Nebbi Leaders Strategize to Unlock Potential Investment Opportunities To Spur LED

Greater Nebbi leaders have mooted strategies to unlock apparently untapped investment opportunities to spur Local Economic Development (LED) in the districts of Zombo, Nebbi and Pakwach in West Nile Sub-region.

Through agenda making processes individuals comprising academia, civil servants, religious, political leaders, business communities, farmers, special interests’ groups among others were consulted in a transparent three. Under what they are calling “Greater Nebbi Development Agenda” (Mbegi Pi Gyeru Pacu).

The leaders say this plan is in the trajectory of the National Development Plan IV of Uganda for ease implementation potential driver for high quality livelihoods individuals with available employment through skilled affordable labor force.

Emilio Udongo Wathum, the Chairman of the programme who doubled as the President of the Greater Nebbi development Forum in a sideline interview with our reporter implored that validation of the previous meetings is completed.

“This now a unifying agenda for development in greater Nebbi.” Udongo stressed during an interview

Jerry Kasamba Chief facilitator and consultant of the Greater Nebbi Development Agenda making process assured that draft Zero and fair draft is under review so that it is taken for joint council meeting adoption.

We have developed a draft zero of agenda making process right now we are doing the validation process for a fair draft for councils’ approval adoption. Kasamba observed

He added that after that we shall design the layout of the document for printing and the launch is expected to be held in Parombo town council, Nebbi district in April.

Steen Omitu, the Pakwach district LC V Chairman, has cautioned those with intention to frustrate this agenda to abstain completely because they will use the agenda for lobbying collectively to the government, development partners and investors as they taking it for adoption by the councils of Zombo, Nebbi and Pakwach respectively.

“I feel bad about our very own people who come home to comment on development in areas like Gulu, Mbarara and others yet they are the one to champion the course in this area….. I wonder what is in their minds.” Omitu said

With tag name; “Mbegi Pi Gyeru Pacu” literally Greater Nebbi Development Agenda 2025 sets clear vision mission and goals in services area including health and education, infrastructures, commercial agriculture, agro-processing and value edition, energy and minerals, business investment considering strategic location of West Nile in Uganda and countries like DR Congo, South Sudan and Central Africa Republic.

Hassan Ringtho, the Zombo district council speaker, responded in an interview that, as three district councils, they are aware of a common agenda for development in the region and the joint council will help them deliberate on the development areas of mutual interests.

Ringtho is sure they are acting within the law, quoting Section 2 of Local Government Act provides for a joint council for a common interest, “and therefore our common interest is Greater Nebbi Development Agenda.”

He said the three districts planned to hold the joint council on 7th March 2024 to discuss the Greater Nebbi Development Agenda.

Innocent Onega Godfrey, the LCIII Chairman of Paidha town council, cautioned members from diverting the agenda to advance their political interests.

Onega says rapid growth of urban centers, there must be a robust consideration for conducive living urging Paidha town council be alleviated to municipality status given its massive population.

Meanwhile the religious bodies of the area are championing several sustainable livelihood programs like promotion of small scale irrigation, establishing vocational institutions, poultry piggery and goat rearing etcetera.

During the consecration and installation of New Bishop for Nebbi district, Dr. Constantine Rupiny told the congregations that they will work with his colleague of Church of Uganda Pons Ozelle Awinjo to promote a productive community of flocks they are shepherding.

Bishop Dr. Rupiny said while incidences of multi-dimensional poverty are declining nationally, in Nebbi Catholic dioceses in particular the rate of decline is much slower.

“Our people still suffer a high level of poverty standing at 50% according to UNBS.”

The region encompasses various districts including Adjumani, Arua City, Arua District, Koboko, Maracha, Terego, Madi-Okollo, Moyo, Nebbi, Pakwach, Terego, Yumbe, and Zombo.

It enjoys abundant electricity after the government connected the sub-region to the national grid with optimism for investments

Nebbi district recently secured expansive land for stabling industrial park within Nyaravur-Angal town council.

The Zombo district Community Development Officer (DCDO), Samuel Ochaki, has rallied the local population to start appreciating locally processed products such as honey, maize floor, wine and beverages so that the few who are venturing in value addition can benefit.

Available raw materials like coffee, cotton, fish, water, avocados, Simsim Cassava Irish potatoes among others and   affordable labor and land provide immediate opportunities.
This is the first period after centuries for the people of Greater Nebbi are championing a distinct unifying position towards a development agenda with holistic vision for everyone.

NWSC Boss Names Police Officer Who Tortured Kampala Water’s Oscar Omara, Asks IGP to Ensure He’s Severely Punished

NWSC Boss Names Police Officer In a 14th February letter to the IGP Abbas Byakagaba, the Kampala Water/NWSC general manager engineer Mahmood Lutaaya asks the police chief to intervene and ensure justice is done for torture victim, Jolly Oscar Omara the NWSC field manager who was thumped and put at gunpoint while investigating illegal water connections in Buziga, Makindye division.

The torture incident happened last November in Buziga at Mr. Fred Basiima’s premises where Omara unearthed the illegal water connection problem.

It was at 11am when a shocked Omara discovered that the water supply system which had previously been disconnected for non-payment of water bills had illegally been reconnected without the money being paid.

The NWSC supply number at the premises is 21/35/30/658 and when Omara asked why it had been reconnected without payment of the huge water bill which had led to the disconnection, a police officer called Alex Katungyi emerged and badly beat him up and put him on gun point while threatening to kill him if he didn’t drop his demands for disconnection until full payment was done.

In his letter to the IGP, engineer Lutaaya reveals that Katungyi is a police officer attached to the ministry of water & environment which depends on the environment police unit to protect wetlands, forests and rivers.

He explains that Omara was only saved by the intervention of onlookers and the officer in charge at Buziga police station who even advised him to open a criminal police case against his fellow policeman Alex Katungyi.

He advised Omara to open a case of assault and threatening violence against Katungyi, which he did. Engineer Lutaaya informs the IGP that a case file was opened up for Katungyi to be investigated under Ref SD:13/11/11/2024.

Lutaaya informs the IGP that as NWSC top management, they are concerned that Alex Katungyi hasn’t thoroughly been investigated and that this has created fear among NWSC field staff that what happened to their colleague Omara is soon going to befall them some day.

They are also scared that Omara might even be bumped if those who tortured him for doing his work don’t get reprimanded. Lutaaya says that many NWSC and Kampala Water employees live under fear that Katungyi-like attacks may happen to them too, which has reduced on their productivity in the field especially when required to inspect meters at premises where powerful police officers like Alex Katungyi live.

Engineer Mahmood Lutaaya concludes this way: “We hope that in the spirit of partnership that your kind office will investigate this matter with utmost urgency and that the curplit is held accountable for his actions.”

Police Officer Deleted From Payroll For Standing up to Kajjansi Wetland Encroachers

A police officer by the names of Farooq Nabwiiso is currently disgraced and eating dust after his bosses and supervisors ganged up and subjected him to persecution simply because he stood firm against tycoons who were enchroaching on a wetland near Kajjansi.

With force service number 33719/DC, Farooq Nabwiso had served UPF for 14 years until the incident happened and disrupted his service. He had been deployed as the environmental protection police focal officer at Kajjansi Police Station where he diligently went about his work.

His woes started in 2022 when he responded to calls by members of Wakiso wetland users association and confronted and stopped a businessman who was carrying out sand and clay mining on the Kajjansi swamp. He made it clear that such sand mining activity was illegal and had to be stoopped.

The enchroacher who was carrying out illegal sand and clay mining at the Kaga wetland turned against him; arrogantly making it clear that he was unstoppable because he had already facilitated and paid off a group of more senior police officers led by a one Alex.

The illegal clay miner also claimed he had been cleared by officials from the UPF’s regional environmental office and named several officers who were on his monthly payroll. He assured Nabwiiso these are guys way more senior than him meaning that he should back off if he still wanted his life and job.

The rogue-minded more senior police officers later on engaged in retribution against Nabwiiso who they accused of reporting them to the regional environmental protection office. He also reported the matter to the Water Ministry headquarters in Kampala where the environmental police work is coordinated from.

That is how the Commandant CP Enock Abaine became keen in the matter before subsequently becoming too busy and abandoning the same. AIP Isingooma and Byabajje initially got interested in the matter but later on abandoned it too. Later on, Nabwiiso was controversially transfered before being arrested and charged with defying a lawful transfer yet the same transfer had been stayed years earlier.

Several big people in the force ganged up against Nabwiiso who got frustrated and considered applying for early retirement but as the same was being processed, his name was deleted from the Uganda police force Payroll.

As per now, poor Nabwiiso whose children don’t go to school anymore lives a destitute life as he struggles to be reinstated back on the police payroll. He has been advised to back off and go live the rest of his life in poverty because people who got his name deleted are a powerful cabal some of whose members even want him dead.

MP Richard Sebamala Responds to Malicious Rumors: Calls for Focus on Democratic Party Redemption

Hon. Richard Sebamala has dismissed circulating rumors regarding his personal life, emphasizing that he remains happily married to his wife. He asserts that these baseless claims are being spread to distract the public from his bid for the position of Democratic Party (DP) President General.

“It is clear that those behind these falsehoods are politically motivated,” Hon. Sebamala stated. “They know that I am ready to contest for DP President General, and they are doing everything possible to derail my focus. But let it be known—I remain unwavering in my resolve. Nothing can stop me.”

BIG STORY: Excitement As MP Dr Aceng Rehabilitates a Road In Lira City

There’s excitement in Lira City in the Lango sub-region after their area Member of Parliament who is also the Minister of Health Dr. Jane Ruth Aceng dipped a hand in her pockets in a bid to improve urban infrastructure brought smiles to her constituents.

The minister has dedicated with passion to improve a one kilometer road in Lira city. The project, which has been long awaited by residents of Central Park Cell, Ireda West Ward, Lira City East Division, is expected to improve transportation, reduce traffic congestion, and stimulate economic growth both locally and elsewhere.

This road has improved drainage systems, tarmacked surfaces, and pedestrian walkways. This initiative is part of Dr. Aceng’s larger efforts to improve urban infrastructure and meet the growing needs of Lira City.

 

During the commissioning ceremony, Minister Aceng, represented by Moses Eyen, Central Park’s LC1 chairperson, emphasized the importance of high-quality infrastructure in driving socioeconomic development.

“This road upgrade is not just about tarmac; it is about improving the quality of life for our people. Better roads mean easier access to markets, schools, and healthcare facilities, which ultimately contributes to the overall development of our city,” the MP Dr Aceng said.

Moses Eyen conveyed his appreciation to Dr. Aceng for tackling the community’s persistent problems brought on by the poorly maintained road. The road known as ‘Obanga Pe Wange Road’ connects Kumar Hotel to Obanga Pe Wange Church.

Residents of Central Park have welcomed the project, citing previous difficulties such as flooding during the rainy season and increased vehicle maintenance costs.

Charles Ogwal Ilare, a member of All Saints Obanga Pe Wange Church, expressed his gratitude for the upgrade and emphasized its positive impact on the community.

Denis Lum, the owner of Lum Moto Spares, a local business, is optimistic that the improved road will attract more customers and boost trade in the area.

“We have been complaining about the poor state of the road for a long time, but no other leader came to our rescue. Dr. Aceng has shown true leadership,” he said.

With this latest development, Lira City is poised to become a model for sustainable urban growth in the region.

Silver Acio, 63, is a resident of Central Park and the warden of All Saints Obanga Pe Wange Church. She also thanked Dr. Aceng for her support. “I must thank Dr. Jane for her dedication to this project. It has brought hope and relief to our community.”

Bonny Okello Alele, the Assistant Resident City Commissioner (ARCC) of Lira City and a representative of the church leaders at All Saints Obanga Pe Wange, praised Dr. Aceng’s leadership.

“A leader must be God-fearing, like Dr. Jane. Her commitment to serving the people is evident in her actions. This project is a testament to her dedication,” he said.

UHTTI and MUBS initiate Strong Partnership To Elevate Uganda’s Tourism Training

Jinja:  In a groundbreaking move, the Uganda Hotel and Tourism Training Institute (UHTTI) has forged a strategic partnership with Makerere University Business School (MUBS) to revolutionize tourism and hospitality education in the country.

In a meeting held on February 12, 2025, at the UHTTI campus in Jinja city, the two tourism and hospitality training powerhouses committed to developing a skilled workforce for Uganda’s burgeoning tourism sector through mutual co-operation in the areas of research, staff and students exchange as well as capacity building among other areas.

UHTTI Principal, Mr. Richard Kawere, emphasized the partnership’s significance:

“Our goal is to cultivate a professional and proficient human resource that will propel Uganda’s tourism industry to new heights.”

MUBS principal Prof. Moses Muhwezi commended the current developments at UHTTI and said the two institutions will greatly benefit from the partnership.

According to UHTTI’s publicist, Mr. Daniel Kazungu, this collaboration marks a significant milestone in the institute’s pursuit of excellence.

“We recognize MUBS’s research prowess and believe this partnership will propel UHTTI forward,” Kazungu said.

With this synergy, UHTTI and MUBS are poised to reshape Uganda’s tourism education landscape, fostering a new generation of skilled professionals equipped to drive the sector’s growth and success.

Over 50 Medical Practitioners Conned In Fake Ireland Job Scandal By Dr Miriam Mulungi Natambi

As many seek greener pastures a number of Ugandans have fallen prey to companies and individuals who seem legit but have the con art as their trade. Knowing how desperate Ugandans are for better livelihoods and employment Dr. Mulungi Natambi Miriam a renowned Doctor who once worked with KCCA but went on to form an International Employment Company called G3 and has lured more than 50 Medical Practitioners to pay fees ranging from 16million to 20million Ugandan Shillings each for anticipated employment in Ireland.

She clustered her victims in batches and even went on to supply the first batch with employment documents and fake work permits. For a whole year she kept promising their travel successfully causing some to resign their jobs because she would tell them “in 2 months time” you will be flying.

As if this was not enough, Dr. Natambi Miriam who is also a Pastor abused her God given Ministry by constantly telling her victims God was in all she was doing. No one was suspecting what would happen next because she kept giving them the ‘God’ tag.

Eventually the first batch had their passports rejected by the Embassy of Ireland causing a stir for people who had got loans, sold property and left their employment based on her deception.

Though some practitioners have threatened to sue Dr. Natambi Miriam the unremorseful G3 Company Director remains aloof and indifferent to the damage she has done.

In a meeting held at the close of last year by the affected medical practitioners left them more aggrieved since the Woman of God never showed up but sent her husband to inform them that she would give back their passports and would find a way to pay installments since the jobs she promised were inexistent.

Many grumble that installments will not make amends to their already destroyed livelihoods. Moreover she has since not fulfilled her pledge and growing fears have emerged that Dr. Natambi Miriam, her husband and Co-Director Kezia Asiimwe are planning to go into a con exile abroad to evade possible arrests.

Given the weak policy enforcement and insufficient justice system in Uganda, a good number of well meaning Ugandan professionals continue to be deceived by Employment agencies and robbed.

Blogger Who Hates Bobi Wine Vows To Destroy UCC, Brands Its Top Boss Nyombi Thembo a ‘Misguided Missiles’

Late last year blogger Dean Lubowa Saava declared war on Bobi Wine and promised to destroy and finish off his NUP party by easter of this very year.

NUP foot soldiers fought back by declaring him a mere hater of Bobi Wine whose success he envies. They also claimed he had been hired by Mathias Mpuuga and other haters of Kavule.

They predicted doom for the blogger who is now already facing big problems. This came after several high court judges commenced investigations into defamation and hate speech allegations against Saava’s youtube channel. Judge Singiaza even issued a gag order to prevent Saava from defaming more senior citizens who refuse to pay up.

In his own words, Saava is currently facing very expensive defamation suits in the high court which have been filed by victims of his hate speech including LoP Joel Ssenyonyi, Kampala University owner prof Kateregga Dungu Badru, the postbank Managing director, the prisons boss Samuel Emiku, MP Dr. Emily Kugonza and road contractor Lutaaya Alex just to mention a few.

Pastor Ssekisaka who he called the chief land grabber of Mutundwe Nalumunye has also instructed a top Kampala law firm to bring up a defamation suit against Saava and his TV10 media company.

Besides all these problems, which have caused his lawyers of Ms Kaganzi & Co advocates to ask for a lot of money to be able to keep going to court to defend him, Saava is also facing parallel investigations by UCC the regular of all online media services.

UCC executive director Nyombi Thembo calls Saava an outlaw because he has been operating and terrorising senior citizens of Uganda using his TV10, which has never been licensed to operate. UCC last month directed all telecom companies to block access to Saava’s media platforms because they are illegal.

The UCC boss also summoned Saava to appear before the UCC investigagions committee full of senior lawyers and Saava says he won’t go there. He says that his enemies like the corrupt thieves and the murderous witchdoctors he has been exposing have been paying money to a group of UCC lawyers led by Meddie Kaggwa to use the commission’s regulatory powers to intimidate him.

Besides threatening to show up with a panga to behead the UCC executive director Nyombi Thembo from inside his office in Bugolobi, Saava says that he is very busy with better things to do than appearing before the UCC whose boss Nyombi Thembo he says is a “misguided misile” who is confused, ignorant and doesn’t know what he is doing.

Saava has also been threatening to air bad news stories about the top UCC bosses like Meddie Kaggwa and Nyombi Thembo if they don’t stop investigating him for hate speech.When he realized that the UCC top management wasn’t cowed and was instead determined to do their work of calling him to order in order to protect innocent Ugadans against hate speech, Saava last week tried to complain to General Proscovia Nalweyiso who has since disregarded and ignored him.

Nalweyiso doesn’t want to be used to fight personal wars which she doesn’t understand and wants Saava to carry his own very big cross as a person because she has never sent him out there to go and use hate speech to defame senior citizens of Uganda like the Katikiro Mayiga, Badru Katerega, Dr Emily Kugonza, prince David Wasajja, the prisons boss Samuel Emiru, the postbank MD, LoP Joel Ssenyonyi and others.

UCC has already set this Monday as the day during which hate speech promoter Saava must appear before their tribunal to be grilled for the whole day. At 9am it will be Lutaaya case, at 11am postbank case and the one of Katerega at 12pm. Saava is to be given the chance to defend himself against defamation and hate speech complaints which have been lodged against him.

Saava, who legal analysts predict will end up choking on defamation cases and court costs like Red Pepper and Teddy Seezi Cheye, says he will not appear because UCC is full of idlers and misguided misiles.

Nyombi Thembo has made it clear that should Saava refuse to show up and defy their summons the way he has been doing, they are going to use the toughest regulatory sanctions the law gives them and in the end, Saava (who has already been to prisons many times) will regret the day he was born.

UCC has many options at its disposal including locking up Saava at Luzira and having him criminally prosecuted through the courts of law or even merely writting to youtube demanding closure of his youtube channel, which he has been to broadcast illegally while promoting what UCC has called hate speech against big people who refuse to pay for his silence.

Top URBRA Boss Blows Shs200m Fueling His Car

In his letter trying to explain to the president why URBRA ex-CEO Martin Anthony Nsubuga’s employment contract couldn’t be renewed automatically on 14th May 2024 when his five year tenure (which began on 14th May 2019) expired, finance minister Matia Kasaija has portrayed Mr. Nsubuga as a very extravagant Chief Executive Officer not so good to be retained.

Responding to the cabinet meeting of 28th October 2024 at Entebbe state house where Museveni criticized the Hon Julius Bigirwa Junjula-led board for declining to renew Nsubuga’s job contract for another 5 years, Kasaija put everything out in black & white.

During that cabinet meeting Museveni, who earlier on had met Nsubuga through a female minister from Buganda, bashed the board members and warned against making defeated former MPs board members again, going forward.

Matia Kasaija, who realized the president had been lied to by some Nsubuga supporters, was in the meeting and felt so bad though he never immediately responded.

Upon recomposing himself, Kasaija who supervises the URBRA board determined to explain himself to the president via a letter of personal explanation which he used to give very clear reasons why Nsubuga had become too dangerous to be retained in the job.

Kasaija felt that it wouldn’t have been Nsubuga who he treated so leniently and always shielded, to pay him back in that way.

In his letter, Kasaija listed more than 10 reasons to demonstrate what made Nsubuga ineligible including irregular staff recruitments, sectarianism and procurement decisions of especially stationery for the organization. The other questionable procurement decisions related to maintenance and repair of the Authority vehicles especially those attached to the CEO’s office among others.

Kasaija also makes reference to fuel expenses which the ex-CEO allegedly sanctioned to favor himself while by far exceeding what had been allocated and authorized in the Authority budget as was approved by the board.

In his letter, the minister reports to the president that in just the financial year 2022/2023, the ex-CEO blew up Ugx198,105,000/= (almost 200m) on fuel purchases to maintain a fleet of three official Land Cruiser vehicles that were attached to his office at a time other fellow members of top executive barely had any means of transport.

Kasaija makes it clear to the president that there is a lot more that can be elaborated to him regarding Martin Anthony Nsubuga’s unsuitability for the URBRA CEO job-and asks for exclusive audience to do exactly that.

Breaking News: Museveni Names New Deputy Chief Justice

In the news this evening, president Museveni has named Justice Zeija Flavian as the new Deputy Chief Justice replacing Justice Richard Butera who is retiring in April this year after clocking 70 years.

Justice Zeija Flavian has until the time of his new appointment been the principal judge since 25th December 2019. His appointment now leaves a vacancy of the Principal judge who is the administrative head of the High Court.

According to the statement released by the Judicial Service Commission this evening, Museveni also appointed Eight Justices of the Court of appeal/Constitutional Court, one justice of the Supreme court and 21 judges of the High Court but in acting capacity for a period of two years.

Additionally, the commission also revealed that embattled Justice Faridah Bukirwa has been re-appointed in acting capacity to the High Court after disciplinary proceedings against her were concluded and cleared.

“The President in exercise of his powers under Article 142 (1), and (2) of the Constitution has appointed the Deputy Chief Justice, one Justice of the Supreme Court and eight Justices of the Court of Appeal”-the statement reads in part.
