PATRICK EDEMA: Why Uganda’s Power Consumers Are Left Struggling

For over a decade, there has been a raging debate among Ugandans on why the electricity tariffs have still remained high despite the surplus power in the country. Let’s first understand the history, in 1954, the Owen Falls dam was commissioned by the colonial government.

This was the first clear source of electricity in the country built with a capacity of 60mw. In 2001, the Owen Falls dam’s capacity was increased to 180mw and a new dam-Kira dam of 200mw. The two dams were built parallel to each other on River Nile at a combined alleged cost of $280m from the World Bank.

Today, a total of over twenty-five (25) power plants currently dispatch power to the national grid where by the supply now exceeds the demand. Although, the supply and distribution reliability issues have now been largely resolved, the government is yet to set upon solving the pertinent issue of affordability. Whenever the government is developing these big dams, the first clear promise to Ugandans is to reduce power tariffs to atleast US Cents 5 per unit.

During the 2021 State of the Nation address, the President stated that ‘the cost of electricity is distorted by mistakes committed by some of our actors, especially the mistakes of Bujagaali and Umeme, (which) add 55.3% to the cost of electricity per unit.

Otherwise, the cost of power from Kiira would be US cents 1.19per unit, Nalubaale US cents 1.119per unit, Isimba US cents 4.16per unit, Karuma US cents 4.97 per unit; but Bujagaali US cents 8.30 per unit. Bujagaali, at one time, was US cents 13.8 per unit.

I remember in 2023, when the president returned the Income Tax (Amendment) Bill 2023 and asked parliament to insert a clause to grant the Bujagali Energy Limited (BEL) that owns and operates the Bujagali hydropower project another one-year tax waiver. In returning the tax bill, the President claimed that the tax exemption will help in reducing the cost of electricity in Uganda for the benefit of the citizens and promote industrialization.

However, the Bujagali hydropower tariffs remained high despite the government’s intervention of the tax waiver on BEL’s operations and the refinancing of the Bujagali hydropower project. The current power tariff from the dam is US cents 8.3 kWh which remains costly to all consumers small and big. These high and unaffordable tariffs negatively affect the quality of lives and national socio-economic transformation.

In the recent two-day deliberation of the East African Power Pool (EAPP) meeting held in Kampala, the State Minister for Energy, Hon. Opolot Okaasai noted that currently Uganda has installed generation capacity of 2,048mw against the peak demand which is below 1,000mw.

The EAPP is a regional institution established in 2005 to coordinate cross-border power trade and grid interconnection among member countries. This explains that the unused electricity is partly of the costs that the few Ugandans connected to electricity have to meet. For instance, in the FY2022/2023 budget, the government allocated UGX190 billion for deemed electricity.

In addition, some of these big power dams are constructed through borrowed funds. Perhaps this can inform Ugandans why the country’s debt has increased to about UGX 97.638 trillion (USD 25.716 billion) by the end of June 2024. Projects like 600mw Karuma dam and 185mw Isimba dam costed government over $2.2 billion of borrowed funds. Karuma alone was $1.7billion while Isimba dam was $567m. Yet at the moment, there is no market for this generated electricity.

It is also important to note that whether the energy is generated and transmitted or not, there are operational and maintenance costs, and financing costs that have to be paid. These include such inputs as lubricants, insurance, labor, and spares.

These costs tend to be insignificant with size except for financing costs and the agreed return on investment. In addition, factoring in several factors including electricity generation, transmission losses, regulatory challenges and full debt service costs results in a much higher unit cost per KWh on the government and by extension the end-user. What is also not usually articulated in determining the end-user cost is the impact of taxes.

For instance, the Electricity Regulatory Authority (ERA) announced that the July to September 2024 power tariffs for domestic consumers is UGX 803.0 from UGX 819.4, commercial consumers to UGX 606.2 from UGX 615.9, medium-industrial consumers to UGX 452.1 from UGX 459.8, large-industrial consumers to UGX 383.4 from UGX 388.5, and extra-large consumers.

However, if the service fee and Value Added Taxes (VAT) are added to the above prices, the domestic consumers pay about UGX 1000 per unit yet over 30.1% Ugandans live below the poverty line. (People that cannot afford US. $1.77 per day) according to the Uganda Bureau of Statistics report (2021). For the average Ugandan household, the burden of high electricity tariffs is palpable.

With a median monthly income of approximately 200,000 UGX, many Ugandans struggle to meet their basic needs. High electricity bills can consume as much as 30% of a household’s disposable income, leaving little for education, healthcare, and other essential expenditures. This has also made businesses expensive and number of small-scale industries and other businesses have collapsed due unaffordability.

The explains why the recent UBOS report 2020 indicated how Ugandans shunned away from grid-based hydropower from 24% in 2019 to 19% in 2020 and about 38% resorted to using solar power. This is partly due to high power tariffs which has also resulted to over 90% of Ugandans to still depend on charcoal and firewood to meet their energy and cooking needs.

We must admit that some of these challenges in the electricity sector have been brought by the poor negotiation skills of some of these deals in the electricity sector. Many bad decisions have been a result of self-interest rather than national interest.

We have seen this in the Power Purchase Agreements where government continues to pay for deemed power despite the fact that it is not used or transmitted to the consumers. The elephant in the room has always been self-interest for which the protagonists made decisions favoring investors.

Therefore, these high cost of electricity in Uganda, where tariffs can reach nearly double that of neighboring countries, makes it difficult for many to afford basic electricity needs. This is compounded by the inefficiencies in billing systems and disorganized metering processes that lead to inflated bills and further disenfranchise consumers who are already struggling.

And regulatory bodies, like the Uganda Electricity Regulatory Authority (ERA), face challenges in balancing the interests of consumers with those of investors, leading to policies that inadequately protect low-income households while prioritizing profits for private investors.

In my opinion, I think the government must change its energy investment strategy to ensure that Ugandans have access to cheap, reliable and clean power. In addition, electricity sector agreements including power purchase agreements, contracts should be availed to public to hold officials that sign such verge contracts accountable, clauses that oblige government to pay for deemed power should be removed.

Long Serving Mbarara Hospital Nurse Disappears, Police Raids Husband’s Home

A sense of unease has gripped Mbarara Regional Referral Hospital and the Uganda Nurses and Midwives Union following the sudden disappearance of seasoned midwife Judith Kyariisima.

Judith, who has dedicated nearly three decades to serving at the hospital, vanished on Monday, according to her husband, Justus Nkwasibwe, a local businessman. Members of the union revealed that today, the Hospital’s Acting Director Dr Deus Twesigye convened the meeting administrators including his Spokesman Halson Kagure to chat the way forward after the husband wrote to the administration .

Hospital spokesperson Halson Kagure confirmed that the husband had sought assistance from the hospital administration, stating, “We are supporting the family and security organs in the search process.”

Kagure clarified that Judith’s disappearance did not occur within the hospital premises, making it challenging for the administration to comment further.

Police investigations are underway, with the case reported at Katete Police Post (case ref: 08/03/09/2024). Rwizi Region Police Spokesman Samson Kasasira was unavailable for comment, but sources revealed that the husband had reported the case and sought assistance from the hospital.

Judith was pursuing a degree in midwifery at Nsambya Training School and was scheduled to complete her internship at the hospital’s pediatric ward. She was last seen on August 28th and was expected to return from a seven-day leave on Friday.

Her husband reported that she had left their home in Katete trading center to retrieve documents, but never returned. The news of her disappearance first surfaced on a local WhatsApp platform of Katete Church of Uganda.

Kagure reassured staff that the administration, in conjunction with the family and security forces, is working tirelessly to locate Judith. He urged staff to remain calm and cautious during the investigation.

Meanwhile, sources at the Rwizi Region Police have disclosed that today afternoon, detectives had raided husband’s home in Katete where series of searches have been conducted.

As the search enters its third day, hospital staff and the community hold onto hope for Judith’s safe return.

JUST IN: Former MTN Group CEO Succumbs To Cancer

In the news this morning former MTN Group Chief Executive Officer (CEO) Raymond Sifiso Dabengwa has died after battling sickness for a long time.

According to a statement released by his family on Monday 2nd September, the former MTN boss succumbed to Cancer. In the statement, Dabengwa has been described as a “titan in the telecommunications industry” and an astute businessman”

His family also praised his visionary leadership, integrity and dedication which drove significant advancements during his tenure as CEO from 2011 to 2015.

Born in Zimbabwe, Dabengwa joined MTN in 2004 as CEO of MTN Nigeria before becoming the group CEO in March 2011. He resigned in November 2015, following a $5.2billion fine in Nigeria for failing to disconnect unregistered subscribers.

Dabengwa’s career spanned various roles, including Executive Director at Eskom. He held BSc in Electrical Engineering and an MBA. He was also listed among South Africa’s 200 richest individuals based on disclosed directors’ holdings in JSE- listed companies.

MUK Student Wins 300 Million From Sports Betting, Quits School

Makerere University student has dropped out of school after winning over 300 million from Uganda Bettors Association fixed games.

Andrew, a second year student of BBA revealed that he has been following Uganda Bettors association for close to a year now and after doing his research, he decided to purchase the games.

“I used to read a lot of testimonies about Uganda Bettors Association on how they helped bettors gain financial freedom, I waited until this season begun and risked my tuition and it indeed paid off. I contacted them on WhatsApp, they directed me on how to pay and after making payments, they told me to wait for the games in two days’ time, I panicked a little but after two days, I contacted them and they shared the games with all the instructions,” he narrated.

“They asked me if they would stake for me, or I would stake on my own, I told them I want to win a lot of money and If I stake on my own, I wouldn’t win a lot of money, so I sent them my stake and they did it for me, they asked for my bank account too which I provided. The money was deposited, all my friends don’t believe that I won this money from sports betting since I don’t have they evidence, they think i’m now a fraudster or a sugar mummy sent it to me,”

Excited Andrew now says that it’s useless for him to continue with studies since his ‘bag’ is already safe.

Abed Bwanika Claims LOP position As Joel Senyonyi Is No Show At First Regional Sittings in Gulu

The National Unity Platform legislator for Kimanya kabonera county Dr. Abed Bwanika has made self declaration of fulfilling the position of the Leader of Opposition (LOP) in Parliament of Uganda Since Joel Ssenyonyi did not show up for the first regional sitting at Kaunda Grounds in Gulu city Northern region.

Bwanika is understandably not in good terms with his party leaders.

Earlier Ssenyonyi declared that opposition members should not attend the plenary sessions in Gulu city, rallying citizens to boycott the arrangements for regional sittings calling it extravagant spending by the Parliament.

However, some opposition members turned up for this sitting which took place at Kaunda Grounds in Gulu including former Leader of Opposition Mathias Mpuuga who is currently at loggerheads with his party.

The day one of regional commenced at 10:00am with the speaker Annet Anita Among seated at helm of business. However, attempts by the chief architect of gathering the signatures to censor the commissioners of parliament, Theodore Ssekikubu proved fruitless after his microphone was muted .

While introducing himself, Sekikuubo told the speaker that their efforts have been properly processed and presented to the Parliament for consideration before his microphone went off.

“This motion was properly processed and presented to the Parliament for discussion.” Ssekikubo insisted although speaker gave him time to only introduce himself telling the house that the sitting is only Spared ” to handle the critical issues of the people of Northern Uganda”

“Those Against Regional Parliamentary Sittings Are Bankrolled By Homosexuals”- Says Speaker Among

Speaker of Parliament of Uganda, Annette Anita Among has broken her silence over the move by opposition MPs to boycott the planned regional sittings saying these oppositions are getting support from homosexuals’ promoters.

Among revealed that regional sittings are legal and and do not affect the budget of the country, “then the intent of telling that we spent Shs5 billion is a lie.”

“We are here because of three things; representation, legislation and oversights role. We are not making any mistake by sitting in Gulu but we are doing inclusivity and we want to customize by sitting regionally.” Speaker Among explained to Journalists from Northern Uganda Media Club (NUMEC) at Bomah Hotel in Gulu City on Tuesday evening.

The first regional sitting is underway with a beehive of activities ongoing, and first plenary expected to commence today at 10:00am at Kaunda Grounds in Gulu city

“Think about the judiciary they are sitting anywhere in the country, see where “Tojikwatako” was handled in Mbale; we are going to pass same proclamations as we do in Parliament in Kampala and it’s going to be binding.” She observed adding, “The fight which is in the Parliament is homosexuals that’s why we are being fought.”

Uganda Parliament overwhelmingly passed the anti-homosexuality law with full quorum with current speaker Among presiding over Parliament a year ago but some western countries blended the law as controversial and subsequently cutting off some aids to Uganda.

The Leader of Opposition Joel Ssenyonyi had made several attempts to rally the MPs and citizens to boycott the notion of regional sittings after Parliament proclaimed this and indeed majority of opposition MPs didn’t turn up, saying that it’s wastage of tax payers money.

Hamson Obua, the government chief whip says these regional sittings are historically legal pointing that it’s stipulated in the constitution of Uganda Article 95 (2) and passed by the then Constitutional Assembly.

The Opposition legislator Obed Bwanika reiterated that, the regional sittings are going to focus on what will benefit all regions. He applauded the speaker for initiating these sittings, “Parliament is not on social media but it’s where the speaker is and members of Parliament, this is a brilliant decision.” Bwanika added

Martine Ojara Mapenduzi, the Bardege Layibi MP in Gulu city, lashed at Ssenyonyi claims that the Parliamentarians are lavishly spending shillings 20 billion on the regional sittings, “this is propaganda and politics at play and it’s purely diversionary.” Mapenduzi

Mapenduzi commended the media houses and journalists from the Northern Uganda for actively giving adequate coverage on the sitting in Gulu city.

For his part the director communication in Parliament Chris Obore, said the Parliament is operating within it’s budget and urged the journalists to report objectively.

“If we give the MPs Shs400,000 for their accommodations and meals what’s wrong with that and this money has been budgeted for.” Obore

The Parliament have already participated in several activities under cooperate social responsibility; including launching blood donation campaign, building a toilet facility at Peace primary school, visiting the resting place of late former speaker Jacob Olanya, visiting Rwot David One Acana ll at his palace and launching a foundation stone for a perimeter wall fence for Kaunda Grounds.

Uganda Prepares To Celebrate The African Traditional Medicine Day

The African Traditional Medicine Day has for several years been celebrated on August 31st but in Uganda it was last celebrated in 2003. However 2024 will see Uganda herbalists and other stakeholders in the sector come together to celebrate the day.

The celebration which are being Team led by the National Chemotherapeutic Research Institute under Dr. Grace Nambatya Kyeyune will take place at Makerere University and will have leading voices and practitioners in Uganda’s naturopathic and homeopathic fields.

According to Dr. Nambatya COVID 19 was the game changer for Ugandans and many started paying attention to herbal medicine. The African Traditional Medicine Day will be a day to commemorate innovation, research and both private and government efforts fostered in growing the herbal medicine sector.

Nambatya said Uganda has lagged behind due to lack of systems and human resources to push the herbal medicine sector forward but with consorted efforts this would change.

Natural Resources Committee Lauds NFA’s Efforts in Omoro District

The Natural Resources Committee, led by Chairman Ariko Edmund Herbert, held a baraza in Omoro District, where the success of the National Forestry Authority’s (NFA) efforts in restoring Opit Forest Reserve was showcased.

The 3-hectare demonstration area, planted with teak trees in 2008 after the LRA insurgency, was highlighted as a testament to the collaborative work between internally displaced people and NFA, according to Ojja Michael Vulou, NFA’s Achwa Range Manager.

“When I arrived here, I saw the teak trees, and I am satisfied with NFA’s work in northern Uganda,” said Chairman Ariko, emphasizing the need for collective action to address forestry encroachment and harness environmental benefits.

Geoffrey Feta, an MP from Ayivu County, and other committee members, including Biggirwa Norah Nyendohwa (Buliisa District Woman MP), David Karubanga (Kigorobya, Hoima), Senwanga Gyaviira (Tebandeke, Baale County), Fredrick Angura (Tororo Sub-County), and Musana Eric (Kagadi), echoed this sentiment.

Fredrick Angura highlighted the importance of integrating tree planting into daily life: “As the forest grows, we should also grow trees in our compounds, and NFA should supply seedlings for wood to provide social and economic benefits.”

The baraza also heard from local tree planters from two cities and 15 districts in northern Uganda, who stressed the importance of NFA. “NFA has been very useful, creating a symbiotic relationship where the forest helps us, and we benefit,” said Dina Ajok, a member of a Collaborative Forest Management group.

As the meeting concluded, there was a strong call to empower NFA further, either as an independent agency or as a full Ministry of Forestry, to ensure continued environmental and community development.

WE’RE TIRED: Workers Petition Minister Gen Katumba Wamala Over Harassment And Extortion By Top Ministry Boss

A section of workers at the ministry of Works and Transport have petitioned Minister Gen Katumba over the Director of Transport at the ministry Benon Kajuna over his endless and belligerent fundraisings which they say have become too much and needs to be tamed by his bosses.

In a petition addressed to Minister Katumba Wamala and copied to all the state ministers of Works and transport Musa Ecweru and Fred Byamukama, the disgruntled employees say the Director in question wants them to fundraise for everything from his church building, his village road, weddings, graduations and recently for his local school Mwizi Secondary school.

They say fundraising for a colleague would be okay especially for problems like funerals since this strengthens cooperation at places of work but their biggest issue with Mr. Benon Kajuna is the endless calls and even sets the amount to be contributed by everyone.

“Fundraising for a colleague would be ok, for example wedding or close relative’s funeral, those kinds of fundraising are normal in our corporation. What makes this more threatening is the numerous calls and messages we have received from him on the same, even going an extra mile of setting what we ought to give”-the petition reads in part.

These further say, the Director also not only engages the employees to fundraise but also does the same to even to suppliers and contracts and whoever doesn’t contribute or contributes little is threatened with withdraw or non-renewal of their contracts.

“On consultation, we are also told that the same has been ongoing with our suppliers and contractors who have expressed even bigger moral matter that he is very vindictive on those who do not contribute or contribute little threatening to deny them with contracts. One of us has brought this matter to your PS in person but the fundraisings seem to be increasing instead”-the petition further reads

In a phone conversation with this publication, Mr. Benon Kajuna denies the allegations and says is not aware of the petition to the ministers says the section of workers protesting his fundraising tactics are just maligning him but he runs them on a voluntary basis and doesn’t force anyone.

He says just like the normal fundraisings, they normally write letters to friends and even attach budgets which are sent out to well wishers like the recent one where they fundraised for a multi-purpose hall at Mwizi Secondary School where he’s the Chairman Board Of Governors.
