Dr Jane Ruth Aceng Addressing the Media

Government through the ministry of health has considered easing the lockdown especially on businesses that had remained closed ever since Museveni started lifting the lockdown which was enforced in March this year.

President Museveni announced a countrywide lockdown where several businesses were closed and workers told to go home, night curfew was also put in place, places of worship were also closed but have since been opened and curfew extended to between 09pm to 5:30am.

After thorough analysis, the minister of health Dr Jane Ruth Aceng Ocero has this evening announced more developments where mass gatherings for prayers, political rallies, meetings and weddings shall not exceed 200 persons from the 70 people that had already been allowed.

Also eased were cinemas, gyms, massage parlors and mobile markets to be effective 14.11.2020.  Casinos and gaming outlets shall also resume operations after fulfilling conditions included in the SOPs and hours of operation will be restricted to 6:30am to 7:00pm.

De Bruyne Misses Penalty As Man City Draws With Liverpool At Home

0

Mohamed Salah did convert a 13th-minute spot-kick as the reigning Premier League champions struck the first blow in the heavyweight top-flight tussle, putting them on course to sit top of the table during November’s international break.

City, however, weathered the early storm amid the Manchester downpours before countering impressively through Gabriel Jesus, his sixth goal in his past seven league outings.

They could have scored again before half-time had the usually reliable De Bruyne not failed to convert from 12 yards out, the Belgian missing the target completely after another penalty was awarded for handball.

The majority of the pre-match focus had been on Jurgen Klopp’s team selection, though the German solved the selection poser involving Diogo Jota and Roberto Firmino by picking both, seemingly deciding attack to be the best form of defence for his team following previous results in this fixture.

The bold approach reaped an early reward, albeit one gifted to them by Kyle Walker’s ill-timed lunge on Sadio Mane. Salah duly slotted home from the spot for his eighth league goal of the season.

Aggrieved following a potential foul on Raheem Sterling at the other end prior to the opener, City took their time to get to grips with Liverpool’s attacking system.

De Bruyne’s ability to find a pocket of space allowed him to set up the equaliser for Jesus, the Brazilian’s turn deceiving Trent Alexander-Arnold and allowing him to poke the ball beyond Alisson.

City had the chance to take the lead before the break. Joe Gomez was punished when a cross struck his outstretched arm, only for De Bruyne to uncharacteristically drag wide.

Jesus spurned a glorious opportunity of his own, heading Joao Cancelo’s inviting cross wide, during a second half that saw a more considered approach from both sets of players.

Liverpool faded as an attacking threat as the minutes ticked by, not aided by the loss of Alexander-Arnold to injury, but avoided suffering any late knockout blow, thereby maintaining the five-point gap between themselves and City.

What does it mean? Early intent disappears in second half

The battle between the champions and the team they dethroned did not disappoint during the opening half, not even the incessant Manchester rain putting a dampener on proceedings.  Klopp said before kick-off it “made sense” to go with Jota and Firmino – a bold approach that worked early on – but withdrew the latter before the hour.

Jota stayed on for the full game and his 50th-minute attempt, saved easily by Ederson, was the last on target by either side, while City’s final tally of seven shots was their lowest in a home league game since February 2010.

Matip makes a difference

No Liverpool player made more clearances, tackles or interceptions than Joel Matip, who returned from injury in time to partner Gomez in the heart of Liverpool’s defence.  The Reds are now unbeaten in 32 league games when the centre-back has started, last losing back in January 2018.

City fail to hit the spot

De Bruyne’s penalty attempt was the first in the Premier League to completely miss the target since October 2018, when Riyad Mahrez blazed over at Anfield.  The Belgian had four off-target shots in the match, while his pass completion rate of 76 per cent was better than only Ferran Torres for the hosts.

Key Opta facts

– City have drawn three of their last five games in the Premier League (W2), as many as their previous 70 matches in the competition beforehand.
– Liverpool have only won three of their last 10 away games in the league (D3 L4), after winning 16 of their 17 league games on the road prior to this (D1).
– Gabriel Jesus’ equaliser featured the most passes (19) in the build-up to a Premier League goal against Liverpool since September 2017.
– Kevin De Bruyne has been directly involved in six goals in eight Premier League games against Klopp’s Liverpool. Only Jamie Vardy (seven) has had a hand in more against Liverpool in the competition since the German took charge.
– Kyle Walker has conceded two penalties in the Premier League this season, as many as he had in his previous 11 seasons in the competition combined (two).

What’s next?

Both managers will hope for a clean bill of health from their players away on international duty before the domestic season resumes. City head to Tottenham on November 21, that game kicking off not long after Liverpool have hosted Leicester City at Anfield.

Twitter Freezes As Aston Villa Destroys Arsenal From Home

Aston Villa and Arsenal locked horns at the Emirates Stadium in the late kickoff on Sunday night. In what was a shocking reality check for the home side, Mikel Arteta and co were on the wrong end of a hammering, as the Villains produced a sensational showing to record a 3-0 victory.

Arsenal started the same team that beat Manchester United 1-0 at Old Trafford last week, but the Gunners looked a shadow of their former selves and failed to get going on the night. John McGinn’s early goal was ruled out upon consultation with the VAR, but Aston Villa didn’t take too long to break the deadlock.

Bukayo Saka inadvertently turned the ball into his own net while trying to clear Matty Cash’s cross, as Arsenal went a goal down early in the first half. New signing Thomas Partey was withdrawn at half-time with an injury and the Gunners subsequently fell flat after the interval, with Dean Smith’s side stealing the show with some stunning football.

Watkins sinks Arsenal with second-half double

Ollie Watkins scored a quickfire brace to establish a resounding lead for Aston Villa, as he capped off a fine second-half display with two well-taken goals. The likes of Ross Barkley and Jack Grealish impressed, as Arsenal’s problems were brought to the forefront by a rampant Villa side.

Here are the best Tweets from the Gunners’ shock defeat at the Emirates Stadium.

OP-ED: Why Trump Lost And Why Museveni Will Win

0

By Kirunda

By the weekend, the tally from US elections showed that Joe Biden was headed for election as the President-elect of the United States of America (USA) after edging out the incumbent, Donald J Trump, in a tense election held on November 3. Having come to power in 2016 after surprisingly defeating Hillary Clinton, Trump was set to settle among one-term presidents of the US.

Trump’s tenure has been a difficult affair at a time the world is facing crisis after crisis and America (Trump) was expected to provide leadership to overcome or understand them. It seems that he didn’t succeed in convincing Americans that he was doing enough to make “America Great Again” or they were interested in something else.

The best leaders are marked in times of crisis and America under Trump has had its fair share of crises, including the current wave of Covid-19 and the violent protests following the killing of a black man, George Floyd, in Philadelphia. Trump seems to have failed to manage Covid-19 and, as a result, America has the highest infection and death rates in the world.

For the Flyod riots, Trump failed to take charge of the situation; he was expected to articulate measures to get blacks and other minorities on an equal footing with their white counterparts but he didn’t. Instead, Floyd’s killer was treated with kid cloves and I believe many blacks came out to exact their revenge during the elections.

Systemic racism is a product of unfair social programs and other practices of inequality that continue to expand the range between new comers (blacks) and the early comers (whites) and Trump, from the start, much as he indicated he wanted to break away from the establishment, came off as a bigot, uninterested in the fate of blacks even as he claimed to understand their problems.

Still, with Biden coming into State House, there is no guarantee that we are about to see the last of racism. There have been Democrats in the White House before, including Barack Obama, yet racism outstripped their terms.

Blacks know that there is little difference between white Trump and white Biden in White House. Ideally, the racism factor and whether the lives of minorities matter is an enduring debate which will not be resolved by who was voted on November 3. That is America for you! It remains the concern of blacks (and Africans in the great homeland) to work for their place in humanity’s equal ranks.

Trump set his agenda and fell with it. Whatever he goes for, he goes for it with all his strength and might and that’s the nerve he struggled with up to the end in a bid to salvage his legacy with a second term. What he seemed to lack was experience in leadership which is a key factor even if one advanced in age and with the best ideas.

He didn’t try enough to win over his opponents to work with him. His whole term he was combative and on the defensive.
Uganda happens to be in the throes of campaigns with elections due next January. We expect Ugandans to fully take charge of their affairs and take no orders from any one on who to vote. Our young democracy continues to gain mileage and each election comes with lessons to pick on for the next.

I can arguably state that Uganda is more democratic than the US. Why? If we are to judge the credential of American democracy by the standards of the presidential contest, the traditional dominance of the Republican and Democrat parties while locking out others and their candidates means that America’s democracy operates in a limited spectrum.

I was surprised to learn only recently that singer Kanye West was also contesting for president, alongside other candidates-some say in thousands. But you would never hear about him or his ideas. Here in Uganda, even the newest, minor candidate is seen and heard, accorded equal acceptance by all stakeholders in his or her weight; the rest is left to one and the voters.

And that operating environment has been made more assured by President Museveni who has had greater influence on Ugandan democracy than anybody. He deserves his reward.
Unlike Trump, Museveni has ably steered Uganda in the fight against Covid-19 to an extent that we are ranked No. 1 in Africa. But it is not in his character to try to benefit from a crisis or take credit. However, facts are that his style of leadership unites and empowers the willing for a common cause, unlike Trump who failed to bring everyone together for the American dream. If everybody listened, Uganda would be far.

It is also telling that Trump has only led America for four years. If it really mattered that leaders be rotated regularly all the time, wouldn’t he have been elected automatically for a second helping? What matters is what one does while in power. The Americans are taking lessons from us. We take lessons from each other and none should dictate terms on the other.

Lastly, both Trump and Biden are senior in age (Trump, 74, Biden, 77). By choosing Biden over Trump, Americans have chosen “senior seniority”, as it will be here on January 14, 2021 when Museveni will win. Biden has been in leadership since 1972. Clearly, seniority is a treasure! Congratulations to the new POTUS!

OP-ED: Why Uganda Police Can Proudly Don Yellow Uniforms

0

The Uganda police force has for long been at the helm of terrorizing Ugandans and several human reports have always rated it as the worst institution in abusing the plight of suffering Ugandans. Many have always painted it as a Museveni police serving one person and that’s Yoweri Kaguta Tibuhaburwa.

For years the incumbent president Museveni has always inflicted pain, injuries and all sorts of harm on his opponents since time immemorial. There comes a time when any sane Ugandan can ask where the cops in Uganda police are trained from, never elite and respectable.

Four-time presidential candidate Rtd Dr Kiiza Besigye has tested the wrath of Ugandan police since the time he announced to challenge his former boss in the bush and government. At One moment he almost lost his sight at the hands of the violent police officers in 2011.

A one Robert Arinaitwe quickly broke his car, prayed pepper direct in his eyes and he was only saved from Nairobi but he could be a blind man by now. He’s been arrested countless times and detained in different facilities in this country alongside many of his party members.

The most recent scenario that turned ugly is when police hurled pink water late last year on Dr. Kiiza Besigye who was standing on top of his vehicle during a political procession and almost fell off to the ground and sustained serious injuries, an act that was widely condemned.

Several other political activists from the opposition have also gone through countless suffering and mistreatment by Museveni’s police, several have lost their lives while others have been physically impaired or imprisoned the latest being Mityana Municipality legislator Francis Zaake who currently survives on walking sticks to move.

One can take almost a month writing about police brutality but I will keep short and simple in few words. As the Electoral commission opened nominations for presidential aspirants who are now candidates yesterday, President Museveni’s supporters cheered him peacefully and non was harmed by his men in Uniform and everybody challenged the police if they can live the test today for the opposition.

To prove they work for one person and that’s Tibuhaburwa, police hurriedly put FDC’s party headquarters under siege, arrested several party members including the spokesperson who is also member of parliament for Kiira municipality Ibrahim Semujju Nganda ahead of their party’s presidential nomination.

Moments later, the party president who had come to the party offices to finalize his nomination process was arrested like a chicken thief, bundled in a waiting police car which delivered him to Kyambogo without his shoes and rendered hopeless at the hands of the Uganda police which always makes excuses of orders from above.

Police could later be seen inflicting pain on the innocent Ugandans who were cheering National Unity Platform leader Robert Kyagulanyi Sentamu, sources indicate a couple of people got injured in the scuffle while others will live to be lame by the way teargas canisters hurled at them caused longtime physical impairment on their bodies.

Immediately after being nominated to run for the country’s top seat, Kyagulanyi Robert Ssentamu alias Bobi wine was also brutally arrested. Police had to break his car to arrest him and could later be seen thrown on the ground during the scuffle and many party members who escorted him for nomination were also injured.

Uganda police harmed a lot of people before and continues to inflict pain, before it was in the name of the Public Order Management Act (POMA) 2013 which was later quashed by the constitutional court and court said police had no powers to control gatherings. And now Ugandans are suffering similar pain in the name of Covid-19 guidelines.

The electoral commission too stands a taste to either tame the Uganda police which has confirmed to working for one person or let the race turn violent because the yellow camp will always go unharmed even when in the wrong but when it comes to the opposition it’s always like a warzone that leaves several nursing wounds.

This is why I suggest the Uganda police can proudly don the yellow Uniforms to openly declare their allegiance to the National Resistance Movement party (NRM) because by virtual of their conduct towards the opposition vis avis that of the ruling party calls for actions and condemnation especially as we head to the general elections.

In a country where a honorable member of parliament is arrested like a chicken thief, where a presidential candidate is arrested like a criminal, where the ground is not leveled for all the players can be compared to tying an opponent’s hands and then tell them to hit the playing field with your two hands and legs open.
