Drivers Blamed For Worsening Road Condition In Zombo

By Mike Rwothomio

Heavy truck drivers that ply the 13 km Okeyo-Pakadha-Padea border custom road in Zombo District have come under scathing criticism, for reportedly creating potholes on the road.

Snaking queues of heavily loaded trucks to and from Padea border customs can be seen from Okeyo junction in Thanga Parish, Abanga Subcounty.

The trucks are unable to easily maneuver after some drivers using rudimentary tools augmented the situation, by digging a muddy section of the road as they attempted to clear a small slippery pathway local leaders told this Publication.

Sunday Okirwoth, One of the LC1 chairpersons in Thanga Parish said the situation has worsened at Got Orombu hill next to Okeyo chapel .

An elder from Thanga Parish called Thomwa said “the drivers and conductors are the one spoiling the road, why cant they wait for that small muddy section to dry and then they pass, they are to blame according to me”

A resident of Paidha town council identified as Alfred Odaga, talked of his experience on the road saying ” this is terrible, I almost failed to pass with my motorbike”

However, LCV chairperson of Zombo James Oruna Oyullu equally blamed the drivers for worsening the situation ” by using their own rudimentary tools to instead create more potholes and mud on the road making it impassable”

A Congolese truck driver who identified himself as Kalala said due to impassable nature of the road , they have been unable to access the road for five days. He noted ” not all of us are digging pathways on the road, we stayed here for almost five days now, the road is impassable”

The heavy downpour that is pounding the region has exacerbated the situation by making the roads slippery, muddy and impassable.

In 2022, The ministry of works and transport took over maintenance of the road after the leadership of Zombo District wrote to them requesting for it’s take over given the importance of the road that connects to DR Congo.

Padea border custom will soon be Upgraded to one stop border post.

Recently, the LCIII chairperson of Paidha Town Council Innocent Godfred Onega, appeals to government to tarmac the road , noting of its pivotal role in connecting Uganda and DR Congo.

Last year, the executive director of Uganda National Roads Authority Allen Kagina, inspected the road up to Padea Town Council and acknowledged the value of the road to the government given the traffic on it.

PUBLIC SERVICE COMMISSION FINDS SHE’S VERY GOOD: ICT Permanent Secretary Aminah Zawedde Is Back For Another Three Years

0

The ICT ministry permanent secretary Prof Aminah Zawedde is one of the seven PSs whose contracts the president renewed and extended last week. They will be serving for another three years up to August 2027.

The others are Ramathan Goobi, Adolf Mwesige of parliament, Lucy Nakyobe, state house comptroller Jane Barekye, generals David Kasura and Musanyufu Joseph of agriculture and internal affairs respectively. The president didn’t reappoint Ketty Lamaro who has been working as PS Ministry of education under Janet.

Lamaro proved too weak to handle such a big sector, something which made Janet and donors very uncomfortable continuing with her. She was fired and forced to hand over last Friday. The new PS now is Jane Okou Egau, who has worked at the MoES for more than 30 years. She had been Undersecretary working under Lamaro.

In the case of Prof Aminah Zawedde, she was reluctant to continue serving for another three years but powerful people in the country persuaded her to apply for a new contract to consolidate the achievements of her first three years.

The president’s blue-eyed girl from Makerere, where she used to lecture ICTs, was sick and tired of intrigue and infighting by people who weren’t happy to see her become PS in August 2021.

Such haters tried to make the atmosphere very toxic for her but Zawedde walked on and managed to deliver some achievements.

They kept forging stories to portray her as corrupt and unfit to be PS at ICT only to be ignored by the president who appointed her back for another three years. The president has confidence in the IT-savvy Prof Aminah Zawedde because of what she has done in just three years and her record of high performance.

Even when this is the case, Prof Zawedde, who many see as one of the few senior civil servants from the Muslim faith and also from the academia, might bow out after expiry of this new contract even when age will still be on her side and has an impressive resume.

HER ACHIEVEMENTS:
In the last three years, she has supported young innovators a lot to produce local ICT solutions and systems which have created hundreds of thousands of jobs and saved the govt a lot of money. She funded the development of the PDM beneficiaries’ registration and cash disbursement system called PDMIS.

Ugx855bn has been paid through PDMIS and more than 22.8m beneficiaries have been registered from 8m households. 33,624 jobs have been created through this PDM system.

The other locally developed ICT systems which have created large number of jobs and made money for government include IHMIS which has automated health services, EMIS which has facilitated electronic registration of millions of learners and teachers, egp which has digitized government procurement processes and reduced corruption tendencies.

There is also EDRIMS which has digitized and automated staff files at government MDAs and OBRS which has automated registration of businesses by URSB and has generated Ugx90bn for the government apart from creating 233,188 jobs for Ugandans countrywide who are working as URSB agents in supporting those wanting to register businesses online which is now the only way to register a business.

URSB no longer uses paper processes and all this is courtesy of Zawedde’s leadership as PS. Zawedde also did well being chair for the media and publicity committee for the NAM & G77 summits in Kampala last January.

The large media teams she coordinated delivered a lot of positive online visibility for Uganda via social media. And Uganda was trending for positive reasons during that period as Kampala was hosting the two summits.

She has also streamlined the operations of government communications officers and got them training opportunities, to be certified by public service commission apart from strengthening collaborative relations between Uganda and International Telecommunications Union ITU and ICT development partners like JICA from Japan.

She has also played a role in the revamp of UTL and onboarding of an investor from UAE who is coming to inject recapitalization money into the newly formed Uganda Telecommunication Corporation Ltd-UTCL.

She also set up the BPO and Innovations council whose members worked out the BPO policy documents and also made input into the thinking process leading to the launching National Digital Transformation Road which is a five-year blue print of how Uganda will expand universal access to high quality affordable internet.

The government adopted this and used it to enrich its national development plan IV which defines ICTs as enablers of the country’s social economic transformation. Zawedde will be using her new contract period to consolidate on all these gains made during her first contract of three years and there is hope that a lot of transformation will be achieved by Uganda as a country using ICTs.

Anthony, who has been a teacher in one of the top schools within Lira city revealed how he took the risk after reading so many successful stories of people winning a lot of money from fixed games.

“I used to read so many stories and successful testimonials of how people used to win millions from fixed games that were provided by Uganda bettors association, after doing my own research, I contacted them and made payments for fixed games. After payment, I didn’t want to do mistakes, I asked them to stake for me, I sent them my bank details and the following day, they contacted me and told me that the ticket had won. So they asked me to confirm the bank details once more, which I did, ” he narrated.

“They told me they were deducting 15% of my winnings, I told them to go on but all this, my heart wasn’t believing, I expected them to start giving me stories and maybe asking for more money but it didn’t happen. The following day, they asked me to confirm the deposit! I rushed to the bank and checked. I was the happiest man and everyone in the banking hole was shocked to see me screaming,”

Anthony later revealed that he is no longer going to continue as a teacher but rather, sit down and invest his money.

“I can’t continue betting, I don’t bet, I was pushed to this due to my situation and I don’t want to be greedy now, this is enough! I’m no longer going to continue with my profession, it’s been a rough one but finally, I am saying bye to it. I have to think and invest wisely,” he said.

Pakwach: Expectant Mothers Cautioned Against Long Distance Travels After Woman Delivers In a Bus

By Mike Rwothomio

Medical experts in Pakwach District have advised expectant mothers against long distance travels, warning of it’s associated risks. This came after a woman identified as Proscovia Awacango, delivered a baby on board a baby Coach bus at Pakwach town council on August 14.

Awacango was traveling from Burikimule in Entebbe to Agwok in Nebbi District in West Nile Sub region where her mother-in-law resides.

A picture of a blue baby coach bus packed just adjacent to Pakwach Health Center IV circulated on Social media, as medics from Pakwach Health Center IV and other well-wishers , are seen busy on the ground helping the 28-year-old Proscovia Awacango , a resident of Amor Ferry Cell, Amor East Ward, Pakwach Town Council.

After her successful delivery , Awacango, filled with predestined joy, said ” I started experiencing the signs at the bus Park in Kampala, all through the way, I was feeling uneasy, but when the bus reached Pakwach bridge, the condition worsened but I never told anyone, when we reached Pakwach central police station, i just delivered the baby in the bus ”

The news about her safe delivery sparked Cheers on social media, with many sending congratulatory messages to the child’s mother.

Though Awacango delivered safely, some health workers have discouraged other expectant mothers, from long distance travels, saying it posed great risks to their life. Some health experts also reveal that the risk of miscarriage is also higher amongst expectant mothers whilst traveling long distances adding that its also tiresome.

Night Rikia Mustafa, an enrolled comprehensive nurse at Pakwach Health Centre IV said expectant mothers stand at higher risk of bleeding during long distance travels.

” If your left with like two weeks to deliver or a week to deliver, it shouldn’t be necessary for you to travel long distances because it is very risky” Rikia explained

She also expressed fear that it it would have been riskier if the mother delivered where there was no health facility.

“The incident which happened yesterday if not only that it happened in a place where the health facility is very far and there is nothing completely to be used to help the baby, it was not going to be easy , we may either lose the mother due to bleeding or both of them. Fortunately enough , it happened near Pakwach health center IV , so we were able to save the mother’s life and the baby ” Rukia added.

Jerica Arombo, a close relative to Awacango expressed her gratitude for the safe delivery of the baby commending the police, health workers, and the public for their support during the emergency.

Andrew Mwesigwa, a boda boda rider in Kampala is on cloud 9 after winning over 50 million from Uganda Bettors Association fixed games.

Andrew narrates that he was on the internet when he landed on a story of a security guard winning a lot of money from the fixed games provided by this association.

“I was scrolling through tik tok then I saw a story of how a security guard won over 200 million from Uganda Bettors Association Fixed games, I went to their website, read through the available packages and subscribed to fixed games right away because if a security guard would risk this, who am I?! After making the payment, I contacted them on WhatsApp for further instructions. They told me they would either stake for me or I can as well stake on my own but of course I chose to stake on my own that’s why I wasn’t able to win huge money. They told me to send them 15% of my winnings which I agreed as long as it’s a guaranteed win,” he narrated.

“They sent me the ticket with all the instructions, I obeyed but my heart was pumping, I didn’t believe in it at all, I was so biased but since am a risk taker, I cooled down,”

“The ticket won and I sent them their 15% and also my stake for the next game which am now waiting for,” he said.
