BIG STORY: Finance Ministry Instructs Attorney General Kiryowa To Appeal Against Judge Musa Sekaana’s URBRA Ruling for Being Erroneous & Full of Errors

Writing on behalf of the Finance Ministry, Minister Matia Kasaija has written to the Attorney General Kiwanuka Kiryowa instructing him to apply for stay of execution against Justice Musa Sekaana’s 31st January ruling which had the effect of creating a crippling leadership vacuum at Uganda Retirement Benefits Regulatory Authority (URBRA), by declaring the governing board null and void besides directing the ouster from office of Counsel Rita Nansasi Wasswa who has been serving as Ag CEO for the last 6 months.

She substantively serves as the Corporation Secretary but was designated to serve as Ag CEO in August last year after then CEO Martin Anthony Nsubuga’s contract wasn’t renewed on grounds of unsatisfactory performance.

Nsubuga protested this by instituting a Judicial Review application in the High Court protesting his ouster from the job. He asserted that he was ousted because the Board and line Minister Kasaija didn’t like him as a person because of financial resources’ allocation-related disagreements.

He sued four Board members, Nansasi and Kasaija personally claiming that they had ganged up against him. Kasaija, who had all along been criticized for seemingly favoring Nsubuga (who five fears earlier had been given the job on a silver platter without competition) was reportedly angry about the Judicial Review application and couldn’t believe that Nsubuga would pay him back this way (by personally dragging him to Court).

In the end, the High Court held that the continued stay in office of the four board members was untenable because they became board members without having the relevant experience relating to retirement benefits schemes’ management matters.

This potentially creates governance problems at URBRA, something that Kasaija and the Finance Ministry believe is anomalous and an absurdity because it has the effect of paralysing business at the Authority.

Imagine a situation where the regulator of a sector worth trillions having to indefinitely do without a governing board and a CEO? To Kasaija, this would be reckless and that’s why the AG has had to be instructed to apply for stay of execution and also to appeal to the Court of Appeal to have the Musa Sekaana judgement overturned.

In his ruling, Justice Musa Sekaana ironically didn’t order for Nsubuga’s reinstatement though he disputed the circumstances under which the governing board disregarded his written expression of interest to have his contract renewed so that he could head the regulatory agency for another 5 years. Matia Kasaija’s letter is dated 5th February and is copied to PSST Ramathan Goobi and the Solicitor General.

An analysis on the appeal papers the AG chambers has since filed in the Court of Appeal sheds light on the exact case that is being advanced to support the appeal against trial judge Musa Sekaana’s ruling.

It’s being contended that it was inappropriate and erroneous for the learned Judge to have digressed into board members’ qualifications as part of his inquiry into Martin Anthony Nsubuga’s Judicial Review application.

That this ought to have been considered and addressed under a different suit altogether and not under Judicial Review. That Nsubuga, the applicant ought to have been advised to file a fresh suit, which never happened.

There is also concern as to why the High Court Judge didn’t find it prudent to leverage the Approbation/Reprobation doctrine to inquire into the dishonesty regarding why the former CEO only disputed the Board members’ qualifications or lack of the same only after his desire to be considered for contract renewal was disregarded.

That he served under the same Board members, who supervised him for all those years, and he never raised a red flag about their inadequate qualifications. The AG will assert that, by not looking into this glaring dishonesty, the trial Judge erred and didn’t act properly. The trial Judge is also being faulted for overlooking the approbation and reprobation-related argument as was advanced by the respondents.

That the applicant, in the Judicial Review application ought not to have been permitted to keep quiet about such alleged illegality for all those years and only raised a red flag and went to Court against the same only after failing to obtain a favorable decision from the same Board members regarding his contract renewal.

The AG will also prompt the Court of Appeal Justices to inquire into why the trial Judge didn’t make any reference to that anywhere in his ruling yet it was very glaring. That it was also innappropriate for the trial Judge to have kept a blind eye on that.

There are also concerns that some of the orders the trial Judge proclaimed were insensitive and bordered on being proclaimed in vain. Reference is also being made on the trial Judge’s order requiring disbandment of the Board and vacation of the CEO office, which could lead to chaos at URBRA because of the huge governance vacuum that could result.

That the trial Judge also ought to have thought about such absurdity that could potentially result from having a governing Board-level vacuum in place at the time the CEO office is also vacant.

The Board has to constitute top management which is headed by the CEO, and constituting a new Board takes not less than a year because of many stakeholders who have to be consulted by both the Finance Ministry and the President.

Zombo’s PLE Star Girl Seeking Sponsorship To Pursue Dream

Zombo district girl child primary leaving examinations (PLE) star has sharply extended open request for sponsorship from well-wishers to further her education after she excelled in 2024 Primary Leaving Examination’s results which was released last Week.

Domtilla Pimer, 15-year-old, Index number 009709/057, completed primary seven education level at Warr Junior school in Warr town council, obtaining division one (10 aggregates), with distinctions two in Mathematics and Social Studies and credit three in Science and English language.

Pimer is worried that her dream of becoming a medical doctor is shattered, “Am from a poor family and those people who are outside help me achieve my dream of becoming a doctor.”

“When I achieve my education dream I will help other children from poor families in future.” She added

Speaking to our reporter, she revealed that, paternal grandmother raised her alone after her biological father died after developing a mental disorder and running mad when she was  still a toddler while her mother was married to another man.

She stressed that the grandmother can’t fend for her further education and hence her dream to become a doctor is at stake.

With passion for mathematics, Domtilla recounted the efforts for mathematics and encouraged fellow girls to love the subject. I expected to obtain aggregate six, she was puzzled and questioned the results.

Acknowledging the efforts of her teachers she appealed to teachers in the country to ensure they teach learners with passion and commitment.

Her teacher of social studies, Jeremiah Ujuku attributes some of the success of Domtilla and other candidates to attending seminars and exchange visits to other schools which enabled experience sharing.

“There are other teachers who are more competent than us and we can learn from them and vice versa, besides this candidate was committed to study and she managed to excel”. Ujuku explained

I urged the girls never to fear mathematics because they can manage”. He added

The youth councillor for Zombo district, Amos Jachan has tasked the secondary schools in the district to give bursary for the girl to pursue further education.

He rallied political, religious and cultural leaders to mobilize resources for this brilliant girl while they also source for external support.

School supervisor, Johnson Udongo, commended responsible parents for being supportive to education of learners, “it was not easy for her to study but as school we gave her half bursary so that could complete primary level of education.”

“It’s not easy for such a girl to get first grade with in this rural setting.” he stressed

The LC III of Warr town council, George Bidong has echoed the need for support to the girl advising that the individual or organization intending to support the girls’ studies to contact the leadership in the district and town council.

He warned those with fraudulent tendencies to desist from their act.

Please any individual or organization who wishes to help this girl child to contact the local leadership in this regard. George observed  Bolingon Francis, the district councilor for Athuma sub-county, has tasked the government to embark on offering scholarships to bright needy children.

Zombo district registered only 23 in division one, 950 division three, 459 division four 333 U-graded and 25 X out of total 2625 of learners registered for PLE last year.

Stakeholders including Alur Kingdom and CSO’s have significantly been in front advocating for girl child education and therefore there’s need for joint efforts to save Domtilla acquire higher education.

For his part the MP for Ora County, Zombo district, Lawrence Biyika Songa has secured mattresses, bedsheets, written books, pens and pencils to 84 candidates who attained first grade and second grade.

The MP observed that when learners are joining post primary studies, parents find themselves stuck to afford vital requirements.

“As part of my contribution to all P/7 candidates who have got first grade in Ora County, all boys and girls who are giving the mattresses, bedsheets, writing books, pens and pencils”. Songa revealed about the support during an exclusive telephone interview.

The education department in Zombo district expressed Frustration as out of the 23 candidates who attained division one only five candidates emerged from government school of Pasai primary school, Atyak primary school and Uturgang Boys primary school.

Martin Nsubuga Refuses To Vacate URBRA Office After Failing to Use Court To Get Back his CEO Position

Parliament and the State House Anti-Corruption Unit (SHACU) have been petitioned to inquire into circumstances under which the disgraced Martin Nsubuga has continued to physically occupy public office at Uganda Retirement Benefits Regulatory Authority (URBRA) 6 months after he was fired and ceased to be an employee there.

The former finance ministry junior employee from Mityana ceased to be the CEO at URBRA in August last year when the governing board refused to renew his contract and gave the responsibility to someone else to serve in acting capacity. While demanding criminal prosecution, the whistle blower reveals that since the day he was fired, Nsubuga never moved even an inch because it never sunk into his head that he was no longer the CEO.

He has stayed put to demonstrate his contempt for the governing board whose members he has never forgiven fort depriving him of continued enjoyment of position that exposed him to endless travel opportunities and juicy allowances.

Formerly a junior officer at the finance ministry from where Moses Bekabye (then caretaker CEO) recruited him at URBRA initially as director supervision & compliance, Nsubuga was elevated to the CEO job in 2018. He was controversially given that by the board that was then chaired by lawyer Andrew Kasirye. He replaced the Kenyan expatiate CEO who had ceased to be.

When Hon Julius Junjura Bigirwa became board chairman and new members came in, the directors were shocked to find that URBRA had a CEO who had nothing on his file as an employee.

There was no public advert to which he responded, no application and no record of the recruitment process through which Martin Nsubuga became CEO. There was only an appointment letter, something the new board members (determined to put things right) found to be strange and irregular. When he was asked about the same, Nsubuga became angry and started accusing board members of being money-minded and being biased against him.

He started claiming that he was being witch-hunted especially after he failed to explain himself on shocking findings an internal audit report established against him as the CEO. These included Shs3m fuel allowances for the CEO’s office per quarter which was blown up in just one day. It was also discovered two fuel cards existed including one that was being used by the CEO’s spouse.

There were also questions about the circumstances under which three brand new vehicles came to be assigned to the CEO’s office and for his personal use when other members of top management were struggling to have basic transport means.

Questions were also raised regarding the circumstances under which 11 close relatives came to become part of URBRA’s staff team of 60 employees. And the 11 close relatives became URBRA employees during the period Martin Nsubuga was CEO. Around the same time, internal auditors raised a red flag about existence of ghost workers at URBRA who had been engaged to work and earn fat salaries purporting to occupy positions which don’t exist in the company structure.

There were also questions from the finance ministry regarding circumstances under which several billions were expended in the name of hosting the annual conference for the African Pensions Supervisors Association (APSA) that was hosted by Uganda.

The question was that billions of the Ugandan taxpayers’ money had been expended ostensibly to organize the conference yet each country delegation had financially contributed towards the same as is always the norm. Instead of soberly explaining, the CEO was always hostile each time such questions were raised by board members.

This created bad blood between CEO Martin Nsubuga and the board members who were also being tasked by the President through the finance ministry to explain why no progress was being made towards delivering on the task that required URBRA to roll out the informal sector members’ savings scheme targeting up to 22m members in comparison to NSSF’s mere less than 2m members or savers from among formal sector employees. The government view was that, thus way URBRA would be able to mobilize a lot of cash and savings the way their Kenyan counterpart does.

So, in the end, misunderstandings escalated and the board concluded that Martin Nsubuga, whose efforts to get back the CEO job through court were recently thwarted by Justice Musa Sekaana, wasn’t the right person to deliver on the high targets their political supervisors at the finance ministry had set for them.

That’s how his contract wasn’t renewed and instead of merely eating a humble pie and letting go, Martin Nsubuga (who lives in the Gayaza neighborhood) opted to fight and filed a Judicial Review application in the High Court. He pleaded re-instatement into the CEO job (without which he doesn’t seem capable of moving on with life) but the court declined.

Even efforts to use Minister Ruth Nankabirwa to arm-twist the President so that the man from Mityana gets back his job, didn’t yield. Gen Museveni turned his back on the whole thing after establishing that many of the things that had been alleged in favor of Martin Nsubuga, against the finance ministry were false and untrue regarding the performance of URBRA under Mr. Nsubuga’s tenure as CEO.

The big man from Rwakitura was hurt that stuff done by NSSF had been depicted to him as achievements for Martin Nsubuga-led URBRA. Museveni sought 2nd opinion from Matia Kasaija who, in writing, indicated to him it was all kiwaani. The President became so much annoyed and never allowed to give audience to anyone coming to plead for the now fired URBA CEO.

REFUSING TO LEAVE: Even when he was in court battling board members for not renewing his contract (which by the way is their right), Mr. Nsubuga was holding onto the keys to the office of URBRA CEO, which he has never surrendered. He uses those keys to access the office on 4th floor as often as he wants and he has never handed over to anyone, prompting the Ag CEO to find where to work from.

The same Martin Nsubuga is yet to surrender and hand over the URBRA laptop and also enjoyed the CEO’s official vehicles for as long as he wanted and only abandoned it in the headquarters buildings’ parking basement after it developed mechanical problems which his former employer wasn’t prepared to spend on fixing.

He was removed and blocked from top management WhatsApp forum and mailing list but that never stopped him from continuing to hold onto and occupying the office at level 4. The official documents relating to the CEO office were all removed and only empty cabins and chairs and tables were left.

Even the support staff for the CEO’s office were withdrawn, effectively crippling him but still Martin Nsubuga stayed put. In order to avoid creating chaotic scenes and bad publicity for URBRA, the board has played it cool and let him carry on with his defiance for now 6 months.

The finance ministry hoped the man would ease out now that his efforts to bounce back as CEO through the court application haven’t yielded but the man has continued coming around to use this public office to do his own things since he can no longer transact any business for and on behalf of URBRA. The whistle blower suggests that Parliament compels Matia Kasaija as line minister to explain why all this has been happening and the board members haven’t found it prudent to change locks so as to prevent Mr. Nsubuga from continuing to access this public space.

The whistle blower also proposes that Parliament compels Matia Kasaija and the URBRA board to run newspaper adverts conspicuously indicating that Martin Nsubuga is no longer their employee so that no one gets to be misled that he is still a URBRA man merely because he continues coming to sit in the same office space he occupied before ceasing to be CEO. Gratefully, he doesn’t earn any salary anymore though he appears in some of the annual editions of the pensioners’ journal as CEO because as of that time he still was.

OWEYEGHA-AFUNADUULA: What It Means To Liberate Justice From The Military In Uganda

“Anger is not the problem, violence is…we can use our anger to guide us in constructing a more just society. Or we can use it to destroy ourselves and those around us.” (Paul Kivel, cited by Keith Edwards, 2015).

For the last almost 40 years Ugandans have been conditioned to believe the elephant-sized lie that they and their country were liberated by a mixed bag of predominantly refugees from Rwanda, Mulenge (in present-day Democratic Republic of Congo, previously Zaire) and former refugees, the children of refugees resident in Uganda, and some indigenes convinced that the were participating in a liberation struggle from the past political regimes in the country, especially those of Apollo Milton Obote (1062-1971, 1980-1985) and Field Mashall Idi Amin Dada (1971-1979). Trillions of shillings, which should have been invested the development of Ugandans and their country in celebrations of the so-called liberation every year since 1986.

One academic in Makerere University told me that the celebrations were far, far more to do with celebrating the capture of the instruments of power by refugees and former refugees in Uganda and the continuous docility and stupidity of Ugandans that have allowed the refugees and former refugees to consolidate their grabbed power and influence over the indigenes and their resources and extend their influence in the Great Lakes region under the facade of pan-Africanism.

According to the said academic, it is difficult to separate the violence raging in the Great Lakes region since 1986 from the capture of the instruments of power by refugees and former refugees in Uganda and their craze to extend their power and influence over the whole region using military power and the resources of Uganda at the expense of genuine development of Uganda and the indigenes.

The academic told me that politically and militarily the refugees and former refugees have captured everything in the country, depoliticised the population, prevented alternative political organizations from organizing themselves. They have, according to the academic, placed the whole population and the alternative political organizations under fused police and military surveillance to ensure that they do not disrupt the order imposed on the country.

In March 2024 I wrote an article titled “The Military Capture of Uganda’s Civic Space Yesterday and Today” (Oweyegha-Afunaduula, 2024). In the article I averred that Uganda, like any other country in the world, has many spaces that are or should be occupied by different groups of people to make the economy dynamic in an interconnected manner.

I named most of the civic spaces, that have, unfortunately been penetrated by the military and people of exogenous origins, ending up distorting the economy of Uganda and disadvantaging the indigenes in diverse ways. I listed the spaces as the intellectual, the academic, the political, the economic, the social, the spiritual, the cultural, the ecological, the environmental, the agricultural, the executive, the legislative and the judicial.

However, I also implied that even the military and the police had been captured. I stated that it was not difficult to discern the foreignization of the military because the majority of those who took up arms against the Obote regime and the Tito Okello regime were mostly refugees, some of whom ended up forming and NRA intra-political military group called Rwandese Patriotic Front/Army that invaded and destabilized Rwanda, ultimately overthrowing the Juvenal Habyarimana regime and capturing the instruments of power in Kigali.

This implied that the military in Uganda and Rwanda were like mother and child and, therefore, interconnected by blood. It is not surprising that in the current violence in the DRC the two militaries are frequently interconnected to M23. They are blood relations.

In this article, I want to celebrate the liberation, on 31 January 2025 of the Justice, the Judiciary and the human rights of Ugandans from the fangs of Executive and its military. However, gyn the diversity of civic spaces that are under captivity by the Executive and his military this is a drop in ocean.

The leadership, governance, ecology, environment, academia, intellectuality, sociality, agriculture, fisheries, economy, sociality, culturalism, spirituality, ethicality, morality, constitutionality, agriculture, health, natural resources, peace, security, democracy and futurity all need liberation. This, of course requires overhauling the Uganda Constitution 1995, which by investing all power and authority in one person – President Tibuhaburwa Museveni, is the means by which virtually everything in the country and its future has been captured.

Therefore, when the bench of judges unanimously resolved to liberate the justice, human rights and futurity of Uganda from the machinations of the military martial court, it was an over-delayed necessary step towards a genuine, meaningful and effective liberation of Uganda and its people.

Without the Judiciary acting the way it did, Ugandans had become virtually hopeless and hapless although many thought that with regular elections organised by the NRM regime the country was proceeding in the right direction.

How exactly did the liberation by the Uganda Supreme Court of the judiciary, justice and the human rights of justice from the military take place? The Supreme Court did not only the military and, by extension the Executive, to immediately halt ongoing trials of civilians but review past convictions.

The Court held that military courts lack jurisdiction to try civilians. It ordered the transfer of ongoing trials to the country’s civilian court system, but stopped short of declaring past convictions under the military courts void (Human Rights Watch, 2025).

Human Rights Watch found in 2011 that the trials of hundreds of civilians convicted by these courts for alleged armed crime and cattle rustling in the northeastern Karamoja sub region did not meet international standards of competence, independence, and impartiality, and routinely violated the right of accused people to present a defense as well as their right against self-incrimination.

There were also credible allegations of torture of accused people (Human Rights Watch, 2025). Apparently, Ordinary Ugandan courts have on several occasions ruled against the trial of civilians by court martial, including in 2021, when the Constitutional Court ruling found the provisions of the UPDF Act that allow for military trials of civilians unconstitutional.

On January 7, 2025, a military court sentenced Dr Kizza Besigye’s lawyer, Eron Kiiza, to nine months in prison without a trial or legal representation for contempt of court following an altercation in the court.

A witness told Human Rights Watch that the soldiers beat Kiiza after he protested being blocked from an area of the court. Kiiza has been openly, consistently, enduringly, persistently and perennially been critical of military trials of civilians.

The real stumbling block to freedom of the judiciary, justice and the human rights of Ugandans has been all along President Tibuhaburwa Museveni, who in a way has emerged as arrester, accuser, prosecutor and the real judge in all cases, with constitutional right to forgive those he chooses to anytime he wants, however serious the cases against civilians.

The President has severally publicly expressed support for military trials of civilians, arguing that the civilian courts are failing to rule quickly on those accused of violent crimes and convict them.

He even repeatedly ordered for removal of bail and police bonds for certain categories of people. This is despite the fact that both Uganda’s constitution and international law guarantee the right to a fair trial.

Thus, the President has cast himself as “anti-law -national and international – for his own interests of generating and maintaining fear among the population for his fear-packed regime, and most likely interests that take on regional connotations. A fearful population will not have the will to free itself from an oppressor.

As one delighted Ugandan cited by Hina Rights Watch (2025) says, The Ugandan authorities [ read President Tibuhaburwa Museveni] have for years misused military courts to crack down on opponents and critics.

This ruling is an important step toward accountability and justice.” However, there can be no meaningful and effective liberation of Uganda from the personal power of President Tibuhaburwa Museveni unless the Judicially and the Legislature lead the way by liberating themselves fully and resolutely from the Executive, and thereby restore constitutionality in the country.

What does liberation of Justice in Uganda mean? Well, it is victory for social justice in the country. Justice itself is the virtue we practice by giving people what is due them (Rodes, 1996). Cornell West Cited by Keth Edwards, (2015) said that justice is what love looks like in public.

Therefore, if we abuse the justice of our people, it means we are pretenders; we don’t love them. Real liberation implies that we must teach about oppression and liberation social justice. What we need is liberation from the inside out (Lindsay Majer, 2019); not the out inside, which predominates and is the reason why enormous resources are wasted in militarization, often for self-destruction and/or destruction of those around us. When I say the inside out, I mean change in the mind towards genuine justice and liberation.

What the Supreme Court in Uganda did on 31st January 2025 was to gave Ugandans freedom from oppression by the military, and by extension, by the Executive. If everyone cares about liberation, and does not just celebrate what has been sold as liberation by the NRM regime, then what the Supreme Court ruling of 31st January is telling us is that we must rethink our education system and learning about Oppression and liberation social justice integral to the curium, not only at university but also in all schools -private and public. Learning about oppression is a means to liberation (Edwards, 2015).

Finally, I must state that Justice and liberation fit into diversity, equity and inclusion (e.g., Gassam Asare, 2022), Ecologically and environmentally speaking, there is survival value in diversity, equity and inclusion than in monoversity, inequity and exclusion, at least in the long-term.

Therefore, any anti-meaningful justice and liberation measures suchas military courts trying civilians are affronts against diversity, equity and inclusion and, therefore, selfish and end up favouring one group of people against the others who might be the majority. It is apartheid like governance (Oweyegha-Afunaduula and Mayanja Lawrence, 2022).

OWEYEGHA-AFUNADUULA: How Uganda Became And Continues To Be A Country Of Empty Promises Under Movement Governance

Keeping your promises reflects your ethical and moral standing in society. It reflects to what extent you respect other human beings. If you promise but continually break your promises, superseding your capacity to keep them, this can tell a lot about your upbringing. It could mean that as you were growing up you heard those who were much older than you making promises but breaking them before your own eyes.

Or else you grew up making false promises, even to your elders, but no one was available to help you grow up learning that it is ethically and morally wrong to make promises that you know you can never honour. Many people who habitually make empty or false promises do so to capture the unsuspecting or win them over to satisfy their own desires, goals, aims and purposes in life and society. They take advantage of the vulnerability of others to empty or false promises.

Consequently, a habitual empty promise maker grows up not respecting those he or she makes empty promises. He or she only values his or her own desires, goals, aims and purposes in life or society. Un fortunately, he or she ends up eroding the capacity of many to have confidence in authority or power and trust that authority or power can ever honour any promises made or deliver on anything effectively. If authority or power honour any of the promises made it will be taken as accidental by conscious or right thinking people.

Making empty or false promises is not unlike lying. Unfortunately, if you have many young people over whom you have a lot of influence, they might take you as their model and begin to do exactly what you do. The ultimate result is that a whole generation of human beings may be anti-ethics and anti-morality and end up being practitioners and lovers of dubious deals and corruption.

Making false promises, therefore, can destroy the moral and ethical foundations or fibres of whole families, whole societies, whole institutions and whole countries with dire consequences for humanity of today and tomorrow.

False promises in governance are an aspect of bad governance since we cannot build meaningful and effective leadership, governance, equity, equality and justice, nor sustain patriotism in the country in the long term. Patriotic people are not made through a chain of false or empty promises, especially when  some sections of the population actually get promises fulfilled discriminatively at the expense of others.

Countries, governments, institutions, including families, that thrive on abusing others by feeding them with false or empty promises are dead a thousand times. They are just existing, not surviving. They cannot be trusted by right-thinking or conscious people. They value more the manipulation and exploitation of those over whom they exercise power and influence than genuinely delivering goods, services, security, peace and a future worth living.

In this article, I assume (i) centrality of false or empty promises in the governance of Uganda; (ii)   that they threaten the survival of the country as secure, peaceful and united, with confident and trustworthy people across all social strata well in the future; and (iii) that governance of the country will be based on week ethical and moral foundations.  Empty or false promises in governance is bad governance, not good governance. If this continues the governance of Uganda in future will be extremely difficult.

So far, I have assumed that my readers know what false or empty promises are. Of course, a good number of my readers know what false or empty promises are. However, many others will welcome them and celebrate them as honest promises, praise and worship the promiser, and do exactly what the promiser wants to make them do: fall prey to the empty or false promises so that he or she can  use the victims to  achieve goals, aims and purposes that have nothing to do with the victims.

The goals, aims and purposes so frequently have to do with power, wealth, glory, ownership, belonging and other narrow interests, all of which have the capacity to destroy the identities of the country and their different and collective futures.

False and /or empty promises are promises made by the promiser when she or he knows that they are not true or cannot be realized within the time period attached to them. However, they are often cast in such a way that the victims cannot perceive them as false or empty.

If the false promise stands the test of time, it may be repeatedly used to stupefy the victims well in future. In Uganda of the 21st Century, empty or false promises have emerged as one of the big problem and roadblock to good governance, effective leadership, justice, change and development.

It is often said that behind every problem is the problem of leadership. Even today, the problem of false or empty promises is the problem of leadership. The problem cannot be effectively dealt with unless the people are politically developed and politically literate enough to perceive and understand that they are under the spell of false or empty promises and that they are under captivity through and by them. In Uganda, the greatest number of false promises are made by our political leaders. History in the making has been recording them although most Ugandans are not conscious of them.

Many of our people are not conscious of the false or empty promises because of their blind love for their leaders, especially the President of Uganda, Tibuhaburwa Museveni, whom they still believe went to the bushes of Luwero to liberate them from past regimes. However, the boundary between past regimes and the current regime in power is becoming more and more blurred.

The regime has been able to captivate the minds of its victims and actively encompass them in its party, the National Resistance Movement Organisation (NRMO) as registered by the Uganda Electoral Commission. Today even underage children are being recruited in the organisation as was the case when children were recruited in the rebel group called National Resistance Army (NRA), which had a sizeable number of Rwandese Tutsi refugees, including big names such as Paul Kagame, Fred Rwigyema and Bunyenyezi.

False or empty promises are likely to continue to be a valued weapon in the governance of Uganda towards 2050, and will definitely play a big role in the 2026 Presidential and Parliamentary elections. False or empty promises are already central to the political-cum economic campaigns of the President of Uganda but are disguised as integral elements to poverty eradication and development programmes, particularly the Parish Development Model (PDM).

PDM might end up being a a highly costly false or empty promise of freedom from poverty, just as those other programmes that preceded it, namely: Rural Farmers Scheme (RFS); Entadikwa (Starting Capital, SC); Poverty Alleviation Programme (PAP); Poverty Eradication Action Plan (PEAP; Bonna Bagaggawale (Prosperity for All); Operation Wealth Creation (OWC); and Emyooga Programme (EP).

If we take criticality as important in development discourse in Uganda, as President Tibuhaburwa Museveni desires it to be, then critical minds would characterize all these programmes as “a system of false or empty promises underpinned by false hope of illusionary richness Virtually all of them are based on giving money bonanzas to a few individuals within the rural community guided by the falsehood that prosperity will flow from those individuals and then permeate throughout the community. It is a unique approach to development known only in Uganda.

Researchers need to delve into the system of false promises and false hopes and provide us with data that can be critically analysed to inform us  to what extent Uganda has lost or gained as a result of being hooked to the system of false promises and false hopes perpetuated by politicians in power.

As Daily Monitor (2021) observed, a great number of election promises are broken. There is great pressure on politicians to make promises that they cannot keep. Many times, the promises are made in haste. Knowingly making false, unachievable and illegal campaign promises amounts to a political lie, breaches ethics and honesty (William Gumede, 2021).

Gumede called for punishment of politicians who give empty, false promises. Punishment for electoral lies would be possible if there was a law against such lies. However, Uganda lacks such a law. The best punishment of an electoral liars would be for the voters to reject the liar at the polls.

But with extremely low civic education, spiralling corruption, vote thefts, vote buying and militarization of the electoral process often resulting in violence and death, many voters either abandon participating in the lections or vote the culprit in fear of reprisals endangered by political, police and military repression during the elections.

In 2015 the Parliamentary Committee on Government Assurance reported that President Tibuhaburwa Museveni had not delivered on 817 promises he made since 1986 (Monitor, 2017). The Presidential pledges, according to the Committee amounted to Shs 12.9 trillion (Monitor, 2017).

Today the figure could be considerably higher. It means nearly 40 years of broken promises but the President still firmly in control of the country and the people. Recently the President and his party celebrated the nearly 40 years in power at a time when the government is making more promises yet it steadying the country and people on the road to nowhere, everything is in a mess, there is no clear plan to tackle deadening corruption, the basics are not right, the President is not in touch with Uganda’s deep-seated problems.

And false promises of the President spiral supersonically upwards. Clearly, as we head towards the 026 Presidential and Parliamentary elections, Uganda is a nation of empty promises.

The consequences of unfulfilled promises can be dire.  Azwifaneli Managa (2012), in the case of South Africa, recorded that the failure of the post-1994 government to meet its promises has sparked unrest, as manifested in service delivery protests that have marred the country for almost a decade now.

It further reflects that government’s response to the crises using a ‘one-size-fits-all’ approach could have aggravated the problems, as communities have different issues for which they are fighting.

For Uganda we are still swimming in the peace and security ushered in by the rebels of Luwero, which is external and physical and based on gun power. However, if we wake up to our reality of continuous deprivation, we might sooner than later follow the experience of South Africa.
