0

Motherly Heart Foundation a local NGO focusing on Education, Skilling & Vocational, WASH, MHM, Human Rights & Equality, & Climate Change, last week joined the Ministry of water and environment in celebrating the inaugural Water and environment week for Karamoja region which aligns with their WASH program.

With several activities spread across several districts in Karamoja region, the water and environment week featured cleaning of markets and towns, an inter- school debate on water and environment, and climaxed with the Menstrual Health run which drew participants from different districts of Karamoja and beyond.

Under the theme; Empowering Girls in Karamoja through menstrual health Management for a sustainable future”. The menstrual run happened last week on 15th/03/2025 with proceeds aimed at supporting girls in Karamoja to have access to menstrual hygiene aspects like information; learning how to make reusable sanitary towels and having access to pads.

Speaking while opening the week’s activities, Mr. Wilson Tabaaro the Regional Manager of the Water for production in Karamoja emphasized hygiene and sanitation as a key focus of the week. He further promised that the Ministry would engage Motherly Heart on such programs which aim at empowering communities.

On his part, Mr. Gerald Kule the Project Coordinator at Motherly Heart Foundation also emphasized the need for such partnerships with government in creating awareness and reaching out to communities who are in dire need of such services and information to empower the community especially teenagers, youths and women.

”Motherly heart foundation is open for partnerships, donations, grants at all levels of programs and in all regions of Uganda. Our main goal is to create an impact in the community and supporting girls, and women, and MHM has been one of our main goals in Karamoja”

Motherly Heart foundation through it’s Partnership with the Ministry of Water and Environment supported the Menstrual Health Management (MHM) activity with Reusable Menstrual Pads to students, as well as buying running kits for all motherly heart foundation team and well wishers in support of the menstrual health run. These also joined the blood collection campaign with the Red Cross team.

Christine Nadunga Waniala – PR at Motherly Heart Foundation conducted an interview with the WASH team (Melissa, Karen, and Aleper) from Moroto High School, where they had an in depth discussion about WASH and MHM related background. These girls disclosed the challenges they face during their menstruation at School.

Melissa, a S.6 student said “ I was excited the first time I got my periods , I revealed to all my friends that I’m now a woman”, she went on and shared with us the challenges they face in school for example; poor disposal, less awareness on how to use them, limited funds to buy menstrual pads by some students and parents.

”Students still have a belief that they will be barren if they burn the used menstrual pads, so they prefer throwing them in Pit Latrines”, Melissa said.

These further thanked Motherly Heart Foundation for the efforts and support towards the Girl child in Karamoja, and they requested that we do an awareness campaign on menstrual hygiene in schools. Aleper added “ it’s crucial and many girls are forced out of school or even get pregnant because they don’t know what to do”

The District Youth Councilor Hon. Kiyai Hellen also thanked Motherly Heart Foundation for the efforts and support towards the needs of the girl children in Karamoja.

” I want to commend the team at motherly heart foundation for the support of a girl child, the school dropouts in schools are reducing, more enrollment happening, and at least students no longer use pieces of clothes during Menstruation. And I urge the team to create awareness and sensitization in other rural areas of Moroto”.

Abili Gerald Steven – Coordinator Water for production Karamoja regional office also appreciated Motherly Heart Foundation for the support of reusable Menstrual Pads, the sensitization and awareness of MHM in schools and the community with tremendous impacts happening.

Ministry of water and environment officials awarded Motherly Heart foundation with a certificate of appreciation for the outstanding contribution and participation in the Karamoja Region Water and Environment week 2025, recognizing our dedication, expertise and commitment to promoting sustainable water management and environmental conservation for peace and sustainable future.

Lira City Race: Betty Amongi Vows To Put Fellow Minister Otafiire to Shame

0

In a weekend interview with a Kampala newspaper, gender minister Betty Amongi registered her contempt for Gen Severino Kahinda Otafiire’s efforts to influence who becomes the woman MP for Lira city for the period of 2026-2031.

Otafiire sometime back drove to Lira and explained to thousands of incumbent area woman MP Jane Ruth Aceng’s supporters why Amongi was a greedy confused politician who was unfit to be their MP. Otafiire said it was confusion for one to abandon a constituency after 25 years and relocate to another place to antagonize a fellow minister.

He also said that antagonizing Museveni’s blue-eyed girl Aceng, who home described as a national treasure because of the excellence with which she led Uganda’s response against the Coronavirus pandemic and Ebola, amounted to the UPC first lady Betty Amongi being ungrateful to the NRM fraternity which had allowed her to be made minister in their mighty ruling party without being required to first denounce her membership and loyalty to UPC.

Now Betty Amongi says that much as its Otafiire’s right to support whoever he pleases, he had better realise that his antagonistic speeches, full of hate for UPC, won’t determine who wins the Lira city race but the city residents will have the last word on who wins.

She says that no one should accuse her of selfishness because the laws of Uganda allow her to stand wherever she chooses. And that the people of Lira city are free to reject her and vote back Aceng if they feel that the minister of health serves their interest better.

Amongi also says that she is standing in Lira city to fill the spousal vacuum which former first lady Miria Obote’s advancing age (she is 86) has created in founding Ugandan president Milton Obote’s household which is headquartered in Lira city, and not Oyam.

But in the same newspaper interview, Amongi was unable to integillently respond when the journalist demanded to know why she thinks she can only be an effective spouse in Obote’s home if she holds the position of Lira city MP.

BETTY AMONGI: I’m Standing in Lira City Because I’m Married to Obote’s Son Jimmy Akena Whose Father’s Legacy Has to be Protected by Me

0

Gender minister Betty Amongi said in a Saturday newspaper interview that she is jumping from slippery Oyam south constituency for Lira city woman MP job because she has a duty to take care of Uganda’s founding president Milton Obote’s legacy which the former 1st lady Miria Kalule Obote has failed to do enough to preserve and protect.

Amongi says that being 86 years old, Miria has become too frail to shoulder the responsibility of being an effective wife in the home of such big man in Lira.

She says there are a lot of people from across the world who like to travel to Obote’s Lira home for a pirglimage of some sort and it’s very demeaning and ashaming of the Obote legacy when they find the home in a sorry state because of absence of a functional spousal figure.

She says she can play that spousal figure role in her father-in-law’s home more effectively if she becomes the Lira city woman MP as opposed to serving from Oyam which is far.

The journalist asked her why she thinks she can only be an effective spouse propagating Obote’s legacy when she is an MP and Amongi was unable to render any intelligent answers to that question.

She says that she often gets calls from people from allover the world wanting to come to see Obote’s Lira home only to realise there is a big vacuum resulting from Miria’s advanced age and permanent absence in that home.

Amongi says she was shocked recently in Adis Ababa when many people became interested in her as a member of the Ugandan delegation after realising that she was Obote’s daughter-in-law.

She says they showed her the room where Obote and others sat in 1963 to form the OAU which later became African Union. She says all this made her to realise how important Obote’s legacy was hence the need to protect it by seeking to become Lira woman MP. She says she has more responsibility to protect Obote’s legacy via his Lira home more than even his son Jimmy Akena, her husband.

Amongi, who doesn’t get along very well with some of Obote’s other sons, explains that to be an effective woman in that Lira home, she has to become Lira city woman MP because she has always been a political leader in Lango since 2001 when she first became Lira city woman MP. After one term as Apac woman MP, Amongi went for Oyam south MP seat where she disorganized Isha Otto, a fellow UPC. She has served there for 20 years and a lot of people are convinced she would struggle to explain what her leadership and longevity in office has benefited Oyam.

Amongi who was raised by poor parents who were primary school teachers in Oyam, says that all Ugandans need to support her to win the Lira city race because preserving Obote’s legacy is for the good of all Ugandans, and not just his Lango co-ethnics.

JOHN BAPTIST AKORA: Here’s What Makes FDC Lango Leaders’ Aceng Endorsement A Big Deal as Uganda Counts Down to 2026

0

By John Baptist Akora
Lira City’s political landscape has taken a decisive turn ahead of the 2026 elections with the Forum for Democratic Change (FDC) leaders endorsing Dr. Jane Ruth Aceng for re-election. This rare move from the opposition signals a major political realignment and significantly boosts Aceng’s prospects of retaining the Lira City Woman MP (WMP) seat.

While still opposing the NRM government, Lira City’s FDC leaders are backing Dr. Aceng based on her track record and service delivery; shifting focus towards issue-based politics.

Their commitment to mobilizing votes cements her as the most viable candidate and one that is capable of transcending party divisions in favour of continuity, consolidation and development-driven leadership.

IT’S A REAL GAME CHANGER;
FDC’s endorsement expands Dr. Aceng’s appeal beyond the NRM, countering claims that she is solely a ruling party candidate and reinforcing her as a consensus leader. With both major candidates for the Lira City Woman MP seat affiliated with the NRM, FDC’s support tips the scales in her favor.

This may be a signal of a growing trend of pragmatism over party loyalty, where competence and delivery of services matter more than political affiliation; an approach long advocated for by President Museveni. That Lira City is leading this shift adds a unique political significance.

A RIPPLE EFFECT:
UPC and other Opposition groups could follow suit and this endorsement by FDC could trigger a broader political shift beyond Lira City. The Uganda People’s Congress (UPC), historically strong in Lango sub-region, may follow suit as many UPC stalwarts backed Dr. Aceng in 2021 for Lira City WMP and remain convinced of her leadership.

Her four-year performance has validated their support, fueling tensions within UPC, whose leadership now claims she once boasted to President Museveni about dismantling their party in Lango using Lira City as staging ground.

If UPC leaders formally endorse her, it would solidify Aceng’s base beyond NRM support and thereby diminishing any potential challenger in 2026. More importantly, it could inspire a national trend where opposition members back strong candidates from the ruling party, securing better access to national resources and development projects.

BROADER IMPLICATIONS FOR 2026;
Uganda’s politics is possibly shifting towards performance-driven leadership, where opposition parties like FDC, NUP and UPC increasingly align with competent incumbents instead of maintaining rigid opposition.

Dr. Aceng’s bipartisan support bolsters her re-election bid, reinforcing a new model of politics based on results rather than party allegiance. If this trend spreads, Lira City could become a blueprint for pragmatic, service-oriented governance and thereby reshape Uganda’s political landscape as the country counts down to 2026 and beyond.

AHEAD OF 2026: “Lira City Needs Vision, Not Legacy Politics” Why Dr. Jane Aceng Deserves a Second Term

0

As Uganda approaches the 2026 general elections, a wave of political realignment is unfolding across the country. One of the more notable developments is the announcement by Gender Minister Betty Amongi of her intention to shift her political base from Oyam South to Lira City, where she aims to contest against her cabinet colleague, Dr. Jane Ruth Aceng, Lira City incumbent Woman Member of Parliament and Minister of Health.

The front-page headline of the Weekend New Vision on Saturday, 22nd March, signaled an opportunity for clarity regarding Amongi’s decision; however, the ensuing explanation proved underwhelming, revealing motivations that appear to prioritize personal legacy over public interest.

Amongi’s given justification raises serious questions—not just about intent, but about what it says for the future of leadership in Lira City. In the extensive New Vision interview, Amongi emphasized family heritage, marriage obligations, and the legacy of her husband’s father, former President Dr. Apollo Milton Obote as central motivations for her move. While no one questions her right to contest, the rationale she presents leans more on symbolism than substance.

Lira City does not need a legacy project. It needs leadership anchored on service delivery, policy competence, and transformative vision.

Dr. Jane Aceng represents precisely that. A seasoned public health professional whose national profile continues to rise, given her calm demeanor, steady hand, and science-driven approach to the country’s health related challenges that have earned her widespread respect.

As a first-term MP, with reference to Amongi’s five-terms, Dr Aceng has prioritized healthcare access, local empowerment, and national attention for Lango—a feat many seasoned politicians struggle to match.

The idea that a woman must shift her political base because she is “a wife” and needs to tend to her husband’s family home is not only outdated. It’s deeply problematic. Amongi’s framing politicizes and, arguably, weaponizes womanhood—suggesting that a woman’s leadership role is an extension of her marital responsibilities rather than her own merit, qualifications, or vision.

These sentiments undermine decades of progress toward women’s empowerment and reinforces the very stereotypes Uganda has been working to dismantle. That this is uttered by the head of the Gender ministry is particularly disturbing.

Leadership is not about where you’re married, or whose daughter-in-law you are. Rather, it is about what you bring to the table. This time, Amongi’s record is not in question, but her decision to challenge a fellow woman leader, based on family and clan obligations and indeed an ego-trip of sorts; and this must be scrutinized. That she calls herself Queen of Lango is further an attestation to the skewed thinking of this political scientist.

Voters in Lira City should ask themselves: Do we want a representative who is here to serve the people, or one who is here to build or protect a legacy? The difference is not just political—it’s generational.

Let us reward competence, not convenience. Let us support women who lead with impact, not those who reduce their leadership to cultural obligation or power trips. In this election, Dr. Jane Aceng deserves not only a second term—she deserves our respect, our support, and a renewed mandate to continue the work she has only just begun.

Minister Aceng Inaugulates State Of The Art Laboratory At Lira Regional Referral Hospital

0

The Ministry of health has inaugurated a state of the art Laboratory at the Lira Regional Referral Hospital aiming to serve the nine districts of Lango. This development is expected to alleviate the burden of traveling to Mulago National Hospital in Kampala for diagnostic services.

The laboratory, equipped with various testing units and sample collection facilities, boasts advanced machinery such as the COBAS e411 and COBAS e311. These machines enable the investigation of various diseases.

The COBAS e411 makes tests for thyroid function tests, which investigate goiter through thyroid-stimulating hormone and other tests. It also tests for prostate cancer through prostate surface antigen, heart disease through hormones (troponins), enzymes (CKMB), among others.

The COBAS c311 tests for liver and kidney diseases, among others, through lipid profiles, electrolytes, and other tests.

Otim Samuel, technician and head of the chemistry section, highlighted the lab’s capacity to process 500 tests per hour using the COBAS c311 machine and 300 tests per hour with the COBAS e411. This increased efficiency is anticipated to reduce congestion and reliance on Mulago National Hospital.

The laboratory project was supported by the Uganda Covid-19 Response and Emergency Preparedness Project (UCREPP) through funding from the World Bank. Similar initiatives are nearing completion at Hoima Regional Hospital and Fort Portal Regional Hospital.

Minister of Health Dr. Jane Ruth Aceng who was the chief guest, emphasised the importance of preventive healthcare, saying, “This infrastructure, including the laboratory, ensures our people stay healthy. We’re promoting early screening, not waiting until someone falls ill.”

On the other hand the hospital has got a reliable oxygen plant, Dr. Aceng noted that the hospital has been relying on oxygen supplies from National Medical Stores (NMS) in Kampala, which has posed challenges in providing life support. However, with the new oxygen plant at Lira Regional Referral Hospital, this challenge is expected to come to an end.

“Once it starts working, it will fill thousands of cylinders per day and supply, even to the lower health centers. They will have oxygen. So that was the idea behind this,” Dr. Aceng added.

She expressed gratitude to the government for addressing Lango’s needs, highlighting various infrastructure developments, including a call dispatch center for monitoring ambulances, a functional oxygen plant, and improved road networks and electricity.

Dr. Aceng encouraged scrutiny of claims that the government has achieved nothing, citing these developments as evidence of progress.

She also called on health workers to adopt a good attitude towards their work, emphasising the importance of providing quality care to patients.

Permanent Secretary Diana Atwine said Lira University can use the lab for research without going to Kampala. The machines in the lab can test for cancer, every virus, all bacteria, and can determine which drug works for a patient and which one does not. She emphasised the need to trust health workers for quality services.

Atwine appreciated the people-centered approach of Lira health workers in delivering medical services. She also acknowledged the need to improve attitudes, bridge gaps, and isolate bad apples to regain trust in healthcare services.

Despite recent budget cuts from donors, Atwine assured that the government remains committed to providing healthcare services, emphasizing the need to utilize resources efficiently and integrate services to fill gaps in healthcare.

Dr. Atwine called on the people of Lango to entrust government health services. She attributed the establishment of the laboratory to good leadership in the region, led by Minister of Health Dr. Jane Ruth Aceng, who is also the Women MP of Lira city.

Chaos As Kadama Siblings Fight for Wairaka Burial Grounds in Jinja

0

This week, chaos erupted inside Jinja Magistrate Mukanzha’s chambers when siblings of the great Kadama family of Jinja exchanged hot words during court proceedings relating to late Dr. Ivan Sajja Kadama’s estate.

He was one of the very first Ugandans to become a medical doctor and he died more than 46 years ago; leaving behind lots of money, commercial buildings, vehicles and prime land in Mayuge, Iganga, Jinja and other parts of Busoga. He left three wives and not less than 20 children who are now adults with even grandchildren. He left a will though.

But unfortunately, the Kadama siblings have become split into rival camps following heir Dr. Patrick Kadama (who recently retired from the WHO in Geneva)’s failure to treat each one of them considerately. As heir, Dr. Patrick Kadama has allegedly taken over almost everything. He has declared himself sole owner of the more than 3,000 acres of their late father’s land at Magamaga in Mayuge district.

Because they are grown up people and materially very successful, the Kadama siblings had decided to let Dr. Patrick be but they considered it the unacceptable crossing of the red line and going too far in testing the fence when he recently fenced off another 50 acres of family land at Wairaka in Jinja City which is the ancestral burial ground where their father, mother, brothers and children have all been buried over the years.

The Wairaka land has more than 20 graves including that of one of the Kadama brothers whose wife was buried there recently and even the construction of her grave hasn’t yet been completed. The brother is saddened that he can’t access his deceased wife’s grave to give her decent burial because the burial grounds has been barricaded and one needs the heir’s permission to access it.

To access the burial grounds and be able to have a family meeting from there to agree on the distribution of Ivan Sajja Kadama’s property as beneficiaries, the anti-Patrick Kadama siblings were shocked to realize that they needed express permission from the heir.

As Patrick Kadama, closely backed by his wife Dr. Christine Kadama and daughter Dr. Christine Kadama, struggles to get rival siblings’ duly obtained letters of administration revoked, the other siblings (15 of them against the other 4 that are pro-him) secured a Court order allowing them to meet at the Wairaka burial grounds and have their properties and assets sharing or distribution-related meeting on 14th March this very year.

The aggrieved 15 siblings are angry that the stinking rich and naturally very proud Dr. Patrick Kadama can overstretch his powers as heir to the point of preventing them from taking possession of and enjoying part of the state that their late father willed and bequeathed to them in writing.

His will is there and they want a meeting to share out the estate as was willed by their deceased father as opposed to having some of Ivan Sajja Kadama’s grandchildren continuing to be homeless yet their fathers and mothers were bequeathed a share of the property as is well stipulated in the written will whose contents no one is contesting. This public quarreling over the deceased’s property is very embarrassing and disparaging too to the Kadama brand.

It has always been a family of very proud Kadama sons, daughters and grandchildren. The anti-Patrick Kadama siblings believe that in mistreating and seeking to exclude and sideline others, Dr. Patrick is being influenced by a number of factors including the desire to work with his business partner Nelson Kituuka, the proprietor of the money lending firm Card Pesa in Kampala, who actually marries his daughter Dr. Rachael Kadama.

The duo also has a company called Tina Investments to which the Magamaga land has been leased without consulting other Kadama family members. The duo is working on a joint venture business to engage in coffee growing and processing of coffee to which Dr.

Christine Kadama’s husband Nelson Kituuka (a big-name money lender in Kampala) became more and more attracted after the GoU stepped in not very long ago and capped interest rates above which money lenders like him shouldn’t be advancing loans.

He is believed to lately have been mobilizing lots of money and savings to go into large scale coffee farming, processing and exportation because of the ongoing coffee boom. However, the whole thing might end in tears because no serious credible investor would be comfortable having his or her savings invested and sunk into such a huge coffee growing and processing enterprise that is being anchored and implemented on land that is synonymous with ownership disputes as is now the case with the 3,000 acres of the Kadama family land at Magamaga.

All said and done, the Patrick Kadama faction seemed to have had an upper hand during this week’s proceedings in the Jinja Magistrates Court as even the presiding Magistrate didn’t seem comfortable contradicting them on anything.

Because they are powerful and vastly connected with a lot of money, even Court officials in Jinja seemed cowed and intimidated to just be in their presence because the bitter truth is that the Patrick Kadama faction doesn’t seem to have any money or cash flow-related problems especially that their billionaire son-in-law Nelson Kituuka is solidly on board and behind them at every point of the way.
