved by the office of Administrator General through the assistant AG Mathias Mickey Mwanje whose ouster from the headquarters was orchestrated by Kasibayo. The payment of the purchase price was all authenticated by the same AG office.

The cancellation and transfer of the land title was enabled by Charles Kasibayo, Dagirira James and John Karuhanga who was the acting Commissioner for land registration at the lands ministry. The aggrieved Festo Kasajja, who even refused the refund of his money as big people in Administrator General’s office mounted pressure on him after Muwonge offered to double the price, dragged the trio of Karuhanga, Kasibayo and Dagirira to the state house anti-corruption unit SHACU where a criminal investigations file was opened up against them.

He says the trio enabled Dagirira to quickly transfer the title Muwonge who later transferred the same to a company called Nterenfune whose only two shareholders are the Muwonge couple.

In his petition to the JSC, which was also published and advertised in monitor newspaper of Thursday, Kasajja says that the criminal investigations at SHACU are still ongoing and shares the file number of his case-SHACU/GEF/184/2024.

He claims that Kasibayo has been using his position as AG to influence the investigations by interfering with witnesses all of which he says makes him morally tainted and unfit to be made judge of the high court in a law abiding country like Uganda.

He says that he has all the evidence implicating Kasibayo in witness interference and he is ready to present it to the JSC. He adds that the circumstances under which his land title was cancelled were fraudulent which makes Kasibayo unfit to become a judge of the high court. He adds that if Kasibayo is allowed to become a judge, then the Ugandan Judiciary will lose its right to call itself an institution that stands for integrity.

He implores the JSC, which on 22nd August shortlisted Kasibayo to be among those to be interviewed with a view of making him a judge, to rescind his inclusion on that list so that that chance is given to more deserving applicants. Besides demanding cancellation of Kasibayo’s candidature, Kasajja copied his petition to a number of officials including Justice Minister Norbert Mao, Chief Justice Alfonse Dollo, Attorney General Kiwanuka Kiryowa, the principal judge and JSC Secretary Rose Nassali.

The JSC has decided to write to the SHACU head seeking for confirmation if the criminal file against Kasibayo indeed exists. That confirmation could result into Kasibayo’s name being denominated from the list of shortlisted candidates for the position of high court judge.

Kasajja says the moment Kasibayo gets appointed a high court judge he will be finished because it will now become much easier for him to influence all the complaints and criminal cases investigators like SHACU might wish to commence or sustain against him.

The youth bulge in the population is a serious challenge given that they now form a bigger voter base. They remain unemployed and have only been used as ladders and exploited for their votes. The other challenges facing NRM are corruption and maintenance of a huge patronage unproductive administrative unit of it’s cadres including a huge debt burden.

NRM has shifted away from being possessed by the revolutionary zeal with a civic duty without clear notes that define it to a one-man-driven Party and back to the corruption temptations that befell the Obote 2 regime.

NRM is also a victim of its own success, and arrogance has crept in and spoiled the broth. This has made it lose touch with the reality that there is a poor service delivery and how the majority of Ugandans do not feel the rosy figures on economic growth.

Ugandans, especially the youths are going through hard times with the high cost of living. Voters are likely to vote for someone who will provide solutions to such challenges. The youth are not interested in listening to narratives of the past. For them, they would prefer to hear solutions to the challenges they face.

There are two competing narratives; transformation and political transition. The two speak to the population which increasingly is mindful of change. In 2026, I see it difficult for the NRM electoral-authoritarian system to implement its coercive manipulative mechanical usages to win elections, if Gen. Muhoozi appears and goes into an alliance with NUP.

I also see the President not giving up power to his son. I envisage a dangerous situation as a result of NRM’s refusal to make both internal reforms and reforms in the Constitution as recommended by the ruling of the Supreme Court.

NRM has refused to adapt to the new challenges over time and this can affect it because of the current unfolding situation happening on the political terrain. Many political developments happening now can reveal many things to happen in the future if the body politic is mishandled.

PAUL MUGOYA: The Quarrels And Conflicts Emerging From The Palace Of Power Can Explode Into Anarchy

NRM being the organization in power should be responsible for informing and explaining to Ugandans about the ongoing feuds in the Palace of Power. Because that Palace belongs to Ugandans.

It’s not a personal or private entity. I’m surprised my Ugandans seem unbothered like nothing dangerous is going on between the CDF Gen. Muhoozi and his brother-in-law, Odrek Rwabwogo who both have shown interest in succeeding King Museveni.

The scramble for power within the Palace has reached many worrying levels and now has turned into an open succession war. For now, we are witnessing the war in the media but with experience, this can eventually degenerate and spill over on the streets.

As a matter of concern and national importance, Ugandans should be concerned and take interest and ask themselves, is it only people from the same Palace that are entitled to succeed an elective President? Are we abandoning Constitutionalism? What has gone wrong? All along, did we not know, they hid it from us that a dynasty was being built with taxpayers’ money, public money?

This is a national crisis that needs to be delved into. The outbursts emanating from the two contending sides are worrisome to our national security. The two gentlemen wild a lot of influence and power. Both men are related to the first family in different capacities.

One of them is the CDF which is a sensitive and important public office charged with keeping our war arsenal, and security, to ensure stability and peace in the country.

To critically think Ugandans, what do you read from the ongoing conflict in the Palace of Power? There is no doubt that the house of the King is on fire and has run out of control and it seems the King is helpless and is ashamed to call for outside help.

This is a very sensitive issue, if not handled and managed well can turn into the overthrow of the Constitution by a renegade soldier. I appeal to those in power to put in place a mechanism to resolve the contradictions before it’s too late.
