These days, it’s very rear to find an elite or youth in Uganda who is not connected to at least one or more social media platforms like facebook, twitter, whatsapp, instagram among others in this generation which was dubbed the Dot com era.

In Uganda, for the past 10 years, one social media platform has been on the rise with every one accessing it before Museveni’s government introduced social media tax in july 2019.

In a list released by facebook recently, about the app’s usage in major towns in Uganda, Kampala tops the list with 2.1 milion users of which 1.5 milion users are male while 750,000 are female Not much growth since 2016. Only about 500,000 new users. Facebook usage was of course impacted by the 2018 introduction of OTT Tax, where it registered a 40% drop.

Greater Kampala includes towns in Mukono & Wakiso districts, these are followed by Mbarara with 800,000 users, Jinja 34,000 users and the least town with the smallest number of Facebook users with only 5000 users.

Figures Of Facebook Users

Key observation in this is that all these towns have tertiary institutions like universities that seem to drive up numbers in usage and the 18-24 age bracket is still the dominant group using social media in Uganda, closely followed by 25-35

Museveni dragged to court over his Directive to Release Idle and Disorderly Suspects

City lawyer Male Mabirizi

City lawyer Male Mabirizi has dragged the government to court challenging President Yoweri Museveni’s directive to release suspects arrested for being idle and disorderly.

On Tuesday, the Inspector General of Police, Martin Okoth Ochola released a statement indicating that the President had directed Police officers not to arrest people for the crime of idle and disorderly.

Museveni demanded that whoever is already in custody for the offenses should be released immediately and prosecution discontinued.

President Museveni further directed that all the people arrested by the KCCA enforcement officers in Kampala and are in prison for failure to pay a fine of 1 million shillings be released immediately.

In an application filed on Wednesday in the High Court Civil Division, Mabirizi wants court to quash the directive on grounds that it’s illegal, unreasonable and defeats common sense since the offence of Idle and disorderly has never been repealed from the Penal Code Act.

According to Mabirizi, President Museveni should have gone to Parliament such that the law is discussed is scrapped from the Penal Code.

He notes that the constitution states that the IGP, the courts, Directorate of Public Prosecution-DPP are supposed to work under the laws adding that the directive from the President is a matter of Policy but not administration.

Mabirizi further adds that if President Museveni was to pardon someone, he has to act on the advice of Prerogative of Mercy Committee where the procedure is that the committee advises him on whether a certain convict should be pardoned or not.

Gen. Tumwine Slammed for stubbornly refusing to provide a list of safe houses in Uganda.

Members of Parliament have taken offence to criticism by Security Minister Gen. Elly Tumwine over their recent botched attempt to inspect safe houses.

The MPs were last month blocked from accessing suspected Safe Houses in parts of Nkokonjeru, Kyengera and Nalukolongo.

However, Elly Tumwine yesterday morning slammed the Human Rights Committee of Parliament for its attempt to access safe houses reportedly run by the Internal Security Organization (ISO) in Kampala and Wakiso.

He asked committee members to improve their methods of work in order to avoid casting parliament in a bad light.

He was appearing before the committee today for the third time in line with the ongoing investigation into the operations of safe houses.

But the statement evoked anger from the Kawempe North MP Latif Ssebaggala who asked the chairperson of the committee Janepher Nantume Egunyu to rule Tumwine out of order.

Ssebaggala also pointed out that the Deputy Speaker Jacob Oulanyah had given the committee the green light to inspect the safe houses.

Tumwine had asked the MPs to apologize for trespassing on private property. Committee Chairperson Janepher Nantume Egunyu ruled him out of order by stating that the committee has the powers to carry out on-spot visits.

She also slammed the Minister for stubbornly refusing to provide the committee with a list of safe houses to aid the investigation

VJ Junior

Popular movie translator Mary Smarts Matovu alias VJ Junior is under arrest at the URSB enforcement Unit headquarters!

VJ Junior had gone to negotiate for the release of some people who were arrested and material that was confiscated yesterday when Zai Plaza was raided by the enforcement unit of Uganda Federation of Movie Industry (UFMI) and Uganda Registration Service Bureau to act upon those selling Ugandan movies without a Security Device!

It’s said that UFMI and URSB don’t want Locally made movies to be ‘translated’ by VJs as it doesn’t make sense because they’re acted in local languages!

Also, they want to reduce non-Ugandan movies on the market so as to promote Ugandan movies in a way of Buy Ugandan Build Uganda.
