National Resistance
movement (NRM) supporter, identified as Isaac Katoogo a resident of Mable
District commonly known as Ambassador wa Yesu has been nailed in his mouth.
Katoogo who is a local
artist, is popularly known within the Mbale for moving around playing his music
loudly off a mobile loudspeaker,singing praising songs for the NRM government
and president Museveni.
According to Katoogo,
unknown people attacked him asking why he was moving with a speaker playing his
song which he composed for President Museveni.
This is the second NRM
supporter who has come out to claim that they had been physically nailed owing
to their allegiance to the ruling NRM party.
Last month, a young man claims to have had his hands nailed together at Kalerwe because of his support for Museveni.
At least eight people believed to have perished in a grisly accident that occured in Nawantumbi in Nawanyago sub-county along the Kamuli to Jinja road.
Eye witnesses privy to this accident reveal say, the over speeding taxi Reg No: UAZ 861 T swerved off the main road and killed other two boda boda drivers and only three people survived.
This comes at the back drop of a spate of accidents on major highways, one accident in Lira when a Kitgum bound bus belonging to Roblyn coaches killed in 7 last week, another accident today early morning involving a bus belonging to Modern coast collided with a trailer in Busowa in Bugiri district along the Jinja- Tororo highway.
By the time of failing this story, police was yet to avail the details.
South Africa’s President Ramaphosa With ED Mnangagwa of Zimbabwe
South African president Cyril Ramaphosa has publicly apologized on behalf of his government and South Africans for the xenophobic attacks that targeted foreigners over the recent weeks.
The president used the chance of Mugabe’s funeral service to submit in an apology to whoever was affected in the attacks.
South Africa was the talk of Africa and the world over in the past weeks before Mugabe’s death when South Africans launched attacks on foreigners especially Nigerians, Zambians, and others looting their property, burning down shops and killing some which many leaders condemned but the government had never tendered in a public apology to the affected.
Ramaphosa says has also sent a delegation led by led by Jeff Ladebe to countries like Nigeria and other countries to tender in South Africa’s apology, deliver a message of solidarity and mend the broken friendship.

Three people are feared dead in a collision of a bus belonging to Modern coast, a Kenyan bus company under a customized number Modern3 with a trailer Reg No: KBU 651Q/ ZE2344.
The accident happened at Busowa in Bugiri along the Iganga to Busia highway in Bugiri District. Cause of the accident is still unknown and the number of the dead may increase any time as those critically injured were rushed to Bugiri general hospital in a worrying state.

The Trump administration through the secretary of state Mike Pompeo issued sanctions on former police boss General Kale Kayihura and his top men during his reign at the helm of Uganda police former for 13 years.
The US banned Kayihura through a document posted on the Secretary of State website sighting corruption, human rights violations during his regime as police chief.

Bobi Wine says Kayihura presided over a violent and brutal police force which committed so many atrocities on the people of Uganda. He further advised those with power to take Kayihura’s ban as a lesson.
General Edward Kale Kayihura was Uganda’s police boss from 2005 to 2017 when his friendship with President met a hard rock leading to sacking from the police job and later detained at Makindye Military prison on charges of abuse of office among others which might have been summed up the day he was given bail.
Uganda police has this
evening cleared the air on the re-arrest of the four Kawesi murder suspects
including Yusuf Nyanzi, Jibril Kalyango, Joshua Kyambadde, Yusuf Mugerwa with
their Lawyer James Mubiru. Their arrest had sparked.
In a letter signed by the
Police spokesperson CP Fred Enanga, the operation was done by police and sister
security agencies who were armed and brutally arrested the suspects after
securing bail at the International Crime divisions court in Kololo.
Judicially and the Uganda Law society was first to condemn the actions of police decrying the independence of juPolice Fires Back at Judiciary On Kawesi Murder Suspect Brutal Re-Arrestdicially. However, police has fired back at the them and confirmed that there’s no law that prohibits police from re-arresting criminals even if they have secured bail.
This is not the first time, police and security forces re-arrest people who have secured bail.
“The public should note that, the police have powers to enter premises, to arrest a person, detain a person or execute a warrant, if they believe on reasonable grounds that the person is inside that building or premise. This can be with or without a warrant. Therefore, entering a court room or being present within court premises does not place any one above the Law or exempt them from Law Enforcement”-Reads part of the police statement
Letter
Police also says there is no Law that prevents them from conducting arrests within Court premises, provided there are reasonable grounds to do so and have arrested criminals who have attacked judicial officers on duty, and also arrested officials who have victimized people within court premises.
However police also acknowledges that courts are not happy with the way bail is perceived in some occasions by Law enforcers.
Former police chief who was arrested last year and
later given bail and has never returned to court one year down the road has
suffered another big blow in his life time as the trump administration banned
him from stepping his foot in the United States.
Today the Secretary of state Mike Pompeo sent slapped
Kayihura with the ban on grounds stemming from human rights violations.

The Department is publicly designating Kale Kayihura, the
former Inspector General of the Uganda Police Force and its commanding officer
from 2005-2018, under Section 7031(c) of the FY 2019 Department of State,
Foreign Operations, and Related Programs Appropriations Act, due to his
involvement in gross violations of human rights. Specifically, the
Department has credible information that Kayihura was involved in torture
and/or cruel, inhuman, or degrading treatment or punishment, through command
responsibility of the Flying Squad, a specialized unit of the Uganda Police
Force that reported directly to Kayihura. The Treasury Department is
concurrently designating Kayihura pursuant to Executive Order (E.O.) 13818,
which builds upon and implements the Global Magnitsky Human Rights
Accountability Act.
Section 7031(c) provides that, in cases where the
Secretary of State has credible information that foreign officials have been
involved in significant corruption or a gross violation of human rights, those
individuals and their immediate family members are ineligible for entry into
the United States. The law also requires the Secretary of State to
publicly or privately designate such officials and their immediate family
members. In addition to the public designation of Kale Kayihura, the
Department is also publicly designating his spouse, Angela Umurisa Gabuka, his
daughter, Tesi Uwibambe, and his son, Kale Rudahigwa.
In Executive Order 13818, the President declared a
national emergency with respect to serious human rights abuses and corruption
globally, which constitute an unusual and extraordinary threat to the national
security, foreign policy, and economy of the United States. Through this
E.O., the President has authorized the Secretary of the Treasury and the
Secretary of State to impose economic sanctions and visa restrictions,
respectively, on persons determined, among other things, to be responsible for
or complicit in, or to have directly or indirectly engaged in, serious human
rights abuse or corruption.
These actions against Kale Kayihura underscore our
concern with human rights violations and abuses in Uganda, as well as our
support for accountability for those who engage in such violations and
abuses. We call on the Ugandan government to respect human rights and
fundamental freedoms, including the freedoms of expression and peaceful
assembly.
Uganda and Rwandan officials prepare
to meet in an attempt mend the broken friendships that has been on for some
time next week on Monday, political analysts and members of the business
community have weighed on the matter.
The Ugandan team is set to
arrive in Kigali for the high level meeting with the Rwandan officials to
follow up on the Memorandum of Understanding signed by both heads of states
early last month in Luanda-Angola.
Experts however appeal and
argue that both countries should try hard to bury the hatchet that has worsened
early this year with Rwanda’s closure of her border points to Uganda to
restricting her citizens from traveling to Uganda, a move that has held many in
captivity who were benefiting from the cross boarder movements and trade
The Chairperson of
Transparency International-Rwanda Marie-Immaculee Ingabire says she has no
doubt Rwandan and Ugandan citizens share similar expectations ahead of the
meeting.
“My expectations are, and
they are expectations of all citizens of both countries, that our leaders and representatives
should follow through on the Luanda agreement. They should think about the
citizens. All we want is for relations to normalize again and Rwandans and
Ugandans visit each other without any fear” She said
She further urges leaders to
recall that they endorsed the regional integration agenda.
In last month’s agreement,
President Museveni and his Rwandan Counterpart President Paul Kagame committed
to normalizing relations which hasn’t been achievement yet. The border points
are still closed and Rwandans have always been advised no to step on Ugandan soil
by Rwandan officials.
Dr Charity Wibabara, a lawyer
and visiting lecture at the University of Rwanda’s centre for conflict management,
observed that conflict is part and parcel of society.
“That’s why in Latin they say
that Ubi societasibi jus,literary
implying that where there is society, there is a need for laws and regulations”
she says.
She further narrates that in
as much as the conflict is normal, it should not be protracted because when it
takes too long, the interests ofboth countries are jeopardized in terms of free
movement of people and good, development and other distractions.
“That is why we are hoping
that in this meeting both countries are going to pay attention to the interests
of citizens”-She added.
This comes at the heels of
the tiff when Uganda last evening deported 32 Rwandans probably to ease the Monday
meeting.
The highly anticipated
meeting on Monday will be led by Rwanda’s Minister of state in charge of the
East African community Amb. Olivier Nduhungirehe and the Rwandan Delegation
While the Uganda delegation will be led by the Minister of Foreign Affairs in
Museveni’s government Sam Kutesa
In the quadripartite summit and the memorandum of understanding
that Museveniand Kagame accented to that was dubbed as a peace agreement, both
leaders committed to respecting the sovereignty
of each other’s other and the neighboring countries, refraining from actions
conducive to destabilization or subversion in the territory of the other party
and neighboring countries, thereby eliminating all factors that may give such
perception, as well as acts such as the financing, training and infiltration of
destabilizing forces
Rwanda accuses Kampala of arbitrary arresting and torturing
hundreds of Rwandans over the past few years and Uganda is also linked with
armed groups especially the Rwandan dissidents that allegedly want t over throw
Kagame from the country’s top job.
For
close to seven months now, Rwanda’s boarder with Uganda has been shut due to a
rift between the two countries. Kagame’s government accuses Uganda for
supporting Rwandan dissidents to destabilize Rwanda.
In
other accusations tabled by Rwanda is the illegal detention of Rwandans
arrested in Uganda while Uganda President Museveni in a letter to his
counterpart in Rwanda denied supporting Rwandan dissidents and also confirmed
that those in detention were arrested in criminality.
This
has left many Rwandans vulnerable especially those who used to buy food and
other items from Uganda and Uganda has also lost billions of shillings during
this blockade of Uganda’s products on the Rwandan market.
Early
last Month, during the quadripartite summit in Luanda Angola, Rwanda’s Paul
Kagame and Uganda’s Museveni signed a memorandum of understanding that was
dubbed a Peace deal aimed at bringing the diplomatic tiff to an end.
Amongst the terms and conditioned put on Uganda was the release of all Rwandans illegally detained in Uganda. During the signing of the peace deal in Angola, another war broke out between Uganda’s communication commission and that of Rwanda and this saw Rwandan news websites blocked from Uganda and Rwanda retaliated with the same reply of blocking Uganda’s news websites and Rwandans were still warned against traveling to Uganda.
Deportees Being cleared at Hirama hills
In some new promising developments as reported by Ugandan and Rwandan media is that Ugandan officials will be heading to Rwanda next week to mend the friendship and have all the issues at hand solved. The delegation headed by Foreign affairs minister Sam Kutesa is set to sweet talk Rwandan officials and have the borders opened to business as Usual.

It
has been revealed that the Ugandan government has already deported 32 Rwandans in
what authorities described as illegal entry and illegal stay in Uganda.
According
to Chimp reports, this is the first time since the friendship between the two
countries went sour in 2017 that such a big number of Rwandans is being
deported at once.
The acting Commissioner Legal and Inspection services, Marcelino Mwsigye, in a letter dated 12, 2019 informed the Commissioner in charge of Immigration about the deportation in respect of the 32 Rwandans.
